On all fronts : Cyprus and the EOKA insurgency, 1955-1959

'On All Fronts' is a thesis focused on the EOKA insurgency in Cyprus (1955-1959), which aimed at overturning British rule and unifying the island with Greece. EOKA’s campaign was one of several insurgencies carried out against Britain in the two decades following the Second World War. This allowed British policymakers and soldiers to apply lessons learned in other colonies on the island. These lessons included pursuing a political solution in tandem with military operations, unifying command and control, improving intelligence capabilities, and increasing the number of police and soldiers on the ground. Cyprus also presented distinctive challenges. The insurgency was not inspired by communism, like many other anti-colonial struggles, but by right-wing nationalism. The campaign was also intimately linked to the strategic reorganisation undertaken by Britain after 1945. Retreat from India and Palestine increased the importance of the Middle East and Africa, making a presence in Cyprus central to Britain’s post-war plans. Finally, Cypriot demographics meant that the island’s Turkish minority (some eighteen percent) – supported by Ankara – opposed union with Greece. An ethnic-based civil war on the island was possible, as was a regional war between Greece and Turkey. British policy sought to avoid both of these potential conflicts while maintaining the strength of NATO and positive relations with both Athens and Ankara. Utilizing newly declassified papers from the British government, in conjunction with evidence from Greek-Cypriot sources, this study offers insights into the campaign from the perspective of both insurgent and counter-insurgent forces. Parallel to the military analysis, the thesis addresses the political aspect of the insurgency, demonstrating the deep connection in insurgency war between military operations and diplomatic negotiation. While counter-insurgency operations failed to destroy EOKA, the success of government forces created pressure for a diplomatic solution and highlighted the reality that there were insurmountable military and strategic obstacles to union with Greece.

La Relève : Catholic intellectuals in Quebec, 1930-1950

This study traces the intellectual and political itinerary of the review La Relève, an influential cultural journal in 1930s and ‘40s Quebec, in order to explore broader trends within francophone Catholicism in the middle decades of the twentieth century. La Relève enjoyed a unique role as a propagator of French Catholic thought in Quebec due to its close ties with the prominent French Catholic philosopher Jacques Maritain. In the early ‘30s, members of the Relève group espoused a militant Catholicism with conservative-minded nationalist sympathies. The group’s encounter with Maritain in October 1934, however, moved La Relève towards a more communitarian Catholicism which was open to social and religious pluralism. During the later ‘30s, the Relèvistes would display a new interest in democratic forms of politics, reflecting the larger ‘democratic turn’ evident amongst many francophone Catholic intellectuals. In examining this shift, this study argues that the progressive Catholicism embraced by La Relève remained strongly rooted in longstanding Catholic social teachings and mentalities, thereby shedding light upon the political trajectory of the larger French Catholic Revival during this period. The emergence of a ‘Left’ Catholicism in France and Quebec was the result of a gradual and often contradictory process in which new attempts to engage with pluralism, democracy and human rights were heavily influenced by the traditionally anti-liberal and anti-individualistic perspectives of Catholic social and political thought. This study also examines the social and cultural environment of Catholic intellectual engagement in Quebec during this period, focusing upon the role played by friendship in defining the experiences of the Relève circle during the 1930s and ‘40s. Initially the product of a close-knit and often cliquish group of former schoolmates, La Relève provided a forum for masculine solidarity and shared intellectual and religious pursuits. The Relèvistes' conception of friendship expanded over the course of the decade, reflecting their exposure to the ideas of the French Catholic intelligentsia, for whom the idea of friendship signalled a wider community bound together by common religious, social and political goals. During the war years, the Relève group came to play a new role within the larger francophone Catholic intellectual community, founding a publishing company which printed numerous anti-fascist Catholic authors. In the postwar period, however, contact with the European intellectual milieu diminished, as the review closed in 1948 and the Relèvistes embraced new trends in Catholic thought which ultimately distanced them from Maritain. However, intellectual engagement with French Catholic thought would continue on in Quebec through the review Cité libre, which would play an important role in shaping politics and society in Quebec and Canada during the later twentieth century.

