Change and continuity in United States-Colombian relations, during the war against drugs, 1970-1998Guáqueta, Alexandria January 2002 (has links)
This thesis addresses almost three decades of U.S.-Colombian relations and asks two main questions. Why did relations remain friendly for so long given the many problems associated with drugs, and the notion that drugs and drug trafficking constituted a security problem? And what changed in 1995 so as to alter the course of friendship? It argues that U.S. and Colombian preferences over illegal drug control policy have not always been at odds, and disagreements have not precluded cooperation and joint action on drug control matters over a significant period of time. Nor can power asymmetry, a constant feature in the relationship, account for change. A successful account of both friendship and antagonism can be given only by spelling out the ideational and normative components that have contributed to define the character of the relationship and to determine the attitudes and behaviour towards each other. These components refer to the understandings of the drug problem, ideas on what constitutes mutually acceptable political and economic behaviour and their underlying norms, and the images that relevant policy-makers have of each country. This thesis also underscores the need to take stock of the cumulative process by which Colombia and the United States embraced and expanded drug prohibition.

The purpose of this work is to comprehend the position of Colombia within the Brazilian foreign policy agenda during the Luiz Inácio Lula da Silva (2003-2010) administration in its project of international insertion, characterized by the promotion of regional integration, diversification of partnerships, multilateralism and reform of international institutions. As a result, we are going to try to answer whether the practical results has justified the politicaldiplomatic discourse, that is, if the desired international insertion corresponded to the real insertion in the international scenario. Therefore, after a brief analysis of Brazil's bilateral trade data with its main international partners, we are going to pay more attention to South America, which was the priority of foreign policy during that period of time and where Brazil sought to approach traditionally distant countries in the region. Thus, for a deeper analysis, we focus on the specific case of Colombia, comparing the rhetoric in the bilateral sphere with the outcomes in the balance of trade. Crusade for freedom?Walker, Michael January 2008 (has links)
Presidents of the United States and other American policymakers have throughout history cited democracy promotion as one of the chief goals of American foreign policy, and the current administration of George W. Bush has been no exception. However, and notwithstanding the habitual endorsement of this objective by US administrations, the subject of democracy promotion has received relatively little academic attention. This study aims to correct this gap in the literature by considering two questions relating to United States democracy promotion. First, have the efforts of the US to spread democracy to other countries met with success? Second, is promoting democracy truly a priority of American policymakers, or is it rather window dressing cynically aimed at winning public and congressional support for foreign policy? I begin by defining the terms democracy and democracy promotion. I then use three recent case studies to answer the two questions outlined above, the first of which focuses on President Reagan’s policy towards Nicaragua. In the second case study I consider President Clinton’s policy towards Haiti, while the third deals with President George W. Bush’s policy towards Colombia. The evidence I present points to the conclusion that the United States has not been successful in its efforts to promote democracy in other countries, and that spreading democracy abroad is at best a secondary goal of American foreign policy. The evidence presented in the thesis also demonstrates the utility of foreign policy analysis-based approaches to the study of international relations.
