Die verband tussen biosfeerreservate en omgewingsbestuur in Suid-Afrika

Thesis (MS en S)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: Internationally a reconciliation of man and nature is taking place in environmental management, a movement in the direction of sustain ability. This movement also developed in South Africa, but against the background of the characteristics of the post-Apartheid phase in which the country is still at present. Various development programmes are undertaken in the name of sustainability, while in actual practice the full potential of existing environmental management tools for proactive, integrated environmental management and therefore the assurance of sustainability are not employed. In the time of rapid change in which South Africa is at present, it is important that an integrated, holistic, proactive, multi-disciplinary approach should be followed in environmental management. It is also important that the public should form part of the events, so that a learning process can take place in which shared visions and objectives for sustainable development can be identified. In the this study it was found that the model of the biosphere reserve offers a mechanism for planning based on public participation and the proactive demarcation of zones for the different functions of it. The concept of a biosphere reserve has various characteristics which give it the potential to offer a good framework for environmental management, if it can be executed in an integrated way. From the case study it is clear that there are various stumbling-blocks for the implementation of the biosphere reserve concept in South Africa. The country is therefore in the process of forming co-ordinating bodies on provincial as well as national level with the purpose of addressing several of these stumbling-blocks. Moss (2000) said the following at a seminar in this regard: "Rather than forming islands in a world increasingly affected by severe human impacts, they can become theatres for reconciling people and nature; they can bring knowledge of the past to the needs of the future". / AFRIKAANSE OPSOMMING: Internasionaal vind daar in omgewingsbestuur 'n versoening van die mens en natuur plaas, 'n beweging in die rigting van volhoubaarheid. Hierdie beweging het ook in Suid-Afrika posgevat, maar teen die agtergrond van die eienskappe van die post- Apartheidsfase waarin die land steeds is. Verskeie ontwikkelingsprogramme word in die naam van volhoubaarheid aangepak, terwyl daar in die praktyk nie van die volle potensiaal van die bestaande instrumente vir pro-aktiewe, geïntegreerde omgewingsbestuur en dus die versekering van volhoubaarheid gebruik gemaak word nie. In die tyd van vinnige verandering waarin Suid-Afrika tans is, is dit belangrik dat 'n geïntegreerde, holistiese, pro-aktiewe, multi-dissiplinêre benadering in omgewingsbestuur gevolg word. Verder is dit ook nodig dat die publiek deel van die gebeure sal wees sodat daar 'n leerproses kan plaasvind waarin gesamentlike visies en doelwitte vir volhoubare ontwikkeling geïdentifiseer kan word. In die hierdie studie is bevind dat die biosfeerreservaat-model 'n beplanningsmeganisme bied wat op publieke deelname en die pro-aktiewe afbakening van sones vir die verskillende funksies daarvan gebaseer is. Die biosfeerreservaatkonsep het verskeie eienskappe wat die potensiaal daaraan gee om 'n goeie raamwerk te bied vir omgewingsbestuur, indien dit geïntegreerd gedoen word. Uit die gevallestudie is dit egter duidelik dat daar verskeie struikelblokke vir die implementering van die biosfeerreservaat-konsep in Suid-Afrika is. Die land is steeds in die proses van vorming van koordineringsliggame op provinsiale en nasionale vlak ten einde hierdie struikelblokke aan te spreek. Principles for sustainable public open spaces in Sandton: a recommendation for the Johannesburg Metropolitan Open Space System (JMOSS)