Bloodlines, borderlines, shadowlines : forms of belonging in contemporary literature from partition areas

This thesis explores cosmopolitan and humanist literary interventions by Palestinian, Israeli, Indian and Pakistani writers to the rise of ‘ethnically’ defined cultural and political narratives of community. It uses a comparative framework to look at contemporary authors such as Amitav Ghosh, Raja Shehadeh, Kamila Shamsie, Uzma Aslam Khan and David Grossman, who deconstruct the biologically defined border as a repressive literary, cultural and political metaphor in favour of more open-ended categories of identity and community. I argue that in deconstructing the epistemology of the exclusive boundary through cosmopolitan and humanist philosophies, these international writers demonstrate the impossibility of shedding all borders in their own work. Their ‘borderless’ aesthetic that constantly conjures the border is thus indicative of the interrelated nature of cosmopolitan and sectarian identities in a globalized modernity. Moreover, it is suggestive of the ambivalent relationship between politically-conscious postcolonial texts (which draw political lines) and the emerging field of World literature that is coming to be defined by its ability to appeal to the 'universal'.

British women missionaries in India, c.1917-1950

Although by 1900, over 60% of the British missionary workforce in South Asia was female, women’s role in mission has often been overlooked. This thesis focuses upon women of the two leading Anglican societies – the high-Church Society for the Propagation of the Gospel (SPG) and the evangelical Church Missionary Society (CMS) – during a particularly underexplored and eventful period in mission history. It uses primary material from the archives of SPG at Rhodes House, Oxford, CMS at the University of Birmingham, St Stephen’s Community, Delhi, and the United Theological College, Bangalore, to extend previous research on the beginnings of women’s service in the late-nineteenth century, exploring the ways in which women missionaries responded to unprecedented upheaval in Britain, India, and the worldwide Anglican Communion in the 1920s, 1930s, and 1940s. In so doing, it contributes to multiple overlapping historiographies: not simply to the history of Church and mission, but also to that of gender, the British Empire, Indian nationalism, and decolonisation. Women missionaries were products of the expansion of female education, professional opportunities, and philanthropic activity in late-nineteenth and early-twentieth century Britain. Their vocation was tested by living conditions in India, as well as by contradictory calls to marriage, career advancement, familial duties, or the Religious Life. Their educational, medical, and evangelistic work altered considerably between 1917 and 1950 owing to ‘Indianisation’ and ‘Diocesanisation,’ which sought to establish a self-governing ‘native’ Church. Women’s absorption in local affairs meant they were usually uninterested in imperial, nationalist, and Anglican politics, and sometimes became estranged from the home Church. Their service was far more than an attempt to ‘colonise’ Indian hearts and minds and propagate Western ideology. In reality, women missionaries’ engagement with India and Indians had a far more profound impact upon them than upon the Indians they came to serve.

The Atlantic at work : Britain and South Carolina's trading networks, c. 1730-1790

This thesis describes the sixty years of transatlantic interaction, connection, dislocation and reconstruction in Anglo-Carolinian trade between 1730 and 1790. Focussing on about two dozen of London’s ‘Carolina traders’, it integrates their personal and collective stories of profit and loss, reputation and notoriety, and political activity and inactivity, with the broader forces they shaped and were in turn shaped by – forces of economic growth, political stability and instability, and imperial harmony and disharmony. Through their conjoined political and commercial agency – a dual role better appreciated by contemporaries than by historians – they profoundly influenced commerce between Britain and South Carolina. Their intermediation served firstly as a stabilising force in the Anglo-Carolinian polity as they procured favourable treatment for the colony’s goods and represented its grievances in the imperial metropolis. An important influence on this was their ‘absentee’ ownership of property in South Carolina and the thesis explores in depth the underappreciated prevalence and significance of this transatlantic absenteeism. From the mid-1760s, however, the traders’ political and commercial agency aggravated intra-imperial discord. Disputes between British merchants and their Carolinian correspondents reflected in microcosm the geo-political shifts of the time and reveal at an inter-personal level how resistance to British imperial authority developed among Carolinians. Furthermore, these disputes played a constitutive role in this resistance, as the purported commercial iniquities and political orientations of British merchants led their correspondents to question and reject the commercial and political norms that had once sustained Anglo-Carolinian relations. The thesis thus helps explain how South Carolina moved, often imperceptibly, against British authority during the 1760s and early 1770s by emphasising commercial discord within the growing political-economic friction. It further contributes to the burgeoning historiography of the eighteenth-century ‘Atlantic world’ by exploring the reconstruction of trading links between Britain and South Carolina after American independence. It reveals how strongly these were influenced by pre-war politics. In so doing, it demonstrates that Carolinians exercised greater commercial discretion after the war than contemporaries and historians have appreciated, and thus challenges contentions of South Carolina’s continuing commercial subservience to British trading interests.

