This diploma thesis is aimed at the use of mobile analyzer Gas Detector Array GDA 2 by Fire Brigade Units of the Czech Republic. The goal of the theoretical part was to get acquainted with this instrument and with the possibilities of its use, to describe the principle of analytical methods used in this analyzer. The experimental part was aimed on the analyses of toxic gases and vapors in the air and on the comparison of obtained result. Final part of diploma thesis evaluates the contribution of mobile analyzer GDA 2 for rapid identification of unknown toxic compounds by Fire Brigade Units of the Czech Republic.

The diploma thesis deals with insurance fraud and issues which comes with it. The thesis is divided into several units. The first part is dedicated to insurance fraud in general, the insurance industry in the past and in the present and legislation in the past and in the present in the area of today´s Czech Republic. The thesis continue with analyzing of fraudulent behavior according to perpetrator and type of insurance. The next is statistical evaluation. In the part “Detection of insurance fraud” are summarized current methods of detection of the insurance frauds used by insurance companies in our market. There were also analyzed insurance frauds according to perpetrator, economic sector and insurance company. In the end is presented the case study of purpose action, suggestions suitable for the fight with insurance fraud and there is also offered as another technical possibility of help not only in the fight with insurance fraud - mathematical modeling of fires.

[pt] Em 1917, músicos da Banda do Corpo de Bombeiros do Rio de Janeiro apresentaram o hino Soldado do Fogo. Os versos celebravam a sagrada missão destes voluntários que não temem da morte na sua batalha contra incêndios horrorosos e dantescos. A letra do hino condensava uma narrativa que, desde meados do século XIX, havia sido forjada institucionalmente, na intenção de consolidar o caráter heroico de integrantes comprometidos com a tarefa de proteger a vida e a propriedade, ainda que para isso tenham que perder a própria vida, com o cumprimento do seu dever. Essa versão idealizada do lugar social do bombeiro, elaborada e reelaborada pela Corporação, será questionada nesta tese em três argumentos principais. Primeiramente, através da análise das formas de recrutamento e do perfil dos agentes nos níveis mais baixos da hierarquia institucional, revelando dinâmicas relacionadas aos mundos de trabalho e aos conflitos laborais na virada do século XIX para o XX, que contrastam com a imagem de um voluntário empenhado no ofício de se sacrificar pela missão. Em segundo lugar, aponta para o Corpo de Bombeiros como uma instituição menos coesa do que aquela imaginada por seus comandantes, em grande medida fraturada por hierarquias e distinções que separavam, por exemplo, uma maioria de trabalhadores pobres dos militares de alta patente do Exército brasileiro. Por fim, a tese revela os limites de atuação dos bombeiros na execução das suas atribuições: seja pelas precárias condições de trabalho, seja pela carência de equipamentos à sua disposição. Enfim, esta pesquisa traz à tona um universo de trabalhadores lutando contra muito mais do que incêndios: por salários, condições de trabalho e possibilidades de ascensão social. / [en] In 1917, the Rio de Janeiro Fire Department official band performed the new hymn praising the Corporation: Fire Soldiers. The lyrics celebrated the sacred mission of those volunteer workers who did not fear death when in battles against the most awful and horrid fires. The verses condensed a narrative that had been institutionally forged since the mid-nineteenth century, aiming at consolidating the heroic character of its corps engaged with the task of protecting life and property as a duty to be fulfilled even if losing their lives while doing it. That ideal version of the firefighter s social place, elaborated and re-elaborated by the Corporation, will be questioned in this thesis in three main arguments. First of all, based on the analysis of the forms of recruitment and on the profile of the agents within the lower hierarchical levels, the study will reveal the dynamics related to different work spheres as well as occupational tensions by the turn of the 19th to the 20th century, which do not fit the image of a volunteer brigade ready to sacrifice life for the cause. Also, the research presents a Fire Department as less cogent than that ideal imagined by its commanders, greatly caused by distinctions and hierarchies that separated a great majority of poor workers from the high ranking officials in the Brazilian Army. Finally, the thesis reveals the limitations on firefighting attributions, due to very precarious working conditions or to lack of adequate equipment. The research also brings to the main stage a whole new universe of workers fighting not only a great number of fires but also for salaries, work conditions, and the possibility of social climbing.

The topic of this thesis is evaluation of management of local voluntary fire brigade units of category JPO II and JPO III in the district of Jindřichův Hradec and suggestions to its amendment. The contents of the thesis is permanent organizational, technical and professional competence which is the essential prerequisite for their setting to rescue and liquidation jobs at emergency events and in critical situations. The goal of the thesis was to judge the management further to the professional training by description of the way of achieving professional competence and realizing professional preparation of local fire brigade members, and to try to find out possible imperfection or unbalanced state between requirements and factual situations. The technique of questionnaires and auricular discussions were used to explore if professional training is carried out regularly and with proper coverage and quality set for the category of fire brigade units of JPO II and JPO III. Through the achieved results of the research the level of management of local voluntary fire brigade units of the category JPO II and JPO III in the district of Jindřichův Hradec has been ascertained. The results of the questionnaire research have shown that the organizational, technical and professional competence is below standard. This allegation can illustrated by the combination of replies in the questionnaires. The research sample was formed by 16 local units of voluntary firemen with 229 active members. In order to improve the situation some procedures have been suggested to eliminate the imperfection. Primarily it is necessary to focus to thorough following the laws, regulations and rulings which are concered with the given points at issue, including checking of their fulfilment. If it is impossible to achieve improvement of duality of organizational, technical and professional competence then it is advisable to talk about the way how to change the relevant legislation followed by optimization of the required prerequisite for ensuring the units preparedness. The members of the local voluntary fire brigade units are required to achieve too high level of knowledge and preparation in comparision with the time assigned to management at present. The set of organizational, technical and professional training as a whole is not complied by any local voluntary fire brigade unit belonging to category II and III of fire protection unit.