A sustainable public open space provides an opportunity for a city to become more sustainable where a public open space is more than a space for the community. This research aims at developing a set of principles that may be adopted by the Johannesburg Metropolitan Open Space System (JMOSS) in order to create sustainable public open spaces. The objectives of the research report include unpacking various debates regarding the use, users and definition of public open spaces, identifying what the existing principles are for open spaces as used by JMOSS, identifying where the parks and vacant parcels of land are in the Sandton and surrounding area, identifying what makes a public open space coherent, contextual and co-existent, identifying the shortfalls of the public open spaces in Sandton in terms of their coherency, co-existence, contextuality and sustainability, and identifying local and international precedents of Sustainable Public Open Spaces. The nature of this research report will include qualitative research where in depth interviews, photographs, mapping and case studies will be used in order to develop the principles for sustainable public open spaces. Two main concepts will be drawn on to develop the principles for sustainable public open spaces. Firstly, the concept of sustainable public open spaces by Reiter (2004) whereby the three principles of coherence, co-existence and contextuality are used. Secondly, the concept of sustainability as discussed by Gedikli (n.d.) where sustainable urban development incorporates social justice, sustainable economies, and environmental sustainability. Therefore, the concept of sustainability is the focus of how public open spaces can become more resilient, adaptable, efficient and effective spaces within the city for the public to use, by developing a set of principles for sustainable public open spaces. This research report culminates in the development of a set of principles for sustainable public open spaces, entitled “The Three Cs for Sustainable Public Open Spaces”. These principles can be applied on a generic scale but require guidelines in the context in which they are applied. The policy and practice of reclaimer integration in the City of Johannesburg

Johannesburg, 11 June 2017. / Reclaimer integration in South Africa has been identified as a priority, but how to integrate reclaimers remains a challenge. Crucially, there is not yet a coherent approach or a clear understanding of what reclaimer integration means in South Africa, let alone whether this same understanding of integration is shared by the reclaimers who are being integrated. By focusing on the integration initiatives of the Environment and Infrastructure Services Department (EISD) and Pikitup, this thesis conducts a comparative study of two reclaimer integration projects in Johannesburg. It investigates the breakdown and mismatch of understandings between social actors who do not share the same view of integration and implications thereof. In doing so, it contributes to discourse on the transformation of Johannesburg’s waste management system. Social constructivism theory by Berger and Luckmann (1966) provides the theoretical grounding for this dissertation by exploring how different milieus and experiences shape people’s understanding of realities. Findings illustrate that there is no clear conceptualisation of integration that underpins waste management policy. Drawing on social constructivism theory, the paper concludes that integration is a socially constructed and contested concept. Essentially, there are inconsistent understandings of integration among different groups of reclaimers as well as officials. A critical review of the environmental impact assessment system in South Africa based on case studies and a literature review.

This study represents a review of the Environmental Impact Assessment (EIA) system in South Africa based on case studies. It takes the form of two separate but interrelated components. Component A sets out the rationale for the research, the approach and objectives, a conceptual framework and a statement of methodology. These aspects are supported by a detailed literature review. It is stated as the broad rationale of the research to determine whether the current EIA system can be improved. This is approached through an update on EIA reviews. It is not only the intention of the review to fill an existing gap in literature on the subject, but also to provide findings and recommendations on procedure that may positively contribute to the system and by implication, the process of EIA in South Africa. Certain objectives are realised in the literature review. An understanding of the review process in the context of EIA in South Africa is provided in sections on relevant terminology, the history and status quo of environmental assessment in South Africa as well as local and international experiences. Finally a framework is proposed for purposes of review. In order to ensure international relevance this framework uses as its basis the international best practice review criteria of Glasson, Therivel and Chadwick (1999) and Fuller (1999). This basis is amalgamated and extended with local review criteria contained in the White Paper on Environmental Management Policy, July 1997, the Guideline Document on EIA RegUlations, April 1998 and the Integrated Environmental Management Information Series (20022004). The following review categories are used: Description of the environment; screening, scoping, consultation and impact identification; prediction and evaluation of impacts; mitigation and monitoring; non-technical summary; organisation and interpretation of information and the appropriateness of institutional controls. Ratings are allocated according to five different responses (non-compliance, low compliance, moderate compliance, high compliance and full compliance). 3 Ratings of non-compliance and low compliance also serve as an indication of key improvement areas. The review framework that is proposed in Component A is used in Component B to conduct an in-depth analysis of two cases studies representing different environmental authorisation applications in the South African medical incineration sector. The case studies are reviewed by allocating numeric values to respective criteria and comparing ratings allocated to the respective case studies. All review categories, with the exception of the category dealing with institutional controls, are allocated ratings of low compliance. Both case studies are allocated similar ratings with regard to all review categories.These results suggest low overall quality and ample room for improvement on most aspects of EIA in South Africa. The results are discussed by relating it to possible explanations and corresponding recommendations found in relevant literature. It is suggested that the realisation of these recommendations may lead to the improvement of quality in EIA in South Africa. It is the purpose of the study to review environmental impact assessment, thus the broad scope for review criteria. Due to practical constraints two case studies were used. The number of case studies does not allow for provincial comparisons as was initially envisaged. The significance of this study is found in the introduction and piloting of a comprehensive review framework. Geographical information system for integrated management of agriculture and the environment

