The thesis examines the relationship between public health and questions of housing and poverty, in Melbourne, 1888- 1918. It is concerned with the way that with certain groups of people - local council workers, tenants of houses referred to as ‘slums’, and the owners of those houses - represented their experiences. And it seeks to place those representations in the context of the late nineteenth and early twentieth-century concern about the ‘housing problems’. It compares the public rhetoric of the housing reformers and politicians with letters written to the Melbourne City Council by landlords and tenants, and in doing so seeks to show that there were a whole range of housing ‘problems’ not addressed by the public discourse. O contrato de gestão é um instrumento que visa a obter maior responsabilização por parte da área pública em relação ao cumprimento de objetivos predefinidos. A implantação do contrato de gestão na Secretaria Municipal da Saúde (SMS) de Curitiba surgiu como mais uma ferramenta de gestão para aprimorar o planejamento, a avaliação e o monitoramento local das ações em saúde e, com isso, melhorar a viabilidade técnica, política e financeira dos serviços prestados pela SMS à população de Curitiba. Este estudo objetiva descrever a percepção das autoridades sanitárias locais e dos trabalhadores das equipes de saúde quanto ao contrato interno de gestão (Tercom) e o Plano Operativo Anual da Secretaria Municipal da Saúde de Curitiba. Os dados foram coletados por meio de questionários fechados, elaborados com uso da escala de Likert, encaminhados aos servidores das unidades de saúde básica e unidades de saúde com estratégia de saúde da família, sorteadas aleatoriamente. / The Contract of Management is an instrument that it aims at to get greater responsibility on the part of the public area in relation to the fulfillment of predefined objectives. The implementation of the Contract of Management in the City department of Health of Curitiba appeared as plus a tool of management to improve the planning, evaluation and local checking of the actions in health and with this to improve the viability technique, politics and financier of the services given for the SMS to the population of Curitiba. This objective study to describe the perception of the local and diligent sanitary authorities of the teams in health how much to the Internal Contract of Management (Tercom) and the Annual Operative Plan, from Curitiba Health Department. The data had been collected by means of closed questionnaires, elaborated with use of the scale of Likert, directed to the servers of the Units of Basic Health and Units of Health with Strategy of Health of the Family, drafted randomly.

The feasibility of the Uitenhage provincial hospital private initiative

The South African Health Care environment is in state of reform. Government strategy and change in legislation have been the catalyst for the development of new business models in South Africa. This report deals with the feasibility of a proposed model which is to be implemented by the Eastern Cape Department of Health at the Provincial Hospital in Uitenhage. The fundamental challenge in South Africa is the shortage of resources to support the health care industry from a public perspective. The point of departure for this research was to understand the complexity of this industry and investigate models that have evolved in South Africa and internationally. The literature research covers funding mechanisms from both a public and private perspective and takes into account the role the government plays in providing equitable health care for all. The literature provided the foundation to develop the model which is to be piloted at the hospital in Uitenhage. In terms of the research objective, a single case study methodology approach was conducted. Triangulation technique was used to gain insight from different perspectives and to test the model for validity. The core of this research focuses on the viability of the proposed model and the integration of this into the government health reform plan. The research revealed that in comparison to the existing PPP models in South Africa, this model is feasible. As a result of the analysis and the development of the proposed model, the research is concluded by offering suggestions for further research.

