<b>Food Literacy and Justice in the United States and Italy</b>

<p dir="ltr">Scholars and activists in the fields of food justice and policy believe that our food system needs changing because it is unjust, unhealthy, and incapable of addressing the needs of consumers, especially poorer and more vulnerable consumers. But policy change has been halting at every level, from local to global. The emerging concept of food literacy is a promising avenue to improve health equity and achieve food justice. Food movements around the world have played a key role in organizing education campaigns for children and adults to improve food-related knowledge and behavior. However, political scientists have yet to fully explore 1) what strategies successful food movements use to get food literacy initiatives adopted, and 2) how adoption strategies and food literacy initiatives vary across countries with different food practices, policy processes, and cultural expectations about food and dining practices. This dissertation seeks to answer these questions through a comparative study of local-level youth food literacy initiatives inspired by Farm to School and Slow Food, leading food movements in the U.S. and Italy. Through qualitative interviews with key actors involved in food education and procurement, I explore the meaning of food literacy and how actors in the U.S. and Italy are using food education to expand knowledge of local food systems and, ultimately, to change those food systems. I find that to actors in both countries, food literacy means the knowledge that can help us understand and judge the complex interdependence between the processes, resources, and actors involved in producing and marketing the food we eat every day. Food literacy also empowers civic engagement: it can transform food consumers who want to see change into citizens who feel entitled to demand institutional change. The forms of governance usually seen in this context consist in voluntary, decentralized, local-level partnerships between local government and schools, civil society, food movement activists/volunteers, and local farmers.</p>

Effect of a New Nationally-Mandated Healthy Competitive Foods Policy on Middle School Students' Dietary Intake

Nearly one-third of children in the United States (U.S.) are classified as overweight or obese. Weight status in childhood and adolescence has been tied to adult obesity, which also affects more than one-third of adults in the U.S. Availability of foods and beverages can affect dietary habits, particularly in schools. Students spend most of their waking hours and consume almost half of their daily energy intake in schools. In July of 2014, competitive foods and beverages were required to meet the U.S. Department of Agriculture's Smart Snacks in School nutrition standards. Competitive foods and beverages are items sold outside of the National School Lunch Program and School Breakfast Program. Competitive foods include items offered à la carte, in vending machines, in school stores, and as fundraisers. The goals of this study were to: 1) examine the nutritional quality of competitive foods and beverages in vending machines and as à la carte available to students and 2) assess snack food and beverage intake by students before and after the implementation of the new standards in a sample of middle schools in rural Appalachian Virginia. Eight middle schools with higher than 50% of student eligibility for free or reduced priced lunches were included in the sample. Audits of food and beverage products sold in vending machines and à la carte were completed in the spring of 2014 and 2015. Food frequency questionnaires were completed by students in participating schools. Results showed improvements in school food offerings, though no schools were completely compliant with the new standards. The components of students' diets did not change significantly during the study period, suggesting that improved compliance may not be enough to create a dietary shift. Foods were often replaced with reformulated versions of the same products sold before the implementation of the standards. Incentives for schools to sell more nutrient-dense options such as fruits and vegetables may be helpful to create changes in student's diets. Schools may also require additional training and assistance to fully implement nutrition standards and reach full compliance. Further research is needed to understand barriers to and possible solutions for offering healthier foods and beverages to students in middle schools. / Ph. D.

