Adjustments in Business Operations during the COVID-19 Pandemic: An Analysis of Natural and Cultural Resource Sites in Texas

This research expands the theoretical concept of human adjustment to floods established by Gilbert F. White and incorporates his adjustment concept to examine the range of adjustments in business operations adopted by Texas' natural and/or cultural resources sites during the first year of the COVID-19 pandemic. This mixed-methods study consisted of an online survey with a follow-up semi-structured phone interview. The survey data was analyzed using descriptive statistics and the interview data was inductively coded for thematic analysis as well as quantitative and qualitative content analyses. Specifically, this study identifies the adjustment measures undertaken by these entities to maintain business operations while reducing the virus spread; analyses the direct and indirect factors influencing adjustment measures; examines new business opportunities that emerged from these adjustments; and evaluates whether the impact of COVID-19 on these entities varied in terms of entity characteristics. Findings indicate that cultural and/or natural resource sites implemented adjustments to maintain their fiscal stability and/or to protect human health; these serve as direct underlying motivating factors for these entities. To support these direct measures, indirect factors influenced the operations thus required adjustments such as staffing, volunteers, technology, funding, and donations. Additionally, new opportunities in business practices emerged while implementing these adjustments such as networking, maintenance, and virtual options. Across all entity types, virtual programs was a key adjustment addressing both fiscal and health concerns. From these adjustments, this study provides recommendations for cultural and/or natural resource sites to implement to improve resilience to future extreme events.

A model to integrate the management of hazards and disasters in the national sustainable development planning of the Maldives

The small land area of the islands of the Maldives, combined with high population density, makes the communities of these islands vulnerable to natural disaster events such as flooding and tsunami. The Indian Ocean Tsunami on 26 December 2004 impacted 69 islands of the Maldives, killing 82 people, leaving 26 people missing and 15, 000 people internally displaced, making it the worst disaster in recorded history. Following the event, the Government of the Maldives announced a Safer Island Development Programme which seeks to provide the infrastructure necessary to adapt to natural disasters. The key focus of disaster management is to reduce the vulnerability of the communities exposed to hazards and risks, and to help them to enhance their resilience. Efforts have been made to develop safer and sustainable communities in all corners of the developed and developing worlds. New Zealand Government announced its effort to build safe and secure communities in 2007 while at a local level the Christchurch City Council published the Safer Christchurch Strategy in 2005. Overseas, the Community Strategy 2000, outlines the vision of "A safe and strong Island" at Isle of Wight United Kingdom. The islands of the Maldives have natural characteristics which make them vulnerable to disasters such as tsunami. This research has been able to identify the relationship between these characteristics and the natural vulnerability of the islands using the data that was collected following the Indian Ocean Tsunami. Out of 11 island, that have been identified for the Safer Islands Development Programme, one island is found to have very high natural vulnerability and 5 islands a high natural vulnerability, from the island vulnerability index model developed through this study. The Island Vulnerability Index model could be used to enhance the present Safer Island Development Programme island selection criteria, to reduce the possibility of 'building risk' into the infrastructure development on the islands. The index could also be used in the Environmental Impact Assessment studies to address the issue of disasters, effective resources allocation in the Public Sector Infrastructure Programme for 'building back better', and resource identification in land use planning.

Laboratory and Field Studies Directed toward Accelerating Arsenic Remediation at a Major US Superfund Site in New Jersey

Arsenic is a prevalent contaminant at a large fraction of US Superfund sites. Therefore, establishing techniques for accelerating As remediation could benefit many contaminated sites. Remediation of As contaminated groundwater by conventional methods, i.e. pump and treat (P&T), can be impeded by slow desorption of As from Fe and Al (hydr)oxides in aquifer solids. Through experimentation at different physical scales (grain, bench, and field scale), the potential for chemical additions to increase As release from sediments and possibly accelerate P&T remediation is examined. The work described here focuses on As contamination and remediation at the Vineland Chemical Co. Superfund site in southern NJ. The site is extensively contaminated with As resulting from decades of poor chemical storage and disposal practices by the Vineland Chemical Co., which manufactured As-based biocides from 1949-1994. Despite significant intervention, including groundwater remediation by P&T and treatment of solids via soil washing, sufficient site clean up could require many decades with current technologies. Chemical amendments that either compete with As for sorption sites or dissolve Fe and Al (hydr)oxides can increase As mobility and potentially improve P&T remediation efficiency. Simple extrapolations from bench scale column experiments based on pore volumes suggest that treatment with 10 mM oxalic acid could lower the time necessary for clean up at the Vineland site from 600 years (with current techniques involving just groundwater) to potentially on the order of 4 years. Small scale (<1 mm2) X-ray fluorescence maps from columns performed within the synchrotron beamline showed As release during oxalic acid treatment that was consistent with the bulk column materials and suggested that microscale processes can be predictive of the larger system. Finally, during a 3-month pilot study at the Vineland site, oxalic acid was injected into a section of the aquifer via an injection manifold system that was designed and built for the experiment. Groundwater samples indicate that introduction of oxalic acid led to increased As release at a sampling well and pump and treat recovery well in the study area. Addition of oxalic acid shows promise for accelerating treatment of a highly contaminated site.

