The Challenges of Feed-in Tariff Law as a Policy Instrument to Promote Wind Power in Iran

This study was carried out with the aim of finding out the challenges towards Feed-in Tariff law instrument in order to promote renewable energy in Iran. The targets of the study were chosen among authorities and investors in the field of wind energy. Wind power was selected as the case study because of its more popularity among investors. Qualitative research design was used to conduct the study and semi-structured interviews served as the method. Although there were a few studies done with the focus on renewable energy challenges in Iran, however, none of them focused on the challenges through Feed-in Tariff law. The results show that the law's long administrative process, lack of communication between authorities and investors, and rather low remuneration rate are the barriers to promote renewable energy in Iran. Furthermore, lack of financial assistance and imposed political and economical sanctions against Iran play an important role in this regard.

Permitting and Interconnection of Solar PV Generators for the Marin Energy Authority Feed-In Tariff Program

Lack of access to information on the cost and timeframe for the permitting and interconnection of distributed renewable energy generation facilities may hinder renewable energy capacity development. This issue is examined within the specific context of solar photovoltaic systems developed for participation in the Feed-in Tariff (FIT) program hosted by the Marin Energy Authority (MEA). A guide on the permitting and interconnection of solar PV generators for participation in the program was produced for the host agency. This guide seeks to assist property owners and solar developers in overcoming existing informational challenges. By providing an overview of the procedural requirements and process, as well as reference tools that highlights helpful resources and documents, the guide provides readers with an introductory tool for overcoming existing non-market barriers to participation in the MEA FIT program. In addition, a Recommendations Report has also been produced to provide the MEA with a discussion of existing procedural challenges faced by program participants. This report, which details the issues identified by those stakeholders that participated in the development of the guide, concludes with a series of recommended actions that the MEA may take to enhance the ability of potential FIT participants to accurately estimate and plan for the costs and timeframes associated with permitting a solar PV facility.

Fostering the delivery of wind power : an evaluation of the performance of policy instruments in three European Union member states

Worldwide energy policies are built on three pillars: ‘cost competitiveness’, ‘security of energy supply’, and ‘environmental responsibility.’ This has brought about the integration of renewable energy sources into national systems with the deployment of policy instruments to make renewable energy sources electricity (RES-E) capable of nearly competing on a commercial basis with traditional forms of electricity generation. At the national level within the EU, there has been much experimentation with different policy instruments with varying levels of success. Nevertheless the EU as a whole will not meet its stipulated renewable energy target. This study challenges the theoretical and abstract evaluation presented in the literature about EU wind power delivery systems and has developed an integrative evaluation framework. This evaluation framework is used in this study to present the views of key stakeholders on their experiences with the performance of key policy instruments (feed-in tariff, and renewables obligation) implemented in three EU Member States namely: Germany, The Netherlands, and United Kingdom. It also challenges the EU-wide harmonised renewable energy policy agenda as proposed in Directive 2001/77/EC. The concept of path dependency of the historical institutional approach was adopted in order to explore the diversity of the wind power industry across the three country cases. An indepth semi-structured interview with fifty-five senior wind power policy makers and experts was conducted to explore the historical emergence, the architect, and the outcome of the support and implementation of the policy instruments. Findings showed that the approach to wind power deployment in the three country cases differs significantly and this has affected the pattern of each country’s wind power policy instrument. Also, the role and contribution of the stakeholder groups to the success of the wind power policy instruments differ significantly in each of the country cases. This helps to explain the performance of the different policy instruments adopted. Concerning the harmonisation of EU renewable energy policy instruments which have received much attention in recent times, this study found that harmonisation based on a single policy instrument is not feasible and may ultimately inhibit the growth of the European wind power market. A harmonised system may cause uncertainties amongst willing investors, thereby causing a withdrawal of further investment in the wind power market. If this happens, Europe may also lose its position as the world leader in the wind power market. Furthermore, national histories demonstrates that Member States have different culture, stakeholder groups, political, and business practices that will influence policy instruments and the likelihood of any policy succeeding. Thus, rather than promoting harmonisation and political market for wind power, it is important that Member States adopt and implement, stable, flexible, and transparent policy instruments that enable wind power and other renewable energy sources to emerge, develop, and go through the R&D stage to a point of maturity where they can compete with other energy sources with limited financial support.