Practical part focus on identification of unknow substances in case studies and interpretation of the results. Final part of thesis evaluates contribution of Raman spectrometry for fast indentification of unknow compounds for Fire Rescue Brigade in the Czech Republic.

This diploma work is aimed at the use of infrared spectrometry by Fire Brigade Units of the Czech Republic. A new portable instrument True Defender FT produced by Ahura was used for this purpose. It was lent by the Institute of Citizens´Protection in Lázně Bohdaneč. The goal of this work is to get acquainted with this instrument and to evaluate its ability to identify unknown substances. Experimental part was aimed at the testing of this spectrometer with the help of model sample set, containing samples from real situations solved by members of Fire Brigade Units of the Czech Republic. Possibilities of mobile infrared spectometer True Defender FT and mobile Raman spectometer First Defender are finally compared.

This diploma thesis deals with the topics of "protection of human beings for current risks and incidents", which are part of the individual subjects taught in primary and secondary schools. These topics are currently a very important component of primary and secondary education. Pupils or students need to improve their knowledge of these issues related to the protection of the population. In case of these emergencies, pupils or students are required to show responsible behavior, to be able to orientate themselves in the given situation, to help the affected people and to call the rescue forces to the site. Teachers at elementary and secondary schools who have education in the field of population protection and pass on information to pupils or students using teaching aids and aids. I asked the individual teachers about the subjects they are teaching. Themes are integrated into many subjects, such as education for health, man and the world of work, man and his world, civic education, but also primary education at elementary school, natural science or biology, chemistry or physics. Framework education programs for primary and secondary schools include topics related to the protection of the population. At the school level, they present school education programs issued by the individual school heads, and according to these programs, the education is carried out at individual schools.

To deal with and prepare for extraordinary events, the Czech Republic has the Integrated Rescue System, which is not an individual organization as such, but rather a system of co-ordinated activities of basic bodies, namely the Fire-Brigade of the Czech Republic and fire prevention units included in the area coverage, the Police of the Czech Republic and the Medical Rescue Service of the Czech Republic. It is the coordination of the Integrated Rescue System{\crq}s basic bodies what is absolutely essential for the effectiveness of the intervention in the place of an extraordinary event. To make the process of rescue and liquidation work really effective, type activities for the basic bodies during a collective intervention have been put together for selected extraordinary events. These activities focus mainly on the co-ordination of the bodies in the place of the extraordinary event as well as the co-ordination of the related bodies by their operations centres. This thesis aimed to analyze the work of the Czech Police as a body of the Integrated Rescue System in the area of extraordinary events as well as to point out possible insufficiencies and propose some ways of improvement. The findings gained can be used in the professional training of individuals, particularly from the ranks of the Czech Police, which handle the question of dealing with extraordinary events. The thesis includes a list of these type activities approved by the Integrated Rescue System{\crq}s bodies with reference to the effective legal documents and the analysis of responsibilities performed by the Police of the Czech Republic within the individual type activities. The conclusion indicates disparities between the theory and the practice, which arose during the elaboration of the thesis, particularly insufficient knowledge of the type activities on behalf of the policemen and deficient material facilities of the Czech Police as an Integrated Rescue System{\crq}s body, mainly protective aids for performing tasks related to potential contamination of the policemen by various chemical, biological and radioactive substances etc.

The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.

Radicals and reactionaries : the polarisation of community and government in the name of public safety and security

The contemporary threat of terrorism has changed the ways in which government and the public view the world. Unlike the existential threat from nation states in previous centuries, today, government and the public spend much of their effort looking for the inward threat. Brought about by high profile events such as 9/11, 7/7, and 3/11, and exacerbated by globalisation, hyper-connected social spheres, and the media, the threats from within are reinforced daily. In the UK, government has taken bold steps to foment public safety and public security but has also been criticised by some who argue that government actions have labelled Muslims as the ‘suspect other'. This thesis explores the counter-terrorism environment in London at the community/government interface, how the Metropolitan Police Service and London Fire Brigade deliver counter-terrorism policy, and how individuals and groups are reacting. It specifically explores the realities of the lived experience of those who make up London's ‘suspect community' and whether or not counter-terrorism policy can be linked to further marginalisation, radicalism, and extremism. By engaging with those that range from London's Metropolitan Police Service's Counterterrorism Command (SO15) to those that make up the radical fringe, an ethnographic portrait is developed. Through that ethnographic portrait the ‘ground truth' and complexities of the lived experience are made clear and add significant contrast to the aseptic policy environment.
