ABSTRACT This thesis aims to evaluate the government electronic procurement (e-procurement) systems¡¦ efficiency from the viewpoint of process reengineering. Recently, with the improvement of information technology, internet grows rapidly and flourishing e-commerce, many countries and organizations are paying a lot of attention on this trend. Our government also keeps up with this trend by performing the ¡§E-Government projects¡¨. For example, the e-government¡¦s ¡§E-procurement project ¡§ is one of these, which aims to construct a public, transparency, fair and efficiency procurement environment. In this thesis, we take the Kaohsiung City Government (KCG) as the research object. In order to evaluate the efficiency of the KCG e-procurement and get further understandings, we select three dimensions: time, cost, and labor, and construct the measurement index of e-procurement to analyze 2002 KCG e-procurement performance, and interview with KCG¡¦s labors. According to the results of this study, we can find that government e-procurement system actually brings benefits to our government procurement, such as budget-savings, making procurement decisions more efficient and cheaper, streamlining the entire procurement process from initiating a requisition through awarding, offering buyers an automated procurement process, and giving vendors easy access to more opportunities with less paperwork and reduced cost. Progress is being made in implementing government e-procurement systems; the more reengineering benefits will accrue from the continued expansion of electronic interaction to government and business.

Public Procurement and the Development of the Swedish Telecommunications Market

This thesis describes and analyses public procurement and its processes in general against the framework of industrial marketing and purchasing. In particular, it focuses on the public procurement of telecommunications (“telecom”) and its effects on the de-monopolization and development of the Swedish telecom market based on empirical material from three case studies, interviews and publicly available written sources. Public procurement is a significant part of any country’s economy. There is a plenitude of publicly available data due to Sweden’s and other public administrations’ transparency policies. Despite this fact, public procurement has been poorly covered in business administration literature when compared with the private sector’s purchasing and selling activities. This thesis tries to bridge the theoretical gap between knowledge of purchasing in business-to-business (“B2B”) and public procurement. Public procurement can be considered as a special type of B2B transaction and, particularly in the case of bigger procurements, of project purchasing. The important difference is that public procurement must follow specific and stricter legislation compared with the private sector’s purchasing activities. Among other things, public procurement law restricts contact between the procuring organisation and tenderers in some phases of the procurement process, allows no changes after the publishing of the Request for Proposal and opens the possibility to appeal to the court if any party considers that the procuring organisation has not acted in accordance with the public procurement rules. The telecom market has, over a period of thirty years, been transformed from a monopoly with practically no choice to a fully competitive market with several service and equipment providers as well as different pricing schemes and competing technical solutions. The development of the Swedish telecom market can be divided into four stages: Full monopoly, partial de-monopolization, full competition and system integration. The main driving forces behind this development have been the political decision to liberate the telecom market and achieve full competition as well as rapid and diverse technical development, which includes the introduction of mobile communication, broadband and Internet. At the same time, the dependency on well functioning telecom in the public sector is constantly increasing due to political agendas such as agencies availability 24 hours 365 days (“24/7 agency”), use of telecom as a means of rationalization and increased internal efficiency as well as new usages in areas that previously were not using telecom in their daily routines. The public procurement of telecom has changed from being a relatively simple administrative issue through being of technical concern to becoming more and more of strategic importance, especially in case of outsourcing and/or procuring system integration from a prime contractor.

