A Study of Establishing an Appraisal Model for Manpower Dispatching Agency - A Case of C Company in TFT-LCD Industry

Enterprises in Taiwan are facing the meager profit and highly competitive environment. Under the management of supply chain, the enterprises gradually appoint the logistics service by dispatching agency for increasing the profit of the enterprises and the competitive abilities in the market. To minimize the operation cost, the enterprises gradually adopt the outsourcing model including labor and business process. This research analyzes the department of Supply Chain Management of C company how to establish a standard and criterion of outsourcing manpower by selecting a proper dispatching agency. First, the researcher set up the standard and criterion by confirmed with the experts of logistic service. Second, the researcher applied Modified Delphi Method to find out an assessment criterion for high-tech logistic service with over 40 questionnaires. Last, the researcher interviewed with 6 managers of photoelectric industry in Tainan Science-Based Industrial Park to investigate the process of selecting a suitable dispatching agency. The research provides a proper and objective model for Taiwan¡¦s TFT-LCD industry to select a suitable dispatching agency for outsourcing logistics service. Also, the research states an integrated conclusion of the motivation of appointing dispatching labors, and the condition and the requirement of selecting a dispatching agency for C company that is ¡§primary¡¨ use of the dispatching. This model also becomes the standard procedure of vendor scoring process in Procurement Department of C company. The research provides the objective evaluation pattern, and the positive effect for win-win supply relationship.

The Use of Solar Energy Equipments in Technology Companies

The global climate anomalies lead to significant disaster. Governments have attached great importance to develop related strategies. In 2009, climate change conference were held in Copenhagen, which gathered 194 representatives of member states to discuss the next phase in response to climate changing. The United States, China and other nation¡¦s leaders attend this conference, which shows the importance of the meeting. On the other hand, corporates started to focus on the green energy technology. On business efficiency and competitiveness, the enterprises for the timely introduction of green energy technology, may be able to provide better production and manufacturing. However, for enterprises to import new technology is often associated with high costs and high risks. Therefore, imported green energy technology has become a very challenging task. For the solar industry, as oil prices coupled with the rise of environmental awareness. The solar industry growth can be expected. Therefore, this study design AHP (Analysis Hierarchy Process, AHP) questionnaire for experts and scholars, government agencies and related companies conducted a questionnaire survey. Developing a general framework for evaluating and introducing solar energy technology into a technology company is presented. The results showed that a lot of experts put great emphasis on the gradual trend of green production. Cost criterions are also as the key consideration for those companies to import solar installation. For example, they consider the implementation costs and maintenance costs when those companies need to introduce solar energy equipment. Most important part is the policy criterion which is the key consideration for those companies. In the future, we need more experts and scholars, government agencies and related companies to do more efforts and promotion to this industry.

Taiwan is a typical island. Taiwan lacks natural resources and needs to rely on import and export of goods for living. International trade plays a crucial role in Taiwan's economy. In recent years, the government promotes actively integration with the global free trade agreement, relaxation of national barriers to trade, promotion clearance simplify, shortened the customs clearance of goods aging. The government promotes actively the custom broker industries transformation into logistics industries. Therefore, the study invests to raise the rate of success in business only by way of finding out the key success factors (KSF). That is my study motivation. This study refers strategy, competitive advantage, resource based view, the key success factors of the theories to construct a framework which focuses on members of customs broker association of Kaohsiung, actual operators owner and people belong more than ten years related-experience .The main purpose which custom broker businesses need to control what are important business operating variables. They would be success and achieve sustainable operation in this industry. The conclusions of this study provide the reference which developing key operation strategies and an overall arrangement for the customs broker industries.

The Key Success Factors of Business Transformation in Heat Treatment Processing Industry

From 1990 to 2006, accompanying with the development of mold and tool machine industries, the number of Taiwan heat treatment processing enterprises had increased from around 30 to 364. And the customers of heat treatment prefer to reduce manufacturing cost; they proceed to install heat treatment furnaces and learn the heat treatment technique. Based on above reasons, customers of heat treatment are losing gradually. The above caused price competition in and profit diluting. So, enterprises have to consider how to make use of advantages of material selection and heat treatment to transform the business toward self-brand or high value-added industry. Finally, to get rid of the destiny of traditional processing industry is the main goal of the research. The research tries to find out the key success factors of its transformation. It firstly collected relative document records to find out proper factors. Secondly it consulted 3 specialists and sifted out the first-phase factors. Thirdly it used AHP questionnaire to consult 11 experts and gather second-phase statistics. The purpose of above activities is ordering the priority of importance. The consequence reveals the top ten business transformation key success factors of heat treatment processing industry is listed as following by order:(1)core technique;(2)increased operating profit after allying;(3)skill¡Bexperience¡Badapting capability¡Band company loyalty of employee;(4) scale and future of market;(5)competition of manufacturing cost;(6)managing team capability;(7)support from high level manager;(8)increased industry competition after allying;(9)competition of present competitors;(10)bargaining power of buyers.

