Spaces of uneventful disaster : tracking emergency housing and domestic chemical exposures from New Orleans to national crises

In this thesis, I examine the politics, poetics, and logics of uneventful human harm in the United States by tracking the life and afterlife of a chemically contaminated emergency housing unit. In 2005, the Federal Emergency Management Agency (FEMA) deployed 120,000 trailers to the US Gulf Coast to house those displaced by Hurricanes Katrina and Rita. Chemical testing, spurred by reports of inhabitant illness, revealed elevated levels of formaldehyde emanating from the plywood walls of the trailers. After being reclaimed by the federal government and beginning in 2010, the FEMA trailers were resold at auction to every corner of the country. Resold trailers gravitated to precarious populations at the poles of rural capital accumulation—from oil patches in North Dakota to reservations in Washington. These trailers serve as an exceptional substrate for an investigation into the anatomy of the uneventful as they once approached the apex of eventfulness as a national controversy and now reside in the shadows of the everyday. This thesis apprehends and theorizes these dispersed and ordinary instruments of domestic harm across multiple registers: epistemological, material, spatial, and affective. I examine how failures of matter and meaning shaped and patterned the lives of those who inhabited the FEMA trailers as their lives became framed by chemical off-gassing, architectural insufficiency, material deterioration, and electrical short-circuiting. Crossing scales and venues, I interrogate the modalities of scientific incomprehension that erode the perception, admittance, or substantiation of mass chemical exposure. These technical processes, along with cultural horizons of eventfulness and the chronicity of disaster, foreclosed avenues of toxic harm accountability. These ‘economies of abandonment’ bring into relief the contemporary biopolitical priorities in which the FEMA trailer—an ostensible protection from harm that fosters illness—becomes possible. FEMA trailer residents attend to the minute, gradual, and ongoing symptoms of exposure to discern the reality and magnitude of residential contamination. The body of the exposed becomes both an epistemic instrument and, across time, the means of making low-level, chronic, and cruddy chemical exposures into eventful instances that drive individuals to action.

The Effects Of Transformational Leadership On Employees' Perceived Leadership Effectiveness In Public Organizations Federal Emergency Management Agency Case

As the capacity of public leaders to bring about change is increasingly questioned, public agencies have come under pressure to transform and innovate. More research is needed to identify how leaders who promote innovation, creativity, and adaptability affect the performance of public organizations. Constant improvement of organizations and individuals encourages leaders to innovate, evaluate risks as opportunities, and tackle the status quo. This raises the significance of how transformational leadership contributes to organizational performance and reacts to public agencies‘ environment, and how it might reorganize them. The present study examines the relationship between transformational leadership behaviors and perceived leadership effectiveness in public organizations, particularly Federal Emergency Management Agency (FEMA). The study specifically focuses on FEMA as an independent agency and as an agency under the Department of Homeland Security. It also measures transformational leadership behaviors and explores how they relate to public employees‘ perceptions of leadership effectiveness as reported by the 2002, 2006, and 2008 Federal Human Capital Surveys (FHCS). Confirmatory factor analysis was conducted to validate the construct validity for the perceived leadership iv effectiveness measurement model. Structural equation modeling was conducted to examine the study hypotheses. This study has found that transformational leadership behaviors—idealized influence, intellectual stimulation, and inspirational motivation— all have a significant relationship with perceived leadership effectiveness. Each dimension of transformational leadership has a positive effect on employees‘ perceptions of leadership effectiveness, with intellectual stimulation having the highest effect. The standardized regression weights of exogenous variables are: .24 for idealized influence, .48 for intellectual stimulation, and .29 for inspirational motivation. Overall, these predictor variables accounted for 86% of the variance in perceived leadership effectiveness. Findings of the study reveals several organizational, managerial, and policy implications relating to increasing the effects of transformational leadership behaviors on employees‘ perceived leadership effectiveness and organizational performance. The study points out the significance of communication and information sharing, and providing sufficient opportunities to do a better job in public organizations. The findings also confirm that the leaders are required to obtain inspirational motivation behaviors and use them to give a feeling of personal empowerment to the employees

This thesis examines civil defense in the United States under the Nixon, Carter and Reagan administrations. Throughout the late Cold War period civil defense policy planners employed a philosophy of dual-use. The Defense Civil Preparedness Agency (DCPA) and the Federal Emergency Management Agency (FEMA) instructed the American public to plan for a nuclear attack as well as natural disasters. Civil defense directors implemented crisis relocation plans for Americans that lived in designated high-risk areas. In an imminent nuclear attack, Americans in high-risk areas would temporarily relocate to host communities in low-risk areas of the county. This study is a blend of both civil defense policy and the reactions to nuclear war through the prism of popular culture in the late Cold War period.

