Ecotherapy in post-conflict healing: a study of the experiences of ex-combatants in the Eastern Cape township of Mdantsane

During this research project, an attempt was made to understand the role of ecotherapy as a therapeutic model in post conflict healing. The aim was to evaluate the application and significance of ecotherapy as an intervention strategy for post conflict healing for individuals who were exposed to violent encounters during the liberation struggle. Eight respondents (involved in the arms struggle) from Mdanstane Township in the Eastern Cape, were taken through a series of workshops as part of an ecotherapy healing process. The research concluded that all the participants had suffered from some form of traumatic stress because of their exposure to violence and violent experiences. Moreover, on closer examination the situation of ex-combatants proved to be more complex and often volatile, due to the absence of social support, loss of social status, absence of economic, employment opportunities, and the dislocation from their families and communities. Subsequent to the ecotherapy intervention, a positive outlook amongst the participants was recorded. Furthermore, there was an indication of a significant increase in their sense of self-worth and personal development, which influenced the manner in which the participants viewed the world, related to their families or communities and responded to life in general. Essentially, the research findings, conclusions, and recommendations contributed towards a better understanding of ex-combatants and the value that could be derived from ecotherapy as a post conflict healing method for individuals and groups exposed to violence and trauma.

A study of organisations and their responses to the social needs of Mbekweni

Bibliography : pages 127-135. / This study examines Human Service Organisations and community organisations operating in Mbekweni during the period January to June 1988. These organisations were examined in order to identify the characteristics that distinguish them from each other in as far as service delivery is concerned. The community based organisations were found to be orientated towards mutual-aid and self-help model whilst the Human Service organisations were orientated towards the service model. This study will also highlight the complex nature of Mbekweni which has been approached by different organisations delivering social services. An integrated developmental model is proposed that could form the basis for private voluntary human service organisations. The model is based on: the participation by beneficiaries of services being involved in the decision making process; and the client of this approach being the group or community. The delivery of services would take place in and by groups. An important element in the model would be the inclusion of trained Developmental Workers who would act as enablers, facilitators, educators and resource persons. This model will emphasise factors that could be incorporated in the designing, planning and administration of private voluntary human service organisations operating in black urbanising communities.

The sustainability of Reconstruction and Development Programme Houses : 2004 to 2006 : a case study of Litchis Bay, East London

The South African government has endeavored to provide settlement to citizens and policies have been formulated since 1994 to guide these efforts. The South African Constitution (1996, section 26) stated that everyone has the right to have access to adequate housing. Furthermore the African National Congress’s Freedom Charter (1955) made it clear that: “there shall be houses, security and comfort for all, everybody shall have the right to live where they choose, to be decently housed, and to bring up their families in comfort and security. Slums shall be demolished and new suburbs built, where all shall have transport, roads, lights, playing fields, crèches and social centers”. However, after 19 years of democracy the state of housing is still a critical issue that addresses whether development has served to further the cause of sustainable development with respect to the pillars of human settlement such as shelter, infrastructure and economic opportunities. The study was conducted in the Litchis Bay settlement in East London, Eastern Cape Province. Mixed approaches of quantitative and qualitative methods were used to solicit data. Random Sampling techniques were conducted to select the sample population. Data was captured on Excel sheets to generate graphs. Findings of the study and conclusions were drawn. Therefore when measuring the term ‘sustainable human settlement’ against the findings on RDP houses in Litchis Bay, one can conclude that sustainable human settlement is not fully absorbed in defining the sustainability of RDP houses in Litchis Bay. Moreover the majority of houses have defects, and social amenities are not easily accessible.

