The research reveals the importance of political culture as an analytical variable of the political behavior of the citizens and shows as an important social reality dimension, as being central to the analysis performed on the gaúcho city. Starting from an analytical perspective which revolts the cultural issues and the democratic processes, as well as the perceptions and the ideological behavior from the political agents of the city, it starts from the idea of political culture as a key element in several historical contexts. The research aims to delineate parameters between electoral behavior of the citizens on the decision taking from strong personalist character and the theoretical aspects that govern the political culture, these ones as determinants in the electoral process of the city. The purpose is so to contribute the debate about the relation between the citizens`behavior in the possession of their political rights, the vote abandonment based on the party program, the strengthening of the democratic consolidation basis and the existing cultural influences. / Este trabalho tem como finalidade analisar as questões culturais e os processos democráticos, bem como, as percepções e os comportamentos ideológicos dos agentes políticos do município de Frederico Westphalen no Rio Grande do Sul. A pesquisa revela a importância da cultura política como variável analítica do comportamento político dos cidadãos e o apresenta como dimensão importante da realidade social, sendo central na análise efetuada no município gaúcho. Partindo de uma perspectiva analítica que subleva as questões culturais e os processos democráticos, bem como as percepções e o comportamento ideológico dos agentes políticos do município, parte-se da ideia da cultura política como elemento chave em diversos contextos históricos. A pesquisa busca traçar parâmetros entre o comportamento eleitoral dos cidadãos na decisão do voto de forte caráter personalista e os aspectos teóricos que regem a cultura política, estes como fatores determinantes no processo eleitoral do município. Visa-se assim contribuir para o debate sobre a relação entre o comportamento dos cidadãos na posse dos seus direitos políticos, o abandono do voto baseado no programa partidário, o fortalecimento das bases de consolidação democráticas e as influências culturais existentes.
