Small-scale timber growers' participation in the development of national principles, criteria, indicators and standards for sustainable forest management in South Africa.

The aim of this study was to engage small-scale timber growers in the development of national principles, criteria, indicators and standards (PCI&S) for sustainable forest management (SFM) in South Africa (SA). To ensure effective participation of small-scale timber growers in the development PCI&S, an overview of sustainable and small-scale forestry was explored. Furthermore, because of the importance of globalisation on the SFM concept, its conceptual framework and small-scale forestry development in relation to SFM were investigated. Participatory rural appraisal (PRA) methods, and PCI&S evaluation and development processes were used to engage small-scale timber growers by identifying and integrating their perceptions into the process of SFM standards development. These small-scale timber growers' perceptions focused on social, economic, environment and policy issues. The stUdy indicates that the views of small-scale timber growers regarding SFM do not vary significantly from those held globally. However, they demonstrate that local conditions determined issues of relevance and importance to this specific group. The results further support the view that there is value in combining both top-down and bottom-up approaches in developing an appropriate set of PCI&S. This is critical because the perceptions of small-scale timber growers for SFM are scale sensitive. Finally, the results supported the view that there is a need to give attention to and strengthen socio-economic issues versus those of the physical environment to improve inequalities of the past, and influence future decisions. / Thesis (M.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2005.

An estimation of the value of water in the commercial forestry : two case studies from KwaZulu-Natal, South Africa.

The aim of this dissertation is to estimate the value of water in the commercial forestry in selected areas of Kwazulu-Natal. Furthermore, the essay focuses on two species:Eucalyptus grandis and Pinus patula. The estimation of the value of water is done using two types of water and they are evapo-transpiration (ET) and stream flow reduction (SFR). ET water is used because it has been discovered that there is a loss of water due to afforestation. On the other hand, SFR water is used because the existence of trees means that the water that is supposed to flow to the streams does not, as it is absorbed by the trees. Moreover, the essay develops two methods that can be used to estimate these two types of water in the commercial forestry. The methods are the residual method and the marginal value product (MVP) method. In the case of the residual method, the results are diverse. This means that the values of water for eucalyptus using the ET water, ranges from 05 cents to 23 cents. With the pinus patula, the values of water ranges from 01 cents to 03 cents. This is clear that the value of water for eucalyptus grandis using the ET water is higher than the pinus patula. The value of water using the MVP method using the ET water is decreasing. This means that the values of water starts from higher values to the lowest. This is due to the fact that we are estimating the marginal product. The values start from 72 cents and go down to 28 cents in the case of eucalyptus grandis. The values for the pinus patula start from 26 cents and go down to 12 cents. When estimating the value of water using SFR water, we do not use the residual method. We use the MVP method instead. The values obtained show that eucalyptus grandis values are higher than those of the pinus patula. They start from R5.1 0 cents and go down to R2.77 cents for eucalyptus grandis and from R2.39 to R1.03 for pinus patula. The methods used show that the economies of scale are present, because when we add more water, the value falls. Furthermore, The law of diminishing marginal retums is present because when we add more water; the values reach a maximum point and then start to fall. Public participation and its relationship to conflict in national forest planning

Since the passage of the National Environmental Policy Act, the Forest and Rangeland Renewable Resources Planning Act and the National Forest Management Act, the Forest Service has been required to give individuals and organizations access to the decision-making process. However, the Forest Service has been confronted with a greater than anticipated level of dissatisfaction with the Land Management Plans. Because the appeals of the plans are an expense to the Forest Service, both in monetary terms and the frustration which has been generated, the relationship between the participation process and the number of appeals has. come under question. This study proposes that, because public participation and the resolution of appeals are expenses to the Forest Service, the relationship between the two should be analyzed in a cost-benefit analysis framework. However, before an optimal level of public participation can be determined, the relationship between public participation and conflict must be analyzed. Through survey and econometric techniques, the public participation process which occurred during round one of planning and the significance of a number of variables to the probability for conflict were observed. The study described the public participation process which occurred on the National Forests. The results suggest a positive relationship between public participation and the number of existing appeals. Further research is needed, however, to determine the number of appeals which were either avoided or generated due to the public participation process. / Master of Science

Stumpage price expectations: an empirical analysis of nonindustrial private landowners in the Mid-Atlantic states