A study on the key success factors of international market management for machine tool industry in Taiwan

Under greatly improvement in manufacturing quality and R¡®D capacity, Taiwanese Machine Tool Industry gradually emerging on the international and saturated domestic market in recent years. Also, domestic market is gradually saturated; machine tool manufacturer is forced to move out of Taiwan. It also caused Taiwan tool industry to internationalize and step into the phase of international market management. Most enterprise scale of Taiwan machine tool industry belong to small and medium-sized ones. Under limited resource, it is a critical issue to allocate the resource efficiently and to control the key success factors of international marketing management. This research use publicly listed machine tool industry companies in Taiwan to be the study object. First, besides collecting related literatures in domestic and overseas, this research also used questionnaire and interviewees to study the key success factors of Taiwanese Machine Tool Industry international market management, by conclude the following four factors, which were entire environment, industrial structure, business competitive advantages and international market strategy. Secondly, the AHP (Analysis Hierarchy Process) will be used as analysis method to evaluate the importance of key success factors in Taiwanese Machine Tool Industry international market management. Finally, the results showed that the most important five factors of the key success factors in Taiwanese Machine Tool Industry international market management were: 1) Enterprise's brand/Business goodwill; 2) Tax reduction policy; 3) Global marketing networks management; 4) Key components of self-control and 5) The impact of the international environment. The weight ratio of factors could provide the Taiwanese Machine Tool Industry as the index for operating in foreign markets

Assessing Real Estate Development in Kaohsiung Harbor Areas Using the Viewpoint of City Marketing

In order to host The World Games 2009 in Kaohsiung, all public facilities had been reconstructed in Kaohsiung city. The image of harbor industry Kaohsiung city has been changed and delivered to all over the world through the world media by The World Games. Meanwhile, it promotes the harbor real estates in Kaohsiung as well. In addition to Kaohsiung city¡¦s unique characteristics and public artistic infrastructures, the future development of harbor real estate will become an interesting and valuable issue in Kaohsiung city. This study is based on city marketing, using Analytical Hierarchy Process (AHP), Authorities Survey, and Scenarios Analysis by interviewing 22 authorities of construction companies, real estate brokers, land brokers and real estate developers. To develop a whole process of an assessment of real estate development in Kaohsiung harbor areas by inducing an assessment of real estate development in Kaohsiung harbor areas into three criteria and nine secondary criteria. Furthermore, analyze the future development of three harbor areas, include: Love Pier(which used to be called Pier 12), Glory Pier(which used to be called Pier 13), and Singuang Pier(which used to be called Pier 21). This study finds out that location is the first criterion, value is the second, and construction style is the last in assessment of real estate development in harbor areas. On secondary criteria, integration is the most important issue, convenience is the next; the subject of a talk and plasticity are the last two issues. Base on the whole assessment, Singuang Pier is the most potential area of real estate development in Kaohsiung harbor areas; Love Pier is the next consideration area. This conclusion provides real estate developers an important reference on assessment and decision-making in Kaohsiung harbor areas.

Bridging the Gap between Network and Project Selection Levels in Pavement Management

Pavement management is one of the primary responsibilities for departments of transportation and other municipalities across the country. Efficient and proper use of taxpayer dollars to preserve and improve the existing transportation system has never been more important due to the current fiscal environment. Agencies use pavement management systems to store data describing the state of the network. This information is often used to help make decisions regarding the location of pavement preservation actions. There is often a discrepancy between the need estimates of network-level pavement management systems and where and how pavement preservation and improvement dollars are actually spent (i.e., actual pavement preservation and improvement projects). This research focuses on evaluating the Texas Department of Transportation’s (TxDOT) Pavement Management Information System (PMIS) to assess the agreement between its need estimates and actual construction projects at the district level. The research revealed there is little agreement between the output of PMIS’s Needs Estimate tool and actual construction projects. Possible reasons for this disagreement include the inability of PMIS’s Needs Estimates to consider the decision makers preferences and priorities, and also its inability to consider multiple years of condition data simultaneously. Through the use of the Analytic Hierarchy Process (AHP), the research was able to capture the effect of several variables on the decision making process. Using this method, pavement project suggestions were created that more closely matched actual projects than what the current Needs Estimate tool suggests. The projects selected using the new method were then tested against actual construction within three counties of the Bryan district. The new method closely matches actual preservation decisions made by the district within these three counties.

