Europeanization and Nation-Building Process: The Case of Scottish Cultural Heritage Policies

Our thesis discusses the issue of Europeanization in light of Scottish cultural heritage policies since devolution. This sectoral public policy is not the subject of much attention, but this thesis wants to fill the gap. This thesis also raises the questions of identity in the field of cultural heritage. We tend to determine the forces that are involved in the construction of the Scottish identity post-devolution. This work is done by keeping in mind the fact that Scotland is torn between the European and the British influences. In order to operationalize our object of study, we identify six variables that are part of the EU public policies. These variables are the economic and social justifications of cultural public policies, the importance of cultural democracy, the cultural development of regions, the EU policy process and the decision-making process, the emphasis placed on the development of partnerships and the ambivalence of the notion of the EU identity. Our analysis reveals that all of these variables are present in Scottish cultural heritage policies. The omnipresence of all these variables is significant. Nevertheless, because of the limited extent of our work, we consider that it is more appropriate to assert that policy convergence is taking place in Scotland instead of concluding that Scottish cultural heritage policies are openly Europeanized. Our thesis also shows that the presence of these variables in Scottish cultural heritage policies since devolution is an efficient way for Scotland to assert its difference from the UK. Indeed, for almost all of these variables, Scotland’s position tends to differ from the UK.

A Política de Patrimônio Imaterial no Brasil foi instituída em 2000. Desde então bens intangíveis são registrados como patrimônio cultural imaterial e ao Estado cabe garantir a salvaguarda destes, assegurando continuidade, fruição e sustentabilidade. A Roda de Capoeira e o Ofício de Mestre foram registrados como Patrimônio Cultural Imaterial do Brasil, em 2008, pelo Iphan Instituto de Patrimônio Histórico e Artístico Nacional. Como preveem as políticas de patrimônio, seguiram-se as ações de salvaguarda. Em 2012, estas foram descentralizadas para as superintendências estaduais do Iphan. Em 2014, a Roda de Capoeira foi inscrita pela Unesco Organização das Nações Unidas para a Educação, a Ciência e a Cultura como Patrimônio Cultural Imaterial da Humanidade. As controvérsias públicas dos últimos anos entre Estado e Capoeira, exibem questões teóricas para antropologia e para as políticas de patrimônio. Os objetivos desta tese são compreender como os capoeiristas conceituam o termo patrimônio, como semantizam o registro e o que esperam das ações de salvaguarda. Por meio da etnografia multissituada e a partir das ações do CGSPR - Comitê da Salvaguarda da Capoeira no Paraná, realizei a pesquisa de campo em eventos de Capoeira, lugares onde as ações para salvaguarda foram desenhadas e realizavam-se, como trocas de saberes e afetos entre capoeiras, entre Iphan e Capoeira. A tese divide-se em duas partes, como forma de remontar uma roda; na primeira parte o registro, na segunda a salvaguarda, com a intenção de demonstrar as especificidades de cada um dos instrumentos de patrimonialização, como complementares em suas intenções. O registro é analisado a partir dos relatos orais dos mestres, de documentos disponibilizados pelo Iphan e da bibliografia de capoeiristas. A salvaguarda é descrita a partir das ações do CGSCPR. Nos traçados da tese revela-se como os capoeiristas semantizam o registro por meio de suas trajetórias pregressas com o Estado e suas memórias não-vividas da escravidão e da criminalização. E esperam da patrimonialização ação, razão e reconhecimento em forma de direitos. Ao conotarem o conceito de salvaguarda os mestres consideram que a Capoeira já foi salvaguardada no século XX, enquanto os mestres morreram à mingua, portanto para estes agora a salvaguarda é esperada. / The Intangible Heritage Policy in Brazil was instituted in 2000. Since then, intangible assets have been registered as intangible cultural heritage and the state is responsible for ensuring their safeguarding, ensuring continuity, fruition and sustainability.Capoeira Circle and the Craft Master of Capoeira were declared as Intangible Cultural Heritage of Brazil in 2008, by the Institute of National Historical and Artistic Heritage (IPHAN). As it is provided in the heritage policies, safeguarding actions were carried out.In 2012, these actions were decentralized to Iphan\'s state superintendencies. In 2014, Capoeira Circle was inscribed by Unesco - United Nations Educational, Scientific and Cultural Organization - as Intangible Cultural Heritage of Humanity.Public controversies of recent years between State and Capoeira, present theoretical questions for anthropology and heritage policies. The objectives of this thesis are to understand how capoeiristas conceptualize the term heritage, how they semanticize the registry and what they expect from the actions of safeguarding. Through the multisituated ethnography and from the actions of the CGSPR (Capoeira Safeguarding Committee) in Paraná, I conducted field research at Capoeira events, places where safeguarding actions were designed and carried out, as exchanges of knowledge and affections between capoeiras, between Iphan and Capoeira. The thesis is divided into two parts, as a way of reassembling a Circle, the first part is the registry, the second is the safeguarding, meaning to demonstrate the specificities of each of the instruments of patrimonialization, as complementary in their intentions. The registry is analyzed from the oral reports of the craft master of Capoeira, documents made available by Iphan and the bibliography of capoeiristas. The safeguarding is described from the actions of the CGSCPR. In the traces of the thesis it is revealed how the capoeiristas semantize the registry by means of its previous trajectories with the state and its \"memories unlived\" of the slavery and the criminalization. And, they expect from the patrimonialization action, reason and recognition in the form of rights. In connoting the concept of safeguarding, the masters consider that Capoeira was already safeguarded in the 20th Century, while the masters morrem à mingua (to die without assistance). Therefore, safeguarding is expected to these present Mestres.