Britain's withdrawal from the Persian Gulf, 1964-1971 : a study of informal empire

This thesis is about British disengagement from the southern coast of the Persian Gulf. Britain never had colonies in the region, but had held significant imperial sway over nine Protected States since the nineteenth century. The informal empire remained intact until the Labour government (1964-70) announced its intention to leave, in consequence of which Bahrain, Qatar and the United Arab Emirates became independent in 1971. This thesis attempts three things. First, it draws on extensive archival research to provide the fullest possible account of British withdrawal: why it had to leave, how it did and what followed. The Gulf rulers wanted to maintain British protection for their own security, but Britain decided nonetheless on military retreat, because it needed to placate the domestic constituency in order to push forward the reversal of social reforms due to economic retrenchment. The Gulf rulers responded quickly, yet unsuccessfully, in deciding how many states would be formed as they achieve independence. It was only after the Gulf rulers and the British diplomats on the ground made late and mutually acceptable compromises about coming together that the nine Protected States became three new independent sovereign states. In the end, Britain was able to leave the Gulf peacefully, and the new states retained close relations with Britain. Second, the study of an informal empire illuminates the enduring collaborative relationship between Britain and the Gulf rulers, characterised by the nominal sovereignty given to the Protected States. This relationship not only helped Britain maintain its imperial sway at little cost, but also made possible a peaceful withdrawal and the orderly emergence of the new states. Third, this informal empire characterised by collaboration and nominal sovereignty laid the structural foundations for the later international society in the region – a point more generally telling for the study of international relations.

Britain's contribution to détente : the Conference on Security and Cooperation in Europe, 1972-1975

This thesis examines Britain’s role in the Conference on Security and Cooperation in Europe (CSCE). Based on multi-archival research and interviews with key diplomats, it presents the first in-depth study of Britain’s involvement in the negotiations leading up to the Helsinki Final Act of 1 August 1975. It draws on Marc Trachtenberg’s notion of the ‘constructed peace’, and Alexander Wendt’s concept of ‘cultures of anarchy’ to elucidate how the rapprochement process at once stabilised and transformed the East-West conflict. This forms the theoretical framework of the thesis. The thesis revises the interpretation of détente as a status quo project driven by the imperatives of ‘Realpolitik’. Rather, different conceptions of stability and change challenged each other during the Helsinki talks. British diplomacy and the Final Act to which it contributed in fact linked the consolidation of the status quo to an ultimately transformative agenda that was infused with liberal ideas such as human rights. Realpolitik blended with Moralpolitik. To develop this argument, the thesis’ narrative first assesses Britain’s role in the early days of détente politics in the 1950s and 1960s. It then traces Britain’s role in the three main phases of the Helsinki process: the transition from bilateral to multilateral détente (1970-1972); preliminary talks (1972-1973); official negotiations (1973-1975). The British were defensive détente sceptics at the beginning of this process, but became ambitious and positive contributors over the course of the talks. The thesis thus argues that London played a significant part in the CSCE. British foreign policymakers were initially architects of the Cold War, but then early and active proponents of détente until the mid-1960s, when their continental partners adopted a more proactive approach. London was to return to the forefront of détente diplomacy when the CSCE process got under way. Its involvement in the CSCE also marked an important step in Britain’s own transformation into a European middle power. The multilateralisation of détente coincided with Britain’s integration into the European Community, providing a propitious environment in which London’s negotiators acted with determination and skill, thus reasserting their country’s influence despite its continuing relative decline.

