Towards this direction, the overall objective of this study is to evaluate the degree of openness of the industrial entrepreneur from Rio Grande do Sul to a new economic order. Therefore, this study sought to ascertain the degree of openness achieved by the industry workers, through data related to levels of technological innovation, industrial policy, business mentality, business characteristics and from the politic action of the Federation and entrepreneur to the adoption of a new way of looking at the situation and to make choices in other bases. Thus through specific objectives, it was analyzed the state's political-institutional arrangement through the industrial policy, having as analysis object the program of financial incentives to encourage industrial investment, on the other hand, it was analyzed the Federation's strategic action with respect to the industrial policy and the matter of entrepreneurial qualification, as well as innovations for companies from Rio Grande do Sul. Thus the intent of these specific objectives is to accommodate a referential from which the indicated discussion will gain importance and intelligibility. In this context, came up as fundamental hypothesis that mechanisms created to be the second industrial center of the country, provided conditions for the formation of an entrepreneurial mentality to a new economic order that, at this juncture, it was stimulated by the need to face the problem of business excellence and competitive leadership with more intensity and effectiveness, even for the sake of their own survival. / O presente estudo descreve a conjuntura do desenvolvimento industrial entre 1970 e 1974, tendo como pano de fundo a a??o estrat?gica do Estado e da Federa??o da Ind?stria do Rio Grande do Sul (FIERGS) que buscava elevar o setor industrial ga?cho ? condi??o de segundo polo industrial do pa?s. Nessa dire??o, o objetivo geral desse estudo ? avaliar o grau de abertura do empres?rio industrial ga?cho a uma nova ordem econ?mica. Portanto, buscou-se verificar o grau de abertura alcan?ado pelos industriais, atrav?s de dados referentes aos n?veis da inova??o tecnol?gica, politica industrial, mentalidade empresarial, caracter?sticas das empresas e da a??o politica da Federa??o e do empres?rio a ado??o de uma nova forma de ver a situa??o e fazer escolhas em outras bases. Dessa forma, atrav?s dos objetivos espec?ficos, analisou-se o arranjo pol?tico-institucional do Estado mediante a pol?tica industrial, tendo como objeto an?lise o programa de incentivos financeiros ao fomento de investimento industrial, por outro, analisou-se a??o estrat?gica da Federa??o com rela??o ? politica industrial e ao tema da qualifica??o empresarial e das inova??es para as empresas ga?chas. Assim, o intento dos objetivos espec?ficos apresentados ? o de acomodar um referencial a partir do qual a discuss?o indicada ganhe import?ncia e inteligibilidade. Neste contexto, levantou-se como hip?tese fundamental, que os mecanismos criados para des?gnio de ser o segundo polo industrial do pa?s proporcionou condi??es ? forma??o de uma mentalidade empresarial a uma nova ordem econ?mica, que nessa conjuntura, foi estimulada pela necessidade de enfrentar com mais intensidade e efic?cia o problema da excel?ncia empresarial e da lideran?a competitiva, at? por quest?o de sua pr?pria sobreviv?ncia.

The published studies on the subject follow two very clear lines: a) They are not written by historians, and therefore are more concerned with the presentation of the facts in chronological order "in the timeline" focused on the question "what was done" without interest in understanding "how" and "why" was made; b) are works that depict and design the trajectory of a particular company with a focus on its founder and relevant facts that could set an example for future generations, with no claim to look sideways interactions of that company with the other so as not point out the flaws that eventually (and almost always) occur in this trajectory. Thus, the proposal of this research follows the classical methodology of history, applying the technical and methodological knowledge of the Oral History aided by Textual Analysis Discourse in order to identify a set of key protagonists of the time and look through exclusive interviews, clarify what actually occurred, when it occurred and why. From several oral testimony and supporting research materials including government agencies research, it became clearer the path and especially the motivating factors that led these people to undertake a high-risk area, dominated by large multinational companies in a period of time characterized by great economic changes in Brazil. Finally, we recommend a few important points that can be followed by future researchers, and in subsequent follow-up investigations, which can enrich the research in this area. / Esta disserta??o apresenta os resultados de uma investiga??o hist?rica sobre a trajet?ria das empresas do segmento eletroeletr?nico localizadas no estado do Rio Grande do Sul no per?odo compreendido entre as d?cadas de 1960 e 1990. Os estudos publicados sobre o tema seguem duas linhas muito claras: a) n?o s?o escritos por historiadores e, portanto, est?o mais interessados com a apresenta??o dos fatos em ordem cronol?gica ?na linha do tempo? centrados na quest?o ?o que foi feito? sem interesse em entender ?como? e ?por que? foi feito; e b) s?o obras que retratam e projetam a trajet?ria de uma empresa em particular com foco no seu fundador e os feitos relevantes que podem servir de exemplo para as gera??es futuras, sem a pretens?o de olhar lateralmente as intera??es daquela empresa com as demais, assim como n?o ressaltar as falhas que eventualmente (e quase sempre) ocorrem nessa trajet?ria. Deste modo, a proposta da presente pesquisa utiliza a Hist?ria Oral, com o aux?lio da An?lise Textual Discursiva com a finalidade de identificar um conjunto chave de protagonistas da ?poca e procurar, atrav?s de entrevistas, compreender o desenvolvimento das empresas eletroeletr?nicas no Rio Grande do Sul. A partir de v?rios depoimentos, orais e escritos, e do suporte de materiais de pesquisa tamb?m junto aos ?rg?os do governo, ficou mais clara a trajet?ria e principalmente os fatores motivadores que levaram essas pessoas a empreenderem numa ?rea de alto risco, dominada por grandes empresas multinacionais e em uma ?poca caracterizada por grandes mudan?as econ?micas no Brasil. Por fim, recomenda alguns pontos importantes que podem ser seguidos por pesquisadores em investiga??es subsequentes e complementares, de forma a enriquecer as pesquisas dessa ?rea.