La sauvegarde et la mise en valeur du patrimoine scientifique et technique : une expérience française / Safeguarding and enhancement of scientific and technical heritage : a French experience

Une expérience française de sauvegarde et de mise en valeur du patrimoine scientifique et technique sensibilise à l'intérêt de sauvegarder les objets et instruments de la recherche et de préserver les savoir-faire des scientifiques des soixante dernières années du XXe siècle. En effet, les sciences et les techniques ont évolué si rapidement qu'il est apparu nécessaire de repérer, recenser et préserver en urgence, puis inventorier, diffuser et analyser le patrimoine témoin de la recherche. L'exemple de trois missions de sauvegarde réalisées à l'échelle d'une université, d'une région et au niveau national sous la responsabilité du Musée des arts et métiers du Cnam a été retenu. La démarche de la thèse relève de ! 'histoire des sciences, du patrimoine et des institutions culturelles. En premier lieu, une fresque historique restitue les moments clefs de cette histoire patrimoniale particulière. En second lieu, les politiques culturelles élaborées au cours de la seconde moitié du XXe siècle sont analysées : une priorité est donnée à la culture scientifique et technique au détriment du patrimoine. Mais, peut-on dissocier culture et patrimoine ? Dans une troisième partie, il est montré que patrimoine matériel et immatériel, sont deux éléments complémentaires de la culture scientifique et technique qui est une dimension essentielle de la culture contemporaine. / This thesis analyses a French experience of safeguarding and enhancing contemporary scientific and technological heritage. The mission undertaken was to demonstrate the necessity and the interest of preserving not only the objects of science but also the memory of scientists. Sciences and technologies have changed so rapidly in the last sixty years that all traces of the research activity were about to disappear. Three public programs have been under study: the first in the University of Nantes, the second in the Pays de la Loire, the third at the national level under the responsibility of the Musée des arts et métiers of the Conservatoire des arts et métiers in Paris. The thesis links the approaches of history of science and technology, heritage studies and cultural institutions. First, the thesis draws a large panorama -from Antiquity to the Second World War -of the major events in the social process of building a scientific heritage. Second, the research shows that the emphasis of the State policies in the second half of the 20th century has been more on the diffusion of scientific culture than on heritage protection and preservation. But is it relevant to divide culture and heritage? Finally, by studying the objectives, organization and results of the specific programs, the thesis brings into light that material and immaterial heritage are two components of scientific and technological culture which, in turn, is an essential feature of contemporary culture.

Les politiques de protection et de sauvegarde des sites archéologiques et des monuments historiques en Grèce (1830-2013) : le cas d’Athènes / The politics of protection and preservation of archeological sites and historical monuments in Greece (1830-2013). : the case of Athens

Cette recherche est consacrée aux pratiques de protection des monuments à Athènes, et ce depuis l’Indépendance. Elle est ainsi associée à une analyse précise de la législation, des débats qui l’ont accompagnée et des pratiques de sauvegarde des monuments historiques et des sites archéologiques de la capitale. Ce travail espère contribuer ainsi à une meilleure connaissance de l’évolution de la notion de patrimoine en Grèce. Une évolution qui est ponctuée par les évènements politiques qui ont mené à la construction de l’État grec pendant tout un siècle, mais aussi par les différentes ratifications des conventions européennes et internationales relatives à la protection du patrimoine. Cependant, la traduction de ces instruments normatifs s’avère contraignante dans un pays où l’héritage culturel est associé essentiellement aux témoignages matériels conformes à l’histoire nationale. Le régime patrimonial grec s’orchestre de ce fait, non sans difficultés, à une notion de patrimoine en perpétuelle évolution. Cet héritage qui était un bien national à l’image d’un peuple homogène héritier de la Grèce antique et de l’Empire byzantin devient aujourd’hui synonyme de legs diversifiés et produits de différentes « communautés ». Athènes à qui l'on a réfuté les témoignages « post-byzantins » inaugure aujourd’hui son premier « archontikó » ottoman. / This research is devoted to the practical conservation of monuments in Athens since Independence. It is thus associated with a precise analysis of the legislation, debates that accompanied it, as well as practical conservation of historical monuments and the capital of archaeological sites. This work hopes to contribute to a better understanding of the evolution of the concept of heritage in Greece. This evolution is punctuated by political events that led to the construction of the Greek State for a whole century, but also by the different ratifications of European and international conventions concerning the heritage protection. However, the translation of these normative instruments proves compelling in a country where cultural heritage is associated primarily with material evidence in accordance with the national history. Greek patrimonial regime orchestra thus not without difficulty, to a notion of heritage in constant evolution. This legacy was a national asset for the image of a homogeneous people heir of ancient Greece and the Byzantine Empire now becoming synonymous with diverse legacies and products of different "communities". Athens who are denied the "post-Byzantine" testimony today inaugurated its first "archontikó" Ottoman.
