The Exploration of the Accreditation System of TEAC and Its Implications for the Evaluation of Teacher Education in Taiwan

This study explored the Teacher Education Accreditation Council (TEAC) and the evaluation of teacher education in Taiwan-related issues that provide to educational authorities to implement the reference teacher education accreditation system in the future. The quality of teacher education is one of the important factors which are connected with national development and competitiveness. In view of the fact that the evaluation of teacher education in Taiwan is important in determining quality of teacher education, improving the progress of teacher education program, and to pursue excellence of system. The study aims to explore TEAC and its implications for the evaluation of teacher education in Taiwan. The study employs three methods of collecting data, including literature review, G. Z. F. Bereday's Comparative Method, and Delphi Method. So we use the methods to explore of TEAC and its implications for the evaluation of teacher education in Taiwan. According to the results, the following conclusions have been concluded: 1. Lacking of teacher education accreditation institutions dedicated units 2. Evaluation of teacher education in Taiwan lacks characteristics of self-evaluation 3. Evaluation of teacher education in Taiwan must be a standardized set of teacher education accreditation principles, objectives and process sequence 4. Evaluation of teacher education in Taiwan experts and members of the organization to be defined 5. Lacking of regular evaluation procedures and appeal procedures 6. Results of the using are the difference between TEAC and Evaluation of teacher education in Taiwan Based upon the above conclusions, some suggestions have been raised by the researcher to play a solid basis for teacher education accreditation and to upgrade the quality of future institution.

A Case Study of Undergraduate Course Syllabi in Taiwan

Higher education in Taiwan has been influenced by U.S. and Western practices, and syllabi represent one means to verify this. However, limited research exists in Taiwan on course syllabi and on similarities of syllabi with practices in other countries. In the U.S. as the paradigm shifted from teaching to learning and to the learning-centered context, scholars argued that syllabi should be learning-centered. Given the assumption that higher education in Taiwan is similar to U.S. higher education and the call for a learning-centered context, this qualitative research examined 180 undergraduate syllabi at a public university in Taiwan with a (traditional) syllabus component template and a learning-centered syllabus component template derived from the literature in the U.S. to describe (1) the contents of syllabi, and (2) the extent that syllabi in Taiwan were congruent to U. S. syllabus component templates. Syllabi at this university were highly congruent with the (traditional) syllabus component template and were congruent at the medium level with the learning-centered component template. About 90% of syllabi included 8 of 10 major components. Additional findings included: 70% of faculty were male, and 30% were female; more than 75% of the faculty earned their doctoral degrees from the United States or Europe; gender made no difference on inclusion of major components for both templates; there was no difference in inclusion of components on both templates for faculty who earned their doctoral degrees from the U.S. or Taiwan; a high percentage (80%) of college courses adopted English textbooks published in the U.S.; some differences existed and use of English in the syllabus and on components included in the syllabi. Based on these syllabi, it is evident that syllabi in Taiwan represent course planning and organization congruent to recommended practices in the United States.

Library education in Japan, Republic of Korea and Taiwan : a comparative study

This study has compared the education for professional librarians in Japan, Korea and Taiwan, which have shared similar cultural backgrounds while developing each its own distinct national culture and character. It was intended to draw out similarities and differences in the educational systems with interpretations in the light of the social and cultural backgrounds. The hypotheses the research tries to verify are as follows: i) Japan, Korea and Taiwan have shared a similar cultural background and have adopted the same American educational system for librarians, so there will be similarities in library education in the three countries; ii) if differences exist, they will reveal the national characteristics including the priorities given to national development, economic development and educational standards in each country; iii) if the three countries share similarities in library education, they will also have similar trends, problems and future prospects resulting from the similarities The hypotheses have been verified as being true through the comparisons of such variables as the objectives of library education, teaching staff, students, curriculum, special requirements for the course, textbooks, research, facilities, relationships with outside libraries and incorporation of information science. The social needs in library services, the trends, problems and future of library education felt by library educators along with the employment of library school graduates have also been compared. Based on the findings and their interpretation eight suggestions for better library education in the region are recommended.

Cross-language Transfer of Reading Ability: Evidence from Taiwanese Ninth-grade Adolescents