Pre-disaster planning at Florida community colleges: a comparison of FEMA guidelines to processes and practices

The purpose of this study was to explore and describe the pre-disaster planning processes and practices used by Florida's community college administrators as of December 2008. FEMA's Building a Disaster Resistant University (DRU) model was the conceptual lens for this study. A mixed methods research design included 15 surveys completed by Florida community college business officers and six semi-structured interviews with staff most involved in pre-disaster planning. Data were compared to DRU guidelines to establish whether processes and practices were congruent with the DRU. Six quantitative findings were reported in this study. First, 5 of 14 (35.7%) survey respondents appointed a project manager ; second, 14 of 15 respondents (93.3%) conducted a risk assessment ; third, 13 of 15 (87%) respondents reported contacting 2 to14 stakeholders; fourth, 14 of 15 (93.3%) survey respondents conducted an inventory of buildings and infrastructure assets; fifth, majority of survey respondents ( 87.7%) reported they identified mitigation goals and objectives; sixth, 8 of 14 (57.1%) respondents' president formally adopted the pre-disaster mitigation plan. / Qualitative findings were, first, wide internal and external stakeholder representation was organized; second, advisory committees have no mission statement; third, one site identified hazards by consulting with stakeholders, but neither one could provide a list of hazards; fourth, sites used only half of the DRU's building inventory items; fifth, recording and mapping of infrastructure (i.e., utilities) are evolved at one site, while both sites backup administrative systems; sixth, neither site considered several hazard profile formula variables recommended by the DRU; seventh, Beta's internal and external stakeholders conduct a rigorous vetting process, which allows it to establish a prioritized list of mitigation goals and objectives; eighth, neither site uses an adequate formula for benefitcost an consultant has been hired to do so; ninth, only one participant could articulate how the mission guided mitigation action prioritization; tenth, key internal and external stakeholders adopted mitigation actions; eleventh, no plan for measuring mitigation action efficacy exists; and twelfth, mitigation action successes are communicated to internal stakeholders, but not external stakeholders making it difficult to achieve plan momentum and funding. A disaster on top of a disaster : how gender, race, and class shaped the housing experiences of displaced Hurricane Katrina survivors

In this dissertation project, I examine the experiences of displaced Hurricane Katrina survivors in the context of post-disaster housing policies and practices. This research is based on two years of in-depth interviews with Katrina survivors who were displaced to Austin, Texas. I analyze these interviews to understand the raced, classed, and gendered implications of post-disaster housing policies and to consider what these implications reveal about the relationship between social policies, housing, and social inequality more broadly. This project is informed by an intersectional understanding of social stratification systems and inequalities and a critical analysis of neoliberal social policy. First, I outline the gender, family, and class ideologies embedded in government-run post-Katrina housing policies and practices, and show how they specifically disadvantaged people who did not conform to them. I identify temporal domination as a specific aspect of class oppression evident in respondents’ experiences with the Federal Emergency Management Agency’s (FEMA) rental assistance programs. Next, I specifically examine respondents’ experiences settling into their new neighborhoods and searching for jobs. I found that many black survivors ended up in segregated remote areas of the city, far from jobs and public transportation. Their job searching experiences suggest that employers used racist stereotypes about Latino workers to coerce them to work for low wages. This reveals the complex and interrelated racial dynamics of low-wage urban housing and labor markets. Finally, I explore how survivors got by in the face of such difficult and in some cases dire circumstances. One primary way survivors coped with the uncertainty caused by their displacement was relying on their social networks. While women tended to depend on adult child - parent and other familial relationships, men tended to distance themselves from the potential support of their mothers and other relatives. Respondents also constructed fictive kin relationships to provide support to others, sometimes for the explicit purpose of ensuring one or both members of the relationship had access to stable housing. This reveals how both gender and family relationships can shape disaster recovery and everyday experiences of poverty. Overall, this project contributes to the study of race/class/gender inequality, social policy, housing, and disaster recovery. / text

ANATOMY OF FLOOD RISK AND FLOOD INSURANCE IN THE U.S.

<p dir="ltr">The National Flood Insurance Program (NFIP), which is run by the U.S. Federal Emergency Management Agency (FEMA), is presently under huge debt to the U.S. treasury. The debt is primarily caused by low flood insurance take-up rate, low willingness to pay for flood insurance, and large payouts after major disasters. Addressing this insolvency problem requires the NFIP to understand (1) what drives the demand for flood insurance so that it can be increased, (2) how risk factors contribute towards large flood insurance payouts so that effective risk reduction policies can be planned, and (3) how to predict the future flood insurance payouts so that the NFIP can be financially prepared. This research has answered these three fundamental questions by developing empirical models based on historical data. To answer the first question, this research has developed a propensity score-based causal model that analyzed one of the key components that influences the demand for flood insurance – the availability of post-disaster government assistance. It was found that the availability of the federal payout in a county in a year increased the number of flood insurance policies by 5.2% and the total insured value of the policies by 4.6% in the following year. Next, this research has developed Mixed Effects Regression model that quantified the causal relationships between the annual flood insurance payout in a county and flood related risk factors such as flood exposure, infrastructure vulnerability, social vulnerability, community resilience, and the number of mobile homes in the county. Based on the derived causal estimates, it was predicted that climate change, which is expected to increase flood exposure in coastal counties, will increase the annual NFIP payout in New Orleans, Louisiana by $2.04 billion in the next 30 years. Lastly, to make the NFIP financially prepared for future payouts, this research has developed a predictive model that can predict the annual NFIP payout in a county with adequate predictive accuracy. The predictive model was used to predict the NFIP payout for 2021 and it was able to predict that with a 9.8% prediction error. The outcomes of this research create new knowledge to inform policy decisions and strategies aimed at fortifying the NFIP. This includes strategies such as flood protection infrastructure, tailored disaster assistance, and other interventions that can bolster flood insurance uptake while mitigating the risk of substantial payouts. Ultimately, this research contributes to sustaining the NFIP's ability to provide vital flood insurance coverage to millions of Americans.</p>
