The Unsettlement of the Greek Property Regime and the Emergence of Vigilant Violence in Thessaloniki’s West End

The thesis inquires into the entanglement between the unsettlement of the Greek model of social reproduction that heavily relies on self-regulated property ownership and the emergence of vigilant violence on behalf of local property owners against undocumented migrants in the relegated neighborhood of Ksiladika in Thessaloniki’s West End. It probes the extent to which incidents of vigilant violence can be used as indicators of the structural deficiencies in the Greek housing system and property paradigm. 
 First, the thesis points to the distinct historic trajectory of the Greek housing system and property regime that is carved by a strategy of minimal involvement of state authority since the end of the Greek Civil War (1949). In contrast to the (North) European paradigm, the Greek model of social reproduction is marked by a normalized laissez-faire attitude in the domain of housing and by the hypertrophy of the family institution that emerged as a substitute system of social protection vis- a-vis the atrophy of administration. The thesis then points to a political discourse investing in the figure of the householder, sketched as the ‘normal’ Greek subject par excellence, within which self- government connects up with the imperatives of good government, in times when access to housing has become scarce and social insecurity widespread. 
 I focus my study on the neighborhood of Ksiladika in Thessaloniki, where as of late a vigilant campaign of evictions of undocumented migrant squatters on behalf of local property holders was launched. I suggest that this campaign of vigilance is not an act of ‘pure racism’ but is linked with the unsettlement of the Greek model of social reproduction, the scarcity of outright homeownership as a resource of symbolic and material value and the particularity of Ksiladika, that is at once a stigmatized neighborhood and a land of promise. 
 I rely on data collected through micro-ethnographic fieldwork, participant observation and semi-structured interviews with local property holders in Ksiladika. I use the conceptual tools of social space, field of power and symbolic power found in the work of Pierre Bourdieu and Loïc Wacquant, as heuristic tools to identify the significance of property and home ownership in shaping perceptions of local property holders towards their neighborhood and in defining their actions. I present my empirical findings clarifying the diversity of choices, expectations and actions of different actors, active in this propertied field of power in the studied area. 
 The thesis draws to an end by using the findings from Ksiladika to contribute to a discussion that revolves around Wacquant’s three basic theses on the emergence of advanced urban marginality as an effect of the neoliberal state crafting on a global scale. First, I argue that in regions where the social state was inexistent, the implementation of neoliberal policies did not happen in a way identical to what can be observed in the North and do not entail a reengineering of the state. Then I suggest that Wacquant's schematization of a Janus-like Centaur state that performs liberalism for those at the top of the social scale and punitive paternalism for those at the social bottom immured in precarity does not hold, due to the expanding zone of precarity. Eventually, I suggest that neoliberal governing is not attained merely by the penal apparatus of the neoliberal Leviathan, but via a governing through subjects who internalize the postulates of the entrepreneurial ideology mediated through homeownership in times when the resource is scarce.

L’impact des systèmes de logement alternatifs sur la santé et les performances des poules pondeuses

Alors que les producteurs d'œufs canadiens font la transition des cages conventionnelles vers les systèmes de logement alternatifs, il est important de déterminer l’impact de ceux-ci sur le bien-être et les performances des poules pondeuses. L’objectif de cette étude était d’évaluer la prévalence de déviation du bréchet, de fracture du bréchet, de dermatite du coussinet plantaire et l’état du plumage dans les fermes commerciales du Québec, Canada. Le taux de ponte, la mortalité cumulée, la consommation alimentaire, l’épaisseur de la coquille, le poids de l’œuf, la force de la coquille, l’unité Haugh et la prévalence d’œufs sales et craqués ont été utilisés pour déterminer la performance du troupeau. L’utilisation de la thermographie infrarouge comme outil diagnostique pour les fractures du bréchet et les dermatites du coussinet plantaire a également été évaluée. Les données révèlent que les poules maintenues en volières présentent une prévalence de fracture du bréchet (P=0,011) et une mortalité (P=0,0049) plus élevée, en plus de produire des œufs avec une épaisseur de coquille supérieure comparativement aux poules maintenues en cages enrichies (P=0,0049). Une faible consommation alimentaire était corrélée avec une prévalence élevée de poules présentant une perte de plumes (P < 0,05) et une consommation alimentaire élevée était corrélée avec un poids d’œufs élevé (P < 0,05). Les systèmes de logement n’ont pas influencé les autres paramètres étudiés. Globalement, les volières impactent négativement les fractures du bréchet, les dermatites du coussinet plantaire ainsi que la mortalité et la thermographie infrarouge n’est pas un outil diagnostique fiable. / As Canadian egg farmers transition their flocks from conventional cages to alternative housing systems, it is important to evaluate the impact of the latter on the performance and welfare of laying hens. To this end, the present study investigates the prevalence of keel bone deviation, keel bone fracture, footpad dermatitis and feather coverage in commercial flocks in Quebec, Canada, housed in enriched cages and aviaries. Mean egg production, cumulative mortality, feed intake, shell thickness, egg weight, shell strength, Haugh unit, and the prevalence of cracked or dirty eggs were used as measures of flock performance. The present study also investigates the use of infrared thermography as a diagnostic tool for keel bone fractures and footpad dermatitis in hens. Our data show that hens housed in aviaries have a significantly higher prevalence of keel bone fracture (P=0.011) and cumulative mortality (P=0.0049) but that the egg shells of aviary hens are significantly thicker than their counterparts in enriched cages (P=0.0049). While thermal imaging could not distinguish between hens with and those without fractures, footpad temperatures were significantly higher in hens with severe dermatitis (P<0.01). Furthermore, a low feed intake positively correlated with damaged feather coverage (P<0.05), while high feed intake correlated with high egg weight (P<0.05). The other parameters studied were not influenced by the type of housing. Overall, aviary housing negatively impacted keel bone fractures, footpad dermatitis and mortality and infrared thermography is not a valid diagnostic tool for keel fracture and footpad dermatitis in hens.

