How far from gaining more bright brains : a study on the factors that make Chinese overseas postgraduate students stay abroad

As a large export country of international students and an active player on the globalization arena, China’s attractiveness for its overseas students has increased significantly so it sees the greatest amount of overseas returnees in recent years. Nonetheless, considerable numbers of postgraduate students with strong academic and professional competence choose to stay in the host country. The paper aims at seeking understanding of the main considerations of these young talents when they decide to stay after graduation. The “push-pull” factor framework in higher education firstly raised by P. G. Altbach is used to analyse the online interview data of 12 participants who are working or pursuing further study in the receiving country. The results reveal that freedoms and constraints in aspects of career/academic development and cultural/social life in both home and host countries are placed the most emphasis. What the interviewees valued most are: access to different career choices and professional development, fair competition, freedom of lifestyle and cultural recognition. This paper provides information useful for approaching the “brain drain, brain gain or brain circulation” problem in the Chinese context and outlines the importance of efforts made by Chinese higher education system and the whole society to retain the bright brains. / published_or_final_version / Education / Master / Master of Education

This thesis examines the identities and the narratives of Overseas Chinese. Through discussing their history, I explore how the overseas Chinese came to imagine themselves as a community called 'Chinese Diaspora', which is ostensibly held together by the imagination of a 'homeland' in a faraway place in the distant past. By examining autobiographical texts, I discuss how the 'Chineseness' they maintained throughout the migration is founded upon such a virtual reality, and how this in turn is experienced by the individuals. Taking the narratives as something that both reflect and construct their identities, I explore the conundrum women in diaspora face in representing their own experiences of the community on the basis of Maxine Hong Kingston's memoir. Chinese women of diaspora have particular difficulties in claiming their individuality through narrations, especially because the community that sustains the 'traditional' Chineseness is rapidly transforming.

The modern nomad in New Zealand: a study of the effects of the working holiday schemes on free independent travellers and their host communities

Tourism is often described as having arisen from the Grand Tour of the young aristocracy of the eighteenth century who travelled around Europe for a period of a few years to further their education. Adler argues that, rather than seeing the development of tourism as an evolution from the young aristocracy to the adoption of the tour by the middle classes, the young travellers of today can also be traced back to tramping "a well institutionalised travel pattern of working class youth" (1985, p.335). The modern day Working Holiday is taken by a wide cross section of many societies travelling for a variety of purposes. The Working Holiday Schemes discussed are reciprocal arrangements between New Zealand and sixteen other countries (as at May 2003) that allow young people to work and holiday in each other's countries, for up to a year. The aims of the research are to discover who these visitors are, what work and holiday experiences they have, their motivations for coming to New Zealand and also to compare the intentions of the schemes, as outlined in policy found in cabinet briefing papers, with the actualities of the scheme, as reported by Working Holidaymakers, employers and community members. The study uncovers the background to policy decisions in the tourism / immigration domain. No research has been carried out on the Working Holidaymakers coming to New Zealand or about the policies that support this movement. It will be argued that Working Holidaymakers contribute both as a source of labour to many industries and as significant consumers of tourism product. Consequently this research is of interest to the academic community, government and industry groups including the horticultural and broader farming industry, tourism sectors such as hospitality, accommodation, transport, attractions and activity providers, and to a lesser extent training and educational institutions. The research focuses on the characteristics of a convenience sample of Working Holidaymakers. The thesis is supported by a small case study that explores the schemes from the perspectives of host communities and employers. During the period that the research was undertaken the number of countries involved and the number of working holiday visas increased significantly. During 2005, 36,000 visas were made available to suitable applicants from twenty-five countries. The growth in the numbers of Working Holidaymakers suggests that it is time to review the policy formation about Working Holiday Schemes and challenge the traditional definition of a tourist as a non-worker. Recommendations are made for improving the schemes, contributing to policy decisions and to for a wider interpretation of the term tourist.

Push and pull factors in the Chinese international students' decisions of returning home

As the progress of globalization and internationalization, higher education has also entered into the stage of globalizing. Global student mobility, as one of the most obvious representatives of the globalization of higher education, has earned international awareness and attention as a wide spread social issue all over the world. China, as a pioneer to promote the progress of globalization, has become world’s largest student exporting country. It is owning to the fact that with the fast advancement of social and economical condition in China, the rising income level of middle class families has boosted the desire for Chinese students to pursuit perceived better education overseas. However, one of the most serious unexpected outcomes caused by this trend of studying overseas is the issue of brain drain, since large number of Chinese overseas students never came back after graduation. Yet, with the fluctuation of the world economical situation, the growth of China’s economical and political power is attracting more and more Chinese overseas graduates back to work. Hence, it is necessary to analyze the factors that influence Chinese students’ behavior of ‘going out’ and ‘coming back’, which is also the theme of this paper.