However, agriculture is embedded in the natural environment. The research problem revolves around the lack of an information management system, capable of integrated agricultural and environmental management to promote sustainable agricultural development on farm level. This study aimed to develop a spatial information management system to aid with integrated agricultural and environmental management. The study area consisted of a seven-farm production unit, Howbill Properties, which provided the necessary agricultural and environmental elements for this study. Spatial data requirements were identified by unpacking the relevant imperatives directing integrated agricultural and environmental management. Data was collected with a recreational outdoor GPS device, digitised from remotely sensed images and obtained from various sources. Spatial data consisted of infrastructure data, such as water pumps, power lines, and fruit orchard boundaries, whereas environmental spatial data consisted of natural resource data, and topographic data. The study further details the process of selecting the necessary components for an enterprise GIS and building the system. PostgreSQL with the PostGIS spatial extension was selected as the spatial database and QGIS was selected as the desktop GIS application. It was found that the prototype integrated spatial information system could be effectively applied to assist integrated agricultural and environmental management. The prototype spatial information system was able to serve the needs of novice to advanced users. However, insufficient spatial data were identified as a limitation, and spatial data should be improved and updated regularly. / AFRIKAANSE OPSOMMING: Landbou speel „n belangrikke rol in die Suid-Afrikaanse ekonomie. Landbou is egter vervat in die natuurlike omgewing. Die probleem wentel om die gebrek aan 'n geografiese inligtingstelsel wat in staat is om geïntegreerde landbou- en omgewingsbestuur op plaasvlak te bevorder. Hierdie studie het ten doel gehad om 'n ruimtelike inligtingsbestuurstelsel te ontwikkel om die voorafgaande probleem aan te spreek. Die studie area bestaan uit 'n sewe-plaas produksie-eenheid, Howbill Properties, wat die nodige landbou- en omgewingselemente vir hierdie studie bevat het. Ruimtelike datavereistes is geïdentifiseer deur die relevante internasionale, nasionale, provinsiale, en mark vereistes wat geïntegreerde landbou en omgewingsbestuur rig, te ondersoek. Data is ingesamel met 'n behulp van „n GPS-toestel, gedigitaliseer van afstandswaarnemingsdata en ingesamel van verskeie bronne. Ruimtelike data het bestaan uit infrastruktuur data, soos water pompe, kraglyne, en vrugte boord grense, terwyl die ruimtelike omgewing data bestaan het uit natuurlike hulpbron data en topografiese data. Verder behandel die studie die proses van hoe die nodige komponente vir 'n ondernemings GIS gekies was en hoe die stelsel ontwikkel was. PostgreSQL met die PostGIS ruimtelike uitbreiding is gekies as die ruimtelike databasis en QGIS is gekies as die GIS program. Daar is gevind dat die prototipe geïntegreerde ruimtelike inligtingstelsel doeltreffend toegepas kan word vir geïntegreerde landbou en omgewingsbestuur. Die prototipe ruimtelike inligtingstelsel was in staat om aan die behoeftes van „n beginner gebruiker sowel as gevorderde gebruikers te voorsien. Daar was ook bevind dat onvoldoende ruimtelike data die stelsel beperk, en dat data sal voordurend verbeter en opgedateer moet word.