Η παρούσα διπλωματική εργασία πραγματεύεται τον σχεδιασμό και την υλοποίηση συστήματος για ηλεκτρονικές προμήθειες. Ως ηλεκτρονική προμήθεια ορίζεται η διαδικασία με την οποία ένας φορέας προμηθεύεται τις υπηρεσίες και τα αγαθά που τον ενδιαφέρουν με την χρήση σύγχρονων διαδικτυακών και υπολογιστικών υπηρεσιών. Ο φορέας που μελετάται εδώ είναι ένα νοσοκομείο. Οι ηλεκτρονικές προμήθειες είναι ένα είδος ηλεκτρονικού εμπορίου, συνεπώς πρώτα γίνεται μία θεωρητική ανάλυση του ηλεκτρονικού εμπορίου και έπειτα των ηλεκτρονικών προμηθειών. Εν συνεχεία παρατίθεται η υλοποίηση ενός συστήματος ηλεκτρονικών προμηθειών, δηλαδή η σύσταση ενός ιστότοπου, ο οποίος περιέχει όλες τις απαραίτητες λειτουργίες για τη δημιουργία και διεξαγωγή ηλεκτρονικών διαγωνισμών. Στο σύστημα αυτό που δημιουργήθηκε υπάρχουν δύο κύρια είδη χρηστών, οι απλοί χρήστες και οι διαχειριστές. Οι απλοί χρήστες μπορούν να δουν τους ενεργούς διαγωνισμούς και να υποβάλουν προσφορά σε όσους διαγωνισμούς τους ενδιαφέρουν. Οι διαχειριστές διευθύνουν τον ιστότοπο και είναι υπεύθυνοι για την προκήρυξη και διεξαγωγή των διαγωνισμών. Επίσης, ευθύνη των διαχειριστών είναι η αξιολόγηση των προσφορών που έχουν γίνει στους διαγωνισμούς και με βάση κριτήρια όπως το ποσό προσφοράς και η ημερομηνία παράδοσης των προϊόντων συνυπολογίζεται η προτιμότερη προσφορά. Για την δημιουργία του ιστότοπου χρησιμοποιήθηκαν μόνο Open Source εργαλεία. Συγκεκριμένα για τη δημιουργία δυναμικών ιστοσελίδων χρησιμοποιήθηκαν οι γλώσσες HTML, PHP και JavaScript, για την δημιουργία και διαχείριση της βάσης δεδομένων η γλώσσα MySQL και για το στήσιμο ενός εικονικού διακομιστή στον οποίο θα τρέχει ο ιστότοπος χρησιμοποιήθηκε ο εξυπηρετητής παγκόσμιου ιστού Apache. / This thesis discusses the design and implementation of an e-procurement system. E-procurement is defined as the process by which an entity procures services and goods that are of interest by using modern computing and internet services. The organization studied here is a hospital. Electronic procurement is a type of electronic commerce, thus a theoretical analysis of e-commerce and e-procurement is made. The implementation of an electronic procurement system is then presented specifically about the establishment of a website that contains all the necessary functions for creating and conducting electronic contests. The created system has mainly two kinds of users, ordinary users and administrators. Ordinary users can see the active contests and bid to those who are interested in. Administrators manage the site and are responsible for creating and conducting contests. Also, they have the responsibility of evaluating the offers made, and based on criteria such as the bid amount and the delivery date of products they conclude to the preferred bid. To create the site only Open Source tools were used. Specifically for creating dynamic web pages, HTML, PHP and JavaScript languages were used. In order to create and manage the database, MySQL language was used and setting up a virtual server that will run the site was implemented by the web server Apache.

An analysis into the factors affecting the uptake of applications of e-procurement, within the UK public sector

Electronic procurement (e-procurement) has been widely adopted across the private sector, and as such various aspects of its adoption has been researched. The adoption of e-procurement in the public sector is not as widespread, especially in relation the UK Central and Local Government sectors, and accordingly there has been limited research into the factors affecting the adoption of e-procurement technologies, within this context. Consequently, this study, which has been undertaken with five case study organisations spread across the UK Central and Local Government sectors, aims to add to current published literature, and in particular provide an understanding of the relationship between the factors identified which have affected adoption, and the extent of adoption of e-procurement solutions. This research provides a number of significant contributions to current published literature including a comprehensive definition and conceptualisation of e-procurement and a holistic research framework which facilitates understanding the relationships between the level of adoption by the case study organisations and the factors affecting their decisions. Additionally, this study demonstrates that there is a high degree of commonality between the case study organisations in terms of their levels of adoption, and the factors that have affected such adoption. Of these factors, there are four that are particularly important, as they haven't previously attracted much attention in the literature. More specifically, this research highlights the importance of understanding an organisation's procurement landscape, the impact (both negative and positive) of public policy on adoption, the impact of enhanced organisational standing and the need for vision and leadership from senior stakeholders.

企業電子採購系統適合度評量之實證研究 / The Assessment of the Business-IT Fit in E-Procurement Systems: An Empirical Study

略 / Because of the influence of globalization and updated information technologies (IT), firms face more and more uncertainties when they conduct daily procurement activities. Whether these uncertainties come from internal or external business environment, they retard e-procurement systems (EP) to achieve promised benefits, and therefore firms must align their EP with their business environment for greater performance. To fulfill this need, this research aims to examine the fit of business and IT environment and study its impacts on the system performance. The literature review allows us to propose four major impacting factors and relative measurements. A case study is then taken in the Taiwan PC-Notebook industry to verify the research framework. We find the firms’ external and internal factors do affect the performance of EP. That is, EP usage in the form of high-integrated system may lead to greater performance under higher environment, partnership, or process uncertainty, whereas low-integrated EP lives up to more benefit under lower knowledge skills. We also observe that lack of fit between procurement practices and EP system produces extra burdens and costs which reflected in the performance of both buyer side and supplier side. Therefore, the contribution of this research can be two-folded: first, practitioners who can use this framework to diagnose their environment condition and then align to the appropriate type of EP. Second, researchers who can build upon this model to further examine the fit impact on EP performance.