A presente pesquisa buscou determinar essa percepção, com o objetivo de proceder a uma avaliação dos serviços prestados e conseguir a melhoria dos mesmos. Para tanto, realizou-se um estudo transversal, descritivo, na Clínica Oftalmológica de Divinolândia, nos gabinetes dos prefeitos e nos centros de saúde das 16 cidades que compõem o Conderg. Dois tipos de questionários autoaplicáveis coletaram informações dos usuários e gestores (prefeitos, secretários e triadores) em duas ocasiões: semana típica de atendimento, de 07 a 11 de agosto de 2006 (para usuários), e de 14 a 21 de agosto de 2006 (para gestores). A amostra foi composta por 359 usuários e 48 gestores. O atendimento médico foi considerado ótimo por 79,6% dos usuários, por 93,7% dos prefeitos, por 87,5% dos secretários de saúde e por 100% dos triadores. O pessoal de enfermagem foi considerado ótimo por 75,7% dos usuários, 93,8% dos prefeitos, 75,0% dos secretários de saúde e por 100% dos triadores. A recepção recebeu avaliação ótima de 73,8% dos usuários e 93,8% dos triadores. Avaliadas as respostas, concluiu-se por uma alta satisfação em relação aos serviços da Clínica Oftalmológica de Divinolândia. / Abstract: The verification of the users perceptions and the administrator (mayors, the health secretaries and health professionals), in relation to the working system of the Ophthalmologic Clinic in Divinolândia (São Paulo) inserted in a health inter municipal consortium (CONDERG), has always been accomplished in an empirical way, not allowing a scientific analysis of data. This research was done to determine the perception of the users and administrators in relation to the accomplished assistance aimed at evaluating and identifying areas to improve these services. A descriptive transversal study was made at the Ophthalmologic Clinic in Divinolândia, at the City Halls and Health Centers of the 16 towns that integrate the CONDERG. Two kinds of self-applied questionnaires gathered information of users and administrators, in two situations: typical week of attendance from 7th to 11th August 2006(for the users) and from 14th to 21st August 2006 (for administrators only). The sample was formed for 359 users and 48 administrators. The medical attendance accomplished was considered excellent by 79,6% of the users, 93,7% of the mayors, 87,5% of the health secretaries and 100% of the health professionals. In relation to the nursing personnel, 75,7% of the users; 93,8% of the mayors; 75% of the health secretary and 100% of the health professionals considered it to be excellent. The killing of persons with albinism in Tanzania : a social-legal inquiry

Albinism is an inherited condition affecting at least 1 in 4000 people in Africa. It is thought to be more common among black Africans although it affects the entire human populations. In most African societies, albinism is regarded to be a disability and the social attitudes against albinos are characterised by lack of understanding, fear, and also of prejudice based on the appearance of albinism. There are various myths surrounding albinos such as that they are born as a punishment, that it is a curse to give birth to albinos and that albinos are immortal and that they are in fact spirits. This causes them to be seen as outcasts in society. Albinism is an inherited, congenital condition resulting in reduced synthesis of melanin pigment in the hair, skin and eyes. It leads to a host of lifelong physical health problems, in particular visual impairment and ultraviolet induced skin damage. Chief executive officers and public hospital management in South Africa

Thesis (Ph.D.)--University of the Witwatersrand, Faculty of Commerce, Law and Management, Wits School of Governance, 2016 / CEOs of public hospitals in South Africa are often held responsible when their institutions fail to deliver good quality care and are associated with poor health outcomes. Negative perceptions prevail and particularly in the National Department of Health it is held that the CEOs are generally not adequately qualified, inexperienced, incompetent and often inappropriately appointed. This study attempts to articulate the CEOs views (their side of the story) and in particular how they perceive the challenges that they face and what solutions they proffer in improving the running of their institutions. This research is viewed through the lens of the New Public Management paradigm (NPM), in terms of Public Sector Reform and in particular Health Sector Reform in South Africa. Thirty CEOs of public hospitals in South Africa responded to a survey of their opinions. The majority (86%) of them felt they were unable to manage their institutions effectively. A subsequent qualitative study of CEOs and experts in public management using in depth interviews and further focus group discussions with CEOs and senior hospital managers revealed that the major challenges that the CEOs faced were financial, human resources and operational management issues. Procurement and information challenges were linked to financial and human resources deficiencies, lack of accountability mechanisms and the presence of corruption. The Performance Management System currently in place did not work appropriately and was driven by perverse incentives. Political interference was also a pervasive problem. Their recommendations were that they needed clear and unambiguous delegations and the appropriate resources so that they can take full responsibility of their institutions. Clear accountability structures were paramount in achieving better health service management and care according to the advice of experts in public management as well as that of senior hospital managers. This requires the creation of enabling legislation and an appropriate accountability framework. The blanket application of NPM principles is also questioned. Selective application of the tools of NPM should be tested and consideration be given to the dimension of added public value in the South African public hospital context. / GR2018
