The Impact of Foreign Worker Human Resource Management Practices on Job Performance: The Mediating Effect of Foreign Worker Readiness and the Moderating Effect of Agent Involvement

Foreign labors are important to Taiwan¡¦s manufacturing industries as most of them are taking 3D (Dirty, Dangerous, and Difficult) jobs or night shifts. Previous researches have put attention on the influences of human resource management (HRM) practices on foreign labors¡¦ adaptability or job performance. There is comparatively lesser researches focus on the mediating and moderating variables between foreigner labors¡¦ HRM practices and their performance. Based on the framework of hierarchical HRM, this study aims to explore the mediating effect of foreign worker readiness and the moderating effect of agent involvement on the relationship between foreign labor HRM practices and their job performance. Due to lack of empirical researches related to agent¡¦s involvement, hence this study first applied to qualitative research method to explore the construct and create the measurement and then used quantitative research method to examine the hypotheses. According to the data from Kaohsiung city manufacturing enterprises (total 50 sets of samples; including 50 HR heads and 373 foreign workers), the results revealed that: 1. The relationship between HRM practices and foreign labors¡¦ job performance. (1) Training & education practices are positively related to foreign labors¡¦ job performance. (2) Incentive practices are positively related to foreign labors¡¦ job performance. (3) Accommodation management practices are positively related to foreign labors¡¦ job performance. 2. The relationship among HRM practices, foreign labor¡¦s readiness and job performance. (1) Recruitment and selection management practices are positively related to foreign labors¡¦ job readiness. (2) Foreign labors¡¦ job readiness is positively related to their job readiness. (3) Recruitment and selection management practices are positively related to foreign labors¡¦ job performance through their job readiness. 3. The relationship among agent involvement, foreign labor¡¦s HRM practices, foreign labor¡¦s readiness and job performance. (1) Agent involvement positively moderates the relationships between training & education management practices and foreign labors¡¦ job performance. (2) Agent involvement positively moderates the relationships between incentive practices and foreign labors¡¦ job performance Base on these findings, we suggests that practitioners should improve the oversea recruitment and selection practices for promoting foreign labors¡¦ readiness and ensuring their job performance. Practitioners can also strengthen the magnitude of education & training, incentives and accommodation management to promote foreign labors¡¦ performance. For enhancing the management effectiveness, practitioners should work closely with the agent in education & training and incentive practices. For the future researches, we suggest that longitudinal research design could further inspect the causal-effect relationship between HRM practices and performance. Furthermore, researches can also expand the sources of data to enhance the generalizability of the results.

The effects of foreign labor on community residents¡¦ psychological factors-A case study of Cuiping Village, Nanzi District, Kaohsiung City

For meeting the requirements for both domestic economic development and social realistic demand, the foreign labors have been employed in Taiwan for several industries such as public civil engineering, important production business, household service, nursing service and fishery etc. in recent years. The main purpose of employing foreign labors was an expedient measure to resolve the shortage of blue-collar workers in Taiwan. However, the employing foreign worker had to obey the following four basic principles as: 1) Foreign labors should be hired to remedy domestic shortages of unskilled labor without compromising the employment rights and interests of Taiwan nationals. 2) Foreign labors are not allowed to use employment as a basis for immigration. 3) Foreign labors should not disturb the public safety. 4) Employment of foreign labors could not hinder domestic industrial upgrading and economic development. Since the domestic working environment has been deteriorated gradually, some events about the foreign labors with various characters disrupting residents occurred occasionally. In particular, the foreign labors living in centralized accommodations have brought several collective actions which have impacted on community residents¡¦ job satisfaction, quality of life, and conscious of community seriously. This study attempted to realize the residents¡¦ minds and exceptions in order to examine the residents¡¦ attitudes on foreign labors whether could affect their job satisfaction, quality of life, and conscious of community. In addition, did it have a significant correlation between them? The various attributes of residents such as gender, age, education, occupation, household income, type of accommodation and living time would lead to impact remarkable different results in job satisfaction, quality of life, conscious of community, and attitudes of foreign labors? The results could provide useful information for relevant authorities, thereby beneficial to look after both sides when carried out the policy of employing foreign labor and considered on the residents¡¦ experience.

Temporary Worker, Permanent Alien: An Analysis of Guest Worker Programs in the United States and Canada

Over the last several decades, economic globalization has presented many `advanced' economies with a dilemma between facilitating the flow of goods while simultaneously regulating the flow of labor. This contradiction has manifested itself in the immigration policies of Canada and the U.S., which have each pursued distinct strategies for importing foreign workers to maintain global economic competition. Such workers, whether legal `guest workers' or `illegal' immigrants, reside within the boundaries of the state, yet remain permanent aliens. This dissertation explores how guest worker policy specifically and immigration policy more broadly have been constructed and debated in national political discourse from 1990 to 2010. In addition, research in two rural case study communities reveals how labor markets and social geographies are re-shaped by the interaction between workers of varying legal and `illegal' statuses. This multi-scaled and comparative analysis of the understudied issue of guest worker programs reveals how different forms of exclusion, constructed at national and local scales, become deeply interwoven together to produce new labor market realities and reinforce national identities predicated on protecting the composition of the nation while actively promoting global economic competition.

