Povstalecké vládní systémy: Účinnost Talibanu a islámského státu / Insurgent Governance Systems: The Effectiveness of the Taliban and the Islamic State

The master's thesis Insurgent Governance Systems: The Effectiveness of the Talban and the Islamic State is a qualitative comparative analysis of Islamic Jihadist rebel governance systems in the cases of the Islamic State and the Taliban. Using Mampilly's framework for effective rebel governance systems, I analyze the various factors, stemming from 'below', 'within', and 'above' that negatively and positively affect an insurgent government, its leadership, and the civilians that dynamically interact with the rebels. This thesis' aim is three part. First, it aims to show that variations between conventional rebel governments and Islamic Jihadist governance systems do exist. Second, that variation also exists between different Islamic Jihadist rebel governments, and that the challenges and opportunities presented by civilians and international actors are dealt with differently. Third, that the effectiveness of these rebel organizations is dependent on the factors presented by Mampilly, yet is not static as effectiveness of a rebel governance system changes throughout a conflict. The power to flourish : unearthing the roots of Kenyan flower producers' market access strategies

Powering Kenya's agricultural economy, the Kenyan flower industry is prided as an example of successful African integration into global agricultural trade. Export markets are bifurcated due to a marked shift from the Dutch flower auctions and an increase in trade within 'direct markets' which includes supermarkets and florists. While flower production is dominated by a few vertically integrated, large scale flower farms (>100 ha), mid-scale (20-80 hectares) and small-scale (>0.25 hectares) flower farms which are the focus of the thesis, face a unique set of challenges in terms of navigating access to the more stable direct markets. The overall narrative is that even in a buyer-driven market, Kenyan cut flower producers at the mid and small scale have agency, and they exercise their bargaining power for favourable export access by diversification and differentiation in strategies and networks. Two meta-narratives framing the sector coalesce around the development angle which showcases contestations around labour and environmental abuses and the political economy angle focusing on governance structures and power relations of production. This thesis goes deeper than these meta narratives by introducing micro-level, relational perspectives using the GPN framework, and asks what strategies Kenyan mid and small scale cut flower producers employ to navigate the shifts in export markets as producers diversify from the Dutch auctions towards supermarkets. My findings identify diversification as the common factor in mid and small scale producers' strategies for securing a range of lucrative export markets. Producers' enhance their bargaining power to access diverse markets through adaptable production, relationally through collective action, and in the regulatory sphere by circumvention, compliance or contestation for more favourable 'rules of the game'. Going beyond labour and environmental analyses, the thesis uniquely analyses the knowledge economy originating from the cut flower sector as an undertheorized aspect of its development impact.

Kvalita vysokoškolského vzdělávání ve vybraných státech EU / Quality of Higher Education in Selected EU Countries

The aim of this thesis is to approach a meaning of quality in higher education. The education is perceived as a system where several kinds of investment are transformed into outcomes with an added value. Determining a methodology based on a correlation analysis enables the author to look for links in education systems of selected members of the European Union. These links are interpreted in order to point out the qualitative implications of potential decisions in terms of managing this system both at a central and institutional level. Approaches to quality of tertiary education are presented in order to define the means of quality assessment and selecting a policy of achieving it. The functioning principles of higher education institutions describe the institutions' structure and characteristics. These are complemented with the impact of the European Union initiatives. The properties of higher education are analysed using selected indicators which are assumed to have an influence on education quality. The reasons for their choice are explained and an enouncement of hypotheses is followed by the correlation. The analysis outputs are interpreted and contextualised in accordance to their usability for the stakeholders.

戰後台灣的政治安定,立基於經濟發展,經濟發展取決於貿易傳動。在全球化的時代,經貿是台灣積極串聯世界、爭取生存茁壯的關鍵樞紐;對四面環海的台灣而言,能源及原物料之進口與轉化後財貨之對外貿易,全賴於海運實踐,台灣以一個海島型經濟型態「不斷向世界市場擴張」的過程中,國際海運是國家經濟與世界市場的實質聯結。國際海運因而成為台灣迎向全球與經貿發展的生命線,政軍安定的守護神。 本文主要的目的,在探討戰後(1950~2005)我國國際海運政策的治理模式與治理政策。台灣四面環海,具有發展國際海運的地理優勢,比較世界各國的發展,台灣地區的國際海運經營與發展,在世界上一直佔有相當重要的地位。然而,近年來,由於中國大陸的崛起,台灣則基於自身的考量,執行「戒急用忍」政策,遲遲不開放兩岸通航與協商航商西進,使得台灣的經濟優勢逐漸流失,國輪航商之經營環境也隨之惡化,本研究藉由歷史與結構的研究途徑,從戰後我國國際海運發展的歷史脈絡與結構變遷,就其治理模式與治理策略進行深入的探討。 除了經由文獻探討中,檢視我國國際海運政策的變革之外,進一步與我國國際海運的公經理人、學者與業者等共三十位專業人士,進行實證的訪問調查,獲得第一手的資料,然後與文獻分析所得相互驗證,進而歸納成結論,並就我國國際海運政策的治理模式與治理策略,提出建言。 / Abstract: Comparing with the development of other countries, water-surrounded Taiwan has to build up its international shipping industry to facilitate international trade and therefore stabilize its polity through economic development. Due to the geographic privilege, Taiwan also has its strength of developing international shipping for linking the national economy and the world market. The objective of this study is to explore the governance mode and strategies of Taiwan’s international shipping policy after the World War II. This study investigated the relationships among international politics, macroeconomic and international trade, government policy, and industry environment for the international shipping policy. In addition to literature review, this study interviewed public managers, scholars and industrial professionals to empirically collect the experienced data by “in-depth interview.” Through the integrated means, this study concludes that Taiwan’s international shipping policy has played an important role for developing the industry in each stage of Taiwan’s development on economy and international trade, whilst the government in Taiwan should seek more practical governance modes and strategies to cope with the challenges to come.
