The Declaration of Principles on Tolerance by the General Conference of UNESCO (since the determination of the General Assembly of the United Nations in 1992) adopted on November 1995 was concomitant with the preparation of the document Pluralidade Cultural dos PCNs. Thus, besides the relevance of tolerance in the field of education there is a historical dimension of possible impact of the foreign policy over an education policy that should be investigated. This is a qualitative research with documental and bibliographical basis. There is a political relevance involving the subject since its proposition by an agency of the United Nations as important as UNESCO, considering the historical denial of racism and ethnical and religious discrimination practiced until now in public documents regarding the Brazilian educational system, for instance / A presente pesquisa busca estudar o termo “tolerância”, levantando suas matrizes teóricas: filosóficas e históricas, bem como aspectos políticos ligados ao tema, e suas relações com a educação. A promulgação da Declaração Mundial dos Princípios sobre a Tolerância, pela Conferência Geral da UNESCO (a partir de determinação da Assembleia Geral da ONU, de 1992) ocorreu em novembro de 1995, sendo concomitante com o início da elaboração do documento Pluralidade Cultural dos PCNs. Assim, além da relevância da tolerância no campo educacional, há uma dimensão histórica de possível impacto da política internacional sobre uma política educacional, que merece ser investigada. Trata-se de pesquisa qualitativa, com base documental e bibliográfica. Há uma relevância política do tema, uma vez que o mesmo foi proposto por uma agência da ONU do porte da UNESCO, considerando a negação que até então historicamente se fazia do racismo e da discriminação étnica e religiosa nos documentos públicos ligados à escola brasileira, por exemplo.

Para compor os corpora da análise, foram selecionados onze livros didáticos de 1º a 5º ano, dos componentes curriculares matemática, português, ciências, história e geografia, estando todos os títulos devidamente aprovados pelo PNLD 2013. Trata-se de uma investigação qualitativa, realizada a partir de procedimentos metodológicos de pesquisa bibliográfica e documental. Na pesquisa documental, foram abordados os marcos legais referentes à criança, à educação em direitos humanos e aos livros didáticos. A pesquisa bibliográfica está embasada, do ponto de vista teórico, em uma perspectiva interdisciplinar, conjugando os campos da Educação e dos Direitos Humanos, entre outros. A partir da ótica da Análise do Discurso, em sua vertente francesa, foram selecionadas as seguintes categorias de análise: criança/infância (SARMENTO, 2005; SANTOS, 2012a; ARIÈS, 2012; RIZZINI; PILOTTI, 2011, DeMAUSE, 2002), sujeito de direitos (BRASIL, 2012a; ROSEMGERG; MARIANO, 2010; SEDA, 2011; BAZÍLIO; KRAMER, 2011) e educação em direitos humanos (SILVA, 2010a; CANDAU; SACAVINO, 2010; MAGENDZO, 2008; BITTAR, 2007; BENEVIDES, 2007). As análises dos livros didáticos foram realizadas em textos escritos e imagéticos, com base nos trabalhos teóricos de Dominique Maingueneau (2005; 2008a; 2008b; 2013a; 2013b) a partir de três conceitos: ethos, cenografia e interdiscurso. As imagens, enquanto texto que também materializam discursos, foram estudadas a partir da análise do discurso, além de Joly (1994) e Santaella e Nörth (1999). Os resultados da pesquisa indicam que os livros didáticos têm se apresentado como uma arena de disputa de sentidos, no mais das vezes contraditórios acerca dos direitos da criança, ora afirmando sua condição de sujeito social de direitos, ora colocando-a em condição de subjugo decorrentes de uma série de fatores relacionados a poderes hegemônicos, dentre eles, o fato de a sociedade ser baseada em valores centrados no adulto, caracterizando uma espécie de “adultocentrismo”. Neste sentido, observamos que, sob um viés histórico- social os livros didáticos avançaram em qualidade e em reconhecimento da infância, contribuindo na direção de sua não invisibilidade. Em outra direção, as referidas contradições sinalizaram que os livros didáticos pesquisados pouco têm para uma educação em direitos humanos e sua proposta crítica, de favorecimento do protagonismo infantil e de transformação social. / The present research is part of the Postgraduate Interdisciplinary Program on Human Rights from the Universidade Federal de Pernambuco, in the search line: Citizenship and Social Practices and aims to examine, in a discursive perspective, the ways in which children's rights are present in textbooks of the early years of elementary school, from 2013-2015, based on the “Estatuto da Criança e do Adolescente”. To compose the corpora analysis, eleven textbooks were selected from 1st to 5th grades of the component curricular mathematics, Portuguese, science, history and geography, being all titles approved by the PNLD 2013. This is a qualitative research, carried out from methodological procedures of bibliographic and documental research. In the documental research, the legal frameworks relating to child, to education on human rights and textbooks have been