Numerous empirical studies outside of forestry have analyzed the role of price expectations in different decision processes. Empirical studies using price expectations in forestry research is a relatively new field of endeavor. Past studies have typically ignored or given cursory treatment to the role of price expectations. This study provides a review of studies in forestry that have attempted to incorporate price expectations into model formulations. Models are then developed to explain the short-run harvest, and long-run regeneration expenditure decisions by the non-industrial private forest owner, incorporating different distributed lag formulations to account for price expectations. The estimated models for the short-run harvest decision, using cross sectional non-aggregated data, indicates that price expectations play a significant role in this decision process. Therefore, price expectations should be incorporated in some form, (i.e. different forms of distributed lags), to properly specify models. Estimated models for the long-run regeneration expenditure decision indicates a weak link between economic variables and the regeneration decision. For both types of models, estimated coefficients for personal characteristics of landowners are in general considered insignificant, indicating the lack of influence that personal characteristics have on these decision processes / Master of Science

Ecotourism for sustainable development : economic valuation of recreational potentials of protected areas in the Congo Basin.

This study was designed to capture the complexity of man-to-forest relationships in the endangered, world-renowned tropical rain forests of the Congo Basin in Africa. Their biological complexity and integrity have been challenged by human development and new knowledge is urgently needed to save these forests and the people dependent on them. The scope of the study was enormous because of the complexity of the resource, the diversity of forest-dependent people and actors. The major benefit of this research was in accessing and exposing new and quantitative information in remote settlements of the region by applying innovative methodologies and analytical techniques. These included: 1. The definition of forest-dependency based on detailed annual inventories of sources of households’ incomes, their statistical ranking and interpretation with logistic regressions, and the Kuznets ratio and Gini coefficients as introduced by the World Bank; 2. critical appraisal of the international parks in the region based on auto-financing principles and tested with contingent valuation and tax maximization techniques, such as Laffer’s curves, and leading to the development of new conservation models of financial self-sufficiency and a new formula for practical park management; 3. the critique of poaching by explaining and exposing food insecurities, especially deficient supplies of animal protein and associated malnutrition among the rural poor; 4. assessment of housing inadequacy among forest dwellers and its impact on forest regeneration and resources; 5. clarification of the impacts of timber logging by accessing detailed unpublished information from timber companies; 6. the introduction of survey-based valuation techniques as essential prerequisites to policy formulation and the sustainable management of forests; 7. proposing a flow chart that embraced the resources and stakeholders through the flow of market values and services for further exploration. Contrary to traditional beliefs; the results showed that both poor and wealthy households are equally dependent on forest resources for their livelihoods with no significant difference in consumed forest products between the 25% higher income earners and the 25% lower income households. Forests contribute over 57% of wage income in the region and forest-derived income is of a higher total value than any other source, including agriculture. Among forest foods, wild fruit and bushmeat are by far the most important. Therefore, the clearing of forests for agriculture or instituting conservation policies that completely keep local people away from forests will result in constrained access to resources of immense importance to local livelihoods. However, the findings contradict the commonly propagated views that timber harvesting in the region is directly responsible for deforestation, the loss of forest structure and biodiversity. It was shown that the harvesting of saplings and poles for housing may endanger forest regeneration and species composition of forests neighbouring the villages. The desired financing of national parks should be through internally generated revenues, requiring deliberate investments in facilities and infrastructure. The necessity to satisfy the basic needs of the forest-dependent people remains urgent. The complexity of man-to-forest relationships is beyond one study and needs to be further expanded on, in our quest to sustainable forest management based on participatory principles. Such management needs to provide for and be supported by various stakeholders including the local communities, state agencies, donors, NGOs, and commercial conglomerates. Moreover, the need to understand forest values beyond market principles is required in order to translate the concept of sustainable forest management from a theoretical concept in the Congo Basin to one that can reduce conflicts, deforestation, poverty and famine.

The values rural households attach to forest resources and their participation in community-based forest management : the case of three communities in KwaZulu-Natal.

