Temos aktualumas ir mokslinė problema. Elektroninės valdžios raidos tendencijos, jų svarba valdžios įstaigų veiklos efektyvumui ir visuomeninių lūkesčių įgyvendinimui didinti bei demokratijai plėtoti yra neabejotina (Millard, J., 2003). Elektroninė valdžia dažniausiai suvokiama kaip valstybinės valdžios tąsa elektroninėje erdvėje, pasireiškianti kaip valstybės funkcijų realizavimas, organizacinių pokyčių tobulinimas pasitelkiant informacines technologijas (Designing E-Government, 2002). Elektroninė valdžia yra vienas iš būdų modernizuoti valstybės valdymą, sėkmingai vykdyti valstybės reformą, prisitaikant prie žinių visuomenės reikalavimų (Augustinaitis, A., Petrauskas, R., 2002, Paliulis, N., Jurkėnaitė, N., 2006), pagerinti visuomenės ir valdžios ryšio kokybę (Limba, T., Petrauskas, R., 2004). Dėl šių priežasčių elektroninė valdžia gali ir turi tapti vienu iš valstybės strateginio valdymo įgyvendinimo efektyvių veiksnių ir prioritetų (Andersen, K. V., Henriksen, H. Development trends of electronic government, their importance for the efficiency of state institutions and for increasing the implementation of public expectations as well as for the development of democracy is undoubted (Millard J., 2003). Electronic government is commonly perceived as the prolongation of state government in electronic space, manifesting itself as realization of state functions, improvement of organizational changes while applying information technologies (Designing E-Government, 2002). Electronic government is one of the ways to modernize state government, to carry out the state reform, while adjusting to the requirements of the knowledge society (Augustinaitis, A., Petrauskas, R., 2002, Paliulis, N., Jurkenaitė, N., 2006), to improve the quality of the relation between the public and the government (Limba, T., Petrauskas, R., 2004). Implementing the measurement of modern service delivery mechanisms in a selected range of English councils

This research provides the first thorough investigation into, and analysis of, the literature on e-government metrics and has opened up the topic and literature to the practitioner community. The research focuses on English local government, in response to what the researcher had experienced as haphazard implementation of e-government. Supplementary explorations included official and unofficial reasons for the adoption of e-government, along with the role of politics and Politics – local, national and international. Until this research, the main focus for e-government measurement had been on targets or large and complex analyses suitable only for central government. Instead, this research proposes parsimonious measurement. Such measurement, reliant upon collating citizen feedback across delivery channels, will assist improvement to services and assist channel migration. This had never been examined before. Since the subject of the research was electronic government, an action research methodology was employed, using electronic research instruments to deliver surveys, provide survey results and to house research models and background. The researcher is a practitioner within the field, so the instruments were designed to cross-fertilize the academic and practitioner thinking on the subject. It is expected that the research tool, in the form of the weblog, will continue (in the longer term) to assist professionals in debating the use of metrics. Ongoing research will continue to stretch across the academic and practitioner boundaries. This research makes original contributions to knowledge by revealing the most appropriate mechanism for the management and use of e-government, amongst other mechanisms for service delivery in the public sector, especially considering smaller authorities.

Towards a user-centric mobile government in Jordan

Mobile government (M-Government) is an evolving delivery channel for governments to provide timely information and services ubiquitously to residents, businesses and other government departments through mobile devices. Developing countries have a higher mobile penetration rate than the fixed-line Internet rates, which opens doors of opportunities for these countries to bridge the digital gap and gain a better reach through M-Government. Jordan has realised the potential of M-Government and launched the E-Government Mobile Portal on the 18th of April, 2011. This thesis uses a mixed-method approach comprising surveys, interviews, meta-analysis and focus groups. The findings show that the critical success factors for M-government from the users’ perspective are the following: user acceptance, security, privacy, trust, cost, mobile device limitations, usability, availability of services, broadband and content. The findings also show that there are ’high effect’ success factors in addition to the critical ones which are the following : mobile payment system, accessibility, awareness, education, reliability, legal issues and mobile penetration. Additionally, this thesis also proposes a success framework for M-Government that provides practical strategies to tackle each success factor. Furthermore, it recommends an M-Government user-centric road map with implementation stages aiming to assist the Jordanian Government and other governments in tackling each success factor in order to ensure a successful implementation of M-Government.

Explaining the use and non-use of Smart Cities services in Johannesburg: residents' perspectives

A research dissertation submitted for the Degree of Master of Commerce (Information Systems) by Research / One of the aims of the development of Smart City initiatives is to provide electronic services that address residents’ information needs. Local governments in South Africa have realised that e-government can improve service delivery. There are currently government e-services that are designed to meet residents’ information needs and transform Johannesburg into a Smart City. However, local governments face the challenge of deficiencies in the use of government e-services. In order to ensure that all residents benefit from Smart City services there is a need to understand the use and non-use of these services. This research has been conducted in Johannesburg to understand what makes people use or not use the provided Smart City services. In this context, Smart City services refer to government e-service websites and government city Wi-Fi. The research was addressed from an interpretive perspective employing qualitative methods. The theoretical framework of government websites utilisation developed by Wang (2014) was used as a theoretical grounding. Data was Data was collected through in- depth semi -structured face-to -face interviews with open-ended questions. Twelve interviews were concluded. The results confirm Wang's (2014) theoretical framework in that all the major concepts: value, user needs, effectiveness of government websites, and alternative information sources were reflected as influencing the use and non-use of Smart City services. In addition the results extend Wang's (2014) framework with additional important core concepts: awareness, access, and trust. These concepts are particularly important to residents' participation in a developing country context and can be used to create a deeper understanding of how different types of residents engage or don't engage with Smart City services. In the pursuit of Smart Cities, local governments can use the results of the study to establish measures that can increase the use of free Wi-Fi around the city and government websites. A paper from this research report has been peer reviewed and was accepted for the Community Informatics Research Network (CIRN) conference which was held at Monash University in Italy, Prato. The title of the paper is: Explaining the Use and Non-Use of Smart Cities Services in Johannesburg: Residents’ Perspectives. On the 9th, 10th, and 11th November 2015, I attended the CIRN conference in Italy and presented the paper. The paper will be part of the conference proceedings. / MT2017
