Guidelines for guidance programmes for Xhosa parents with children with cerebral palsy : and orthopedagogical perspective

This research investigated the need of Xhosa parents with children with cerebral palsy in the Eastern Cape for support through specially designed parent guidance programmes. The research problem that was investigated was: Do Xhosa parents with children with cerebral palsy need guidance programmes, and what guidelines can be given pertaining to such programmes? The aim was to determine whether Xhosa parents needed guidance programmes and if so, to provide guidelines that addressed this need. A literature study was done and thereafter a survey was conducted using a questionnaire with closed items to collect data from 180 Xhosa parents with children with cerebral palsy living in the rural areas of the Eastern Cape's former Transkei. They were sampled by using a non-random (purposive) sampling method. One hundred and two (102) parents (out of the total of 180) answered the questions in the questionnaires and returned them by mail. The same types of questions were used to interview 54 parents. The data was analyzed by a statistical analyst by Microsoft Excel spread sheets. Data was presented in the form of tables and pie charts and the researcher interpreted the outcomes in the light of the literature and her own indigenous knowledge of the Xhosa community. The implications of findings for all Xhosa parents with children with cerebral palsy are that they lack knowledge of issues such as cerebral palsy, inclusive education and how to deal with their children with cerebral palsy. Relationships within the family and the community are affected because of the children's cerebral palsy. Moreover, Xhosa parent guidance programmes are not available in the Eastern Cape or in other provinces in South Africa. The role of co-oporate government and intergovernmental relations in promoting effective service delivery, a case of the Amathole District Municipality

The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

Reconstruction and Development Programme in Post-apartheid South Africa: a study of Public Perceptions of the housing service delivery in Chris Hani Park Block 3 township, East London

This research sought to understand the perceptions of the township dwellers who are the beneficiaries of the RDP houses in a selected township, Chris Hani block 3 in Mdantsane, East London, in the Eastern Cape. The study specifically sought to establish whether the houses delivered to the residents through the Reconstruction and Development Programme (RDP) adequately meet the basic standards prescribed by the relevant housing policy of South Africa. During the apartheid era black South Africans were marginalised, their development was separate from that of whites and they had no say in what was provided for them, hence they were inadequately housed. On coming into power, the post-apartheid government undertook through legislation to provide sustainable, adequate housing that would address the needs of the historically disadvantaged citizens/poor people of South Africa. The main finding of this study conducted on a sample of ten RDP housing beneficiaries, through personal interviews is that, the RDP is a good programme; however, its implementation is characterised by corruption and greed. The people, whom the programme is meant to benefit, have never been involved in their own development with the results that the houses provided to them, are of a sub-standard quality. The houses do not adequately address the housing needs of the people. The housing policies are also not adequately implemented. It is the author’s hope that the recommendations made by this study, if implemented, will improve the standard of the RDP houses provided to the poor people of South Africa.

An exploration of ethical conduct in the South African public sector: a case of the Eastern Cape Department of Education

The Eastern Cape Department of Education has become like a problem child in the Republic of South Africa. It is a cause for concern to both the provincial and national government. This is a department where service delivery is problematic. Schools are not built or renovated and children are taught in dilapidated structures or sometimes under trees. Hardly a week passes without the department making the headlines in the media for the wrong reasons. It is widely accepted that the department is dysfunctional and education is in a crisis. The department has emerged as the number one culprit of engaging in corrupt activities in the province. Public officials in the department have been identified as being at the helm of these corrupt activities. In the 200/10 financial year, the Auditor General issued a disclaimer to the department and highlighted a lack of direction, accountability and a total breakdown of internal control systems and supply chain management within the department. Numerous fraud risk indicators were identified during the audit and underlined by findings that are indicative of fraud and corruption within the department. This unfortunate state of affairs is contrary to the requirements of section 195(1) of the Constitution of the Republic of South Africa which provides for the democratic values and principles governing public administration including inter alia, that: A high standard of professional ethics must be promoted and maintained. Efficient, economic and effective use of resources must be promoted. Public administration must be accountable. This raises several questions about the ethical fitness of public officials in the department as the custodians of the public resources and trust. Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

This chapter focuses on the literature relevant to the study and more significantly on the issues that are pertinent to the critical questions and the objectives of this research. The chapter will provide definitions of community participation and their intricate relationship with the Integrated Development Planning as a strategic framework for development within the King Sabatha Dalindyebo Municipality. In this context the chapter presents a review of literature dealing with the theoretical arguments surrounding public participation. Hart (1998:13) views literature review as the selection of available documents - both published and unpublished - on the topic, which contains information, ideas, data and evidence written from a particular standpoint to fulfill certain aims This chapter is divided into two main review sections. The first section reviews the relevant policy, legislation and guidelines in which public participation and the IDP process is located in South Africa. The second section focuses on the literature and theories of public participation and the IDP process as it is applied in South Africa.

An assessment of the supply chain management policy: the case of the King William's Town district municipality period 2009-2011

The intention of the study was to assess the supply chain management policy at the King William’s Town District Municipality. It became apparent from the Literature review that any municipality to play a meaningful role in ensuring that South Africa achieves the goal of becoming a developmental state, capable of confronting service delivery challenges, there needs to be a proper implementation of the supply management system policy. The study was also aimed at identifying the factors that support or hinder the implementation of the supply chain management within the King William’s Town District Municipality. In order to achieve this objective, interviews and self-administered questionnaires were conducted with various respondents in the municipality. The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.