Transnational migration of labor and skills: A case study of Mongolian circus performers

This study is about the Mongolian circus performers who work in Taiwan. Do their skills influence the outcome of their work conditions in Taiwan? This qualitative research carries out with interviews and participation observations. It explores Mongolian circus performers¡¦ working conditions, and the problems they face in different environments. The author has made several fieldwork trips to three places, and interviewed 17 performers. It contends that Mongolian circus performers are not in a disadvantaged industrial relations position due to, first, they are skilled labor; second, there is no clear rule regarding circus performers by Taiwan government; and third, the contract is clearly written about working contents, which makes the conflict less likely between migrant workers and employer.

Discussing the result of chest X-ray diagnosis among different specialists in foreigners¡¦ physical examination

¡eAbstract¡f The difference of medical diagnosis and its related effect is important to medical quality consistency and medical care cost-effectiveness. At present, the specialists including radiologists, chest medicine doctors & family medicine doctors able to perform X-ray diagnosis of foreigners¡¦ physical examination would cause the difference of flow fluency & consistency of medical quality in foreigners¡¦ physical examination. Due to the shortage of studies in discussing the difference among doctors¡¦ diagnosis in our country, the study is an experimental cross-section design that focuses on the diagnosis difference of 3595 foreigners¡¦ chest X-ray among 3 different specialists. The result of research may be useful for making policy of public health and be referent to the quality control and management in the hospital. According to the result, the X-ray diagnosis of lung TB showed no difference between specialists & hospital levels in Chi-square analysis, but the diagnosis consistency of kappa between every 2 doctors was so fluctuant among 10 doctors, the kappa value ranged from ¡V0.005 to 1.0. Besides, the consistency of kappa among either 10 doctors, 4 chest medicine doctors, 3 radiologists or 3 family medicine doctors were poor, and the kappa value ranged from 0.035 to 0.2. The highest kappa was 0.18629 among 3 family medicine doctors, while the lowest kappa was 0.038197 among 4 chest medicine doctors. The other studying result also showed low consistency of kappa among 10 doctors in X-ray diagnosis of lung abnormality, the kappa value ranged from ¡V0.009 to 0.375. Besides, the low consistency of ICC was also noted among 10 doctors in X-ray diagnosis scores of lung abnormality. ICC value ranged from ¡V0.0159 to 0.5540. The exploration of doctors¡¦ difference in X-ray diagnosis of lung was under no interference of medical payment system. If the X-ray diagnosis followed the standard of CDC, only requiring the abnormal TB, 3 specialists would show no difference in X-ray TB diagnosis. Therefore, the first line family medicine doctors who see the foreigners directly would also fit to make the diagnosis of X-ray lung TB. Moreover, due to the family medicine doctors understand the foreigners¡¦ history than other specialists, if the family medicine doctors make the diagnosis of X-ray lung TB, the overall examination procedure would be fast and better. From the article review, the consistency was low among doctors in many medical diagnoses, such as chest X-ray, cytology, CT scan, breast sono, emergent chest X-ray, KUB and skeletal X-ray. Due to the low consistency, there were researchers making effort and doing study to suggest that the doctors could elevate the consistency and reliability by continual discussion and learning. However, our country is short of study in discussing the difference among doctors. From the study result, the variation of consistency is huge. Whether it would affect the medical behavior of doctors, such as overusing the related tests or medicine having influence on patients¡¦ health and safety, further studies will be needed.

A Study on Business's Management of Foreign Labors in Kaohsiung City

Since the Employment Service Act was promulgated in 1992, the principle of foreign labor policy of Taiwan Government had changed a few times; unemployment among Taiwanese is very high, but the number of foreign laborers is still increasing. Employers prefer to hire foreign laborers because they will accept low wages and are very willing to work overtime. Because most of these businesses provide accommodations for foreign workers, and they employ more than sixty percent of all foreigners working in Taiwan, it is important to understand the management of foreign workers. This thesis makes use of literature review, statistical analysis of data, and on-site visits. On-site visits enabled discovery of some conditions and problems associated with the management of foreigners employed in business. Further discussion focuses on the related laws and regulations for management of foreign workers, on the actual situation of management, and on the external agency fee of foreign laborers. The Labor Standard Act ensures the basic rights of those foreign laborers employed by business, but the management still encounters some problems related to foreigners working and living in Taiwan during their employment. In conclusion, the difficulties depend on whether the employer carefully supervises their foreign laborers, and on the quality of service from the employment agency. In order to effectively resolve the issue of business¡¦s management of foreign laborers, it is necessary for the responsible authorities to revise related laws and regulations, to enhance the foreign workers¡¦ counseling and services, and to implement inspections.
