Daar word na die funksies van die Departement van Binnelandse Sake verwys ten einde bepaalde werksaamhede van daardie Departement as voorbeeld te laat dien in die beantwoording van bogestelde vraag. Ter aanvang word voor-unie regeringinstellings en -openbare dienste, die ontstaan van Suid-Afrikaanse staatsdepartemente en die doelgerigtheid van open bare dienste
beskryf. Daarna word die wyses waarop beheer oor die werksaamhede van 'n staatsdepartement asook hoe beheer in 'n departement uitgeoefen word, uiteengesit. Nadat die doeltreffendheid en effektiwiteit van bestaande beheer ontleed, en die beheer wat die Hooggeregshof uitoefen van die van ander beheerinstellings onderskei word, word geregtelike beheer en statutere beperkings daarop beskryf. Die studie strek oor 'n tydperk wat eindig op 27 April 1994. Daar is bevind dat geregtelike beheer afsonderlik of tesame met ander wyses van beheer, en sander statutere beperkings daarop, uitgeoefen behoort te word. / The study was undertaken to determine the desirability of judicial control which the Supreme Court of South Africa exercises over the activities of state departments. The functions of the Department of Home Affairs are referred to in order that particular activities of that Department may serve as an example when answering
the above-stated question. Initially, government institutions and public services prior to union, the origin of
South African state departments and the purpose of public services are described. Thereafter the modes by which control is exercised over the activities of a state department and how control is exercised in a department, are set out. After an analysis of the efficiency and effectiveness of existing control, and the control
exercised by the Supreme Court is distinguished from that of other controlling institutions, judicial control and statutory limitations thereon are described. The study covers a period ending on 27 April 1994. The chasm in the protection of classified information in South African government indicates that all the departments have at their disposal information that is to some extent sensitive in nature and obviously requires security measures. This study shows that government officials who in their official duties come to contact with classified information are either vulnerable or are implementing the security controls incorrectly. It is also clear that in the absence of a comprehensive statutory framework, the government departments’ classified information has resulted in an unstable and inconsistent classification and declassification environment. The statutory framework would, in addition to other things, address the rising threat of espionage and antagonistic activities, the selling of information and the protection of critical records in government, without hindering the constitutional rights of citizens to access information. Evaluasie van strategiese bestuur ten einde dienslewering te optimaliseer in die Suid-Afrikaanse PolisiediensVan der Merwe, Johannes Joost 02 1900 (has links)
Hierdie studie is gebaseer op die behoefte wat bestaan aan dienslewering wat regerings-departemente behoort te lewer en meer spesifiek ten opsigte van hierdie studie die diens wat die Suid-Afrikaanse Polisiediens (SAPD) lewer. Gevolglik is die primêre navorsingsdoelstelling egter om 'n evaluasie van strategiese bestuur te doen ten einde te bepaal watter bydrae en waarde dit kan hê vir die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie studie vervul die volgende navorsingsdoelwitte:
Die waarde en belang van strategiese bestuur is bepaal,
Die waarde en belang van leierskap is bepaal,
Die waarde van organisasiekultuur is bepaal en die rol wat dit vervul ten einde dienslewering te optimaliseer.
Die navorser het 'n nie-empiriese (teoretiese) navorsingsontwerp gevolg wat fokus op 'n sistematiese oorsig van nasionale media-artikels as bronne. Die navorser het vir die doeleindes van hierdie studie dokumentêre bronne, in die vorm van nasionale gedrukte media en persoonlike ondervinding gebruik as datainsamelingsmetode. Volgens Punch (2014:158) mag dokumentêre bronne vir data op verkeie maniere in die sosiale wetenskaplike navorsing gebruik word. Somige studies kan en mag moontlik totaal afhanklik wees van dokumentêre data, met hierdie data dan die fokus in eie reg.
Hierdie studie het verder aanbevelings gemaak dat strategiese bestuur wel voordele inhou vir die Suid-Afrikaanse Polisiediens. Strategiese bestuur kan in enige organisasie toegepas word. Die waarde daarvan is dat organisasies wat strategies bestuur word, die eksterne invloede van die omgewing proaktief kan bestuur. Die sosio-politieke en ekonomiese omstandighede in Suid-Afrika maak beleidsaanpassings in openbare organisasies noodsaaklik as gevolg van die dinamiese verandering op hierdie terrein. Met die hulp van 'n strategiese plan kan bestuur die organisasie proaktief bestuur na gelang van wat die interne en eksterne omgewing vereis. Die lojale, effektiewe, opgeleide, doeltreffende leiers en polisiebestuurders behoort daardie beamptes te wees wat strategiese bestuur optimaal benut en daadwerklik toepas sodat doeltreffende dienslewering optimal aan die diverse gemeenskappe gelewer kan word. Dit blyk ook verder dat die strategiese bestuur en beplanningstegnieke waardevolle hulpmiddels is vir die professionele polisiebestuurder in terme van die verwesenliking van doelstellings en doelwitte van die Suid-Afrikaanse Polisiediens. Die strategiese plan (2014-2019) van die Suid-Afrikaanse Polisiediens bevat alle fokusareas wat nodig is vir sukses en die uitvoering daarvan op operasionele vlak bly die maatstaf.