addressed. The literature is grounded, from a theoretical point of view, in an interdisciplinary perspective, combining the fields of Education and Human Rights, among others. From the perspective of Discourse Analysis, in its French slope, the following categories of analysis were selected: child / childhood (SARMENTO, 2005; SANTOS, 2012a; ARIÈS, 2012; RIZZINI; PILOTTI 2011, DeMAUSE, 2002), the subject of rights (BRAZIL, 2012a; ROSEMGERG; MARIANO, 2010; SEDA, 2011; BAZÍLIO; KRAMER, 2011) and education on human rights (SILVA, 2010a; CANDAU; SACAVINO, 2010; MAGENDZO, 2008; BITTAR, 2007; BENEVIDES, 2007). Analyses of textbooks were carried out in written texts and imagistic, based on theoretical work of Dominique Maingueneau (2005; 2008a; 2008b; 2013th; 2013b) from three concepts: ethos, scenography and interdiscourse. The images, taken as text that also materialize discourses, were studied from the discourse analysis, and also Joly (1994) and Nörth and Santaella (1999). The survey results indicate that textbooks have been presented as an arena of dispute of meanings, most often contradictory, about the rights of children, sometimes stating their social condition as subjects of rights, sometimes placing it in subjugation condition due to a variety of factors related to hegemonic powers, among them, the fact that society is based on values centered in adults, featuring a kind of "adultcentrism". In this regard, we note that, under a social-historical bias, the textbooks have improved in quality and recognition of childhood, contributing towards its non-invisibility. In the other direction, the contradictions indicated that the textbooks surveyed have not contributed to human rights education and its critical proposal of favoring children social participation and social transformation.

It aims to verify how the Child and Adolescent Statute is materialized in the school life in public Schools in Paraná State, in the city of Ponta Grossa, in 2012. It also seeks: 1) to discuss the right to education in Brazil as seen by the education in rights; 2) to analyze the Child and Adolescent Statute in its relation with international instruments of chil‟ren's protection; 3) to recognize the Child and Adolescent Statute as a pedagogical tool for the education in values and development of children‟s and adolescents‟ autonomy. The first chapter addresses the public and subjective right to education and the Educational Law as the systematized juridical branch which gives the instruments to the participants involved in the education process. It also discusses the education in rights as a public policy enacted by the National Plan of Education in Human Rights, based on Benevides (2011), Bobbio (1992; 2000), and Dallari (2004) contributions. The second chapter develops an analysis of the international documents of defense of Human Rights of Children and Adolescents and the Child and Adolescent Statute based on Digiácomo (2010), Ishida (2011), and Comparato (2008) studies. The third chapter presents a study on education in the Brazilian Federal Constitution, based on the Brazilian Guidelines and Bases for Education and on the Child and Adolescent Statute, and the analysis of data collected. The methodology employed was explanatory research with a qualitative approach, developed based on the dialectic method from categories of the right to education and considering citizenship in childhood. For data collection, a questionnaire was applied to 39 (thirty-nine) State schools in Ponta Grossa-PR. The study allows to state that: a) the Children and Adolescent Statute is present in the school life, even if in disagreement with the current educational law, once it has been worked detached from the curriculum through lectures, debates, projects and in pedagogical meetings; b) education is recognized as a public subjective right and the education in rights as an educational process for the active citizenship development, based on the principle of human dignity; c) the approval of the Child and Adolescent Statute in the 1990s corresponds to the concretization of the Brazilian State Commitment in the international community with the defense of human rights of children and adolescents; d) there is some resistance of educational agents to recognize the Child and Adolescent Statute as a pedagogical instrument due to the lack of knowledge of its principles, along with the belief that it withdrew the authority of parents and teachers, as well, as the use of its institutions for the immediate solution of school problems, mainly regarding lack of discipline, in detriment of the children and adolescents‟ total protection which is one of its fundaments. / Esta pesquisa concentra-se em compreender de que forma o Estatuto da Criança e do Adolescente se faz presente nas instituições públicas de ensino da Rede Estadual de Educação do Paraná, na cidade de Ponta Grossa, em razão do disposto pelo §5º do artigo 32 da Lei de Diretrizes e Bases, que determina para o currículo do Ensino Fundamental o trabalho com conteúdo que trate dos direitos de crianças e adolescentes, tendo como diretriz o Estatuto da Criança e do