JOB SATISFACTION AND ROLE CONFLICT AMONG STATE DIRECTORS OF VOCATIONAL REHABILITATION

Directors of Vocational Rehabilitation programs in each state and U.S. territory bear the administrative responsibility for providing rehabilitation services to all eligible persons. Limited research pertaining to these administrators had been conducted, yet many factors, including provisions of the 1973 Rehabilitation Act, appeared to suggest that they had been confronted with additional responsibilities and role expectations. Given the organizational and personal implications of job satisfaction, this study endeavored to document some of the characteristics of state directors and two variables pertaining to the relationships between state directors and their work. / Three questionnaires were mailed to all 83 members of the Council of State Administrators of Vocational Rehabilitation. The first questionnaire addressed demographic and organizational characteristics. The second instrument pertained to role conflict and was adapted from the ten managerial roles delineated by Mintzberg (1973). The third questionnaire was a short form of the Minnesota Satisfaction Questionnaire. Data collection was considered complete at the end of eight weeks; 67 directors (80 percent) responded. / Results indicated that state directors were generally satisfied with their work when compared to a normative group of over 350 engineers. However, while the engineers were most satisfied with the extrinsic aspects of their work, state directors were most satisfied with the intrinsic aspects of their jobs. Numerous organizational characteristics appeared to be linearly related to job satisfaction including the number of employees which was positively related and statistically significant. / Role conflict results indicated that state directors had substantial control in regard to the amount of time they allocated to address each of the managerial roles and, therefore, experienced minimal role conflict. Two exceptions to this interpretation were the entrepreneur role, which state directors felt should be addressed more, and the disturbance handler role, which the directors felt should be addressed less. The relationship between role conflict and job satisfaction was inverse, as anticipated, yet not as strong as expected. / Comparison of these findings and Hulshoff's (1972) results indicated several changes in the characteristics of state directors. AN INVESTIGATION OF RELATIONSHIPS BETWEEN DIMENSIONS OF MORAL CHARACTER, CREATIVITY, AND IDEOLOGY

This study investigates relationships between Robert Hogan's theory of dimensions of moral character, creativity, and ideology. Hogan's model contains five dimensions: Moral knowledge, socialization, empathy, autonomy, and ethical attitudes. Moral knowledge is assumed in adult populations of at least average intelligence and was not included in this study. / Five populations were chosen. Gulf Coast Community College, Panama City, Florida, and Georgia Southern College, Statesboro, Georgia, were selected as general populations of college students in the southeast. Florida State University, Tallahassee, Florida, provided two samples. The School of Theatre was selected based on self-selection into an environment where creativity is prized. The Reserve Officer's Training Corps was selected as a population self-selected into a highly structured environment marked by an explicit ideology. Liberty Baptist College, Lynchburg, Virginia, provided a sample of people self-selecting into a highly structured, explicitly religious, environment. / The Hogan model showed considerable discriminating power by revealing distinctive profiles for these populations, and thus receives additional confirmation. / Spontaneous flexibility and originality were positively related to empathy, autonomy, and ethics of personal conscience. High socialization scores did not appear to inhibit creative production, but there was a negative correlation with ethics of social responsibility. / There was a positive correlation between the value of religious efforts and socialization. Belief in order and pattern related positively with empathy, autonomy, and ethics of personal conscience. TOWARD A NATIONAL PROGRAM OF NONFORMAL POPULATION EDUCATION IN SRI LANKA

Rapid and continued population growth is a worldwide problem. Sri Lanka too feels it severely. A growing portion of the national budget goes for welfare services, thus minimizing investment in development projects. / The purpose of this study was to develop a plan for a national program of population education in the nonformal system in Sri Lanka, on the assumptions that (a) the systematic diffusion of knowledge is an effective approach to reading adults and (b) the already established nonformal education system is the most appropriate learning environment for a population education program. / The method employed was that of documentary analysis. The sections analyzed included (a) current international assistance, (b) present status of population education in Sri Lanka, (c) population education programs in other countries including the Republic of China, India, and the Philippines and (d) program development in adult education. Based on the findings, a model for a national program was developed.