Daar word opsommend volstaan dat al vier geformuleerde hipoteses wetenskaplik geverifieer kon word in hierdie teoretiese literatuurstudie en dat al vier die geformuleerde hipoteses wat gestel is aan die begin van hierdie navorsing, wel aanvaar kan word vir die suksesvolle implementering van strategiese bestuur in die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie navorsing lewer ‘n bydrae tot die kennis verwant aan ‘n meer strategiese rol van leiers om dienslewering te optimaliseer. / This study has been based on the need for service delivery by government departments and more specific for this study the service delivery of the South-African Police Service. Consequently, the primary research goal was to evaluate strategic management to establish what contribution and value it could have for the South-African Police Service to optimize service delivery. This study fulfilled the following objectives:
The value and importance of strategic management was ascertained,
The value and importance of leadership was ascertained,
The value and importance of organisational culture was ascertained and the role it fulfills to optimize service delivery.
The researcher followed a non-empirical (theoretical) research design that focused on a systematic overview of national media articles as sources. The researcher for the purpose of this study used documented sources, in the form of national printed media and personal experience as data collection method. According to Punch (2014:158), documentary sources of data might be used in various ways in social science research. Some studies might depend entirely on documentary data, with such data the focus in their own right.
This study further provided recommendations that strategic management have essential benefits for the South African Police Service. Strategic management can also be implemented in any organisation. The value for organisations using strategic management is actually to be able to manage the influences from the external environment proactively. It is neccessary for public organisations to adjust policy due to the changes in the socio-political and economical circumstances. Management will be able, with the strategic plan, to manage the organisation proactively with regard to the ongoing needs and changes from the external environment. The loyal, efficient, effective, trained leaders and police managers should be those officials to use strategic management optimally and implement the strategic plan so that effective service delivery can be rendered to all diverse communities. Further more strategic management and planning techniques serve as valuable support for professional police managers in terms of reaching the goals and objectives of the South African Police Service. The strategic plan (2014-2019) of the South African Police Service includes all the focus areas that are needed for success, but the executing on operational level will be the measure.
Thus, in summary, the researcher accepts that the four formulated hypotheses could be verified scientifically in this theoretical literature research. All four hypotheses are accepted for the successful implementation of strategic management in the South African Police Service to be able to optimise service delivery. An evaluation of the implementation of affirmative action : a case study, Department of the Premier, KwaZulu-NatalDlamini, Christophine Nombuso 12 1900 (has links)
Thesis (MPA)--Stellenbosch University, 2001. / This research aims to evaluate the implementation of the affirmative action policy
in the KwaZulu-Natal Provincial Administration and the department of the
Premier has been selected for this purpose. The researcher was motivated by the
desire to establish how Employment Equity Act, Act 55 of 1998 is implemented
in the department of the Premier. The researcher is of the opinion that this
department remains predominantly white and male staffed and therefore, has not
complied with the desires, aspirations and the spirit of the new democratic South
Africa.
The purpose of the study is therefore to determine whether the department of the
Premier in KwaZulu-Natal is predominantly white and male and whether there is
any significant move towards normalising the situation in terms of our new
legislation. A desk study, based on personnel records was used to qualify the
gender and race disparities. A combination of a literature study and a structured
interview survey methodology was used to determine the practice implications of
the policy.
Data was collected through a questionnaire that was distributed to all strata of the
department in order to determine how affirmative action was perceived and
understood by employees. This would determine whether they utilize the
opportunity to improve themselves by applying for senior positions that are
advertised in the department of the Premier as well as other departments in the
provrnce.
The research found that although the department has embarked on a programme
of affirmative action, a number of issues still need to be addressed before it can
be successfully implemented. These included:
no affirmative action policy document for the department as an
independent entity has been formulated to cater for its unique needs.
no affirmative action strategy exists to address fears and concerns of
top management, especially white managers, who seem to dominate
the upper stratum of the department.
no communication strategy to ensure that information on affirmative
action filters down to all strata of the department. no proper monitoring mechanism in place that will enable the
department to pick up mistakes and rectify' them timeously before
damage is done.
The researcher arrived at the conclusion that embarking on affirmative action
means more than opening up access and promoting a few individuals merely on
grounds of affirmative action. If affirmative action is accepted as a means of
redressing past discrimination, then it is important for all employees of the
department to work towards the achievement of this goal.
The research assignment is also aimed at ensuring that employees in the
department of the Premier in particular and other KwaZulu-Natal provincial
departments in general, are a reflection of the demographics of the society they
serve. It is further important to say that we form a customer friendly public
service.