Food Swamps, Obesity & Health Zoning Restrictions on Fast Food Restaurants

<p>Protecting public health is the most legitimate use of zoning, and yet there is minimal progress in applying it to the obesity problem. Zoning could potentially be used to address both unhealthy and healthy food retailers, but lack of evidence regarding the impact of zoning and public opinion on zoning changes are barriers to implementing zoning restrictions on fast food on a larger scale. My dissertation addresses these gaps in our understanding of health zoning as a policy option for altering built, food environments. </p><p>Chapter 1 examines the relationship between food swamps and obesity and whether spatial mapping might be useful in identifying priority geographic areas for zoning interventions. I employ an instrumental variables (IV) strategy to correct for the endogeneity problems associated with food environments, namely that individuals may self-select into certain neighborhoods and may consider food availability in their decision process. I utilize highway exits as a source of exogenous variation .Using secondary data from the USDA Food Environment Atlas, ordinary least squares (OLS) and IV regression models were employed to analyze cross-sectional associations between local food environments and the prevalence of obesity. I find even after controlling for food desert effects, food swamps have a positive, statistically significant effect on adult obesity rates.</p><p>Chapter 2 applies theories of message framing and prospect theory to the emerging discussion around health zoning policies targeting food environments and to explore public opinion toward a list of potential zoning restrictions on fast-food restaurants (beyond moratoriums on new establishments). In order to explore causality, I employ an online survey experiment manipulating exposure to vignettes with different message frames about health zoning restrictions with two national samples of adult Americans age 18 and over (N1=2,768 and N2=3,236). The second sample oversamples Black Americans (N=1,000) and individuals with high school as their highest level of education. Respondents were randomly assigned to one of six conditions where they were primed with different message frames about the benefits of zoning restrictions on fast food retailers. Participants were then asked to indicate their support for six zoning policies on a Likert scale. Subjects also answered questions about their food store access, eating behaviors, health status and perceptions of food stores by type. </p><p>I find that a message frame about Nutrition and increasing Equity in the food system was particularly effective at increasing support for health zoning policies targeting fast food outlets across policy categories (Conditional, Youth-related, Performance and Incentive) and across racial groups. This finding is consistent with an influential environmental justice scholar’s description of “injustice frames” as effective in mobilizing supporters around environmental issues (Taylor 2000). I extend this rationale to food environment obesity prevention efforts and identify Nutrition combined with Equity frames as an arguably universal campaign strategy for bolstering public support of zoning restrictions on fast food retailers.</p><p>Bridging my findings from both Chapters 1 and 2, using food swamps as a spatial metaphor may work to identify priority areas for policy intervention, but only if there is an equitable distribution of resources and mobilization efforts to improve consumer food environments. If the structural forces which ration access to land-use planning persist (arguably including the media as gatekeepers to information and producers of message frames) disparities in obesity are likely to widen.</p> / Dissertation

Multi-Sectoral Perspectives on Regional Food Policy, Planning and Access to Food: A Case Study of Waterloo Region

