The impact of language and communication of meaning on ICT Development Projects

This study focusses on language and the communication of meaning within the ICT systems development project management environment. Neglecting to identify the importance of language within the multi-national and multi-cultural ICT project is a major risk to the success of the project. The diversity of the cultures and languages of the project’s human resources and the existence of language barriers are identified and proven as being risk factors that need to be managed as part of the project management plan. The author compiled a framework that incorporates guidelines and critical success factors for an ICT project to assist in identifying and managing specific problems and risks related to language and the communication of meaning within the project. Government informatics : toward the successful implementation of ICT projects in Kenya

As nations embrace e-government, the economic justification of ICT projects is not the problem, at least for now. The problem now is the failure of these projects that may then lead to wastage of resources. Current literature shows that goverrunents in developing countries face more challenges than developed countries when implementing ICT projects. Though literature on e-government has been increasing over the years, there is little literature on its implementation in developing countries. This thesis reviews the variables affecting the implementation of e-administration in African countries with specific reference to Kenya. The thesis starts by reviewing the variables for ICT implementation with reference to previous related research by individualso r literaturef ound on the websiteso f developmenpt artners.C ases tudiesw ere carried out in nine Kenyan Governmenmt inistriest o get the raw data for this research. The data collected was analysed and compared with the knowledge gained from the literature review. There is need to achieve the best possible implementation of ICT projects in government and the tools developed in this research should assist planners and implementers in this respect. An e-administration implementation framework is developed as a tool in this research. The framework is composed of a checklist, a strategic planning model and a set of recommendations and guidelines. The recommendations and guidelines document which also includes the checklist, the strategic planning model and the e-administration framework was circulated to practitioners and professionals in Kenya and other researchers for comments on their practicality and applicability. Their resulting comments were very positive about the applicability of the framework and the recommendations and guidelines.

Návrh metodického rámce řízení a koordinace projektů IS/ICT / Proposal of the IS/ICT project management methodology pattern

The thesis is focused on methodology of Information System/Information and Communication Technology (IS/ICT) projects management. The main goal of the thesis is to modify and extend the business informatics management model (applied on the Department of Information Technologies of University of Economics in Prague) with specifics of methodologies focused on setting up, management and coordination of IS/ICT projects. The analytical part of the thesis is focused on analyzing and consolidation of IS/ICT project management terms. Furthermore are delimited specification of setting up and management of IS/ICT projects. Follow out are described and evaluated current methodologies approaches focused on IS/ICT projects rules description. The thesis describes relation between several IS/ICT methodologies: IS/ICT project management methodology, IS/ICT development methodology and IS/ICT management methodology. Within thesis are presented and analyzed researches of current situation in IS/ICT project management methodology usage and level of IS/ICT project management around the world and within Czech Republic. The main part of the thesis extends the methodical framework MEFIS and describes proposal of IS/ICT management methodology pattern, which appends the reference model of informatics management and the MDIS methodology. Furthermore is IS/ICT project management delimited as standalone service. Main parts of methodology are defined and processes and data objects of IS/ICT project management methodology are outlined. The application part of thesis covers the proposal of the implementation procedure of conceptual proposal of IS/ICT project management methodology. The proposal of the implementation procedure was verified in practice. All experiences with implementation of conceptual model of IS/ICT project management are evaluated.

Σκοπός της διπλωματικής εργασίας είναι η λεπτομερής ανάλυση κυβερνητικών επενδύσεων για έργα ΤΠΕ. Ο συνδυασμός της στατιστικής ανάλυσης, της συσχέτισης (correlation) και της ανάλυσης με τεχνικές εξόρυξης δεδομένων δημιούργησε χρήσιμα συμπεράσματα για τα έργα ΤΠΕ. Επίσης, περιγράφεται ένα μοντέλο αξιολόγησης με βάση τις αποκλίσεις από τους αρχικούς στόχους και την εκτίμηση των διαχειριστών των έργων (Project managers). Σημαντικό τμήμα αυτού του μοντέλου αποτελεί η πρόβλεψη της ολίσθησης του κόστους με την χρήση κατηγοριοποίησης. Τέλος η παρουσίαση της απόδοσης των ελληνικών έργων ΤΠΕ γίνεται με το σχεδιασμό ενός βελτιωμένου ταμπλό (dashboard) για την παρακολούθηση και τον έλεγχο για τις ελληνικές επενδύσεις στις ΤΠΕ. / The goal of this master thesis is the detailed analysis of governmental ICT projects. The combination of statistical, correlation and mining analysis extracts useful conclusions for ICT projects. Also a detailed description of an evaluation model is presented for evaluating the performance of ICT project and we introduce an improved ICT dashboard for monitoring and controlling for the Greek ICT investments as well as a classification model for predicting the performance’s slippage.