Análisis comparativo de mecanismos de integración de ERNC en sistemas eléctricos

Dado que las fuentes de energía mini-hidráulica ya son competitivas y que por otro lado, la geotermia es una de las fuentes renovables de menor desarrollo, esta tesis se centra en el crecimiento de las fuentes eólica, solar y biomasa. A nivel internacional los principales incentivos que se usan para incrementar la presencia de energías renovables son tres: Feed-In Tariff, Obligación de Cuotas (RPS) y Subastas Competitivas (Competitive Bidding Process). Los países con mayor crecimiento de ERNC a nivel latinoamericano tienen un incentivo del tipo Subastas Competitivas (Uruguay y Brasil); y Obligación de Cuotas (Chile). Sin embargo, a nivel de países desarrollados como el caso europeo, el mecanismo con mejores resultados es Feed-In Tariff, por lo que los resultados en Latinoamérica se pueden deber a un diseño de los incentivos que no busca maximizar su penetración. En este trabajo se determinan los mejores incentivos que se deben aplicar para lograr un mayor crecimiento de las energías renovables en un determinado mercado. No se considera en el análisis ni los impactos de estos incentivos en los costos de la energía ni el nivel de subsidios requeridos, ni tampoco otros potenciales beneficios. Para ello, se desarrolla una metodología que estima rangos de crecimiento de las energías renovables, en función del tipo de incentivo principal aplicado. La aplicación de esa metodología en el caso chileno entrega como resultado que con un incentivo del tipo Feed-In Tariff se alcanzarían los mayores niveles de penetración de ERNC. Así, para el año el 2030 se puede alcanzar un 20,7% en generación de energía eólica, 6,4% de solar y 4,5% de Biomasa, totalizando un 31,6% con estas tres fuentes.

The role of the small-scale feed-in tariff in electricity system transition in the UK

Carbon reduction commitments and renewable energy targets have become legal drivers of electricity policy in the UK. Meeting those targets will require a transition in the way that electricity is generated, supplied and consumed. This thesis argues that small-­‐scale renewable electricity technologies (<5MW) could have an important role in driving that transition. The thesis evaluates the role of the feed-­‐in tariff -­‐ a policy mechanism designed to stimulate the deployment of small-­‐scale renewable electricity technologies -­‐ in electricity system transition in the UK. The research is based on empirical information generated from 37 industry interviews, observations of industry and government meetings and events, and secondary analysis of consultation responses, publications and statistics from government and the energy regulator, Ofgem. The analysis is structured with a framework that draws on transition theory and breaks down the findings into a niche (micro/developing) level, a regime (incumbent electricity system) level and a landscape (contextual) level. The thesis finds that the FIT has driven solar photovoltaic development and innovation at an unprecedented rate. The other renewable technologies supported under the FIT (wind, hydropower and anaerobic digestion) have not been as widely deployed. It is argued that additional policy support is required to overcome the non-­‐financial barriers that these technologies face. The thesis concludes that the role of the FIT in system transition has been to drive a level and pace of activity in the solar sector that has demonstrated the potential for alternative generation options. This has informed the politicised debate around electricity policy in the UK but it is argued that continued, broader, stable support is required if small-­‐scale renewable technologies are to have a positive role in electricity system transition. The research has relevance to both academic and policy circles focused on electricity policy, the decarbonisation of energy systems and socio-­‐technical system transitions.

Spain's electricity market design : A case study

Spain’s rapid implementation of renewable energy has been described as a success but thegovernmental cost associated to this rapid implementation has grown significantly. The purposeof this report is to investigate Spain’s electricity market, its current situation and present it, usingthe Swedish system as a reference.The report commences with a presentation of the Spanish and the Swedish electricity markets,followed by a chapter where they are compared. The renewable electricity production and theassociated development during the last decade is one focus of the comparison. The other focus ishow the costs of the subsidy systems have evolved and how they are connected to the differentenergy sources. Two sources, wind and solar, receives a higher interest than the others.Wind power shows a strong development in electricity production and contributes to asignificant part of the Spanish electricity mix. The costs of subsidies connected to the windpower reflect the produced electricity. Wind power in Sweden has had a rapid development overthe last two years and the subsidies costs are aligned with the electricity production through theuse of a quota system.There are great differences between the two countries regarding solar power. Sweden has hardlyany, while Spain has a noticeable contribution of electricity from solar power to its electricitymix. Solar power has an even more noticeable share in the Spanish subsidy system. The highsubsidies to solar power, which have not followed the reduced investment costs of equipment inrecent years, have led to a high degree of participation which has led to soaring costs for thesystem. Spain’s subsidy system is based on fixed earnings and variable costs and in combinationwith higher than expected costs, an annual deficit between the earnings and cost has been createdfor the government. This yearly deficit has increased and the Spanish government is now in debtto the five largest energy suppliers. The Swedish subsidy system carries its own costs and theSwedish government does not have a financial risk associated with the system.This study shows that the Spanish subsidy system has been too generous towards solar powerwhich is a large part, but not the only one, to the country’s huge deficit and debt. Sweden, withits quota system constructed without fixed earnings, does not risk creating a debt similar toSpain’s. Spain’s large part of wind power and how the volatile power is regulated could be ofinterest for Sweden which aims to increase its share of wind power in the future. This study findthe answer to how Spain copes with its high share of intermittent power production in that itaccepts a lower efficiency in its gas turbines in order to regulate the power output. Sweden, acountry without a large share of gas in its electricity mix, but with a large share of hydro power,uses its hydro capacity to regulate volatility in electricity system. Prior studies have already beenmade in this area with the result that 30 TWh of electricity from wind power, more thanSweden’s goal for 2020 regarding wind power, would be possible to regulate with the presentsystem each year.

