This master thesis deals with the topic of the European security and examines its development from the end of the Second World War. Single development stages are analyzed, with an increased attention paid to the Western European Union in the first part. Further the thesis explains the formation of the Common Foreign and Security policy, its development in particular primary documents on the EU, its major actors and tools and than the gradual emergence of the European security and defence policy. The recent EU operations are described as well. The entire thesis reflects the relations between the European Union and the North Atlantic Treaty. Various legal, political and practical conflicts and difficulties arising from these relations are analyzed in detail. A significant part of this thesis focuses on the national positions of the selected countries regarding the European security.

The master thesis is devoted to a nontraditional, however, in the todays world to a very current topic, arms industry and its support. The thesis connects the theoretical concept of the strategic trade policy (defined by P. Krugman or J. Brander) to its practical interpretation and application in the defence and security industry. The first chapter explains the strategic trade policy using the Brander Spencer analysis. The topic of the second chapter is strategic industries and this chapter answers the question whether the defence and security industry is a strategic industry or not. The third chapter analyses the possibilities of the support of DSI and compares approaches of different EU member states. The last chapter is devoted to the solution of this problem. The main contribution of this thesis is a new interpretation of the strategic trade policy, analysis of the importance of the defence and security industry and its support and suggestion of practical measures for Czech companies and for the Czech Ministry of Defence.

Ce mémoire vise à élucider les implications de l’intégration européenne pour les diplomaties nationales. À partir d’une approche sociologique axée sur les pratiques des individus, une étude de cas est menée sur la diplomatie autrichienne, pour la période allant de 1987 à 2009. S’appuyant sur une vingtaine d’entretiens conduits en 2009 à Vienne, cette étude rend compte, d’une part, des changements engendrés par l’intégration européenne de l’Autriche au regard des pratiques et des représentations de ses diplomates concernant la politique de neutralité. D’autre part, nous relatons le processus d’adaptation des diplomates et du ministère des Affaires étrangères autrichiens aux exigences pratiques et aux dynamiques sociales de l’interaction diplomatique au sein de l’Union européenne (UE). En somme, notre étude montre que les diplomates impliqués dans la gestion des affaires (tant internes qu’externes) de l’UE convergent autour d’un certain nombre de règles et de représentations sociales; cette dynamique a des implications substantielles pour les diplomaties nationales intégrées relativement tardivement dans l’UE, comme ce fut le cas pour l’Autriche. / This master’s thesis seeks to analyse the implications of European integration for national diplomacy. Using a sociological approach premised on individuals’ practices, I undertake a case study, spanned between 1987 and 2009, on the Austrian diplomatic corps. This study - which draws upon interview material collected in Vienna in 2009 – recounts the changes brought by European integration for Austrian diplomats’ practices and representations of neutrality, the latter being a core tenet of Austria’s diplomacy during the Cold War. We also concentrate on the adaptation process undergone by Austrian diplomats and their foreign ministry regarding the social dynamics at play in diplomatic interaction within the European Union (EU). Overall, I argue that diplomats involved in the daily management of EU business (either internal or external affairs) converge on a set of rules and social representations; altogether this process amounts to substantial adaptation and change for a diplomatic corps joining the EU in 1995 like Austria’s.

European Security and Defence Policy (ESDP), which creates security and defence dimension of the Common Security and Defence Policy of the European Union, is today one of the most dynamically developing European projects. During the ten years of its existence it has demonstrated its sense, vitality, the momentum of development, the ability to respond to current topics, issues and trends, created strong political and military structure and committed to develop its own military capabilities, established integrated strategy for security and defence and create framework for cooperation with NATO. ESDP was able to turn the initial theoretical considerations into political and military practice. EU has launched more than twenty military or civilian missions and gradually began to build a global position as a credible security actor. The entire decade of the ESDP, however, was not only about the venerable results. At the same time, it accompanied the unsuccessful efforts to find consensus among nearly three dozens of Member States, the lack of sufficient resources and skills to empower the real defence connected with military- technical dependence on NATO, the limited flexibility of the system of political decision-making and limits set by the actual nature of the European Union. CFSP is one of policie sof EU based on intergovermental cooperation in foreign relations and defence policy which includes Common Security and Defence Policy (CSDP).