This fact forces the Public Administration to process the public bidding for the purchase of goods and services to meet society demands. Thus, moving up a significant part of the economy, around 10% to 15% of the GDP in Brazil. The procurement process is imperative to the achievement of Public Administration objectives. It is important to emphasize that it will be possible to get the reduction of the public expenditure and the stakeholders satisfaction, only achieving efficiency on this process of purchasing and service contracting. In order to contribute to fill gaps in the scientific literature, this study analyses the data of 3.310 public biddings in Goiás State during 2012 to 2016, in the Electronic Procurement. The study aimed to identify the determinant factors of the efficiency of the Electronic Procurement, considering the analysis of Celerity and Economy. After the descriptive analysis, univariate analysis, such as the correlation of X2 and Pearson correlation, and multivariate analysis, such as the Multiple Correspondence Analysis – MCA and Hierarchical Cluster Analysis – HCA, the results showed that the determinant factors of the efficiency in Electronic Procurement are the following: a) nature of the expenditure, consumption or permanent; b) quantity of items in the process; c) biddings exclusively for micro enterprises – ME and small business – EPP; d) the size of the winning company in the bidding process, ME and EPP or any other; e) the administrative organization, direct and indirect public administration; f) municipal and state/federal election year; g) amount of the intended expenditure. This study contributes to fill in part of the theoretical gap on the multivariate analysis of the determinant factors in the performance of public procurement processes. / A importância do tema Compras Governamentais decorre de imposição constitucional que obriga a Administração Pública a processar licitação pública para aquisição de bens e contratação de serviços no atendimento às demandas da sociedade, movimentando uma relevante fatia da economia, da ordem de 10% a 15% do PIB do Brasil. O processo de compras é imperioso para a consecução dos objetivos da Administração Pública, e somente com eficiência nesse processamento das aquisições e contrações é que se alcançaria a redução do dispêndio público e a satisfação dos stakeholders. O presente estudo, com a finalidade de contribuir para preencher lacuna na literatura científica, analisa os dados de 3.310 licitações realizadas pelo Estado de Goiás do ano de 2012 a 2016, na modalidade Pregão Eletrônico. Objetivou analisar os fatores determinantes da eficiência do Pregão Eletrônico sob os atributos Celeridade e Economicidade. Após análise descritiva, análise univariada como correlação de X2 e a correlação de Pearson, e análise multivariada como Análise de Correspondência Múltipla – MCA e Análise Hierárquica de Cluster – HCA, os resultados demonstram que são fatores determinantes da eficiência do Pregão Eletrônico os seguintes: a) da natureza de despesa, consumo ou permanente; b) quantidade de itens no processo; c) licitações exclusivas para microempresas – ME e empresas de pequeno porte – EPP; d) o porte da empresa vencedora da licitação, ME e EPP ou demais; e) a organização administrativa, Administração Direta ou Indireta; f) ano eleitoral municipal e estadual/federal; g) vulto da despesa pretendida. Este estudo contribui com preenchimento de parte da lacuna teórica sobre a análise multivariada dos fatores determinantes no desempenho dos processos de compras públicas.

