French Foreign and Security Policy Roles under François Hollande : A Role Theory Foreign Policy Analysis

This bachelor’s thesis in Political Science, is essentially a study of contemporary French foreign and security policy ‘roles’. Drawing on a doctoral thesis by Lisbeth Aggestam (2004), it investigates French National Role Conceptions, using Foreign Policy Analysis Role Theory. It thoroughly examines the nature of foreign policy-making and, notably, it explores the notions of foreign policy ‘roles’, ‘identity’ and ‘national role conceptions’. The study encompasses over twenty key foreign and security policy centred allocutions delivered by the present French President, François Hollande, between the years 2012-16. Primarily, it aims at answering whether French National Role Conceptions, as conceived of by Aggestam at the turn of the millennium, are still relevant for the understanding of current French foreign and security policy and action. Aggestam’s French national ‘role-set’ therefore serves as the eminent point of reference and comparison throughout the analysis. In a broader sense, the essay also aims at investigating the ideational basis to contemporary French foreign and security policy roles. More narrowly, a special consideration has been accorded the notion of ‘Europe de la défense’ (Europe of defence), a key idea in modern French foreign and security policy. The principal findings of the analysis show that most of the French National Role Conceptions identified by Aggestam, continue to be relevant. On the ideational level, France’s current self-image is arguably even more intimately suffused by the notion of ‘Europe’. On the foreign and security policy area, this is reflected in the continued French aim of constructing ‘Europe de la défense’, which is central to the general understanding of the French role-set. Lastly, the investigation supports the notion that French foreign and security policy roles are nourished by a ‘realistic idealism’, as advanced by Aggestam.

Proměny rakouské neutrality / The Transformation of Austrian neutrality

This thesis deals with the transformation of Austrian neutrality. Austria became neutral in 1955 because neutrality was seen as the most appropriate option for Austria to become an independent state. Austria has always appreciated its neutrality because it enabled an undisturbed development during the period of the Cold War. Only the European integration remained during this time a sensitive issue. After the Cold War, Austria started to redefine its neutrality to be able to join the European Union. It also started to participate in the Partnership for Peace. The decision to join NATO was finally not made. The end of this thesis assesses the impacts of the Treaty of Lisbon on the Austrian neutrality and shows the possible development of the neutral status of Austria.

The work overviews the formation process of the European integration after the end of the Cold war and also the evolution of the notion of 'the Westphalian sovereignty' in the framework of the maintenance of the EU CFSP. It is assumed that under the conditions of a political transformation of the category 'the Westphalian sovereignty' in the framework of the EU CFSP it is intensified and requires again as a special political and practical attention, as scientific elaboration in order to figure out the perspectives of the development of the EU as the whole. As the object of this work the category of 'the Westphalia sovereignty' and its evolution in the framework of the European integration processes are taken. The subject of the work is connected with the analysis of the phenomenon of the Westphalian sovereignty in the frames of building of common European defense and security policy of the EU. The main purpose of the work is closely entwined with the identification of significant peculiarities of the ongoing transformation of the CFSP and their influence on the category of 'the Westphalian sovereignty'.

This thesis analyses Germany's commitment to multilateral military operations. Following the research question why Germany participates in some multilateral military operations but not in others, Germany's respective decision-making process regarding troop deployment in the DR Congo in 2006 on one hand and military non-engagement in Libya 2011 on the other hand is traced. By contrasting the concept of strategic culture with a purely rational assessment of the factors of alliance politics, risk-analysis and military feasibility of the operations, the decisiveness of taking into account Germany's strategic culture to explain deployment decisions is stressed. Neither is there a lack of external pressure for German military participation in the case of Libya, nor is the military operation in the DR Congo decisively less risky or militarily more feasible. Rather, Germany's multilateral and anti- militaristic strategic cultural strands affect its decision-making. Next to demanding a thorough justification and legitimization of any military engagement, two red lines for military deployment can be identified. First, Germany refuses to act unilaterally and displays a high reluctance towards military engagement outside the multilateral framework of the UN, NATO or EU. Diploma thesis tracks a process of transformation of the military strategy of the Russian Federation since its establishment (end of 1991) up to now (May 2016). The author observes, using longitudinal method of Process Tracing and with help of strategic theory and concept of strategic culture, the author observes in which areas of the Russian strategic culture and military strategy occurred changes throughout the surveyed period of time and how the changes influenced strategy implemented in armed conflicts in which Russian Federation was involved. Another observed phenomenon is a formalisation of ideological anchoring of revisionist foreign and security policy in the key strategic documents. Following factors are identified as critical in formation and implementation of final strategy: Presidential administration, strategic culture, strategic documents, armed forces, and military operations. To BRI or Not to BRI? : A framing analysis on the European Union’s member states’ views on China’s Belt and Road Initiative

