The Tarrant County Atlas for Planning: A Geographic Information System for Open Space Design

This project demonstrates the construction of a land planning geographic information system (GIS) for Tarrant County, and explores how the technology could be used to select sites for a county wide open space preservation plan. As Texas' Tarrant County continues to undergo rapid change due to growth and expansion, the need for proactive, resourceful community planning is greater than ever. One crucial issue facing the region is how to preserve open areas that serve the county's citizens' ecological, recreational, cultural and economic needs. In order to assess how much open space is needed and which sites should be considered for special attention, large amounts of varied spatial information must be analyzed. The answer to effectively dealing with such data sets is a geographic information system (GIS) that stores all pertinent data digitally and allows for its manipulation through use of a computer software package. This project demonstrates the construction of a land planning GIS for Tarrant County, and explores how the technology could be used to select sites for a county wide open space preservation plan.

Developing a Soil Moisture-Based Irrigation Scheduling Tool (SMIST) Using Web-GIS Technology

Software as a service (SaaS) is a primary working pattern and a significant application model for next generation Internet application. Web GIS services are the new generation of the Software as a service that can provide the hosted spatial data and GIS functionalities to the practical customized applications. This study focused on developing a webGIS based application, Soil Moisture-Based Irrigation Scheduling Tool (SMIST), for predicting soil moisture in the next seven days using the soil moisture diagnostic equation (SMDE) and the upcoming seven precipitation forecasts made by the National Weather Service (NWS), and ultimately producing an accurate irrigation schedule based on the predicted soil moisture. The SMIST is expected to be capable of improving the irrigation efficiency to protect groundwater resources in the Texas High Plains and reducing the cost of energy for pumping groundwater for irrigation, as an essential public concern in this area. The SMIST comprised an integration of web-based programs, a Hydrometeorological model, GIS, and geodatabase. It integrates two main web systems, the soil moisture estimating web application for irrigation scheduling based on the soil moisture diagnostic equation (SMDE), and an agricultural field delineation webGIS application to prepare input data and the model parameters. The SMIST takes advantage of the latest historical and forecasted precipitation data to predict soil moisture in the user-specified agricultural field(s). In this regard, the next seven days soil moisture versus the soil moisture threshold for normal growth would be presented in the result page of the SMIST to help users to adjust irrigation rate and sequence.

Geographic Information Systems (GIS), a form of DSS, are very effective when locational data are present. This thesis talks about using GIS software in decision making procedures.

Creation of a hydrological modelling environment to assist in the decision making of water-related activities

Thesis (M. Tech.) -- Central University of Technology, Free State, 2007 / In South Africa, water is a scarce resource and it has become very important to manage this resource effectively. The State developed a regulating framework, under the hospice of the Minister of Water Affairs and Forestry, which protects the country‟s water resources from over-exploitation by ensuring that it is protected, used, developed, conserved, and managed, in a sustainable and equitable manner. The laws and policies governing the use of water resources are contained in the National Water Act (South Africa, 1998), the National Water Policy (South Africa, 1997a), the National Water Resource Strategy, and the Water Services Act (South Africa, 1997b). In addition some water-related functions were transferred to Catchment Management Agencies and Water Users‟ Associations, and it is their task to ensure that the strategies, laws and policies are implemented. Effective water management can only be performed by making use of hydroinformatics which assists with simulations and estimations. As a result input data will be collected, added to a Relational Database Management System and output results generated. A Geographic Information System with the support of a geodatabase will allow users to store spatial and temporal data. The research project investigated different water-related data models (ArcHydro, Hydstra, GML, HYMOS, and WinHSPF), as well as hydrological modelling frameworks (BASINS, OMS, OpenMI, SPATSIM, and TIME) to determine whether they were adequate to assist with the decision making of water-related activities. It was found that these data models and hydrological modelling frameworks did not allow users to add new datasets to their existing data structures and in many cases only had a limited set of functions. For these reasons it was decided to develop a comprehensive, modifiable, geodatabase that will function in a modelling environment which will allow users to save their data in a centralised database. Additionally the functionality provided by other data models and modelling frameworks may be linked and used in the new modelling environment. A methodology that has been followed was to first establish the objectives of the research project, gather the necessary data, investigate various data models and hydrological modelling frameworks, determine the requirements for the modelling environment, design and create the modelling environment, design and create the geodatabase, and finally selecting the study area which will provide the research project with the necessary data. The following findings were made concerning the research project: firstly, that ArcHydro will be used as example data model to assist in designing the geodatabase. Secondly, that UML will be used as a development tool to assist with the development of the geodatabase. Thirdly, that the geodatabase will be generated from the XML schema and be made available to ArcCatalog. Fourthly, that data from different users/providers (Hydstra, Stats SA, Weather Bureau, Department of Water Affairs and Forestry, etc.) be inserted into the geodatabase. Fifthly, that any other hydrological modelling framework may make use of the data stored in the geodatabase. Finally, ArcGIS was selected as GIS application and Microsoft Access as a storage area.