Recycling as a strategy for environmental management in Cofimvaba

The success or failure of a local municipality is measured by the efficient provision of basic services to communities within the area of jurisdiction. Waste management is one of the basic services that pose serious environmental challenges. Various strategies have been developed as a means of waste management and recycling is a popular strategy as it has the potential to foster relations between the municipality and the community. Studies by the Department of environmental Affairs have confirmed that the delivery of waste management services by municipalities has capacity constraints including, but not limited to, landfill site operations, waste collection, processing and disposal, and waste management hierarchy (Department of Environmental Affairs, 2008). This research is undertaken to establish how recycling can be effective in environmental management. The findings emphasise strongly, the high level of awareness that communities have on recycling; however there is a need for intensive resource support for the community initiatives to have the desired impact.

The management of electronic waste : a case study of the Umbogintwini Industrial Complex and Southgate Business Park in KwaZulu-Natal, South Africa

Electronic waste is comprised of toxic materials and chemicals, and if it is not disposed of in an environmentally friendly manner, it poses serious risk to the environment and to human health. The perceived limited knowledge about the harmful effects of e-waste and the potential economic benefit of e-waste recycling in South Africa motivated this study. The study area consisted of two large industrial parks in Durban, KwaZulu-Natal; namely, the Umbogintwini Industrial Complex and the adjacent Southgate Business Park. A total of 313 organisations are located within the study area, which is spread over approximately 550 hectares. Based on the findings of the study, it is estimated that the Umbogintwini Industrial Complex and the Southgate Business Park would generate approximately 593 tons of e-waste between the period 2015 and 2020, averaging approximately 119 tons per year. Although South Africa is classified as a developing country, it is the most developed country in Africa, and if one were to extrapolate the potential volume of e-waste generated for five years from the study area to the rest of KwaZulu-Natal’s industrial parks, then in five years, the province’s industrial parks would generate approximately 3 340 tons of e-waste. The study also revealed that there is no effective e-waste management strategy in place within the Umbogintwini Industrial Complex or the Southgate Business Park. A positive finding of the study was that the majority of the organisations surveyed were in favour of a proper e-waste management strategy at both the study sites, and would support the development of an e-waste recycling plant in this industrial zone. / M

