ABSTRACT This thesis aims to evaluate the government electronic procurement (e-procurement) systems¡¦ efficiency from the viewpoint of process reengineering. Recently, with the improvement of information technology, internet grows rapidly and flourishing e-commerce, many countries and organizations are paying a lot of attention on this trend. Our government also keeps up with this trend by performing the ¡§E-Government projects¡¨. For example, the e-government¡¦s ¡§E-procurement project ¡§ is one of these, which aims to construct a public, transparency, fair and efficiency procurement environment. In this thesis, we take the Kaohsiung City Government (KCG) as the research object. In order to evaluate the efficiency of the KCG e-procurement and get further understandings, we select three dimensions: time, cost, and labor, and construct the measurement index of e-procurement to analyze 2002 KCG e-procurement performance, and interview with KCG¡¦s labors. According to the results of this study, we can find that government e-procurement system actually brings benefits to our government procurement, such as budget-savings, making procurement decisions more efficient and cheaper, streamlining the entire procurement process from initiating a requisition through awarding, offering buyers an automated procurement process, and giving vendors easy access to more opportunities with less paperwork and reduced cost. Progress is being made in implementing government e-procurement systems; the more reengineering benefits will accrue from the continued expansion of electronic interaction to government and business.

The Obstacles of Online Payment Services of Electronic Government in Taiwan

As the high-speed development and the universal application of the Information Technology and the Internet, the main countries in the world are all very zealous to construct their own ¡§Electronic Government¡¨ to promote the national competition ability. However, the most important electronic service--the G2C service, which is ¡§customer-centric¡¨ oriented, must deal with the on-line financial problems between the government and the public inevitably. Although the development of our Electronic Government is toward the final period¡X ¡§the complete integration¡¨ little by little, it is still in the last period¡X¡§transaction¡¨ in fact. That¡¦s because the on-line payment services arent¡¦ popular in full scale. This research is based on the internal users¡¦ point of view. Besides, it takes three approaches to realize and analyze the obstacles of introducing on-line payment services in Taiwan, including literature review, questionnaires distributed via post mail, and interview. According to the results of the research, disharmonies of the members, resistance of the change, the low participation of the users, and the lacking of perceived usefulness are main obstacles to execute the on-line payment services of Electronic Government in Taiwan.

Master’s work theme is the deployment of electronic government in the Municipality of the Panevezys. Master’s work object is analyzing of necessary conditions to evolve the electronic government deployment in the Municipality of the city Panevezys and offer the suggestions what could forward the electronic power deployment in this institution. In the first parts of work there are discussed the reasons of electronic government coming, the deployment necessity and utility in Lithuania and in the world, there are gave the e. government definitions found in the literature and introduced models. In the second part it is introduced legislations of Lithuanian Republic fine-tuning electronic government area. The third part of master’s work is up to assessing the electronic power level in the Municipality of the city Panevezys. In this part it is made analysis of offered electronic public service at his moment, there are gave entered services by digital technologies, offering predictions, it is discussed the applying of electronic power in the managing of the Municipality.