Assessment of the impact of intergovernmental relations (IGR) on service delivery in the Department of Cooperative Governance and Traditional Affairs (COGTA) in the Eastern Cape province (1994-2009)

The Constitution Act, 108 of 1996 declares that: 'in the Republic, government is constituted as national, provincial and local spheres of government that are distinctive, interdependent and interrelated". Section 41(1)of the above Constitution further states that there shall be cooperation, mutual trust and good faith between these three spheres. They should inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures. In addition, it is expected that acts of Parliament should establish structures and institutions to promote and facilitate intergovernmental relations, and provide mechanism and procedures to facilitate settlement of intergovernmental disputes. In view of the above, it is evident that co-operative government can be regarded as one of the cornerstones of the new constitutional dispensation in South Africa and intergovernmental relations can be regarded as practical instrument for ensuring co-operative government in the delivery of services by the three spheres of government. The study therefore seeks to assess the impact of intergovernmental relations on service delivery in the Department of Cooperative Governance and Traditional Affairs in Eastern Cape Province from the year 1994-2009. It also attempts to show the importance of intergovernmental relations to service delivery especially in integrated development planning, co-operation and co-operation and co-ordination of policies and plans. Community perceptions on child support grant: a case study of the Lepelle-Nkumpi Local Municipality

Thesis (MPA.) -- University of Limpopo, 2015 / The present study is about community perception on child support grant (CSG) in Lepelle Nkumpi, in the Limpopo Province. The main aim of the study was to investigate the use of CSG by the beneficiaries and the community perceptions thereof on CSG abuse in South African Social Security Agency (SASSA). The objectives were to investigate the use of CSG by the beneficiaries, to identify the weakness in SASSA policy on the granting of CSG, to analyse the community perception about the abuse of CSG and to provide workable solutions to the existing problems of child grant. Structured interviews, questionnaires and literature were used to collect data. The study concluded that SASSA employees and community members believe that beneficiaries are abusing child support grant while beneficiaries believes that child support grant is used properly.

Welfare as a catalyst for development: A case study of a rural welfare programme

One of CORD's activities is the welfare programme, which started four years ago. It has two features which make it particularly interesting. First, it has introduced a level of welfare into rural areas which has not been there before. Second, it is based on a broad, developmental and holistic approach to welfare — which is what most people agree is needed, but very few actually manage to do. Welfare projects are often well meaning but small in scale, without the ability to help people out of the poverty in which they are trapped. We believe that this welfare programme acts as a catalyst for other development activities — it shows that welfare can be a wedge, a point of entry, for broader community development. It is one model for a more appropriate welfare system for the future. Compared to health, there is very little written material about alternative welfare provision. There have been fewer attempts at model building than there have been in health. And it is possible that some small projects have not been written up for others to learn from. A key aspect of innovative work in the social service and development fields is the training of new kinds of workers. This is almost always based on a recognition that existing professionals (for example, doctors, social workers, irrigation engineers, physiotherapists) •are expensive to train • are difficult to move from city-bases, and • are not necessarily good communicators with the people they are meant to serve. The South African government and the South African Council for Social Work (the body that finally controls professional social welfare) have agreed that there is a need for a new category of welfare worker — an assistant or auxiliary. The rules surrounding their training and supervision are such that, although it is a step in the right direction, it does not go nearly far enough. For example, every two assistants must be supervised by one social worker. In most rural areas there are no social workers, so there can be no assistants. When new categories of workers are trained, they often meet with strong resistance from two sides — existing professionals, and people in communities. In the welfare field, the strongest resistance will probably come from the professionals. We think that this welfare programme shows how the work of the professionals can mesh together with the work of people with less formal training, so that they can help each other to deliver better services to more people. The welfare context The welfare programme needs to be set against the context of existing welfare services in South Africa. The South African welfare system is inappropriate and inadequate — this is recognised by people in government, people working in the private welfare sector, and is certainly recognised at community level. The problems that are very evident are: • welfare spending and social services have been biased in favour of white provision • the system has not been properly planned • there is a heavy bias in favour of urban areas, and a serious neglect of rural welfare • where social work posts do exist in rural areas, they are difficult to fill. • the privatisation of welfare which is being encouraged by government (along with the privatisation of health, education, transport and other social goods) will mean that the well-off people will be able to buy better private services, but poorer people will have less access to even poorer public services. There is an emerging consensus across the country that if the welfare system is to have a contribution to make to the 'new South Africa' it will have to become: • more developmentally oriented • more appropriate to the conditions in which the majority of people live • more concerned with the welfare of the very poor, especially in rural areas • more accessible to people who need the services, and particularly by women and children. These principles are accepted internationally as guidelines for the provision of social services such as heath, welfare and education. In the field of primary health care in South Africa, we have many examples of model schemes which have tried to learn how to provide appropriate, affordable, accessible health services. Many of these have been written about; some indeed are known internationally. All these case studies are vital to the development of better health services in future. In most rural areas, and in the majority of peri-urban informal settlements, we are not talking of a situation where services could be improved by adding more professionals — we have a situation where there is virtually no access to welfare services at all. The interview that follows is presented as a case study of an innovative welfare programme.