A framework to optimise public participation for effective municipal service delivery

The purpose of this study was to identify the relevant factors to develop a framework for optimising public participation to improve service delivery in a metropolitan municipality in South Africa. This approach was undertaken with a view to identify the gaps created through the expectations generated among citizens by the national government and the weaknesses in the capacity of the local government to deliver through its supply chain processes, and hence develop strategies to close the existing gaps as much as possible. There were four samples in the study namely: citizens, managers, businesses and ward committee members (WCM). The data that were collected for citizens were conducted at each Customer Care Centres (CCC). For the other three sets of respondents, it was conducted through email. The research approach was quantitative. Factor analysis was applied in this research study in order to identify significant factors that drive public participation in service delivery by local government. Findings of this study showed that there are two major perceptions of the respondents perceived to affect the optimisation of effective service delivery: 1) the facilitating factor and 2) the impeding factor. This was assisted by Structural Equation Modelling (SEM) where a model was designed which resulted in the development of the public participation framework for effective municipal service delivery. These findings will inform the management of local governments to prioritise inclusion of all citizens by optimising their participation for effective service delivery. Areas where participation in local government was lacking were identified and this study presents well-informed strategies for local governments and for their possible implementation. / Business Management / D.B.L.

Intergovernmental relations : delivery of potable water to poor communities in Diepsloot of Gauteng Province

In 1994, South Africa adopted intergovernmental relations (IGR) to facilitate service delivery. Sections 40-41 of the Constitution of the Republic of South Africa, 1996, link service delivery with normative aspects of IGR, which include cooperation, transparency, accountability, mutual support, and coherence. A coherent implementation of IGR was subsequently emphasised by the Intergovernmental Relations Framework Act 13 of 2005. However, South Africa continues to experience service delivery challenges, especially in marginalised and poor communities in the current and former informal settlements. The selected Diepsloot was established as an informal settlement in 1995 and has been under an in situ upgrade programme. The study’s focus was on the provision of potable water in the City of Johannesburg with specific reference to Diepsloot. A case study approach was used to assess lived experiences among the actors within the intergovernmental context of cooperative government. A qualitative methodology was utilised to source data about intergovernmental interactions among actors from the public institutions by means of semi-structured interviews and documentary analysis. Lastly, a focus group was utilised for members of the ward committees in Diepsloot. The study concluded that IGR system is not used adequately to support Diepsloot to access potable water in accordance with an established standard. In essence, the IGR system lacks an integrated approach to reverse a legacy of informality. To facilitate an IGR improvement, the study’s recommendations were three-fold: (i) provision of integrated support to the City of Johannesburg for Diepsloot despite erroneous assumption that metropolitan municipalities are self-sufficient, (ii) standardisation of potable water provision in Diepsloot by means of integrating IGR institutional responses, and (iii) institutionalisation of IGR engagements with other cities. To this end, the study proposed a model of integrated intergovernmental support to improve potable water provision and, by extension, other related services in Diepsloot. / Public Administration / D.P.L. Policy and practice guidelines for social work services to divorced persons : social workers' and service users' experience-based perspectives

The drastic readjustments brought on by the ending of a love relationship make divorce one of the most stressful events that divorced persons may face. Divorced persons often experience the negative consequences of divorce including, amongst others, an increased level of unhappiness, greater physical and psychological distress, less support systems, lower life satisfaction, elevated risk of suicide, asocial behavioural problems, and a decline in the standard of living. Therefore, expounding on the nature of social work services to divorced persons and determining divorced persons’ needs with regard to social work services were of critical importance in order to develop guidelines that would inform social work practice and social welfare policies. A qualitative research approach was employed, guided by an explorative, descriptive, and contextual research design. A sample of 20 participants, comprising10 divorced persons (males and females) from different ethnic groups and 10 social workers employed at different organisations (including governmental, non- governmental and private practice) in the Gauteng Province of South Africa, was drawn through purposive and snowball sampling. Data was collected by means of semi-structured interviews and analysed following Tesch’s eight steps (in Creswell 2009:186) framework. Guba’s model (Krefting 1991:215-222) was applied for data verification. Amongst others, the study found that divorced persons experience loneliness, stigma, financial hardships, lack of support, loss of self-esteem and companionship, loss of trust in the opposite sex, anger, regret, suicidal thoughts, rejection, challenges related to children, and post-divorce adjustments. Most of the divorced persons did not know about the social work services available to them. There are social workers employed at different organisations who provide mediation and parenting plan services to divorced persons, but most of them do not deal with cases related to divorced persons. Although there are social workers who believe that the counselling services provided to divorced persons are helpful, most of them were not entirely satisfied and feel that they could do more by involving group work and community work methods of social work practice. Based on the research findings, recommendations pertaining to social work practice, social work training and education, social welfare policy, and further research were put forward. / Social Work / PhD. Transformation management in a welfare organisation

The research study focuses on transformation management in a welfare organisation and is aimed at developing a framework for a prospective model for management of a transformation process in a welfare organisation. The research was directed by two components, the nature, and the management of transformation, and was initiated with a literature study on these two concepts. The research study is limited to the Gauteng area, and only child and family welfare organisations which were already active participants of a transformation process were targeted. Data collection process was initiated by means of a structured interview schedule, completed by managers/senior social workers/ Board chairpersons (the target group). Results of the study indicate that a majority of the twenty targeted organisations had undergone an unstructured transformation process. A structured, well formulated, and planned transformation management process was required as a guideline, with a view to developing a prospective model for the management of a transformation process in a welfare organisation. Results and conclusions drawn from this study can be generalised in the broader spectrum of welfare organisations for the management of a transformation process.
