A Food Secure World: Is the United Nation’s Food and Agriculture Organisation in a position to provide this Global Public Good?

The challenges faced by the global food and agriculture system in the twenty-first century are unlikely to be resolved through the implementation of neoliberal policies, most notably promoting market liberalisation, privatisation and financialisation. Many of these policies have also supported industrial agriculture, which has led to the production of many global public bads, such as significant greenhouse gas emissions and water pollution. However, industrial agriculture is not the only method of food production: sustainable agriculture is better placed to provide a wide range of global public goods (GPGs), including environmental protection and rural livelihood development, in addition to sufficient nutritious food. Therefore, there should be a move towards promoting sustainable agriculture with a focus on eradicating hunger and improving food security. The United Nations’ Food and Agriculture Organisation (FAO) can play a crucial role in ensuring agriculture provides the GPGs required. FAO also produces a number of GPGs through its three main roles; measurement, convening and norms and standards setting. This thesis asks if FAO is in a position to provide a food secure world. It also asks if the organisation is in a stronger position to provide the GPGs required following its extensive recent reform. Finally, it asks if a shift in emphasis towards the provision of GPGs will offer an alternative to neoliberalism.

ICT and agricultural development: the impacts of information and communication-technology on agriculture / TIC e desenvolvimento rural: impactos da tecnologia de informação e comunicação na agricultura

Within a context of continuous population and economic growth, the future projections for agricultural products\' demand is impressive. At the same time, agriculture already exercises significant pressure on natural resources. As a consequence, the world needs to produce higher agricultural volumes while limiting agriculture\'s impacts on the environment. This thesis evaluates whether empirical indications exist that demonstrate how Information and Communication Technology (ICT) infrastructure development and usage could impact the sustainable development of agriculture. Drawing from the empirical literature on infrastructure\'s impacts on development, two statistical models are created. The first analyses impacts of Internet and mobile usage on cereal yields at a country level using Fixed Effects Panel Regression for 212 countries in five 5-year periods, from 1990 to 2014. The second uses a Propensity Score Matching Model to evaluate how the installation of 3G technology during the period between 2005 and 2009 in Brazilian municipalities located in the Amazon region affected deforestation. Based on the methodology and datasets used, results indicate that the growth of Internet users could have a positive impact on cereal productivity in a country. Results for mobile device users are inconclusive. Finally the second models indicate that municipalities in which 3G technology was installed had lower deforestation rates than similar municipalities lacking 3G technology. / Em um contexto de crescimento populacional e econômico, as projeções de demanda para produtos agrícolas no futuro são expressivas. Ao mesmo tempo, a agricultura já exerce pressão significativa nos recursos naturais do planeta. Como consequência, é preciso obter maior oferta de produtos e, ao mesmo tempo, limitar o impacto ambiental da atividade agrícola. Essa tese avalia o papel da infraestrutura e uso de Tecnologia da Informação e Comunicação (TIC) no desenvolvimento sustentável da agricultura. Baseando-se na literatura empírica sobre impacto de infraestrutura no desenvolvimento, dois modelos estatísticos foram criados. O primeiro analisa os impactos do uso de internet e telefones celulares na produtividade de cereais utilizando uma regressão em painel de efeitos fixos para 212 países no período entre 1990 e 2014. O segundo utiliza um modelo Propensity Score Matching para avaliar o impacto da instalação de tecnologia 3G no desmatamento de municipios localizados na região da Amazônia Legal brasileira. De acordo com a metodologia e dados utilizados, os resultados indicam que um crescimento no uso da internet pode positivamente impactar a produtividade de cereais em um país. Para o caso do uso de telefones celulares os resultados são inconclusivos. Finalmente, de acordo com o modelo, há indicações de que municipios que receberam a tecnologia 3G no período estudado tiveram taxas de desmatamento reduzidas quando comparadas a municipios similares que não receberam a tecnologia.

Assessment of U.S. Agriculture Sector and Human Vulnerability to a Rift Valley Fever Outbreak

Foreign animal disease outbreaks can cause substantial economic losses. Policy makers need information on both the vulnerability of the food supply to disease epidemics and the impacts of alternative protection actions. This research focused on the assessment of the U.S. agricultural sector and human vulnerability to a Rift Valley Fever (RVF) outbreak and the value of a select set of alternative disease control strategies. RVF is a vector-borne, zoonotic disease that affects both livestock and humans; thus both animal and human consequences of an outbreak were examined. This research was conducted in two parts. Livestock impact assessment used an integrated epidemic/economic model to examine the extent of RVF spread in the animal population and its consequences plus the outcome of implementing two different control strategies: emergency vaccination and larvicide vector control. The number of infected, aborted, and dead animals is best controlled by coupling vaccination along with larvicide, but results in the second highest median national welfare loss. Therefore, careful decisions must be made as to what actions should be taken. Total national producer welfare is reduced with each scenario, and is more severe than the total national welfare loss (producer, consumer, and processor together). Consumer welfare is increased with each scenario due to a drop in prices of some commodities, and in some instances, an increase in supply as well. The majority of the national welfare loss can be attributed to the producers' and processors' loss in welfare. The highest damages are seen in the regions of the outbreak such as the South Central (SC). Other regions such as the Corn Belt, Lake States, and South East regions also see high damages due to price changes. The outbreak did not have substantial price effect on dairy products, but did have noticeable price changes for live cattle such as heifer calves, stocked yearling, and dairy calves. Prices for substitutes such as pork, chicken, and turkey experienced a price reduction, which can also be a factor resulting in consumer welfare gains. Human impact assessment utilized an inferential procedure for estimating the human consequences which comprise of a cost of illness calculation to assess the dollar cost of human illnesses and deaths, as well as a Disability Adjusted Life Year calculation to give an estimate of the burden of disease on public health as a whole. With potential costs above $2 billion for human illness, and with this number not accounting for loss or damages to other sectors of the economy, it can be highly probable that investing in a human vaccination campaign can be cost-effective and possibly cost-reducing. This cost along with the economic loss of the agriculture sector suggests substantial potential losses to the U.S. if this hypothetical situation were to become reality. Combining total loss estimates from the cost of illness and ASM models, potential damage of a RVF outbreak could range from 121 million to 2.3 billion US 2010$. The results of this study show the economic damages of an outbreak in the livestock population being much greater relative to the outbreak in the human population (roughly 16 times greater). It should be pointed out that both cost estimates are most likely under estimated. The animal outbreak is not incorporating all susceptible livestock (e.g. hogs and goats), and the human illness is not incorporating other damages to society (e.g. damages due to loss of tourism). By providing estimates on the potential economic outcomes, policy makers can better choose where, when, and how to invest their resources.