There is increasing interest in linking food system policies and land use planning practices to healthier diets and healthier communities. Little is known about the process of regional food system policy making or the impact of planning and policy decisions in shaping community food environments, including healthy retail opportunities. The Region of Waterloo’s (ROW) Regional Official Plan (ROP) was adopted in 2009 and includes a progressive commitment to support the regional food system through actions to facilitate access to healthy, local food. The policies point to the multiple health, environmental, and local economic benefits of a strong and diverse regional food system and include efforts to: protect the Region’s agricultural land; permit a full range of agriculture- and farm-related uses on agricultural land (to support farmer viability); provide a mix of uses, including food destinations, within close proximity to each other; permit temporary farmers’ markets; and support community and rooftop gardens. The purpose of this research was to examine Waterloo Region’s policy and planning environment as a case study for ‘what works’ with respect to potential points of intersection for improving public health goals and addressing other community priorities. This was achieved by obtaining multi-sectoral perspectives on the ROP’s regional food policies, current food system planning practices at the local level, and access to food. The objectives of this research were: (1) to examine the process of food system policy making in Waterloo Region through multi-sectoral perspectives and to identify the key contextual factors, facilitators and barriers at the individual-, organizational- and system-levels; (2) to identify current planning policies and practices that affect the location, promotion and establishment of healthy retail outlets; (3) to describe the role and motivation of new and existing regional food system participants, including the Region’s Public Health (PH) and Planning (RP) Departments and other key food system stakeholders, in contributing to food system change; and (4) to develop a conceptual framework to illustrate the process of food system policy making and features of food system change at the regional level. In-depth, semi-structured interviews (n=47) were conducted with regional decision makers (n=15); regional and local staff experts in public health and planning (n = 16); and regional food system stakeholders (n=16). Food system stakeholders included local food producers, retailers and distributors, and representatives from other levels of government and community interest groups. Participants were recruited primarily through expert and snowball sampling and a Project Advisory Committee (PAC) was established with academic experts and representatives from PH and RP to help guide early stages of recruitment and research. Two interview guides were used and adapted from earlier tobacco policy work in the Region. All interviews were audio-recorded and transcribed verbatim and constructivist grounded theory methods were used to code and identify emerging themes from the data. Key overarching themes and sub-themes related to food system policy making and food system change included: “strategic positioning” and its underlying sub-themes of “aligned agendas”; “issue framing” and “visioning” which emerged as important ways to influence and affect policy and environmental change. The significance of “local and historical context”, “partnerships”, “multi-sectoral participation” and “knowledge transfer” also contributed to an improved understanding of food system change in Waterloo Region. “Legitimacy” was noted to be a concern in the absence of an appropriate mandate to address food system issues however by engaging in “partnerships”, one’s ability to participate ‘legitimately’ in food system change improved. An important finding was that “food access” had different meanings to participants and may reflect the various lenses through which local food system concerns are viewed. A number of key facilitators of food system policy making were identified and included: food system champions; politically astute leaders; a common issue frame; a collaborative partnership between PH and RP; external partnerships with the community; and food- and agriculture policy networks. Several key barriers to food system policy making included: new areas of practice for PH and RP staff; limited capacity to act without committed partners; inter-jurisdictional relations and tensions with municipal planners; and dominant ‘cheap food’ values. Local-level barriers affecting healthy retail access related to gaps in regional food system coordination and legislative planning support and pointed to an important disconnect between the Region’s vision for the regional food system and the current planning realities at the municipal level. Early signs of policy and environmental change to improve access to healthy food can be seen as evidence of PH’s commitment, groundwork and capacity building efforts over the past decade and their strategic alignment with other regional priorities and partners. These findings can be used to support ongoing community planning considerations in Waterloo Region and to inform similar food policy and planning initiatives in other jurisdictions. A G.E.N.E.R.A.T.E. Change Model was developed as an 8-Step guide for multi-sectoral collaboration and policy and environmental change at the regional level. Steps include: (1) ‘grounding the work’ (groundwork); (2) engaging multi-sectoral stakeholders; (3) negotiating positions and partnerships (establishing legitimacy); (4) exchanging knowledge (ideas and policy options); (5) recognizing points of intersection for policy and environmental change options; (6) aligning agendas, establishing a common issue frame, and setting a vision for change; (7) transferring expert knowledge to decision makers; and (8) evaluating policy and environmental change. At a time when there is mounting interest and consideration of possible food policy strategies at federal, provincial and regional-levels in Canada, findings from this research serve as an important example of how multiple cross-sectoral benefits can be achieved through coordinated and collaborative action.

The Politics of U.S. Food Policy

Throughout the 20th century, American farmlands, agricultural policy, and diets have seen dramatic transformations. The number of farms in America has decreased, but the average size of farms has increased. These larger farms are increasingly more industrialized and produce a short list of profitable, subsidized commodity crops. Similarly, changes in the American diet throughout the 20th and 21st centuries have reflected these shifts in the landscape of American farmland. Simultaneous to the evolution of American farms was an increase in federal involvement in American agriculture through policy that seems to encourage these trends. Although separating out the causes from the effects can be difficult, this paper attempts to understand the role that policy has played in a changing American farmland, the players behind American food and agricultural policy, and the implications these changes have had on the American diet.

