A administração do hospital tem a intenção de disponibilizar 50 leitos (10% do total) para o atendimento a pacientes através de convênios com a rede particular e/ou pública de saúde. O objetivo principal do estudo é verificar até que ponto a implantação de convênios com a rede particular e/ou pública de saúde, sem ser o SUS, poderá cobrir o déficit financeiro existente no HC/UFPE, bem como avaliar o impacto causado por essa mudança na comunidade universitária e a população circunvizinha ao hospital. A fim de se conseguir esse objetivo, buscou-se, primeiramente, efetuar um estudo exploratório junto a todos os Hospitais Universitários listados no web site do Ministério da Educação para se conhecer melhor a realidade desses hospitais e enquadrar o HC/UFPE dentro desse contexto. A seguir, foi feita uma pesquisa de levantamento junto a comunidade universitária, através de uma amostra formada por alunos, professores e técnicos administrativos (n= 302) bem como da população circunvizinha ao HC/UFPE (n = 306) com a finalidade de se verificar o grau de aceitação dessa mudança perante os principais interessados. Finalmente, construíram-se cenários financeiros, na forma de estudo de caso, para que se pudesse avaliar até que ponto o ingresso das receitas oriundas dos convênios com a iniciativa privada e/ou pública de saúde poderia cobrir o déficit financeiro, bem como gerar recursos para garantir novos investimentos. Como resultado final conclui-se que: 1) Tanto a comunidade universitária, como a população circunvizinha ao HC/UFPE foram favoráveis às mudanças propostas; 2) Dois cenários financeiros propostos através da implantação dos convênios com a rede particular e/ou pública de saúde poderão ajudar a cobrir o déficit financeiro e também financiar novos investimentos desde que haja também um controle efetivo dos custos gerados por essa nova entrada de recursos

This study was designed to evaluate the planning process in hospitals. The specific problem of concern in this investigation was the pressing need for planning by hospitals that focuses upon the constraints imposed by governmental regulation and by resource limitations. The purpose of this study was to identify marketing concepts that have application to the hospital planning process and to make a general evaluation of their current utilization in North Central Texas area.
