What will allow us to understand: what is the concept of communication proper to this type of public policy; how the use of community communication can contribute to the development of government communication policies, constituting itself as a citizenship of right of expression and participation; how positivization of community communication practices through normative or constitutional interventions favors the exercise of participatory democracy and freedom of expression; the characteristic developments of citizenship that emerged from the involvement of a community with the production of media content used in a government policy. The study is about Community Communication in the context of Government Communication as a constitutive factor of a communicative citizenship The methodological path of research begins with the bibliographical research in order to establish a general conception in the confluences of the perspectives of communication and citizenship, the analysis documentary and content analysis. It seeks to provide new contours and a way of understanding and explaining the processes of interaction, sociability and citizenship, showing the role of communication fundamentals in the construction of meanings in modern and democratic society, activating the possibility of communicational autonomy of society. / O presente estudo pretende desentranhar o caráter comunicacional na interação da comunicação comunitária utilizada no âmbito da comunicação governamental como campo para a compreensão de um modo de cidadania e como alternativa viável para um modelo de comunicação pública. O que permitirá compreender: qual é o conceito de comunicação próprio para esse tipo de política pública; como o uso da comunicação comunitária pode contribuir para o desenvolvimento de políticas de comunicação governamental, constituindo-se como uma cidadania de direito de expressão e participação; de que forma a positivação das práticas de comunicação comunitárias por meio de normativas ou intervenções constitucionais favorece o exercício da democracia participativa e da liberdade de expressão; os desdobramentos característicos da cidadania que afloraram a partir do envolvimento de uma comunidade com a produção dos conteúdos midiáticos usados em uma política de governo. O estudo é acerca da Comunicação Comunitária no contexto da Comunicação Governamental como fator constitutivo de uma cidadania comunicativa O caminho metodológico da pesquisa inicia-se com a pesquisa bibliográfica a fim de estabelecer uma concepção geral nas confluências das perspectivas da comunicação e da cidadania, a análise documental e a análise de conteúdo. No business or institution develops in the absence of an effective communication system. Communication is essential to the delivery of information, creating awareness and ensuring public participation. Participatory communication, which focuses on the active involvement of the people in all stages, is crucial. When participating in local government, citizens should be knowledgeable and attempt to understand the system and its operations, and be aware of their rights and responsibilities. To be truly significant and meaningful, participation needs to be based on the application of genuine two-way communication principles and practices. This study aimed to do exactly that; investigate, explore and analyse the various external communication channels employed by the Mnquma Local Municipality (MLM) whilst evaluating their effectiveness given the challenging circumstances and environment of a rural community and constituency. In this study a descriptive design with a quantitative research methodological approach was used. Data was collected from 400 constituents, using a questionnaire. Most respondents admitted that the municipality does communicate with them in a language they understood and that the municipality encouraged communication participation; however they indicated a need for more face-to-face engagement, a robust community development worker (CDW) programme, and more councillor engagement. Challenges to effective communication were identified as the lack of Information Communication Technology (ICT) infrastructure and the slow infiltration of technology in the area as well as delays in message delivery and that the municipality did not keep them informed. The demographics presented another unique challenge in that the literacy levels are low and poverty is rampant. / M

There are indications of concern by governments for public opinion even centuries ago. The use of scientific research though, was only introduced by governments to enhance the effectiveness of government communication and the dissemination of government information during the last few decades of the twentieth century. The main aim with this research is to contribute towards improving the research used in South Africa by the Government Communication and Information System (GCIS) in order to enhance the effectiveness of government communication and the dissemination of government information. As research can contribute towards enhancing the effectiveness of government communication and the dissemination of government information, it is considered as being of critical importance to contribute towards improving the quality of relevant research in South Africa. No research has been conducted before in South Africa regarding the use of research to enhance the effectiveness of government communication and the dissemination of government information. The methodology used to address the aim and objectives of this research was that of a qualitative, non-empirical study conducted by means of a literature review. The research provides a brief theoretic overview of research in communication. It records the use of communication research by government in South Africa since 1936 as well as the process of transforming government communication after 1994. Furthermore, it records government communication and information dissemination in other countries, with specific reference to the use of research. Various conclusions derive from this research. Among these is a clear indication of the necessity of conducting communication research in a scientific way, by applying sound theoretical principles. It also indicates that there is a good platform and strategic framework from which government communication research in South Africa can be improved further, and that South Africa can learn from relevant research conducted by governments in other countries. Proactive Transparency and Government Communication in the USA and the Netherlands

Proactive government transparency has recently entered the spotlight. Examples of information made public at the initiative of the public body, without the need for filing a request, are: www.data.gov and www.recovery.gov. Transparency is an intrinsic value of democratic societies. In much of the literature an automatic link is assumed between transparency and increased accountability or trust. However, this link may not be as straightforward. Whether and how information is used to further public objectives also depends on the way information is incorporated into the complex communication chain of comprehension, action and response. Therefore, in this dissertation a communication approach was taken. The role of federal government communicators within the government transparency realm was studied in the USA and the Netherlands. More specifically, it was examined how the institutional (macro) and organizational (meso) embedding influences the way communicators value and implement proactive transparency (micro). A mixed method comparative case study consisting of process tracing, a web-based survey and semi-structured in-depth interviews showed that the institutional embedding in the USA can be characterized as a more rules-based approach while a principles-based approach prevails in the Netherlands. This study also showed that communicators working in an organization that supports proactive transparency provide more substantial information, use less spin and are more inclined to solicit feedback and participation from stakeholders. Finally, in both countries the majority of communicators valued proactive transparency highly and most communicators were actively involved in implementing proactive transparency. Communicators contributed to making information more findable, relevant and understandable for its users. At the same time some communicators indicated to sometimes leave out important details, give only part of the story or specifically highlight the positive elements in the information. Hence, communicators can play a role in both enhancing and constraining transparency. This study enhanced our understanding of proactive transparency and the value of communication. The project resulted in a conceptual framework for explaining similarities and differences in proactive transparency policy regimes from the perspective of the government communicator.

The purpose of this thesis is to examine and evaluate whether this program constitutes a communicative model. The challenge for crisis communicators has been to convince a confused and skeptical public to be vaccinated against the virus. Drawing on Aristotle’s Rhetoric and Rousseau’s The Social Contract, the theoretical framework of this thesis feeds from Heidegger’s (1977) views on technology, new media, Web 2.0 technologies, Eid’s (2008) Crisis Decision-Making Model for Media Rational Responsibility, Rowan, Botan, Krepes, Samoilenko and Farnsworth’s (2008) CAUSE model, Crozier’s (1967) Theory of Bureaucratic Dysfunction and New Public Management. The thesis employs a case study approach and utilizes a qualitative research design to analyze the Twitter messages and internal City of Ottawa documents, and to conduct in-depth interviews with employees. Findings reveal and explain that the City of Ottawa’s program constitutes a flawed communicative model. A recommended communicative model is put forth in order to improve the areas of planning, human resources and message design. This model contributes to the emerging field of social media, and is intended to help health crisis decision-makers communicate their messages effectively.