Community-based forest management (CBFM) offers a better strategy for controlling forest resource degradation while at the same time benefiting local communities. With few exceptions, CBFM had been largely neglected in South Africa in the past. Lately, community forestry has, however, gained impetus through changes in the programs of the Department of Water and Forestry. Despite such efforts, a preliminary survey in some districts of KwaZulu-Natal showed that only a small proportion of households were participating in CBFM. The reason behind the lack of household participation could be that the objectives of most CBFM programs were not in line with the values rural communities attach to forest resources. Some authors have recommended that understanding the values households attach to forest resources is crucial for framing strategies on implementing CBFM. This study, therefore, investigates the values households in KwaSobabili, New Reserve B and Gudwini rural communities of KwaZulu-Natal, in aggregate, attach to forest resources and the factors influencing households to participate in CBFM. The social choice approach was used to measure the values households attach to forest resources. Hundred and fifty-one (151) household heads were asked to give scores of relative importance to 21 forest products and services on a 5-point Likert scale. Principal Component Analysis was used to generate composite indices or factors representing the values households attach to forest products and services. Ordinary Least Squares regression was then employed to determine the factors influencing such valuation of forests. The Multinomial Logit model was used to estimate the determinants of household position/status on participation in CBFM. The results showed that households in the three communities, on aggregate, overwhelmingly attach anthropocentric values to forest products and services. This was interpreted to be due to the high levels of household poverty that is rampant among many rural households of South Africa. However, in addition to the anthropocentric values, rural households also attach cultural/moral/spiritual and non-use/option values to forests. No differences existed across the three communities in terms of the anthropocentric and cultural values households attach to forest. However, households in Gudwini (who were managing a natural forest) significantly attached more non-use/option values to forest. This was attributed to the fact that households in this community believed that the natural forests were their heritage and were obliged to pass them to their future generations. It was also found that the anthropocentric and cultural/moral/spiritual values households attach to forest resources influence the decision to participate in CBFM programs. Other socio-economic factors (especially those that influence household‟s dependency on forests and the opportunity cost of their time in managing those forests) such as gender of household head, household size, levels of household income, total amount of social grants, perception of forest degradation, access to electricity, and distance to the forests have also been found to influence the household‟s decision to participate in CBFM. The study recommended that, since poorer societies have more materialistic orientation towards forests, CBFM programs should target poverty alleviation/income generation as the central theme to enhance participation in CBFM. An evaluation of the socio-economic impact of timber production with and without the inclusion of biomass energy production

Thesis (MScFor (Forest and Wood Science))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The discussion on climate change is leading to a re-evaluation of tree plantations in South Africa; prompting the adoption of forest bioenergy system as one of the cost effective ‘carbon mitigation options’. In an analysis of this changing paradigm, emphasis was placed on the socio-economic aspects of integrated commercial tree plantations and forest bioenergy systems with special attention to harvest residues recovery for bioelectricity production and construction and operation of a bioelectricity plant. The study also explored the direct and indirect benefits that adjacent communities derive from tree plantations in South Africa in order to determine the potential impact of integrated timber and bioelectricity production on rural livelihood and conventional forestry operations. Structured questionnaires and in-depth interviews were used in randomly sampling twelve villages on Mondi tree plantations in the Piet Retief and Iswepe areas of South Africa. Six villages from each area were selected; and a systematic random sampling of ten households per village was carried out. The possibility of using harvest residues from final clear felling from these plantations for bioelectricity production was examined. The study developed and described a scenario for a five megawatt bioelectricity generation facility, requiring an annual volume of 19,569.85 dry tonnes of residues as feedstock for its operation. The study revealed that adjacent rural communities to Mondi plantations in Piet Retief and Iswepe areas enjoy direct benefits such as employment opportunities, utilization of harvest residues, utilization of non-timber resources, and free accommodation. Indirect benefits that these communities enjoy include: free farmland and graze-land and various social benefits. Issues of concern and dislike such as: lack of electricity; poor health and sanitation and transportation problems were also identified. Using NPV and IRR, the study estimated the economic impacts of integrated pulpwood and bioelectricity production, compared to conventional pulpwood production operation. The study concluded that integrated pulpwood and harvest residue recovery for bioelectricity production is a profitable means of producing renewable energy. The approach was found to increase the profitability of conventional forest operations. / AFRIKAANSE OPSOMMING: Besprekings rondom klimaatsverandering lei tot ‘n her-evaluasie van boom plantasies in Suid Afrika wat aanleiding gee tot die aanvaarding van bio-energie stelsels as een van die koste effektiewe “koolstof versagtende opsies”. In ‘n ontleding van hierdie paradigma verandering, is klem geplaas op die sosio-ekonomiese aspekte van die integrasie van boom plantasies en bos bio-energie stelsels. Spesiale aandag is gegee aan onginningsafval herwinning vir bio-energie produksie en die konstruksie en werking van ‘n bio-elektriese kragsentrale. Die studie ondersoek ook die direkte en indirekte voordele wat gemeenskappe, aangrensend aan boom plantasies in Suid Afrika verkry, om sodoende die potensiële effek van geintegreerde hout en bio-elektriese produksie op landelike lewensbestaan en konvensionele bosbou operasies te bepaal. Die gevolgtrekking is dat geintegreerde pulphout en ontginningsafval herwinning vir bio-elektrisiteit produksie ‘n winsgewende manier van hernubare energie produksie is. Die benadering kan die winsgewendheid van konfensionele bosbou operasies verbeter.

