The evolution of devolution : evaluation of the community forest agreement in British Columbia

In 1998, the government of British Columbia introduced a new form of tenure for community forestry. The Community Forest Agreement (CFA) was envisioned as a unique institutional mechanism for devolution, providing resource-dependent communities and First Nations in B.C. with the authority to set the direction of forest management in their locale, and to create local benefits. Relative to the industrial status quo, there were high expectations of community forestry and what it might achieve. This study empirically tested some of these expectations with respect to B.C.’s Community Forest Program. Taking a realist approach to evaluation, a variety of qualitative research methods were used to critically assess the structure, performance, and outcomes of the CFA. Analysis of the CFA revealed that its structure is virtually identical to tenures designed for industrial forestry with a few minor exceptions. In the current tenure regime, the CFA devolves limited power over strategic decisions and community control largely resides at the operational level, affecting on-the-ground aspects of timber harvesting rather than enabling a broader and more holistic approach to forest management. Outcomes of the CFA generally did not satisfy expectations that communities would commercially harvest botanical non-timber forest products, develop capacity for value-added wood processing, and utilize more environmentally-sensitive harvesting treatments. The study did find that CFAs supported local employment and were more labour intensive than industrial licensees in harvesting and silvicultural activities. Assessing the CFA structure and the on-the-ground outcomes side-by-side, this study suggests that the impediments to realizing a more holistic form of community forestry likely have their roots in the institutional mechanism itself, rather than in the efforts of communities. Flowing from the evaluation are recommendations for government to consider devolving more power over key strategic management decisions and increasing the size of CFAs to improve their economies of scale; and recommendations for communities to build their capacity and critical social mass to leverage policy changes that may further the evolution of community forestry in B.C. / Forestry, Faculty of / Graduate

Stated and Revealed Preference Valuation of Forest Ecosystems

Stated preference and revealed preference are two commonly conducted non-market value evaluation methods which can also be applied to make evaluation of forest ecosystem. In the application of these evaluation methodologies, there always exists limitation from the data collection and empirical analysis. In the dissertation here, I extend the traditional evaluation methods with novel design or statistical analysis approaches to solve the practical problem we met in evaluation of forest ecosystem. The first and second chapters are based on stated preference methods. The first chapter employ both the mail survey and on-site survey to investigate the preference for attributes of low-impact timber harvesting programs. In the second chapter, we recruit three interest groups for on-site survey and compare their preference for the low-impact timber harvesting programs. In these first two chapters, choice modeling method is employed to elicit the respondents' preferences, and I also use bootstrap method to get robust estimation results for small sample size data. The last chapter employed revealed preference method to evaluate the economic losses from hemlock damages caused by forest pest. Three different interpolation methods are employed to scale-up the analysis from sites to states. Based on the findings of all three chapters, we can see that these survey design and statistical methods help to overcome the limitations in empirical analysis of forest ecosystem and make more robust inferences for design forest protection policies. / Ph. The Influence of Cost-sharing Programs on Southern Non-industrial Private Forests

This study was undertaken in response to concerns that the decreasing levels of funding for government tree planting cost share programs will result in significant reductions in non-industrial private tree planting efforts in the South. The purpose of this study is to quantify how the funding of various cost share programs, and market signals interact and affect the level of private tree planting. The results indicate that the ACP, CRP, and Soil Bank programs have been more influential than the FIP, FRM, FSP, SIP, and State run subsidy programs. Reductions in the CRP funding will result in less tree planting; while it is not clear that funding reductions in FIP, or other programs targeted toward reforestation after harvest, will have a negative impact on tree planting levels. / Master of Science

This essay offers a study of old growth forest policy in British Columbia and the American Pacific Northwest and, in so doing, attempts to contribute to the sparse comparative environmental literature that uses Canada as a case study. Specifically, the essay addresses the question of why old growth forest preservation policy divergences so dramatically between British Columbia and the American Pacific Northwest. After establishing that American Pacific Northwest and British Columbia old growth forest preservation policy diverges, the author employs a chronological methodology to reconstruct the current old growth preservation policy outcomes in both jurisdictions. The author then identifies a series of variables that affect old growth forest preservation policy in both jurisdictions, and examines each as a force of divergence. The essay discusses the different influences of two non-institutional variables-science and economics-and two institutional variables-federalism and legalism-on American Pacific Northwest and British Columbia old growth policy. The essay concludes by discussing the question of how each variable works with one another to produce this instance of policy divergence. The author finds that all four variables collaborate with one another and contribute to the divergence. However, the essay concludes that the major determining factor in this case of policy divergence is the interplay of the two institutional variables.

A conspiracy of optimism: Sustained yield, multiple use, and intensive management on the national forests, 1945-1991.

This is a historical study of the intersection of political economy with natural resources management, as played out on the national forests between 1945-1991. Specifically, it focuses on two core national forest management policies; sustained yield and multiple use. These two policy directives represent an attempt by the public and elected officials to apply principles of sustainable development to publicly-owned forest lands, and to ensure that a wide variety of both market and nonmarket forest values are preserved for the benefit of present and future generations. Interest groups, the Forest Service, and policy makers have conceived of sustained yield and multiple use in different and evolving ways over the years. This study explores how these principles have been variously defined and either implemented or thwarted. After World War Two, with escalating demands on national forest resources, the U.S. Forest Service turned to "intensive management" as a technological method of enhancing natural forest productivity and mitigating the environmental effects of increased use. But the agency's optimistic vision of efficient, sustained production of forest commodities through technical mastery over nature has met overwhelming fiscal, environmental, technical, and political obstacles. Nevertheless, agency leaders, industry advocates, and politicians have consistently promulgated an optimistic faith that intensive applications of labor, capital, and technology can maximize and harmonize multiple uses, rehabilitate damaged resources, and sustain high levels of outputs in perpetuity--despite repeated failures to achieve balanced multiple use management and to manage grazing and timber extraction at sustainable levels. The conspiracy of optimism ideologically justifies continued unsustainably high levels of resource extraction. Changing public values since the 1960s and the popularization of ecology have initiated a growing skepticism toward the premises of intensive management. At the same time, field level forest managers have grown frustrated with top-down imposition of resource production quotas and the lack of adequate political, fiscal, and organizational support for sound forest management. As the last old growth forests fall to the chainsaw, and as the federal subsidies required to access these remote timber stands on the national forests escalate, public controversy deepens. In this decade of the national forest centennial a revolt of conscience has erupted among grassroots Forest Service personnel, and a strong challenge from the environmental community has gained momentum. Another major period of policy evaluation and revision appears to be taking place. Whether the conspiracy of optimism can continue to sustain the old status quo is questionable.
