Quantification of potential elemental impact of a munitions production and testing facility on its immediate surroundings / Unique Janse van Rensburg

The study attempted to quantify the elemental concentrations and possible accumulation levels in the antelope's organ tissue at Rheinmetal Denel Munitions (RDM), as well as to correlate the findings with the surrounding environment. To achieve this, the elemental concentrations within the kidney, liver and lung tissue of the antelope, and environmental factors such as the soil, vegetation and waterholes were quantified. STATISTICA was used to determine meaningful differences between variables and Canoco to determine the relationship between the different datasets. PCA analyses of the vegetation confirmed that the natural slope at RDM could have contributed to the distribution and variation of the elemental concentration. It became apparent that positive associations existed between the liver tissue and the K, the kidney tissue and Ni and Cd, and the lung tissue had a positive association with Mg, Mn, V, Rb and Co elemental concentrations. It became evident in this study that the elemental concentrations of Al and Ni were higher in the liver and kidney tissue of the antelope than the recommended concentration for livestock (Puls, 1994). The elemental concentration of Al, Ca, Fe and Mn also exceeded the recommended elemental concentration for livestock, in the water sampled at RDM (Puls, 1994). Four distinct areas were identified within the study area, the area above the factory, the area under the factory, the testing area and the area under the factory. Significant differences between the testing area and the area under the factory were found regarding the Tl, Ag, Hg and B elemental concentrations in the vegetation. Furthermore, it became apparent that the amount of precipitation could have contributed to the variation of the elemental concentrations and distribution in the study area as well as in the organ tissue of the antelope. / Thesis (M.Sc. Text in Afrikaans / This thesis entitled The contribution of Erich Mayer towards the establishment of an aesthetic consciousness and the promotion of an art identity in South Africa to the end of the 1930s, is a study of the ideas, ideals and contributions of the German-Jewish artist Erich Mayer concerning the establishment of a national art identity in South Africa. Mayer was born in Germany in 1876. Because of ill health he came to South Africa, where he settled in 1898 and developed an affinity with the Afrikaner pioneers in the rural areas. This natural connection with the Afrikaner pioneers was the main motivation behind his participation in the Anglo-Boer War. With his sound European background and training at various art academies in Berlin and Stuttgart, he soon realised that a knowledge of European art history or any awareness of an aesthetic consciousness concerning the fine and applied arts was sadly lacking within the general South African community and more specifically amongst the early Afrikaners. As a student, Mayer developed a keen interest in traditional German arts and crafts, which, according to him, contributed to the specific national Germanic character. This interest prompted him to conduct research and document examples of folk art among the Afrikaners as well as other indigenous communities, in an attempt to establish an aesthetic awareness in South Africans, and more specifically among Afrikaners. Mayer was of the opinion that the development and marketing of these cultural objects and artefacts would contribute towards a unique art identity with a strong South African national character. Apart from his interests in the fine and applied arts, Mayer also researched the vernacular architecture, furniture design and household articles of both Afrikaner pioneers and Africans. He travelled widely in South Africa, researching his interests and presented lectures on these themes which he published in newspapers and magazines in an effort to create an awareness of the rich indigenous folk art. / Hierdie proefskrif is 'n studie oor die bydrae van die Duits-Joodse kunstenaar Erich Mayer tot die vestiging van 'n estetiese bewussyn en die bevordering van 'n kunsidentiteit in Suid-Afrika tot aan die einde van die 1930's. The consequences of land expropriations in terms of the South African Vat Act

The VAT consequences of land expropriations appear to be a grey area with no definitive answer as to which expropriations are zero rated or vatable at 14%. While it is generally understood that the government performs expropriations, there are many departments within the government that have authority to perform these expropriations independently. Based on section 11(1)(s) and (t) of the VAT Act, depending on which department performs the expropriation and under which Act the expropriations are made it will be determined whether the expropriation will attract VAT at 14% or 0%. However, the detail contained in section 11(1)(s) and (t) does not lend itself to a clear cut explanation as to the motive behind why some expropriations are zero rated and others that are fundamentally similar are vatable at 14%. This study performs a comparison of expropriations under the Housing Act, Restitution of Land Rights Act and the Provision of Land and Assistance Act and their VAT consequences. The purpose of this study is to try and find the driving factor that determines the VAT consequences of the different expropriations and to determine whether there is a commonality. The study performs an analysis of the expropriating authorities of the different Acts mentioned above and determines whether their VAT vendor status has an influence as to whether VAT is levied at 0% or 14% or whether the entire transaction is an exempt supply. The conclusion reached is that the most appropriate course of action would be to apply a blanket rule of zero rating the supply. This would reduce confusion and uncertainty relating to the VAT consequences and would also assist all parties concerned to have the same expectation. It is important that the South African Revenue Service provides some guidelines to assist in understanding the VAT consequences of expropriations in South Africa, as they will be required to enforce the legislation. AFRIKAANS : Die BTW-gevolge van grondonteienings blyk ‘n grys gebied te wees met geen duidelike antwoorde wanneer dit kom by watter van hierdie onteienings onderhewig is aan nulkoers en watter onteienings belasbaar is teen 14% nie. Alhoewel die algemene gevoel is dat die regering onteienings uitvoer, is daar wel departemente binne die regering wat die volmag het om hierdie onteienings onafhanklik toe te pas. Op grond van artikel 11(1)(e) en (t) van die BTW-wet, sal vasgestel word watter onteienings aan 14% of nulkoers BTW onderhewig is deur te kyk na watter departement die onteienings uitvoer en onder watter wet die onteienings gemaak is. Die detail wat in artikel 11(1)(e) en (t) vervat word is nie heeltemal duidelik oor hoekom sekere onteienings aan nulkoers onderhewig is en ander, wat fundamenteel dieselfde is, belasbaar is teen 14% nie. ʼn Vergelyking van onteienings wat onder die Wet op Behuising, Wet op Herstel van Grondregte en die Wet op die Beskikbaarstelling van Grond en Bystand plaasvind, asook die BTW-gevolge van elke wet, word deur middel van hierdie studie gemaak. Die doel van hierdie studie is om te bepaal watter faktore die BTW-gevolge van die verskillende onteienings bepaal, en of die faktore iets in gemeen het. Die studie analiseer die onteieningsgesag wat by die verskillende wette soos hierbo genoem ter sprake is en bepaal of die BTW-ondernemer-status ‘n invloed het op of 1) BTW teen nulkoers of 14% toegedien word en of 2) die hele transaksie ‘n nie-belasbare lewering is. Die gevolgtrekking wat bereik word is dat die mees geskikte plan van aksie sal wees om alle lewerings onderhewig te maak aan ‘n nulkoers. Dit sal verwarring en onsekerheid met betrekking tot die BTW-gevolge verminder en verseker dat alle betrokke partye dieselfde verwagting sal hê.