Space-time modelling of exposure to air pollution using GIS

This thesis develops, tests and applies methods for space-time modelling of exposure to air pollution using GIS. This involves linkage of five main sub-models: a traffic model, a model of urban air pollution - combining local and ‘background’ pollution models - a network analysis tool for modelling exposure during journeys, and a time-activity model. The model can provide exposure estimates for individuals or population groups. The study took place entirely within Northampton, UK. The model used to estimate hourly PM10 concentrations at outdoor locations gave a moderate fit to monitored data. Results were shown to be comparable with the best results from other studies. This research also found a strong, linear relationship between concentrations of PM10 during simultaneous monitoring of walking and in-car concentrations. This relationship was used to calibrate modelled outdoor pollution levels to give in-car concentrations. Modelled journey- time exposures for walking performed equally with predictions made using a fixed- site monitor located close to journey routes. The model did not perform as well as the fixed-site monitor in predicting in-car exposures. The application of the model to a walk-to-school policy, in which modelled local traffic levels were reduced by 20%, demonstrated that the benefits of the reduction were not spread evenly across a sample of schoolchildren, but varied depending on the route used to school and the location of homes and schools. For those switching between car and walk there may be positive or negative effects of the policy in terms of savings in average hourly exposures, depending on their specific journey and time activity patterns. The results from this research showed that, although the model worked reasonably well in estimating exposures, a number of improvements are needed. These include better models of background concentrations, more detailed models of in-car conditions, and extending exposure modelling to include dose-response estimates

Application of spatial resource data to assist in farmland valuation

A land transaction is generally not a recurring action for most buyers and sellers, their experience and knowledge are limited, for this reason the services of property agents and valuers are sometimes used, just to get more information available. The condition of insufficient information and the inability to observe differences in land productivity gives rise to the undervaluation of good land and overvaluation of poor land. The value of a property plays an important role in the acquisition of a bond, in this context farm valuations are essential and therefore commercial banks make more use of specialist businesses that have professional valuers available. The advent of the Internet made access to comprehensive information sources easier for property agents and valuers whose critical time and resources can now be effectively managed through Geographic Information System (GIS) integrated workflow processes. This study aims to develop the blueprint for a farm valuation support system (FVSS) that assists valuers in their application of the comparable sales method by enabling them to do the following: (1) Rapid identification of the location of the subject property and transaction properties on an electronic map. (2) Comparison of the subject property with the transaction properties in terms of value contributing attributes that can be expressed in a spatial format, mainly a) location and b) land resource quality factors not considered in existing valuation systems that primarily focus on residential property. Interpretation of soil characteristics to determine the suitability of a soil for annual or perennial crops requires specialized knowledge of soil scientists, knowledge not normally found among property valuers or estate agents. For this reason an algorithm, that generates an index value, was developed to allow easy comparison of the land of a subject property and that of transaction properties. Whether this index value reflects the soil suitability of different areas sufficiently accurate was confirmed by soil suitability data of the Breede and Berg River areas, which were obtained by soil scientists by means of a reconnaissance soil survey. This index value distinguishes the proposed FVSS from other existing property valuation systems and can therefore be used by valuers as a first approximation of a property’s soil suitability, before doing further field work. A nationwide survey was done among valuers and estate agents that provided information for the design of the proposed FVSS and proved that the need for such a system does exist and that it will be used by valuers. / AFRIKAANSE OPSOMMING: Meer as 80 persent van die totale grondoppervlakte in Suid-Afrika word gebruik vir landbou en bestaansboerdery. A methodology for assessing geographical information science professionals and programmes in South Africa