Control and Management Strategy of Autonomous Vehicle Functions

In this research, an autonomous vehicle function management methodology is studied. In accordance with the traffic situation, the decision making level chooses the optimal function that guarantees safety and minimizes fuel consumption while the control level is implemented via neuromorphic strategy based on the brain limbic system. To realize the decision making strategy, the Analytic Hierarchy Process (AHP) is used by considering driving safety, driving speed, and fuel efficiency as the objectives. According to the traffic situation and predefined driving mode, Lane Change Maneuver (LCM) and Adaptive Cruise Control (ACC) are chosen as the alternative functions in the AHP framework. The adaptive AHP is utilized to cope with dynamically changing traffic environment. The proposed adaptive AHP algorithm provides an optimal relative importance matrix that is essential to make decisions under a varying traffic situation and driving modes. The simulation results show that proposed autonomous vehicle function management structure produces optimal decisions that satisfy the driving preference. The stability of BLS based control is also investigated via Cell-to-Cell Mapping. In this research, autonomous vehicle functions such as Lane change maneuver and Adaptive cruise control are developed by means of BLS based control. The simulation results considered various traffic situations that an autonomous vehicle can encounter. To demonstrate the suggested control method Cell-to-Cell Mapping is utilized. Subsequently, the autonomous vehicle function management strategy is developed by Applying AHP and an adaptive AHP strategy is developed to cope with various traffic situations and driving modes. The suggested method is verified numerical simulations.

A Study on Selecting the Location for High Tech Industry-A Case Study on Biotechnology Industry

Abstract With the decoding of human genome, biotechnology has been regarded as to be one of the most prospective technologies in the next decades. Many countries have actively undertaken various R&D projects in order to get the leading position in this field. According to American and European experience in developing biotechnology industry, the development of biotechnology park serves the purposes of bettering production environment domestically and drawing international investment. The main purpose of the study is to find the optimal location of biotechnology park. Using the Analytic Hierarchy Process (AHP), which has the characteristic with multi-criteria, indefinite, group decision-making, qualitative, this study has established an evaluation structure for development preference order based on biotechnology industry, science-based industrial park and location theory. The empirical study find out that the preference order from high to low of the priorities of the location choice factors is ¡§human resource,¡¨ ¡§R&D environment,¡¨ ¡§industrial environment,¡¨ ¡§public facilities¡¨ and ¡§communications and transportation.¡¨ And that the preference order from high to low of the optimal location of biotechnology industry is ¡§Hsin-Chu Science-based Park,¡¨ ¡§South Science-based Park¡¨ and ¡§Central Science-based Park.¡¨

Quality management system for native shipyard to build warships

A building project of new generation warship is required for national security, after long-term purchase plan and thoughtful evaluation. Based on the national policy, of ¡§Naval vessel built in native shipyard¡¨ to effectively build warships in native shipyard with limited manpower, under a planned quality management system, is the objective of this thesis. This thesis will start with the project management of shipyard for building warships in native shipyards. By collecting the quality management pattern of native shipyards, which had been involved in building projects of warships, personal investigation in the past experience, and information from interviewing experts, establish the key success hierarchy structure of quality management system for native shipyards to build warships. In addition, employ Analytic Hierarchy Process (AHP) to analyze the results of questionnaires of experts¡¦ interview to conduct the study of priority weighing. The objective of this thesis is to find important reference information for native shipyards and navy project managing authorities for warship building. Seven kernel items in shipyard quality management including the management of manpower resource, the management of design, the management of purchase, the management of production, the management of quality and quality document, the management of vendors, and the management of industrial safety and sanitation are explored. It is expected to achieve the most effective arrangement, planning, and execution under limited human resources, and to stabilize the quality of warship building by executing practice and the priority of those kernel items for future warship building projects.