The European Union’s foreign and security policy has become an important asset for the union and its members to act upon the security challenges within and outside Europe. Even though the union’s foreign and security policy is well established, research shows that it still has difficulties uniting all its member states to its foreign and security policy on different security challenges. An example of this is China’s Belt and Road Initiative. By comparative framing analysis on five selected member states’ governments, Estonia, Italy, Germany, France and Hungary, the thesis map and compare the different views the member states have on the BRI and identify in what ways the member states differ. The analysis concludes that there are differences and similarities in the five member states framing BRI. The thesis’ findings contribute to the broader academic research that tries to understand why the member states has difficulties uniting behind a common foreign and security policy, especially where security challenges are involved.

<p>This thesis deals with cooperation between France, Germany and the United Kingdom within the area of foreign and security policy. Two case studies are presented, one of them concerning cooperation between the three states within and outside institutions in 1980 following the Soviet invasion of Afghanistan, and the other dealing with cooperation concerning the crisis in Macedonia in 2001. In accordance with the approach of neoliberal institutionalism the primary hypothesis is that cooperation is primarily determined by the interests of states but it is also limited by norms and affected by the institutions of which the three states are members. The study describes the large variety of forms of cooperation that exist between France, Germany and the United Kingdom, in which the United States also plays an important part, and which also includes their cooperation within a number of international institutions. The study also points to the new forms of interaction between states and institutions that have come about since the Cold War ended, and which give a stronger role to institutions and the cooperation between them. Still, however, states retain a decisive role in cooperation within the field of foreign and security policy.</p>

Britain's attitude towards the European integration has been an uneasy one since its' inception and it thus represents one of the spheres of British politics that has attracted the most attention and that has been one of the most divisive issues of the domestic politics. The British attitude has however responded to the dynamical development of the political integration in Europe. The aim of the thesis is to assess Britain's attitude towards the political integration in Europe and to prove that, despite its dynamical development, the elements of Euroscepticism prevail over the elements of Europeanization. With respect to the aim, the thesis is divided into three chapters. The first one explains the political integration and charts its development and defines the modern concept of Euroscepticism and Europeanization. The second chapter deals with Britain's attitude towards the European integration, its historical background and its development immediately after the Second World War. Substantial part of the chapter is devoted to the analysis of the British attitude towards the milestones of the political integration. The final chapter looks at the stance of the governments of Tony Blair and the current Conservative-led coalition on the political integration and compares them so as to study its development.

<p>The aim of this paper is to explain how the European Union’s common strategy for theCommon Foreign- and Security Policy (CFSP) will change with the implementation of the Treaty of Lisbon. A comparative case study and qualitative method is used. On the basis of Smith’s theory of institutionalization we will analyze two member states: France and Denmark. Our aim is to see which standpoints these countries have taken concerning the CFSP. We have chosen, in order to analyse the inner and outer factors, to use the liberal intergovernmental “two level game” theory as a theoretical approach. The purpose of the CFSP is to gradually increase the sovereign states’ foreign policy cooperation. The aim of the CFSP is to become an international visible and active player that represents the people of the European Union. At the moment the CFSP is an intergovernmental part of the EU, however there are presentiments that this will change and that CFSP will achieve supranationality. In conclusion, the results of the case study shows that Denmark is aiming for the CFSP cooperation to remain on an intergovernmental platform. France is aiming toward supranationality and a stronger cooperation within the CFSP. In time, with the full implementation of the CFSP, the EU will be able to compete on a global platform.</p>
