Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O objetivo principal deste estudo é buscar compreender o perfil do novo homem prescrito nos Parâmetros Curriculares Nacionais, a ser educado para pensar, sentir e agir nas sociedades capitalistas latino-americanas a partir das últimas três décadas do século XX sob a hegemonia neoliberal. Para tal, partimos do pressuposto de que o projeto neoliberal de sociedade defendido pelo capital monopolista se tornou hegemônico nos países capitalistas desenvolvidos a partir dos anos 1970, na maior parte dos países da América Latina a partir dos anos 1980 e no Brasil mais fortemente nos anos 1990, dando seus primeiros passos no governo Collor e consolidando-se nos governos FHC. Na parte I, a reforma educacional levada adiante pelo Ministério da Educação nos oito anos de governo FHC é investigada à luz das diretrizes neoliberais para a América Latina e do papel da educação neste projeto de sociedade. Na parte II, os PCN são analisados, em sua forma e conteúdo, como instrumento da reforma educacional voltado à conformação de novos cidadãos/trabalhadores segundo a perspectiva neoliberal de sociedade latino-americana. / The main objective of this study is trying to understand the role of this new man prescribed in Brazilian national curriculum standard, who must be educated to think, to feel and to act into Latin-American capitalistic societies under neo-liberal hegemony over the three last decades of the 20th century. For that, we have started from the presupposition that this neo-liberal project defended by monopolistic capital had become hegemonic on capitalist developed nations since the 70s, in most of Latin-American countries since the 80s and in Brazil more strongly in the 90s, beginning in Collor government and consolidating during FHC governments. In Part I, the educational reform carried forward by the Ministry of Education in the eight years of FHC government is investigated in the light of neo-liberal policies for Latin America and in the role of education into this project of society. In Part 2, the national curriculum standard is analyzed, in its form and contents, as an instrument of educational reform turned to on conformation of new citizens/workers to the neo-liberal prospect for a Latin-American society.