A critical analysis of the applicability of King III in the local government sphere: a case of the Buffalo City Metropolitan Municipality in the Eastern Cape from 2009-2011

The purpose of this mini-dissertation is to investigate the applicability of the King III in local government sphere, as well as to evaluate the impact it is likely to have if its principles and recommendations were to be fully implemented. Local government has been plagued by very serious challenges of poor service delivery and this has been attributed, in the main, to a lack of adequate resources to address backlogs and maintain existing infrastructure. it is therefore very important that all resources are harnessed and channelled to where they are most need, in service delivery. The investigation of the systems and procedures that are in place to ensure prudent financial management and accountability is a worthwhile study. the BMC, is one of two economic hubs of the Eastern Cape. The mini dissertation commences with assessment of governance arrangements that are in place at the BMC against the minimum standards proposed by the King III. It explores the full range of principles proposed in the codes and compares that to practices and procedures at BMC. To avoid a long winded discussion because the principles are close to ten in number; these have been combined and formulated into four broad themes. A consolidated discussion on manifestations on bad governance or poor adherence to good governance in the public sector is discussed in detail. Finally, the impact of various initiatives currently being pursued to promote good governance will be examined, key lessons will be drawn and recommendations for further studies will be made.

Decentralised cooperative governance in the South African metropolitan municipalities

The study emanates from the constitutional imperatives with regard to the role of local government in community development. The notion of cooperative governance is envisaged in the South African Constitution which stipulates that all spheres of government must adhere to the principles of cooperative government and must conduct their activities within the parameters prescribed by the Constitution. The purpose is to support and strengthen the capacity of the local governments to manage their own affairs and to perform their functions. The basic values and principles governing public administration entail that: it must be broadly representative of the people of South Africa in order to redress the imbalances. The existing gaps in the legislation on decision making power at the local level of the municipality, be it in a ward committee or sub council, have not been adequately addressed in the post 1994 democratic dispensation. It is in this context that this study seeks to address these gaps and obstacles, and contribute to the design and development of a decentralized cooperative governance model, specifically to the six metropolitan municipalities and also provide a basis for further research. The findings of the research could be adapted as a national policy in the empowering of municipalities through the dispersal of democratic power which is an essential ingredient of inclusive governance. Based on a case study of six metropolitan municipalities, the research is intended to contribute to the development of empirically grounded; praxis and practical guideline in decentralized cooperative governance which can be adopted and institutionalized in public administration. It is believed that a study of decentralized cooperative governance adds value in that it seeks to link decentralized power and local development. Rather than civil society organisations being seen as adversarial, a creative partnership with the state in local development is crucial. This political assimilation is critical in the construction of democracy through fusing the substantive values of a political culture with the procedural requisites of democratic accountability. This serves to fragment and disperse political power and maintain a system of checks and balances with regard to the exercise of governmental power. The capacity for innovation, flexibility and change can be enhanced at the local level, and it is a cliché that local decision making is viewed as more democratic in contrast to central, top-down decision-making processes. A syncretistic model for local government based on the political adaptation of political and inclusive decentralisation is outlined.

The purpose of this study was to assess school-based psycho-educational support to parents of children with learning impairments and how the parents' needs differ according to the age of the child, the severity of the learning impairment and the educational status of the parent. The study presents a literature review of the neuro-physiological origin of learning impairments, cognitive development, common problems experienced by children with learning impairments, the effects on the family of having a child with learning impairments and an overview of school support services in South Africa. A survey study was used. Data was collected by means of a questionnaire. The results of the study showed that parents need to be equipped with knowledge and skills irrespective of the age of the child, the severity of the learning impairment, the number of years the child has been in special school and the educational status of the parents. / Educational Studies / M.Ed.