轉型經濟下的中國城市住房改革-以重慶為例 / Transitional urban housing reform in China-the Chongqing case

中國自第十一屆三中全會朝改革開放發展,住房制度改革前以前蘇聯為目標,透過工作單位制實施福利分房制度,然而實物配給制發展產生諸多問題,如:收租失衡、分配不公、住房存量不足等制度運作結果,因此隨著經濟改革的同時,住房制度也朝向透過商品化與市場化解決住房問題。中國於1998年正式停止福利分房制度,朝市場化轉型過程中,亦同步發展住房保障制度,包括:建設廉租房及經濟適用房等保障性住房、建立多層次保障性住房體系、推廣公積金制度等措施,試圖在市場運作之外保障人民安居權利。在中國住房制度轉型過程中,重慶於2010年以公共租賃住房為核心,建立一套保障性住房體系,整合既有的商品房市場,試圖保障性住房與商品房市場雙軌並行的體制,並在制度運作上以國有資產投入建設、由土地儲備中心提撥建設用地,透過諸多政策手段快速發展住房雙軌制,重慶的住房制度設計亦被稱為住房的「重慶模式」,在政策設計上體現「具有中國特色的社會主義市場經濟」的目標。 重慶的住房模式在短短幾年間引起學界關注,主因在於近年中國城市面臨高房價的困難,雖自1998年即開始推動各種保障性住房,但在各城市的運作中面臨許多困難,對社會弱勢保障效果有限。重慶近年在住房制度設計上形成住房保障與商品住房雙重運作體系,透過各種推動公共租賃住房及其他保障性住房,為中國各城市乃至世界各國面臨居住問題者所關注。有鑑於目前尚未有完整探討重慶住房制度改革的文獻,對住房的重慶模式也未有完整的討論,因此本文以中國住房制度改革做為背景脈絡,探討重慶住房改革歷程,分析重慶保障性住房政策與商品房市場的政策設計,進一步聚焦住房的「重慶模式」運作內容,整理分析重慶住房制度超越其他城市建立雙軌制的因素,並探討重慶住房保障體系能在幾年內快速建設的關鍵,為後續研究中國住房改革及重慶住房雙軌制者提供研究發現。 / As China went through the progress of economic reform during late 1980’s, the housing policy also started to change. It was used to be welfare housing distribution system in the past years, however, many problems raised in practice, such as insufficient charge in rent, unfair distributions, or insufficient housing units. Therefore, the housing policy started to practice commercialization and marketization, in order to resolve the old problems. Chinese government officially stopped the welfare housing policy in 1998. During the transformation to commercialized housing market, the Chinese government also developed indemnificatory apartments with multilayer protections, including the construction of low-rent housing, affordable housing and public housing accumulation fund. The government attempted to provide dual housing system by investing constructions, providing land for housing and other policies. The most well known case is the “Chongqing model” The goal of their policy is to realize “the socialism market economy with Chinese characteristics”. The “Chongqing model” drew a lot of attention in academia in very few years. The main reason is the rising housing price in the cities in China. Although indemnificatory apartments project formed since 1998, the practical operation is problematic with limited protection for people with lower social status. By having public rental housing and other secured housing, the city government of Chongqing has developed a dual system with both secured housing and commercialized housing. Their achievement is known by other Chinese cities and the rest of the world. This thesis will address the background of the reform of Chinese housing policy, the progress of the reform of the housing policy in Chongqing , the analysis of the policy design and the operation of their policy. The reason why the “Chongqing model” is better than other cities in China will be discussed as well. We hope that we will provide the key of the fast and growing development of the Chongqing’s housing system, to people who are interested in reform of Chinese housing policy and the dual housing system in Chongqing.