The influence of reading ability on cross-language transfer in Mandarin-speaking ninth graders was explored. Each participant's native language (L1-Mandarin Chinese) and second language (L2-English) were assessed. Although the relationship between L1 and L2 reading ability has been discussed in many previous studies, few studies have examined this relationship among L2 readers whose L1 is sharply different from their L2, who are at the junior-high-school age range, and who are learning English in a setting where English is not used in daily communication (e.g., English as a foreign language). To investigate the role of L1 reading competence in the language reading ability transfer, a reformed public examination, called the Basic Competency Test (BCT), was applied in this study. The 30,000 Taiwanese ninth grade participants, randomly selected from the pool of the national examination involved in a consecutive six-year period, were considered as a whole and then disaggregated into six groups based on the year they took the BCT. A preliminary analysis was about reliability coefficients of twelve examinations (six in Mandarin Chinese reading, and six in English reading) used in the present study. Scores from both Mandarin Chinese and English reading comprehension tests were subjected to descriptive, correlational, and regressional analyses. Both correlation and regression analyses revealed congruent results that provided support for the positive influence of Mandarin Chinese reading competence on English reading ability, that is, L2 reading ability is dependent on L1 reading competence. The finding supported the Linguistic Interdependence Hypothesis. In addition, participants' gender and school district also played statistically significant roles to affect the cross-language transfer of reading ability, whereas the length of time in English exposure had no statistically significant effect on the language reading ability transfer. Thus, cross-language transfer in reading ability was influenced by learners' L1 reading competence, gender, and school district. This suggested educational policy makers in Taiwan that boost native-Chinese speaking students' Mandarin knowledge help support the development of English reading ability. Apparently, if students' L1 reading abilities can be built up more soundly, their L2 reading ability should be easier to acquire.

A Comparison of the Higher Education Systems of Taiwan, Singapore, and Hong Kong as a Model for Developing Nations, 1945-1980

The purposes of this study were to (a) examine higher education activities from 1945 to 1980 before Taiwan, Singapore, and Hong Kong became newly industrialized countries; (b) study the higher education reforms that each country made in its progress in order to meet the challenge; (c) compare and contrast the higher education systems that were adopted; and (d) identify a single Asian higher education system model (descriptive model) for any country that desires to become an industrialized country. Historical research was utilized in this study. This study was approached as follows: First, the economic growth of the countries under study was examined. Then, the countries' higher education systems were compared and contrasted. The result is at least one possible higher education system model that can be used by any country to improve the future performance of its higher education system. The study concluded that the models of higher education used by Taiwan, Singapore, and Hong Kong from 1945 to 1980 were not identical. However, they came to similar conclusions in terms of economic development. In this case, an emerging industrial country like the social and economic condition of Taiwan, Singapore, and Hong Kong would find that adoption of those higher education models might be appropriate. For instance, an emerging country with a social and economic system like Taiwan would find Taiwan's higher education model appropriate for adoption in that country. On the other hand, if an emerging industrial nation has social and economic criteria dissimilar to those of Taiwan, Singapore, and Hong Kong, a proposed single model of higher education would be appropriate, with an adjustment to suit the national resources, cultural background, and structure of trades and the labor force of that country.

在全球化衝擊下,高等教育已進入一個高度競爭的時代,教育的專業化、自由化與國際化已成為無可避免的趨勢。因此兩岸教育與合作,除了在兩岸互動與和平發展上有劃時代的意涵外,更具有「符合世界潮流,與國際接軌」的深遠意義。 2008年總統大選結束,國內的政治情勢產生了前所未有的劇烈轉變,隨著政治立場的更迭,政府大幅調整了大陸政策,以往被忽視的陸生來臺就學政策也重新浮上檯面。 本研究旨在探討開放陸生來臺政策之研究,主要採用文獻探討及政策分析等進行研究,以多重角度地探討開放陸生來臺對臺灣國家安全、教育、社會文化及經濟等方面可能造成的衝擊與問題。 根據本研究歸納整理,主要結論如下: 一、全球化下高等教育學生流動成為趨勢,兩岸學生交流亦是時勢所趨。 二、開放陸生來臺就學政策,應兼顧臺灣學生權益。 三、招收陸生來臺應規劃妥善的相關配套措施,以減少衝擊與疑慮。 四、大學校院應積極發展各自的特色,並提升教育的品質。 五、推動兩岸大學校院的策略聯盟及整合產官學的合作,提升兩岸大學整體競爭力。 / Under the impact of globalization, higher education has entered a highly competitive era. Specialization, liberalization and internationalization of education have also become an unavoidable trend. Therefore, the education and cooperation between Taiwan and China not only show the interaction and development between the two sides of Taiwan Strait, but also equip the meaning of world trend and globalization in this new era. After the presidential election in 2008, the domestic political situation has suffered from a severe transformation in Taiwan. With the change of the political standpoint, the government greatly adjusted the policies toward Mainland China and the policy for Mainland China students studying in Taiwan has emerged again. The main point of this study is to discuss the policy of Mainland China students studying in Taiwan. The study mainly adopted the methods of literature review and policy analysis to explore the potential impacts and problems related to national security, education, culture and economy from several different facets. According to the study, some conclusions has been drawn, i. Due to globalization, the interflow of higher education students has become a tendency. The communication between the students from Taiwan and China, Of course, is also driven by this trend. ii. The government should consider the rights of Taiwanese students at the same time when implementing the policy for Mainland China students studying in Taiwan. iii. To decrease the impact and scruples due to the new policy, the government is obligated to establish a set of proper plans when admitting Mainland China students. iv. Each university in Taiwan is responsible for developing the specific characteristic and promoting the education quality. v. Promote the strategic alliance between the two sides of Taiwan Strait and integrate the cooperation between industry, government and science to strengthen the overall competitiveness of the universities in Taiwan and China.
