Who invests in renewable electricity production? Empirical evidence and suggestions for further research

Transforming energy systems to fulfill the needs of a low-carbon economy requires large investments in renewable electricity production (RES-E). Recent literature underlines the need to take a closer look at the composition of the RES-E investor group in order to understand the motives and investment processes of different types of investors. However, existing energy policies generally consider RES-E investments made on a regional or national level, and target investors who evaluate their RES-E investments according to least-cost high-profit criteria. We present empirical evidence to show that RES-E investments are made by a heterogeneous group of investors, that a variety of investors exist and that their formation varies among the different types of renewable sources. This has direct implications for our understanding of the investment process in RES-E and for the study of motives and driving forces of RES-E investors. We introduce a multi-dimensional framework for analyzing differences between categories of investors, which not only considers to the standard economic dimension which is predominant in the contemporary energy literature, but also considers the entrepreneurship, innovation-adoption and institutional dimensions. Neoliberal Climate Policy in the United States: From Market Fetishism to the Developmental State

The research question animating this project is ‘what is the nature of neoliberalism’s influence on recent and contemporary US climate change policy?’ Situating itself against several growing bodies of literature which have sought to underscore the fetishism of markets in recent environmental and climate policy agendas under neoliberalism – e.g., the work of Heynen et al (2007) on ‘neoliberal environments’; Paterson and Newell’s (2010) work on neoliberalism and carbon markets; and the work of Dryzek et al (2003) on state forms and ecological modernization – this project argues that any such analysis must be predicated on a considerably more nuanced conception of (a) ‘neoliberalism’, (b) the historic role of states in fostering accumulation, and (c) the nature of policy development within any specific neoliberal context. Applying these theoretical re-conceptualizations to the American context, the project argues that a central tension informing contemporary US climate policy under neoliberalism can be understood a stand-off between two prevailing logics in the federal policy process: on the one hand, Washington’s attempt to build on its tradition of using state power to foster high-tech market development by cultivating the alternative energy realm as a developmental state project, and on the other, the anti-regulationist bent of neoliberalism which seeks to delegitimize the ‘pull’ policies required to ‘creatively destroy’ conventional energy and animate domestic alternative energy markets. Against the general conception of the US as a ‘climate laggard’ whose policy options are restricted market mechanisms and generally anathema to progressive ecological modernization, this body of work shows how the US has managed to develop a robust set of interventionist ‘push’ and ‘pull’ climate policies along ‘alternative policy pathways’, despite the prevailing anti-state rhetoric of neoliberalism.

The role of the smart grid in renewable energy progress : Abu Dhabi

Since the inception of the Masdar Initiative in 2006, the Emirate of Abu Dhabi has invested a considerable amount of resources to promote renewable sources of energy like solar and wind. With an aim of achieving 7% of its electricity from renewable sources by the year 2020, there is much that the emirate needs to do in order to reduce its reliance on hydrocarbons while still planning capacity for future electricity demand. This report explores the effectiveness of a smart grid infrastructure as a mechanism to afford the flexibility and functionality required to incorporate renewable energy sources into the electric grid, as well as leveraging a real-time data network to attain reductions in peak demand consumption. Specific regulatory structures that exist in Abu Dhabi's electric and telecommunications markets are evaluated to understand the role they will play in dealing with interoperability standards, privacy concerns, and consumer participation issues that influence the effective integration of smart grid into Abu Dhabi's energy future. / text

REDUCING DIESEL DEPENDENCE IN NUNAVUT: INTEGRATING RENEWABLE ENERGY TECHNOLOGIES THROUGH POLICY ACTIONS

In the last fifty years, Nunavut has developed a deep dependence on diesel for virtually all of its energy needs, including electricity. This dependence has created a number of economic, environmental and health related challenges in the territory, with an estimated 20% of the territory’s annual budget being spent on energy, thereby limiting the Government of Nunavut’s ability to address other essential infrastructure and societal needs, such as education, nutrition and health care and housing. One solution to address this diesel dependency is the use of renewable energy technologies (RETs), such as wind, solar and hydropower. As such, this thesis explores energy alternatives in Nunavut, and through RETScreen renewable energy simulations, found that solar power and wind power are technically viable options for Nunavut communities and a potentially successful means to offset diesel-generated electricity in Nunavut. However, through this analysis it was also discovered that accurate data or renewable resources are often unavailable for most Nunavut communities. Moreover, through qualitative open-ended interviews, the perspectives of Nunavut residents with regards to developing RETs in Nunavut were explored, and it was found that respondents generally supported the use of renewable energy in their communities, while acknowledging that there still remains a knowledge gap among residents regarding renewable energy, stemming from a lack of communication between the communities, government and the utility company. In addition, the perceived challenges, opportunities and gaps that exist with regards to renewable energy policy and program development were discussed with government policy-makers through further interviews, and it was discovered that often government departments work largely independently of each other rather than collaboratively, creating gaps and oversights in renewable energy policy in Nunavut. Combined, the results of this thesis were used to develop a number of recommended policy actions that could be undertaken by the territorial and federal government to support a shift towards renewable energy in order to develop a sustainable and self-sufficient energy plan in Nunavut.
