Previous issue date: 2018-02-02 / CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A Programação Pactuada e Integrada da Assistência à Saúde (PPI) é um importante instrumento para o planejamento das ações de saúde no qual são definidas e quantificadas as ações de média e alta complexidade destinadas a população residente, bem como efetuados os pactos intergestores para o acesso da população referenciada. Objetivou-se analisar a efetivação da PPI em relação aos atendimentos ambulatoriais e hospitalares da área de abrangência da Gerência Regional de Saúde de Juiz de Fora por meio de um estudo retrospectivo, descritivo exploratório, dos anos 2014 e 2015. A tabulação dos dados da PPI, provenientes da SES/MG, foi realizada no software Microsoft Access e a dos dados de produção (SIA e SIH), disponíveis
no DATASUS, pelo TabWin. Informações referentes às redes assistenciais e a capacidade instalada foram obtidas no SCNES. Análises descritivas entre os bancos de dados, utilizando o Microsoft Excel, identificaram a compatibilidade entre os atendimentos ambulatoriais e hospitalares prestados à população e o programado na PPI em relação as metas físicas e financeiras. Dos 37 municípios, alguns apresentaram boa adequação entre a programação e a produção para algumas análises, contudo na maioria houve ociosidade ou falta de recursos físicos e/ou financeiros na PPI. Algumas críticas identificadas foram: alocação de recursos para
referência hospitalar em municípios sem hospitais ativos; excessiva alocação de recursos em alguns municípios com baixa capacidade produtiva; e desvios nos fluxos de atendimentos quando comparados ao Plano Diretor de Regionalização. Conclui-se que a PPI ainda não é utilizada de forma plena e eficiente, todavia garante melhoria na equidade de alocação de recursos e na estruturação de redes de atenção, sendo importante se avançar para uma prática de gestão compartilhada e solidária para estruturação de redes regionalizadas efetivas. / The Agreed and Integrated Programming of Health Care (PPI) is an important instrument for the planning of health actions in which the medium and high complexity actions for the resident population are defined and quantified, also as the inter-manager agreements for access of the referenced population. The objective of this study was to analyze the effectiveness of the PPI in relation to outpatient and hospital care in the area covered by the Regional Health Management of Juiz de Fora through a retrospective descriptive exploratory study of the years 2014 and 2015. The tabulation of PPI data, from SES/MG, was performed in Microsoft Access software and the production data (SIA and SIH) available in DATASUS by TabWin. Information regarding assistance networks and installed capacity were obtained in the SCNES. Descriptive analyzes among the databases using Microsoft Excel identified the compatibility
between outpatient and hospital care provided to the population and the programmed in the PPI in relation to physical and financial goals. Some of the 37 municipalities presented good agreement between programming and production for some analyzes, however in the majority there was idleness or lack of physical and/or financial resources in PPI. Some criticisms identified were: allocation of resources for hospital referral in municipalities without active hospitals; excessive allocation of resources in some municipalities with low productive capacity; and deviations in attendance flows when compared to the Regionalization Master Plan. It is concluded that PPI is still not used in a full and efficient way, but it guarantees an improvement in the equity of resource allocation and the structuring of attention networks, and it is important to move towards a shared and solidary management practice for the structuring of regionalised networks effective.
