A field survey was carried out at both communities, consisting of oriented interviews with 31 famílies from Livramento and Araponga, and half-structured interviews with local leaders and members from the following non-governmental organizations: Esplar, Instituto Sertão, Catavento Comunicação e Educação Ambiental, Cáritas Regional, and Cáritas Diocesana de Itapipoca.Communities and entities were selected according to the schedule defined for the research, covering the pilot and transition phases of P1MC. The criteria of the number of cisterns built by the community, and of radio station. The theoretical framework was composed around three concepts: complexity, sustainable development and comunication so, the scientific cathegories of era of relationships, environmental rationality, environmental knowledge and cultural mediations were explored. The conclusion is that the P1MC, in its pilot and transition phases, is only the beginning of a process that will requires more time to its maturation. There are limitations and challenges to be won. The sustainability of the perspective of living together with and within the Brazilian semiarid tropiocs, stated by P1MC, depends directly on the pledge of the families. This, what is needed are not only objective actions of cisterns building but, mainly, the absorption of subjetive aspects of the program. / Este estudo analisa o Programa Um Milhão de Cisternas (P!MC), considerando os aspectos da comunicação e da sustentabilidade nas comunidades de Livramento, Município de Irauçuba, e Araponga, Município de Itapipoca. Realizou-se uma pesquisa de campo nas duas comunidades, que constou da aplicação de entrevistas dirigidas com 31 famílias de Livramento e Araponga; e entrevistas semi-estruturadas com lideranças locais comunitárias e integrantes das organizações não governamentais (ONGs) Esplar, Instituto Sertão, Catavento Comunicação e Educação Ambiental, Cáritas Regional e Cáritas Diocesana de Itapipoca. A escolha das comunidades e das entidades foi em função do período definido para realização da pesquisa: as fases piloto e de transição do P1MC. Também obedeceu ao critério do número de cisternas construídas por comunidade e cobertura de emissoras de rádio. O marco teórico compôs-se das categorias complexidade, desenvolvimento sustentável e comunicação, e suas respectivas conceituações sobre era de relações, racionalidade ambiental, saber ambiental e mediações culturais. Concluiu-se que o P1MC, nas suas fases piloto e de transição, foi o início de um processo que deverá levar tempo para a maturação. Há limitações e desafios a vencer. A sustentabilidade da perspectiva de convivência com o Semi-árido, disseminada pelo P1MC, depende diretamente do nível de envolvimento das famílias, não só nas ações objetivas de construção das cisternas mas, principalmente, na apreensão dos aspectos subjetivos do programa.

The aim of this thesis is to determine the public awareness about the possibilities of financial support from the EU funds on enhancing the quality of environment with the special emphasis on waste water and the WWTPs in the Czech Republic. It was studied, whether the attitudes and the public awareness play a role in the construction of WWTPs. Whereas the weight of public opinion in decision-making also testifies the extent of public decision making power on the outcomes of decision making about environmental management, the goal of this work is also to verify the degree of public involvement into the public decision making processes.

Structural and conjunctural constraints on the emergence of a civil society/democracy in Ethiopia, 1991-2005

This thesis examines the structural and conjunuctural constraints that inhibit the emergence of a civil society and democracy in Ethiopia, 1991-2005. Freedom and democracy are taken as precondition for development and social transformation. It introduces a model of how state and society relationship affects development and social transformation in transitional societies placing freedom as a pivotal link. The thesis establishes a marked continuum in the modalities of state and society relationship throughout the three post-War governments in Ethiopia. It examines the current state/society relationship and highlights lack of freedom as the major constraint. This is examined against the backdrop of what the historical realm for social change in post-War Ethiopia is, namely freedom and democracy. It examines the policies of the current government (EPRDF) on non-state organizations, the 'theoretical' rationales it advanced and how the perceptions that the ruling party held back in 1975 haven't changed. It holds that the government exacerbated the problem of the fragile relationship it had with society. The thesis also examines the government's policy on ethnicity as the 'rationale' that governs the functions of its institutions of governance and deconstructs the concepts of EPRRDF's "revolutionary democracy", the dichotomy between quality and quantity as well as between cadres and experts. It also deconstructs the EPRDF's thesis on the "national question" both in terms of its claims to have proceeded from the positions of the old student movement on the one hand and from the Marxian theoretical perception on the "national question" on the other. The analysis is extended to examine, within the poverty-unfreedom nexus, the development challenges that Ethiopia currently faces. Four major development challenges are advanced for examination: gender, environment, rural development and population. The thesis concludes that the EPRDF has failed to resolve these structural problems. EPRDF's exclusion of the nascent civil society, suppression of freedom and official political opposition are taken as the main factors behind the failure. Integrating environmental management systems into corporate management : a case study of Hulett Aluminium.

Environmental management systems (EMSs) have been advanced as a tool for successful adoption and implementation of environmental management initiatives in organisations. As with any management system, an EMS needs to be integrated into corporate management so that it may operate in congruence with the other management systems present in an organisation. One framework that has been widely recognised for fostering the process of management systems integration in organisations is Mckinsey's 7-S model of business elements. This model has been used to understand and foster integration in mainstream management and business circles. However, it was the researcher's considered view that the model could be usefully applied in organisations to foster EMS integration. Hence, the study set out to explore the efficacy of Mckinseys 7-S model using a case study, namely Hulett Aluminium. Data collection included reviewing related literature, interviewer administered questionnaires and open-ended interviews. The study had a total of 41 respondents, most of whom were questionnaire respondents. Simple coding sheets and content analysis were used to-analyse the data. It is clear from the study that Mckinsey's 7-S model is useful to understanding EMS integration in organisations. However, the model does not adequately provide for human aspects in the process of dealing with change. The model's inclusion of human aspects seems to be confmed to skills (i.e. capacity and knowledge), with an inclination towards technical imperatives. However, non-technical factors such as the way the employees perceive of the change and how it affects them are also important. Positive perceptions, especially those arising from personal results could serve to reinforce the change process, which apparently is at the heart of EMS adoption and implementation. This study does not present statistically definitive conclusions, but interesting trends and views emerge. It should be regarded as exploratory, providing directions to researchers for further, more in-depth research into the theme of the study. Ecofeminism: towards integrating the concerns of women, poor people and nature into development

Ecofeminism perceives an interconnection between the domination of women and poor people, and the domination of nature. This domination is founded on modern, Western, patriarchal, dualised structures, which subordinate all considered as "the other" compared to the superior masculine archetype. Hence, all feminine is seen as inferior and may therefore be exploited. This is presently manifested in the neo-liberal economic development ideal. Its global penetration generates huge economic profits, which are reaped by Northern and Southern elites, while its devastating crises of poverty, violence, environmental destruction, and human rights abuses makes life increasingly unmanageable for Southern women, poor people and nature. Feminism and ecology have therefore come together aiming at liberating women, poor people and nature. They want to change the dualised, reductionist perception of reality into a holistic cosmology.