Frontier heartland : analysing the impact of forestry and tourism on 'white' identity in Maclear

The North Eastern Cape in South Africa is part of a larger province that is in desperate need of job creation and economic development. In light of these needs, efforts have been made by members of the community and outside investors to generate new forms of income in the area. These economic developments emerged in the form of small-scale tourism initiatives and commercial forestry. The impact of these developments on the small community of Maclear differs in nature and is bringing about social change and influencing identity. In this thesis, I explore the effects of each of these developments on the local farming community, particularly the established white English-speaking farmers. For various important reasons, such as the changes to land use patterns occurring around them in terms of forestry and tourism initiatives, I chose to examine the situation of this minority. In general discussions and portrayals of white farmers, it is hypothesized that whites living in small farming communities are resistant to change, politically stagnant and socially conservative. In this thesis I test this hypothesis and investigate what South Africans might see as the core, or whether there is a core of, white settler identity. TIle idea of 'frontiers' being heartlands was emphasized in Maclear as residents spoke about the pioneering efforts of their forefathers and discussed these efforts as the essence of their identity. Forestry is a contemporary ' frontier' encroaching on these white Settlers. A dynamic concept of landscape is central to these identity construction efforts. In this thesis I explore, through different articulations of landscape, how residents, recent arrivals and investors attempt to embed their identity and resources in the community. I ask whether it is possible for members of the white community to produce an alternate and politically viable interpretation of landscape in post-apartheid South Africa. Can land and landscape offer them a sense of belonging and identity? What is their experience in view of the impositions of major investors who see land purely as an economic unit? The research does not explicitly investigate how 'new' black farmers and farming groups perceive and experience land and landscape. What is noted is the imagined passivity of black labourers on white-owned land. This thesis touches on issues inlportant to democratic change and progress in South Africa. How will the new government deal with the thorny issue of land redistribution in the face of competing claims for land and identity? How will the various sections of the white community (in this case the farming community) negotiate their identity in the new South Africa? Also, what do ' frontier' towns like Maclear reveal about the nature of white identity in post-apartheid South Africa? This thesis relies on gender and constructionist theories of landscape as developed by Appadurai (1996) to explain the dynamic nature of landscape in Maclear. It also explores and appraises the idea of ' frontier'. In the analysis of identity, I take into account that white settlers 'success' relies in part on the settlers ability to adapt to the ' frontier' and their ability to construct a new identity in their newfound 'homeland' (simliar to Paul Gilroy's (1993) "double consciousness). Socio-economic, cultural and policy issues impacting on community forestry development : a case study of Hlabisa district in Kwazulu-Natal

South Africa is not well-endowed with indigenous forests and those that remain are known to be degraded and declining at an alarming rate. This constitutes a direct threat to the quality of life of the resource-poor rural households which are directly dependent on the resources indigenous forests offer, as well as to ecological integrity. It is also recognised that the declining tree resources, particularly the indigenous tree species of high value, are increasingly threatened by a number of growing subsistence demands. This emphasises the need to establish, cultivate and conserve high-value tree species. Community forestry is recognised as a viable option for optimising land productivity; reducing pressure on indigenous forests and woodlands; ensuring a sustainable supply of desired tree products and services; and improving the quality of life of the resource-poor rural households. The primary purpose of Community Forestry Development (CFD) in the Hlabisa District is the provision of an information service and of technical support to enhance the livelihoods of rural communities by means of tree-related resources. Community forestry mainly focuses on tree resources that form an integral part of or contribute to rural people’s livelihoods. This includes small-scale growers (woodlots), woodlands and indigenous forests. Community forestry can be defined as tree growing and managed by the people for the people. Community forestry encompasses a wide range of activities which include farm forestry, agroforestry, village planting, woodlots, woodland management and indigenous-forest management by rural people, as well as tree planting in urban and peri-urban areas. Natural forests in South Africa account for less than 1 percent of the total land area. It has been suggested that these natural forests will no longer be able to meet the demand for forest products by 2020. The KwaZulu Department of Agriculture and Forestry embarked on community forestry in 1976 (but only on an ad hoc basis) as a possible solution to this dilemma. Later, the two South African pulp and paper giants, SAPPI and Mondi, started the Project Grow and Khulanathi Schemes respectively. One of the objectives of out-grower schemes was to encourage rural communities to plant trees on their own lands for the economic, social and environmental benefits trees offer. For example, timber could be sold to forestry companies. Financial assistance was offered to these communities to encourage implementation of such schemes. This exercise was aimed at bringing economic activity, capacity- building and community empowerment to the rural areas. The growers would benefit from the financial assistance and the readily available market provided by the company, while the company would be able to satisfy its demand for timber.