Adolescente. Objetivou-se verificar de que forma o Estatuto da Criança e do Adolescente é vivenciado no cotidiano escolar das instituições de ensino da rede pública do Estado do Paraná, na cidade de Ponta Grossa, no ano de 2012. Buscou-se, também, 1) discutir o direito à educação no Brasil sob a perspectiva da educação em direitos; 2) analisar o Estatuto da Criança e do Adolescente na sua relação com instrumentos internacionais de proteção à infância; 3) reconhecer o Estatuto da Criança e do Adolescente como instrumento pedagógico para a formação em valores e em desenvolvimento da autonomia de crianças e adolescentes. O primeiro capítulo contemplou o direito público e subjetivo à educação e o Direito Educacional como ramo jurídico sistematizado com vistas a instrumentalizar atores e instituições envolvidos na relação educacional. Foi ainda discutida a educação em direitos como política pública instituída pelo Plano Nacional de Educação em Direitos Humanos, a partir das contribuições de Benevides (2011), Bobbio (1992; 2000), Dallari (2004). O segundo capítulo ocupou-se da análise dos documentos internacionais de defesa dos direitos humanos de crianças e adolescentes e do Estatuto da Criança e do Adolescente com base nos estudos de Digiácomo (2010), Ishida (2011), Comparato (2008). No terceiro capítulo realizou-se um estudo sobre a educação na Constituição Federal, na Lei de Diretrizes e Bases e no Estatuto da Criança e do Adolescente, além de tratar da análise de dados coletados. A metodologia empregada foi a da pesquisa explicativa de abordagem qualitativa, desenvolvida com base no método dialético a partir das categorias do direito à educação e da infância cidadã. Para a coleta de dados utilizou-se o questionário aplicado em 39 (trinta e nove) instituições de ensino estaduais de Ponta Grossa. Esta pesquisa permite afirmar que: a) ainda que em desacordo com a legislação educacional vigente, uma vez que trabalhado de forma dissociada do currículo através de palestras, debates, projetos e em reuniões pedagógicas, o ECA se faz presente no cotidiano escolar; b) a constatação da educação como direito público subjetivo e da educação em direitos como processo de formação para o exercício da cidadania ativa, alicerçada no princípio da dignidade humana; c) a aprovação do ECA na década de 90 corresponde à concretização dos compromissos assumidos pelo Estado Brasileiro frente à comunidade internacional na defesa dos direitos humanos de crianças e adolescentes; d) a resistência dos agentes educacionais em reconhecer o ECA como instrumento pedagógico devido à falta de conhecimento de seus princípios, somada à crença de que este retirou a autoridade de pais e professores, bem como, o uso pontual de seus institutos para solução do problemas imediatos do cotidiano escolar, em especial a indisciplina, em detrimento da proteção integral de crianças e adolescentes que constitui seu fundamento.

Critical theory, adult learning and a 'xenophobia': a critical perspective on Umoja wa Afrika's human rights peer education programme

These include the emergence of &lsquo / xenophobia&rsquo / in the terrain of discrimination and&nbsp / the subsequent development of popular educational responses to this. As part of popular educational responses, adult education programmes have assumed an important role in changing&nbsp / people&rsquo / s attitudes. This long research paper presents a critical analysis of how a human rights and counter-xenophobia peer educators&rsquo / programme enables young adults to develop a critical consciousness about human rights and &lsquo / xenophobia&rsquo / . The research focused on learning materials, course content, training methodology and processes of a three-day human rights and counter- xenophobia workshop held by Umoja wa Afrika, a local non-governmental organization, in March/April 2007 at Goedgedacht, just outside Cape Town. The research was based on qualitative&nbsp / methodology which included an exploration of relevant literature, interviews with participants and facilitators, as well as the researcher&rsquo / s critical reflections. The research was located within a&nbsp / critical theory framework in the field of adult&nbsp / learning, and drew from the work of Paulo Freire (1970) and Stephen Brookfield(2005).&nbsp / The key finding of the study is that the experience of the&nbsp / workshop enabled participants to develop a critical awareness - but not necessarily a critical understanding of human rights and &lsquo / xenophobia&rsquo / . The participants identified specific factors that&nbsp / contributed to such awareness. These included the diverse composition of participants, the &lsquo / accompanying&rsquo / facilitation style, and the interactive training methodology. This study makes a&nbsp / contribution to understanding human rights peer education in the South African context and the extent to which such provision could enable participants to develop a critical understanding of&nbsp / human rights and xenophobia. This study is an attempt to make an original contribution in this area. As such it adds to literature in applied critical methodology.&nbsp / </p>