B2B電子交易市集價值提升之研究 / A Study on enhancing B2B E-marketplace values

採購作業在企業營運過程中扮演著重要的環節,若企業可取得有利原物料成本,將可有效提升企業競爭力。企業為確保採購作業優勢,通常希望找尋更多供應廠商,以期從中取得市場最低價格之原物料。 在1990年代網際網路(Internet)與全球資訊網( World Wide Web)的出現後,買賣雙方的交易行為開始透過電子商務(Electronic Commerce)進行交易,以降低採購作業溝通處理。企業為擴大詢價來源,電子商務更發展為多家買方(採購商)對多家賣方(供應商)的B2B電子交易市集(E-Marketplace)。B2B電子交易市集發展至今,台灣企業使用B2B電子交易市集的情況始終不普及。台灣企業在面對全球市場的競爭,台灣企業是否可更有效的運用B2B電子交易市集來進行採購作業,該如何提升B2B電子交易市集的價值,協助台灣企業營造良善的採購環境及提升競爭力,為本論文的研究動機。 在探討過去研究文獻、訪談電子製造業及醫療產業廠商及針對B2B電子交易市集經營廠商平台進行比較後發現:不論買方(採購商)或賣方(供應商)都認為B2B電子交易市集應提供透明、方便及快速有效的交易環境,系統功能應具電子型錄、詢報價、訂購、帳款及電子發票等功能,會員數愈多愈好並應確保會員資質、提供24小客服服務與顧問諮詢服務、重視交易可信任度、操作介面應具親和性、重視系統穩定性、系統安全性、資料正確性及合理計費標準,以期透過B2B電子交易市集,可降低買賣的交易成本與增加雙方的獲利能力。 為提升買賣方對B2B電子交易市集價值的認同感,建議本論文研究個案F平台可朝透過雲端、開放資料(Open data)、大數據(Big Data)的運用並朝下列幾點發展,以協助企業提升競爭力:(1)營造專業採購交易平台。(2)增加主動交易媒合功能。(3)運用交易數據資料,創造新主動提醒訂購功能、增加會員資質分級管理制度、提供交易指標參考數據等構面發展。 最後,在資訊科技技術不斷的推陳出新,各技術運用也日漸普及。因此,建議未來針對B2B電子交易市集研究方向,可朝如何運用各項資訊科技(如物聯網Internet of things),整合買賣雙方及往來關係者資源(如政府、銀行、物流業者等資訊)並朝向智慧化發展,以提供買賣雙方更透明、更便利、更快速交易環境。 / Procurement practices play an important part in the process of business operations. If companies can achieve lower material costs, this will effectively enhance their competitiveness. To ensure the advantages of procurement, it is often desirable for companies to find more suppliers in order to obtain the lowest prices from them. In the 1990s with the emergence of Internet and World Wide Web (WWW), transactions between buyers and sellers started trading through electronic commerce to reduce the procurement communication and negotiation process. In order for companies to expand their sources of the market prices, e-commerce has been developed into a B2B E-marketplace with multiple buyers and sellers. In Taiwan companies, the use of the B2B E-marketplace services, as they have been developed so far, is not always popular. Therefore, the motivation for this study is to provide Taiwan companies with a more efficient method to use B2B E-marketplace services when undertaking procurement activities, and enhance the value of the B2B E-marketplace to help Taiwan companies create a better procurement environment and improve competitiveness when they face global competition. After reviewing the previous studies in literature and interviewing the electronic manufacturing industry, the medical industry, and the B2B E-marketplace industry, I find that buyers and sellers think that the B2B E-marketplace should provide a more transparent, more convenient, more efficient, and fast trading environment, have a function with the electronic catalog, quotation and ordering system, accounts and electronic invoices, etc., have a function to attract more members and ensure their records, offer a 24-hour customer and consultant service, create a user-friendly interface, and value the trustworthiness of the transaction, the system stability and security, the data accuracy, and the reasonable fee standard in order to reduce transaction costs and increase profitability for both parties. In order to enhance the value of identity of the buyers and sellers of the B2B E-marketplace, it is recommended that the case F platform of the study be conducted through the use of the cloud, open data, big data, and following the following points to help companies enhance their competitiveness: (1) to create a professional procurement trading platform (2) to increase the active trading and the matchmaking probability (3) to use the transaction data to create a new order function with an active reminding system, increase a management function with a membership grading system, and provide transaction indexes and reference data. Finally, we know that information technologies continue to innovate and the use of any new technologies has also become increasingly popular. Therefore, for the future research in the B2B E-marketplace, it is recommended that we can use various information technologies such as the “Internet of Things”, to reassemble buyers, sellers, and other partners such as government, banking, and logistics industry involved in the transactions, and develop the wisdom to provide buyers and sellers with a more transparent, more convenient, and fast trading environment.

