Defesa: Curitiba, 09/07/2015 / Inclui referências : f. 202-235 / Área de concentração: Exercício e esporte / Resumo: O objetivo deste trabalho foi o de investigar a distribuição de recursos e as prioridades orçamentárias das políticas federais do Ministério do Esporte (ME) para o esporte e lazer no decorrer dos processos de planejamento e execução orçamentária de 2004 a 2011. Os objetivos específicos foram o de caracterizar o financiamento das políticas públicas do ME no decorrer do ciclo orçamentário brasileiro, bem como o financiamento dos principais programas deste Ministério para o esporte de rendimento, de participação e educacional. A pesquisa foi quantitativa, descritiva e de cunho exploratório. A coleta de dados teve como fontes o portal Siga Brasil e documentos e portais oficiais relativos ao processo de elaboração e execução orçamentária. O processo de elaboração da programação orçamentária do ME se caracterizou por somar duas propostas divergentes: o PLOA formulado pelo Poder Executivo, que privilegiou a alocação de recursos para a promoção de eventos esportivos; e o PLOA apreciado pelo Poder Legislativo, que privilegiou as ações de infraestrutura do programa "Esporte e Lazer da Cidade". O ME, que contava com um orçamento inicial de R$ 3,5 bilhões, a partir da alocação de recursos efetuada pelos parlamentares, passou a somar R$ 9,2 bilhões. Dentre os programas, o "Esporte e Lazer da Cidade" que totalizava inicialmente R$ 198 milhões, passou a somar o maior volume de recursos orçamentários planejados (R$ 5,3 bilhões - 57,9%), seguido dos programas "Segundo Tempo" (R$ 1,4 bilhões - 15,2%), "Brasil no Esporte de Alto Rendimento" (R$ 1,2 bilhões - 13,6%) e "Rumo ao Pan 2007" (R$ 667 milhões - 7,2%). No decorrer do processo de execução orçamentária, o Poder Executivo não executou parte das dotações e promoveu alterações ao que foi proposto. No somatório do período, o mesmo autorizou R$ 11,3 bilhões à função "Desporto e Lazer", mas liquidou apenas R$ 6,9 bilhões. Dentre os programas, o "Esporte e Lazer da Cidade" totalizou o maior volume de recursos liquidados (R$ 3,3 bilhões - 47,5%), seguido do "Segundo Tempo" (R$ 1,2 bilhões - 17,3%), "Rumo ao Pan 2007" (R$ 1 bilhão - 15,4%) e "Brasil no Esporte de Alto Rendimento" (R$ 849 milhões - 12,2%). No que se refere à política para o esporte de rendimento via "Brasil no Esporte de Alto Rendimento", esta priorizou a promoção de eventos esportivos. No caso específico da política para o esporte de participação via "Esporte e Lazer da Cidade", esta priorizou ações relativas à infraestrutura esportiva. Já no caso da política para o esporte educacional via programa "Segundo Tempo", esta priorizou o desenvolvimento de atividades esportivas educacionais. Os dados revelam que houve discrepâncias entre os processos de planejamento e execução orçamentária, inconsistências na designação dos implementadores das ações e lacunas na distribuição geográfica de recursos orçamentários. Houve também descontinuidades orçamentárias e a falta de um padrão na liquidação de recursos. Estas características revelam que o governo federal não teve, durante o período analisado, uma política clara e nem prioridades bem definidas para o setor esportivo. / Abstract: The general goal of this study was to investigate the distribution of resources and the budget priorities of the Brazilian federal policies of the Ministry of Sports (ME) for sport and leisure over the planning processes and budget execution from 2004 to 2011. The study's specific objectives were the to characterize the financing of federal public policy for the ME during the Brazilian budgetary cycle as well as the financing of major programs of this Ministry for sport, considering sports different dimensions: elite, sport for all, and education. The research was quantitative, descriptive and exploratory. The data were collected in the portal "Siga Brasil" and in official documents and portals that present data related to budget planning and execution. The process of budget planning of the ME had two divergent proposals: the PLOA formulated by the Executive, which has prioritized the allocation of resources for the promotion of sporting events; and the PLOA appreciated by the Legislature, which favored the program's infrastructure actions "Esporte e Lazer da Cidade". The initial budget of the ME, R$ 3.5 billion, increased to R$ 9.2 billion with the allocation of resources made by the parliamentarians. Among the programs, the "Esporte e Lazer da Cidade", that initially had R $ 198 million, went on to sum the largest bulk of planned budgetary funds (R $ 5.3 billion - 57.9%), followed by the program "Segundo Tempo "(R $ 1.4 billion - 15.2%), "Brasil no Esporte de Alto Rendimento " (R $ 1.2 billion - 13.6%) and "Rumo ao Pan 2007"(R $ 667 million - 7,2%). During the budget execution process, the Executive did not execute part of the funds and made changes to what was proposed. Considering the whole period, even though it authorized R$ 11.3 billion to the program "Sports and Leisure", it executed only $ 6.9 billion. Among the programs, the "Esporte e Lazer da Cidade" had the largest volume of funds executed (R $ 3.3 billion - 47.5%), followed by "Segundo Tempo" (R $ 1.2 billion - 17.3 %), "Rumo ao Pan 2007" (R $ 1 billion - 15.4%) and "Brasil no Eporte de Alto Rendimento" (R $ 849 million - 12.2%). With regard to the policy on elite sport via "Brasil no Esporte de Alto Rendimento", it prioritized the promotion of sporting events. In the specific case of politics to sports for all through the programa "Esporte e Lazer da Cidade", it prioritized actions related to sports infrastructure. In the case of policy for the educational sports through the program "Segundo Tempo", it prioritized the development of educational sports activities. Our data shows that there were discrepancies between the planning processes and budget execution, inconsistencies in the designation of those who should implement the actions, and gaps in the geographical distribution of budget resources. There were also budget discontinuities and lack of a standard to execute resources. These characteristics reveal that the federal government did not have a clear policy and well defined priorities for the sports sector during the period analyzed.