Aplikace principů CCPM v řízení projektů IS/ICT v IT společnosti / Application of Critical Chain in IS/ICT Project Management in an IT Company

This thesis deals with application of Critical Chain in IT/ICT Project management in an international IT company. Beginning with a definition of Theory of Constraints and Critical Chain from a theoretical point of view the thesis provides knowledge base for practical implementation of Critical Chain. The thesis proceeds with selection and division of various IT/ICT projects types providing their evaluation according to their usability with CCPM (Critical Chain Project Management). The thesis also contains research and overview of available resources dealing with application of Critical Chain in IT projects management. This research is presented in a form of case studies and also concluded as a summary of both achieved successes and critical success factors that should be taken into account when implementing CCPM. Based on the knowledge acquired from the previous chapters a formal step-by-step procedure defining how to proceed with CCPM in a project was defined. This procedure will be applied in a real project management as a part of this diploma thesis. The thesis also presents analysis of currently used methodology and approaches to project management in the company and using the procedure created in the previous part the methodology is extended by relevant parts of CCPM. These approaches and methodology are formalized in a Methodical Pattern for IS Development (FI) -- CCPM and this pattern is then used for application of CCPM in a software development project. The project is prepared, planned and controlled according to principles of Critical Chain. The thesis captures this process step-by-step including monitoring of the project and its buffers. For evaluation of the Critical Chain implementation in a software development project a set of criteria was developed and used for assessment. Also every member of the given project team was sent a questionnaire to provide feedback. Originally planned comparison of the CCPM project with a project managed by currently used approaches could not, unfortunately, be carried out due to lack of data and their sensitivity. Considering the scope of this thesis, the application of CCPM in a real project represents verification of validity of the Methodical Pattern for IS Development (FI) -- CCPM and the contribution is also in creation of criteria and verification of their usability for evaluation of projects and potential comparison of two or more projects. Based on the practical application of Critical Chain in a real project, suggestions and recommendation for adjustments to current methodology and also further work with CCPM in the company were provided.

Metody pro odhady náročnosti pracnosti při plánování projektů / Methods for cost estimation in the planning of projects

This work is focused on the problem of IS/ICT project cost estimation. Main aim of this work is to design a methodology, which can be use for project cost estimation in the initial part of the project stadium. Defining a basic terms of the project management and describing the most widely use cost estimation metods are the first step to archive main aim. This will be achived by studing literature and relevant articles of the project management. Next step is find an appropriate factors which help to set up the methodology. This factors can derive from a stakeholder's analysis. After definition these factors there si possible to set up a particular methodology. Universality (for a wide group of the projects), accuracy (to determine a particular method) and usability (in the initial part of the project stadium) are the most important criteria to review this methodology. Finally, it is necessary to evaluate the proposed methodology. This can be achieved by comparing the methods recommended in the methodology and the methods actually used for the real project cost estimation. The expected benefits of this work are the most widely use cost estimation metods arrangement and creation of the recommended metodology which can be used to cost estimation of future projects.

Analýza zainteresovaných stran v projektech ICT / Stakeholder management in ICT projects

This work deals with the questions of the analysis and management of the parts engaged in information and communication technology projects. The stakeholder (the term "stakeholder" is used in Czech as well) is a subject, i.e. an individual or a corporate body, that is concerned about the result of the project and has the possibility to influence the project. The main goal of the thesis is to map the contemporary approaches toward the stakeholders analysis and management in the ICT projects, to analyze the problems of the influence of individual parts from both technocracy and human (psychological) point of view and to subsequently suggest the methodology for an effective analysis and management of the engaged parts, which could be used at the management of the projects in the ICT field. It is convenient to introduce the used terms and notions , their history and the way of use in the first part. There are dissect the known methodologies and tools used for the analysis and the management of the engaged parts. Subsequently, the stakeholders are systematically divide, it is accomplished their analysis from different perspectives and discussed mainly the aspects which can be crucial in the project management. The most common interests and motivations of the particular engaged parts are presented, including the influence and interest groups and the ways how to procure these parts for the aims of the projects. In the second part a research is described, which is carried out among managers of ICT companies and participants of ICT projects. There are elaborated some hypotheses on grounds of practical experiences from ICT projects and these are verified by this examination. The third part is focused on the presentation of the methodology for the analysis and the management of stakeholders in the ICT projects, which should serve the project managers for the stakeholders analysis and management in the ICT projects. Practical use of this methodology in the project of the SAP system implementation is described in the last, fourth part. This thesis completes relevant sources with the practical experiences at work on the projects in the ICT field. The effected research attested the original notion that this issue is relatively little known in the Czech Republic. The outcomes of this work could be of use for the project management in the ICT field.