Renewable energy technologies assessment in providing sustainable electricity to Nigerian rural areas

The research work that underpins this thesis aims to investigate the viability of renewable energy technologies (RETs) and to develop a RETs implementation framework for providing sustainable electricity to Nigeria’s rural areas. As a result of electricity supply deficiency in Nigeria, rural communities have been negatively affected in their socio-economic activities. A strength, weakness, opportunity and threat (SWOT) analysis in combination with an assessment of sustainability indicators of RETs, identified the most appropriate technology for providing sustainable electricity in Nigeria's rural areas. Biomass energy technologies (BETs) are the most appropriate RET given significant resource availability. However, cost has been identified as the major barrier in adopting BETs. Both BETs and grid extension (GE) systems have been assessed. Whole Life Costing (WLC) and interview methods have been used to evaluate the economics of various capacities of BETs and GE systems, and assessed suitability of BETs respectively. Typical findings revealed that all the BETs capacities evaluated other than a 50kW direct combustion system are currently cost-competitive with existing fossil fuel (FF) sources used in generating electricity in Nigeria (US$0.13/kWh without incentives). BETs are identified as the preferable option than GE system for electricity provision to communities of demand capacity less than 50kW and distance less than five kilometre from load centres. Similarly, the interview method confirmed that BETs utilisation in the country’s rural areas are suitable and desirable. For implementation, all the identified drivers and enablers of BETs should be considered, along with the identified constraints to the adoption and development of BETs, some of which should be addressed before implementation. Further, a BETs implementation framework for sustainable electricity provision in rural areas has been developed through the selection of appropriate biomass feedstock and conversion technologies, and support through suitable incentive strategies. The framework was then evaluated and validated using six villages as case study. The benefit of the framework is ensuring successful electricity provision in rural areas. Thus, this study recommends that the existing rural areas energy policies be reviewed to include incentive strategies like economic subsidies in order to encourage investors’ participation given lack of energy infrastructures in rural areas.

Demand response of domestic consumers to dynamic electricity pricing in low-carbon power systems

The ability for domestic consumers to provide demand response to dynamic electricity pricing will become increasingly valuable for integrating the high penetrations of renewables that are expected to be connected to electricity networks in the future. The aim of this thesis is to investigate whether domestic consumers will be willing and able to provide demand response in such low-carbon futures. A broad approach is presented in this thesis, with research contributions on subjects including data privacy, behavioural economics, and battery modelling. The principle argument of the thesis is that studying the behaviour of consumers with grid-connected photovoltaic ('PV') systems can provide insight into how consumers might respond to dynamic pricing in future low-carbon power systems, as both experience irregular electricity prices that are correlated with intermittent renewable generation. Through a combination of statistical and qualitative methods, this thesis investigates the demand response behaviour of consumers with PV systems in the UK. The results demonstrate that these consumers exhibit demand response behaviour by increasing demand during the day and decreasing demand during the evening. Furthermore, this effect is more pronounced on days with higher irradiance. The results are novel in three ways. First, they provide quantified evidence that suggests that domestic consumers with PV systems engage in demand response behaviour. Second, they provide evidence of domestic consumers responding to irregular electricity prices that are correlated with intermittent renewable generation, thereby addressing the aim of this thesis, and supporting the assumption that consumers can be expected to respond to dynamic pricing in future markets with high penetrations of renewables. Third, they provide evidence of domestic consumers responding to dynamic pricing that is similar to real-time pricing, while prior evidence of this is rare and confined to the USA.

Essays on Optimal Control of Dynamic Systems with Learning

<p>This dissertation studies the optimal control of two different dynamic systems with learning: (i) diagnostic service systems, and (ii) green incentive policy design. In both cases, analytical models have been developed to improve our understanding of the system, and managerial insights are gained on its optimal management.</p><p>We first consider a diagnostic service system in a queueing framework, where the service is in the form of sequential hypothesis testing. The agent should dynamically weigh the benefit of performing an additional test on the current task to improve the accuracy of her judgment against the incurred delay cost for the accumulated workload. We analyze the accuracy/congestion tradeoff in this setting and fully characterize the structure of the optimal policy. Further, we allow for admission control (dismissing tasks from the queue without processing) in the system, and derive its implications on the structure of the optimal policy and system's performance.</p><p>We then study Feed-in-Tariff (FIT) policies, which are incentive mechanisms by governments to promote renewable energy technologies. We focus on two key network externalities that govern the evolution of a new technology in the market over time: (i) technological learning, and (ii) social learning. By developing an intertemporal model that captures these dynamics, we investigate how lawmakers should leverage on such effects to make FIT policies more efficient. We contrast our findings against the current practice of FIT-implementing jurisdictions, and also determine how the FIT regimes should depend on specific technology and market characteristics.</p> / Dissertation