Description of three environmental co-management systems in the Western Cape

Thesis (MComm)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: Environmental management is becoming an increasingly popular phrase as businesses, organisations and communities are becoming more environmentally conscious. Conservation areas are under a significant amount of pressure from stakeholders to deliver effective collaboration and co-management strategies. What was previously understood as fragmented and underdeveloped, environmental conservation areas are now moving towards becoming decentralised, self-regulated and holistic in nature. Previously discouraged public involvement has now come to the forefront of government’s focus as public entities can aid in providing promised service delivery to conservation areas. As environmental conservation areas consist of a variety of ecosystems distributed throughout South Africa, this research focuses on three different conservation areas. The aim is to compare different managerial systems across the boundaries of conservation management in the context of international case studies, the South African government, as well as policy mandates already in place in the conservation areas. The purpose of the study is to compare different collaborative approaches by assessing the managerial methods within each of the chosen conservation areas. The overall purpose is to assess the various levels of stakeholder involvement by evaluating the levels of participation between the comanagement areas and stakeholders involved. A biosphere reserve, a water management system, and a land management system were studied. For the biosphere reserve case study, the Cape West Coast Biosphere Reserve was investigated. The Breede-Overberg Catchment Management Agency was studied for the water management system case study, and the Nuwejaars Wetlands Special Management Area was explored for the land management system case study. The methods used within this research comprised of conducting a literature study, as well as conducting interviews with various participants from each of the conservation areas involved. It was discovered that the Cape West Coast biosphere reserve functions as a non-governmental organisation with numerous exchangeable stakeholders. The Breede-Overberg catchment management agency is government orientated with the South African government as the main stakeholder. The Nuwejaars Wetlands special management area was established as being a private organisation with a Land-Owners Association. Research designs used include the evaluation research design and conceptual analysis design. The results of the study showed that conservation areas within South Africa need to implement more co-management, increase awareness within public and organisations’ spheres, increase institutional development, and implement more strategic partnerships in terms of stakeholder engagement with specific focus on private sector engagement. Tourism and sustainable scenario planning have also been proven to increase the benefits of collaboration, cooperation and co-management within each of the three conservation areas. With the emerging trend of environmental sustainability and popularity increasing in conservation, individuals on a global scale have become progressively more aware of the problems facing environmental conservation areas. It is imperative that a conservation area implements strategic collaborative resource management practices which best suit the type of organisation, whether it is state-run, privately run, or a non-governmental organisation. The best possible recommendation found was that it is in a conservation area’s best interest to find the right combination of solutions which work for a specific area instead of trying to implement a new, singular solution. / AFRIKAANSE OPSOMMING: Besighede, organisasies en gemeenskappe word al meer omgewingsbewus en dus is die bestuur van die omgewing van meer belang. Bewaringsgebiede is onder ʼn beduidende hoeveelheid druk vanaf belanghebbendes om doeltreffende samewerking en mede-bestuur strategieë te lewer. In die verlede was sulke gebiede onder-ontwikkel en gefragmenteer. Bewaringsgebiede is nou besig om in gedesentraliseerde, self-regulerende en holistiese gebiede te word. Voorheen is openbare betrokkenheid ontmoedig, maar die fokus het nou verskuif en die regering se fokus is nou op openbare entiteite wat kan help met die verskaffing van beloofde dienslewering aan bewaringsgebiede. Bewaringsgebiede bestaan uit ʼn verskeidenheid van ekosisteme wat versprei is oor die hele Suid-Afrika. Hierdie navorsingsprojek fokus op drie verskillende bewaringsareas. Die doel hiervan is om verskillende bestuurstelsels te vergelyk oor alle grense van bewaring in die konteks van internasionale gevallestudies, die Suid-Afrikaanse regering sowel as die mandaat van beleid wat reeds in plek is in die bewaringsgebiede. Daar word ook gepoog om die verskillende samewerkende benaderings tot vergelyk te bring deur die beoordeling van die bestuurs-metodes van elk van die gekose bewaringsgebiede. Die oorkoepelende doel is om die verskillende vlakke van belanghebbende betrokkenheid vas te stel, deur die vlakke van betrokkenheid tussen die mede-bestuurs gebiede en belanghebbendes te evalueer. ʼn Biosfeer-reservaat, waterbestuurstelsel en landbestuurstelsel is bestudeer. In die geval van