Participatory community development : a networking approach

This thesis is an account of how a networking approach may assist participatory community development. The author undertakes naturalistic action research into how she can improve her social practice with a view to gaining equal participation amongst university and community members in a community development practicum. She describes how efforts to maximize group participation are typically countered with various forms of non-participation, analogous to a rebellion against authoritarianism. Dialogue with her doctoral peer group about tacit meanings from her personal history reveals that she is too heavily invested in community involvement. A stance of irreverence gives her the freedom to realize that her politically correct approach is conveying the message that "MY way of participation is THE way". She embarks on a networking programme of action in the hope of achieving more balanced participation. A multidisciplinary workshop and a study tour show her that openness to multiple inputs may free people from restrictive views and problematic styles of participation. She initiates the formation of a local network and finds that this is a more free-flowing structure that encourages fluid problem solving among community, government and university participants. The author's original anxieties are, however, revived when networking, too, becomes entangled in organizational complexities. She eventually realizes that she tends to base her actions on premises of power and justice and that it may be helpful to base new ventures on information flow and creativity instead. Her new approach to group facilitation elicits creative inputs from others. She finds that deliberate debate of the assumptions on which collective undertakings are based releases an awareness of alternative approaches to addressing unequal resource utilization in the commons. A review of the local Network's development over six years draws attention to networking resources, and its uses, structuring and management. The author's experiences continuously demonstrate that the assumptions of independence and freedom of choice may provide a more satisfactory basis upon which to manage community participation. / Social Work / D.Litt. et Phil. The relationship between local government and welfare organizations in Eersterust

The researcher conducted a qualitative study to determine the relationship between Local Government and the welfare organizations in the Eersterust community. In the previous political dispensation Eersterust was a community that was disadvantaged in terms of services by Local Government. Although Local Government is now tasked with a social development responsibility, its role regarding welfare organizations still does not go beyond rendering basic services, such as making premises and recreational facilities available. The research findings indicated that there is no clarity on the relationship; welfare organizations are uncertain of what is expected of them by Local Government and what they can expect from Local Government. / Health Studies / M.A.(Social Science (Mental Health))

In the case of non-profit or voluntary organisations it often becomes the responsibility of non-financial personnel or members of management from other educational backgrounds. Social workers involved in non-profit organisations rendering welfare services do not necessarily have the required financial management skills. This study can provide social workers and other non-financial personnel with information to better their understanding on key issues concerning financial management. It can also sensitise financial managers towards the uniquely complicated demands on financial management in the non-profit environment, where the focus falls on service delivery rather than on financial gain. It conceptualises management principles as well as financial risk factors in the distinct context of non-profitable financial management. This knowledge could probably aid in bridging the gap between the management skills of financial and non-financial managers and thus promote the success and sustainabUity of non-profit organisations by improving the quality of input by management. / Social work / M.Diac. Text in Afrikaans / The purpose of this research study was to determine whether social workers at ground-level experience job satisfaction in their current job situations, as well as to determine the motivational factors that play a role in this regard. Eleven non-governmental welfare organisations in the Boland Region were included in this investigation. Forty-seven social workers participated in this investigation. Based on this investigation into the experiences relating to job satisfaction of ground-level social workers, the following conclusions became evident: Younger social workers experience more job satisfaction then there counterparts in mid-life, while the social in the age bracket of 50 years and above seem to experience more job satisfaction. There seems to be a great deal of job dissatisfaction amongst social worker in the Boland Region as two thirds of the respondents indicated the intention to change their current places of employment. Based on theses conclusions, it is recommended that supervisors within region should establish a forum at which they can deliberate about their management role as supervisors in order to promote job satisfaction amongst social workers. / Social work / M.Diac.

In 1995 a participatory research project was undertaken in the Gauteng Welfare Deparbnent by two outside researchers. The subject for the research was the management of change in the Gauteng Welfare Department. During the research, the researcher observed how the discouraged, apathetic and negative group became animated and empowered.