This thesis report aims at illustrating and describing how e-procurement can contribute in creating value and reducing overheads associated with the procurement process through adopting and implementing e-procurement systems and applications in the supply chain network of an organization. It is an obvious fact that e-procurement plays a vital role in managing the supply chain especially now that outsourcing has become very common in the business market environment around the world. The main purpose of our bachelor thesis work is to find out how e-procurement can contribute in creating value, reducing cost and gaining more profit out of the procurement process. Since this thesis report is meant to cover the available literature on procurement and e-procurement only limited areas of the supply chain management is presented.When it comes to methodologies, available literatures on procurement and e-procurement have been covered to extract the most plausible information and data related how e-procurement contributes in creating value and reducing costs and overheads in the supply chain management. This research is based on item IV of article 8 of the aforementioned law, which determines the compulsory disclosure of the expense records, together with bidding procedures and the contracts, aimed specifically to providing transparency of public spending. The undertaking of public purchases on the internet is an implementation of electronic governance, a most advanced political dimension of the electronic government that provides a number of advantages such as speed in the bidding process. Moreover, dealings effected over a system are easily tracked by audits. Information registered in a single environment ensures the integrated fulfillment of rulesand decreases errors. Electronic bidding is currently, the most widely used modality by Public Administration since it meets demands for more transparency in public acts. The transparency required by society, the changes in legislation, and the technological evolution mal(e the analysis presented in tbis study recommended. In this context, stands out the relevance o f the electronic procurement website analysis of Rio de Janeiro State, the Integrated System of Management Acquisition - SIGA. In arder to create a parameter between SIGA and the systems used by other states, information available in tradings that happened during the year o f 2014 were analyzed. This broad research was made in arder to distinguish the Integrated System of Management Acquisition - SIGA, of Rio de Janeiro State, creating a scale of transparency. In this scale, our website was in fourth place, tied with the state of Amazonas, staying behind São Paulo, Rio Grande do Sul, and Mato Grosso. The qualitative methodology favored an evaluative reading of the use of SIGA, in pursuit of meeting a public policy of significant social impact by the sclccted modality due to rapid results and the participative opening to citizenship surveillance. The intervicws stressed this characteristic inherent to the qualitative posture of the study, with perceptions and timely information. The final considerations highlight advances and limitations in the existing govermnental system of electronic bidding. Nevertheless SIGA, although consolidated and in use since 2009 for ali state authorities of Rio de Janeiro, still needs improvements that will be embedded during 2015,when further research will follow up on new developments. / Esta Dissertação analisa em que medida os critérios contidos na Lei 12.527/11, conhecida como a Lei de Acesso à Informação, são atendidos pelo Sistema Integrado de Gestão de Aquisições – SIGA, do Estado do Rio de Janeiro. O pilar desta pesquisa é o inciso IV do art. 8º da referida Lei, que determina a divulgação dos registros de despesas, juntamente com os procedimentos licitatórios e os contratos celebrados, objetivando especialmente, transparência dos gastos públicos. A efetivação das compras públicas através da internet, é uma implementação da governança eletrônica, dimensão política mais avançada do governo eletrônico, proporcionando inúmeras vantagens como a celeridade nos processos licitatórios. Além disso, as transações efetuadas por meio de sistema são facilmente rastreáveis por auditorias. As informações registradas em um ambiente único garantem o cumprimento integrado de normas diminuindo erros. O pregão na forma eletrônica é, atualmente, a modalidade mais utilizada pela Administração Pública, pois vem ao encontro das demandas por transparência nos atos públicos E a análise apresentada neste trabalho É recomendada por destacara relevância da análise do site de compras eletrônicas do Estado do Rio de Janeiro, o Sistema Integrado de Gestão de Aquisições – SIGA. Para criar um parâmetro entre o SIGA e os sistemas utilizados por outros Estados, foram analisadas informações disponibilizadas nos pregões ocorridos durante o ano de 2014. Esta pesquisa mais ampla objetiva balizar o SIGA, do Estado do Rio de Janeiro, montando um ranking de transparência E o site ficou em quarto lugar, empatado com o Estado do Amazonas, atrás de São Paulo, Rio Grande do Sul e Mato Grosso.A metodologia qualitativa favoreceu a leitura valorativa do emprego do SIGA, em busca do atendimento a política pública de significativo impacto social da modalidade enfocada devido a resultados rápidos e abertura participativa de acompanhamento cidadão.As entrevistas reforçaram essa característica inerente à postura qualitativa do estudo, com percepções e informações oportunas.As considerações finais destacam avanços e limitações nos sistemas de compras eletrônicas governamentais existentes. O Siga, embora consolidado, em uso desde 2009, por todos os órgãos estaduais do Rio de Janeiro, necessita, ainda, aperfeiçoamento a implantar-se durante 2015, quando novas pesquisas devem acompanhar o movimento.