die biosfeer-reservaat gevallestudie is die Kaapse Weskus Biosfeerreservaat ondersoek. Die metodes wat toegepas was in hierdie navorsing het bestaan uit die uitvoer van literatuurstudies asook onderhoude, in samewerking met ʼn verkose deelnemer uit elk van die bogenoemde bewaringsgebiede wat betrokke is. Daar is vasgestel dat die Kaapse Weskus Biosfeer-reservaat funksioneer as ʼn nie-regeringsorganisasie met verskeie uitruilbare belanghebbendes. Die Breede-Overberg Opvanggebied Bestuursagentskap is regerings georiënteerd met die Suid-Afrikaanse regering as die vernaamste belanghebbende. Die Nuwejaars Vleilande Spesiale Bestuursgebied is gevestig as ʼn private organisasie met ʼn Land-huiseienaars Vereniging. Die navorsingsontwerpe wat toegepas was, sluit die evaluering van die navorsingsontwerp sowel as ʼn konseptuele analise ontwerp in. Die resultate van die studie dui aan dat die bewaringsgebiede in Suid-Afrika: meer mede-bestuur moet implementeer; bewaringsbewustheid binne die openbare en organisasies se sfere moet vergroot; dat daar ʼn verhoging in institusionele ontwikkeling nodig is en dat die implementering van meer strategiese vennootskappe in terme van betrokkenheid van belanghebbendes met spesifieke fokus op dat private sektor se betrokkenheid nodig is. ʼn Toename in die voordele van samewerking sowel as mede-bestuur binne al drie bewaringsareas kan toegeskryf word aan toerisme en volhoubare scenario-beplanning. Saam met die opkomende tendens van ʼn toename in die populariteit van bewaring sowel as omgewings volhoubaarheid begin individue op ʼn globale skaal meer bewus raak van die probleme wat die omgewings- en bewaringsgebiede in die gesig staar. Dit is noodsaaklik dat bewaringsgebiede strategieë implementeer wat samewerkende bestuur van die hulpbronne wat die beste pas by hulle tipe organisasie, of dit nou onder staatsbeheer is, privaat bestuur word of nieregeringsorganisasies is, bevorder. Organisations have specific structural characteristics with regard to complexity, formalisation and (de)centralisation, that correspond with their core activities and their external circumstances. The traditional bureaucracy, as an organisational structure, is a rigid and hierarchical system that is based on formal rules, complex management systems and centralised decision-making. The spread of postmodernism highlighted the restrictions of bureaucracies and started a process, throughout the world, that is transforming organisations into flatter, less formal structures. The focus of this study was to determine to which extent organisations in the field of sustainable development adapt to new realities and experiment with innovative organisational forms. Greenpeace, as an international environmental organisation, a Representative Forum, as an Agenda 21 type institutional mechanism for interest groups in the integrated development planning processes at local government level, and Water Catchment Management Agencies, as organisational institutional form for the integrated management of all aspects with regard to water resources, were analysed as case studies. The case studies confirm the increase in and application of multilevel network type organisational forms in the field of natural resources management. It highlights a common vision, processes that work towards reaching consensus and the forming of partnerships. The rise of the network organisation, its advantages and potential problems, are finally discussed with a view to the future. / AFRIKAANSE OPSOMMING: Die kompleksiteit van omgewingprobleme en die vereistes wat dit stel aan organisasies om op 'n deelnemende wyse in 'n multivlak en multi-rolspeler konteks ge·'ntegreerde bestuursuitkomste te bewerkstellig, het die fokus op die soeke na nuwe innoverende organisasievorme laat val. Organisasies het bepaalde strukturele eienskappe in terme van kompleksiteit, formalisasie en (de)sentralisasie wat grootliks aanpas by hulle kernbedrywighede en die eksterne omstandighede waarin hulle hulself bevind. Die tradisionele burokrasie as organisasievorm is 'n rigiede en hierarqiese sisteem wat geskoei is op sentrale besluitneming, formele reels en komplekse bestuurstelsels. Met die koms van postmodernisme het die beperkinge van die reuse burokrasiee aan die lig gekom en is daar, regoor die wereld, 'n proses aan die gang gesit wat talle organisasies in platter, minder formele en losser strukture verander. In die studie is ondersoek ingestel tot watter mate organisasies in die veld van volhoubare omgewingsbestuur by die nuwe realiteite aanpas en met nuwe innoverende organisasievorme eksperimenteer. Greenpeace, as internasionale omgewingsorganisasie, 'n Verteenwoordige Forum as Agenda 21-tipe institusionele meganisme vir belangegroepe in die geYntegreerde ontwikkelingsbeplanningsprosesse op plaaslike regeringsvlak, en Wateropvanggebied-bestuursagentskappe as organisatoriese institusionele vorm vir die qemteqreerde bestuur van aile aspekte wat met waterhulpbronne te make het, is as gevallestudies ontleed. Die gevallestudies bevestig die toenemde voorkoms en aanwending van multivlak netwerk-tipe organisasievorme op die gebied van natuurlike hulpbronbestuur wat die klem laat val op 'n samebindende visie, konsensus-soekende prosesse en venootskapsvorming. Die opkoms van die netwerkorganisasie met sy voordele sowel as die potensiele probleme, word ten slotte in 'n toekomsblik beskou.