Research has shown the way theory and practice experienced by these policies noting that the three countries had a common point in the implementation and execution of actions to against poverty policies that was the emergence of so-called -strategies for overcoming poverty- created in order to reduce spraying and fragmentation present in the design and implementation of these programs. In Mexico we study the -Progresa-Oportunidades- and the policies of SAN along with strategies -Vivir Mejor and ContigoII. In Brazil studied the -Bolsa Familia- program and policies of SAN, the Zero Hunger strategy, and analyzing the newly created program -Brasil Sem MisériaII - Brazil Without Poverty. Seeding Sustainability Over Extracting Capital: Advancing a Vision for Technology Justice in the Canadian Agri-Food Sector

The detrimental consequences associated with industrial models of food production are becoming more difficult to ignore. In response, one dominant approach to mitigating the myriad environmental, social, and ethical harms relating to food has sought to increase the efficiency of agricultural outputs through scientific and technological innovation. Although technology certainly has some role to play in any vision of a sustainable future, technocratic approaches to problem solving are insufficient—and arguably inappropriate—for addressing many of the kinds of complex challenges that we face today. There are recent indications that both agri-food law and policy and innovation policy are being taken more seriously in Canada, which creates an opportunity to reflect more deliberately on their ends and means. This dissertation explores the topic of how laws, policies, and other tools of governance can work to better align technological innovations in the agri-food sector with shared environmental goals and ethical aspirations. Taking a critical legal perspective closely informed by feminist insights and the work of existing, analogous justice movements, I examine several interlinkages between technology, law, the environment, and society to evaluate some of the failings of existing approaches to food systems transformation and to offer a contribution to the conversation about alternative pathways. Given the context-specific nature of food systems and food systems governance, my focus is primarily on Canada, but the universal importance of food in a globalized world renders some comparative and transnational discussion unavoidable. I use case studies and discourse analysis to demonstrate that, when considered through a justice-oriented lens, several of the new and emerging technologies being championed in the agri-food sector may not be as beneficial as their proponents claim. Instead, they may serve to retrench injustice and cement existing, exploitative power structures, making them more difficult to challenge and change later down the line. Thus, if technologies are to serve public instead of private interests in the ways they are incentivized, designed, regulated, and used, we will need to see broad systemic and structural reforms informed by thoughtful shifts in our values and priorities, rather than merely reactive adjustments to our policies and practices. Though this undertaking will be difficult, it is not impossible; this dissertation offers one way to facilitate the process of seeding change for environmental sustainability and technological justice.

Governing the Rurals: Food Security and Governance in the 21st Century

This dissertation develops a theory about the consolidation of state legitimacy given transformations in food security. Food security has moved from a national food maximization effort to the provision of food to households and individuals, regardless of the production source. This definitional change was triggered by urbanization, industrialization of agriculture and liberalization of trade. These dynamics altered the formula for balance and control of a country’s territory; as agricultural output moved into a global context, urban centers became less reliant on its periphery for sustenance and thus governments have fewer incentives to provide governance of any quality to rural areas. Hence, the expansion of industrialized production has led to an increasing volume of international food exchanges and reliance on transnational networks for food provision. This, I argue, produced a decoupling of rural and urban areas, yielding a new form of governance in the periphery, which relies on negative legitimacy and the expansion of large-scale agriculture under public-private partnerships. This dissertation challenges conventional approaches to modern state consolidation in the sense that the monopoly of violence in the territory is no longer the core of state legitimacy. Rather, alternatives now exist that make possible the consolidation of state political power. Methodologically, this dissertation follows the critical case study approach. While it may sacrifice some external validity in terms of generalizability, it maximizes internal validity through careful process tracing. By tracing the trajectory of rural areas for state formation, agricultural policies, the concept of rural citizen and the interaction between rural and urban areas, this dissertation expresses in-depth knowledge of policy outcomes due to the change in food security. Utilizing findings from Colombia, before and after the 1990´s, this dissertation illustrates the impacts of a change in the concept of food security and its effects on the administrative capacity in rural areas. Findings indicate that large scale agricultural policies and violence concentrated rural land ownership into export productive commodities and altered the structure of rural governance. While food security initiatives and policies has been a boon to world health, this dissertation illustrates how it has also brought about changes in state consolidation.