ENGLISH ABSTRACT: There is a growing demand worldwide for geographical information science (GISc) practitioners. Government agencies and the private sector are competing to find and employ practitioners in the GISc field who are suitably qualified and competent in the practice of the relevant technologies and sciences. Little research exists in South Africa on what GISc professionals should know or be able to do. A set of competencies, knowledge and skills required by professionals in the workplace is needed to design appropriate programmes and to guide those responsible for controlling quality in the profession (through registration) as well as in educational institutions (through accreditation). This research developed a new GISc academic framework with an embedded competency set to serve as a standard for the training of professional GISc practitioners. The format of this GISc framework is based on the structure of the University Consortium of Geographical Information Science (UCGIS) geographical information science and technology (GI S&T) body of knowledge (BoK) as the most frequently used framework internationally, but incorporates content from two existing South African competency sets. The new framework represents the South African, the USA and European perspectives of the knowledge and skills regarded as essential for the GISc profession. An easy-to-use and accessible web-based GISc self-assessment tool (SAT) was developed to facilitate the implementation and adoption of the new framework. Based on feedback from the GISc community the tool is proving to be a valuable labour- and time-saving resource with significant benefits to the GISc society and academia. The new GISc framework, which consists of 14 knowledge areas, 6 fundamental and 32 core units, was developed using a combination of qualitative and quantitative procedures to compare three different existing competency sets. This methodology is unique and lends itself for application in similar studies regardless of the discipline. Through the literature studied, no other GISc web-based SAT was discovered, making the concept of a web-based and database driven SAT unique. The SAT can be modified for use in other disciplines and countries. / AFRIKAANSE OPSOMMING: Daar is ’n groeiende vraag wêreldwyd na geografiese inligtingswetenskap (GIW) praktisyns. Regeringsagentskappe en die privaatsektor kompeteer om GIW praktisyns, wat in die toepassing van die relevante tegnologie en wetenskappe voldoende gekwalifiseerd en kundig is, te vind en in diens te neem. Min navorsing is in Suid-Afrika gedoen oor wat ʼn GIW professionele persoon moet weet en kan doen. ʼn Stel vaardighede en kennis wat van professionele persone in die werksomgewing vereis word, word benodig om gepaste opleidingsprogramme te ontwerp en om diegene wie verantwoordelik is vir die kwaliteitskontrolering van die beroep (deur registrasie) en opvoedkundige instansies (deur akkreditasie) te lei. Hierdie navorsing het ’n nuwe raamwerk en stel vaardighede vir GIW ontwikkel, wat kan dien as ʼn standaard vir die opleiding van professionele praktisyns in GIW. Die formaat van hierdie GIW-raamwerk is op die University Consortium of Geographical Information Science (UCGIS) geographical information science and technology (GI S&T) body of knowledge (BoK) gebaseer wat tans internasionaal as die mees gebruikte raamwerk aangewend word. Die nuwe raamwerk is ’n kombinasie van twee Suid-Afrikaanse kundigheidstelle en die GI S&T BoK. Dit verteenwoordig die Suid-Afrikaanse sowel as die Amerikaanse en Europese perspektiewe oor watter kennis en vaardighede vir die GIW professie belangrik geag word. ’n Webgebaseerde selfevalueringsinstrument (SEI) is ontwikkel om die implementering en aanvaarding van die raamwerk te bevorder. Die SEI is gebruikersvriendelik en toeganklik vir potensiële gebruikers. Terugvoering vanaf die GIW gemeenskap het bevestig dat die SEI (GISc SAT) ‘n waardevolle arbeid- en tydbesparende hulpbron is wat aansienlike voordele vir die GIW-gemeenskap en akademiese wêreld bied. A Tale of Two Cities - San Francisco and Tucson: The Effects of Retail Mix on the Perceived Value of the City, Urban Identity and Willingness to Pay

Most research on place in retailing and marketing examines retail atmospherics, spectacular consumption, third spaces and logistics. This study lies at the confluence of retailing, marketing, and geography, and focuses on the city as the product consumed by its residents. The study seeks to examine the degree to which the retail landscape of a city affects the residents' perceived value of the city, their urban identity, and ultimately, their willingness-to-pay to live there. In order to answer this question, this study utilized mixed research methods consisting of a survey, based on several adapted existing perceived value scales; an urban identity scale; a willingness-to-pay scale; as well as archival geodata used to map the existing and perceived retail landscapes of Tucson and San Francisco–the two cities of interest in this study. These two cities were chosen because they are on opposite ends of a spectrum of US cities that includes cost of living and median income, among other variables. Results show that perceived value of the city and urban identity are very highly correlated and suggest the existence of a new construct. While the retail landscape in Tucson tends to have a positive effect on residents' affective responses to living there, there results are not statistically significant. The relatively low cost of living may play a role in these expectations. Residents accept the existing retail landscape and tend to make do with the options available. In San Francisco, because residents already pay a premium to live there, the retail landscape plays a more statistically significant role in residents' affective responses to living there. These results are important to retailers and marketers because retail expenditures form a large part of the tax revenue a city earns each year. If residents are unhappy with their retail patronage options, they may spend money elsewhere resulting in a decreased tax base from which to run the city.