Possessing the city : urban space and property relations in Delhi, 1911-47

This dissertation pursues three overarching themes. The first of these is empirical: to illuminate the actual functioning of the property market in Delhi. After reconstructing the pattern of depression and boom from 1920-40, I argue that these cycles shaped the nature of participation in the market. During the depression of the 1920s many indigenous financial firms came to rely on property rentals and sales. Alongside these, a nascent sector concentrating primarily in real estate came into existence. Compared to planned state intervention, most of Delhi’s urban fabric was created by private construction. Analysis of the state’s relationship to the property market is the second aim of the work. The colonial state both embraced and was constrained by the commodification of land. Though it was the largest landowner in the city, it did not leverage this position. Rather than construction, the state was happier to act on the market indirectly. One means of indirect action concerned forms representations of urban land as commodity. Leases, advertisements and other documents were crucial for its circulation. The strength of the state in the property market derived from its role as enforcer and repository of representations of commodified space. A third aim is to study the forms of struggle engendered by urban property. Struggles over commodification of urban land, when they took collective forms, did not necessarily splinter along class lines. In fact, subsidised housing emerged out of caste, class and nationalist struggles. Conversely, the commodification of land was at issue in struggles that were not ostensibly about property. For instance, this dissertation tracks its salience for understanding communal conflicts over urban shrines. Taken together, the three themes constitute a picture of the city in which forms of capital accumulation – particularly those relating to space – cannot be ignored.

Construction of national identities in Azerbaijan, Kazakhstan and Ukraine in Soviet historiography (1936-1953)

This dissertation aims to explain how Soviet national historiographies were constructed in Ukraine, Azerbaijan, and Kazakhstan, in 1936-1953 and what the political and ideological reasons were behind the way they were written. The dissertation aims to contribute to current scholarship on Soviet nationality policies; on Stalinist nation-building projects; and to the debate on whether the Soviet period was a project of developmentalist modernization or not. This dissertation aims to examine the process of national history writing in three republics from the local point of view, by using the local archival sources. For this research, archival materials that have been overlooked by scholars up to this point from the archives of the communist parties, academy of sciences, and central state archives in Kiev, Ukraine, Baku, Azerbaijan, and Almaty, Kazakhstan have been collected. The timeline starts with Zhdanov’s commission in 1936, which summoned historians and ideologues of the Communist Party in Moscow to write an all-Union history because a parallel campaign of writing national histories had been initialized by the local communist parties. The first two chapters cover the pre-war (1936-1941) period, when national histories were written after the demise of Pokrovskiian historiography. Although there was one ideology, there were different preferences in solving the problem of ethnogenesis, defining national heroes, and also different preferences among the sections of the past that national histories emphasized. The third chapter explains the construction of national histories during the war period (1941-1945). The chapter also presents how national histories were used for wartime propaganda. Finally, the last chapter is about the post-war discussions and the shift of emphasis from ‘national’ to ‘class’ that occurred in the non-Russian national narratives in the Zhdanovshchina period. While there was an ‘imperial design’ for the necessities of managing a multi-national state, the Soviet Union also appears as a modernization project for all three cases by constructing national narratives. Though non-Russian Soviet historiographies produced contradictory narratives in different decades, they also homogenized, codified and nationalized the narrative of the past. Regional, dynastic, religious, tribal figures and events incorporated into grandiose national narratives. Nations were primordialized and their national identities armed with spatial and temporal indigenousness within the borders of their national republics. Modern national identities of Azerbaijan, Kazakhstan and Ukraine gained from this homogenization and codification by the Soviet regime. Although modernism is not only about construction of national narratives, the latter points out the developmental and modernizing character of the Soviet period.

'Better active today than radioactive tomorrow!' : transnational opposition to nuclear energy in France and West Germany, 1968-1981

This thesis examines the opposition to civil nuclear energy in France and West Germany during the 1970s, arguing that small-scale interactions among its diverse participants led to broad changes in their personal lives and political environments. Drawing extensively on oral history interviews with former activists as well as police reports, media coverage and protest ephemera, this thesis shows how individuals at the grassroots built up a movement that transcended national (and social) borders. They were able to do so in part because nuclear power was such a multivalent symbol at the time. Residents of towns near planned power stations felt that nuclear technology represented an intervention in their community by state and industry, a potential threat to their health, wealth and way of life. In the decade after 1968, concerns like these coalesced with criticisms of capitalism, the state, militarism and consumer society that were being made by a more politicised constituency. This made the anti-nuclear movement both broad-based and highly fragmented. Activist networks linked people across existing national, political and social boundaries, but the social world of activism was subject to its own divisions (such as between locals and outsiders or between militant and non-violent activists). By analysing both the transnational dimensions and internal divisions of the anti-nuclear movement, this thesis revises the homogenising concepts of social movements that are prevalent in much of the existing sociological and political science literature. At the same time, it situates the anti-nuclear movement historically within the decade of upheaval that was the 1970s, while moving individual activists from the margins to the centre of protest history.