Examining Local Jurisdictions' Capacity and Commitment For Hazard Mitigation Policies and Strategies along the Texas Coast

There have been studies on the role of land use planning and development regulations on hazard mitigation and the importance of including these in effective mitigation planning initiatives. However, little empirical research has examined how the local capacity and commitment affect the adoption and implementation of land use and development regulations to mitigate any type of hazards in the coastal areas. This study investigates hazard mitigation policies and practices at municipal and county level in the Texas coastal area and examines the influence of capacity and commitment for the adoption and implementation of these hazard mitigation strategies and actions. The data utilized in this survey were collected as part of a web-based survey. Responses were solicited from 267 local jurisdictions that consist of 226 cities and 41 counties. The survey was targeted to leading planner, or mayor/city manager and county judges. In total 124 responses were obtained, yielding an overall response rate of 46%. Study results show that local jurisdictions are employing a very limited a set of land use and development regulations that the literature has identified as important for hazard mitigation. There are considerable differences between municipalities and counties in the implementation of those policies. Municipalities tend to put more effort in employing building standards and development regulations, whereas counties more extensively employ information dissemination and private-public sector initiatives. In addition, statistical models are developed to assess the influence of local capacity and commitment on the adoption and implementation of hazard mitigation policies and strategies. Other factors such as jurisdiction type and location, hazard experience and exposure as well as population characteristics, are also examined in multivariate models. Results suggest that capacity and commitment of local jurisdictions have significant effects on the adoption and implementation hazard mitigation policies and strategies. Additionally, factor such as floodplain area, jurisdiction type municipality, and hazard experience have strong associated with implementation of hazard mitigation policies and strategies.

Citizen participation in post-disaster flood hazard mitigation planning: Exploring strategic choices in Peterborough, Ontario

This thesis explores the role of citizen participation in a post-disaster flood hazard mitigation planning program in Peterborough, Ontario. Recognizing that citizen participation is an integral element of hazards mitigation planning, a review of the relevant literature identifies six strategic planning choices that should be considered in the design of a citizen participation program. The study applies this framework to the Flood Reduction Master Plan (FRMP) study and planning process in Peterborough, undertaken following the July 2004 flood event, to analyze citizen participation in hazard mitigation planning practice. Existing documentation, including the FRMP, and fifteen key informant interviews provided the main sources of research data. Data were analyzed in terms of the framework and other hazards mitigation theory found in the literature to produce the findings of the study. There existed many strengths and several weaknesses of the citizen participation aspect of the planning program. Many of the decisions made regarding citizen participation in the FRMP process can be considered successful by the standards set in the literature.

Mitigating Flood Loss through Local Comprehensive Planning in Florida

Planning researchers believe that property losses from natural hazards, such as floods can be reduced if governments address this issue and adopt appropriate policies in their plans. However, little empirical research has examined the relationship between plan quality and actual property loss from floods. My research addresses this critical gap in the planning and hazard research literature by evaluating the effectiveness of current plans and policies in mitigating property damage from floods. Specifically, this study: 1) assesses the extent to which local comprehensive plans integrate flood mitigation policies in Florida; and 2) it examines the impact of the quality of flood mitigation policies on actual insured flood damages. Study results show that fifty-three local plans in the sample received a mean score for total flood mitigation policy quality of 38.55, which represents 35.69% of the total possible points. These findings indicate that there is still considerable room for improvement by local governments on flooding issues. The scores of local plans varied widely, with coastal communities receiving significantly higher scores than non-coastal communities. While most communities adopted land use management tools, such as permitted land use and wetland permits as primary flood mitigation tools, incentive based tools/taxing tools and acquisition tools were rarely adopted. This study also finds that plan quality associated with flood mitigation policy had little discernible effect on reducing insured flood damage while controlling for biophysical, built environment and socio-economic variables. This result counters the assumption inherent in previous plan quality research that better plans mitigate the adverse effects associated with floods and other natural hazards. There are some possible explanations for this result in terms of plan implementation, land use management paradox and characteristics of insurance policies. The statistical analysis also suggests that insured flood loss is considerably affected by wetland alteration and a community's location on the coast. Another finding indicates that very strong leadership and dam construction are factors in mitigating flood loss.
