IS project evaluation in practice: an actor-network theory account

The dominant view in the information systems (IS) and software engineering literature is that the application of a rigorous pre-investment evaluation methodology is the key to ensuring the selection of the best IS projects ?? that is those with the highest expected value for the organisation and with the highest probability of success. While the literature is replete with methodologies that take a narrow view of IS evaluation, there is insufficient attention given to the evaluation process itself and to what constitutes successful IS evaluation. Whilst some within IS argue that the development of more elaborate evaluation methodologies, especially calculations of costs and benefits, is necessary for the advancement of the field, many report that it is not methodologies as such that need improvement. What is missing is an understanding of IS evaluation processes in practice and how organisations can adopt and apply evaluation methodologies so as to improve these processes. This thesis aims to provide in-depth knowledge of IS evaluation processes in practice and re-conceptualise the notion of the IS project proposal, the evaluation process and evaluation methodology that reflect the needs and critical issues in practice. These aims are achieved by conducting an in-depth case study of IS project evaluation processes in a company with a history of high success rates of its IS projects ($3 billion worth of successfully delivered IS projects in the past few years). By adopting Actor-Network Theory as a philosophy, approach and theoretical lens to the investigation of IS project evaluation processes in the case company the thesis demonstrates that: a) IS project proposals are dynamic, evolving and relational entities that become ??focal?? objects around which the actor-networks of aligned interest tend to emerge; b) that the evaluation process both creates an IS project proposal and its assessment within a core actor-network within which multiple business realities are enacted and continually negotiated; c) the evaluation methodology plays an important role of an actant (a non-human actor) by acting from a periphery of the core actor-network of an IS project proposal evaluation d) the evaluation methodology acts on behalf of management to regulate communication within actor-networks, ensure that company strategy is effectively implemented and that different IS Project Proposals are consistently presented in a mutually comparable manner; e) by defining a series of processes (steps), inscription aids (inscription forms, norms and rules) and mandated checkpoints the evaluation methodology engenders the evaluation process as ??science??; f) by allowing a degree of freedom in conducting the evaluation processes the methodology is also enabling the evaluation processes to emerge as ??art?? thus stimulating creativity and innovation, and finally, g) by balancing the science and the art of IS project proposal evaluation, the methodology is enabling, assisting and inspiring numerous actors in taking on ??journeys?? of IS project proposals and evaluation and thereby making a difference in their business environments. The thesis makes important contributions to knowledge in the IS discipline. Theoretically, the adoption and use of ANT revealed that the IS Project Proposal is not dormant but rather active, and key to the IS evaluation effort. The IS Project Proposal has thus been re-conceptualised as emerging, relational and dynamic. This thesis also makes a contribution to the re-conceptualisation of the evaluation methodology as being multi-purpose and active as it defines the ??science?? and enables the ??art?? in IS evaluation. The thesis also makes a number of contributions to practice, firstly by showing that documents in IS evaluation are not simply ??outputs?? that are archived away, but are active and are used to attract the right stakeholders. Secondly, it reveals that the ultimate success of the IS Proposal relies on finding a balance between the science and the art in IS evaluation and that the evaluation methodology can play a key role in promoting this balance.

Green IT/IS investments evaluation within the aviation industry : a focus on indirect costs

Worldwide concerns over environmental issues and air travel’s continuous expansion have increased in recent years. This is due to rising carbon emissions caused by the aviation industry’s reliance on information technology and systems (IT/IS), which affects the environment. The review of the IT/IS and Green IT/IS investments evaluation literature has highlighted that there is a dearth of research on Green IT/IS evaluation regarding to the aviation industry. Most Green IT/IS evaluation studies focus mainly on benefits; however, cost is reported as one of the most crucial difficulties preventing organizations from adopting Green IT/IS. Generally, the focus is on the direct costs rather than the indirect costs because the latter are intangible and therefore hard to identify and quantify. However, they can have a great impact on the overall cost/budget and possibly on profitability. Although the traditional IS appraisal techniques are being used in the evaluation process, their incapability to capture the impact of intangibles and non-financial issues are apparent, which noticeably affects overall projects’ success. This research aim is to develop a model for Green IT/IS investments evaluation that enhances the understanding and management of the indirect cost associated with Green IT/IS investments within the aviation industry. The novel aspect of the model is its incorporation of the institutional theory, key internal organizational factors, together with human, organizational and environmental indirect cost factors into one model. This model was validated in the aviation industry in Thailand which had adopted and implemented Green IT/IS. The findings from an in-depth case study reveal that despite, Green IT/IS indirect costs not being perceived as costs and hence not being incorporated into the evaluation process, their effects remain, and lead to issues such as costs overruns, under-optimized budgets, and consequently projects failure. In addition, new Green IT/IS indirect cost factors have emerged which were missing from the current normative literature. Therefore, this research provides decision-makers with a useful model, a comprehensive taxonomy, a set of indirect cost factors that can be utilized during the evaluation process, and management strategies to assist in managing and controlling the impact of Green IT/IS indirect costs. Visualising a knowledge mapping of information systems investment evaluation

Yes / Information systems (IS) facilitate organisations to increase responsiveness and reduce the costs of their supply chain. This paper seeks to make a contribution through exploring and visualising knowledge mapping from the perspective of IS investment evaluation. The evaluation of IS is regarded as a challenging and complex process, which becomes even more difficult with the increased complexity of IS. The intricacy of IS evaluation, however, is due to numerous interrelated factors (e.g. costs, benefits and risks) that have human or organisational dimensions. With this in mind, there appears to be an increasing need to assess investment decision-making processes, to better understand the often far-reaching implications associated with technology adoption and interrelated knowledge components (KC). Through the identification and extrapolation of key learning issues from the literature and empirical findings, organisations can better improve their business processes and thereby their effectiveness and efficiency, while preventing others from making costly oversights that may not necessarily be only financial. In seeking to enlighten the often obscure evaluation of IS investments, this paper attempts to inductively emphasise the dissemination of knowledge and learning through the application of a fuzzy Expert System (ES) based knowledge mapping technique (i.e. Fuzzy Cognitive Map [FCM]). The rationale for exploring knowledge and IS investment evaluation is that a knowledge map will materialise for others to exploit during their specific technology evaluation. This is realised through conceptualising the explicit and tacit investment drivers. Among the several findings drawn from this research, the key resulting knowledge mapping through FCM demonstrated the complex, multifaceted and emergent behaviour of causal relationships within the knowledge area. The principal relationships and knowledge within IS investment evaluation are illustrated as being determined by a blend of managerial and user perspectives.

Green IT/IS investments evaluation within the aviation industry: A focus on indirect cost management

No / The purpose of this paper is to utilize the existing theories and knowledge surrounding information systems (IS) evaluation and Green information technology (IT)/IS investments to develop a conceptual model for helping decision makers to overcome and reduce the impacts from Green IT/IS investment related to cost overruns or under-optimized budgets. The paper is discursive, based on the analysis and synthesis of literature pertaining to IS evaluation, Green IT/IS adoption and Sustainable/Green/CSR within an aviation context. Gaps in the preceding research have been identified, and a conceptual model is proposed. Additionally, further research and a methodology are suggested. The paper proposes a conceptual model that can identify factors including external factors derived from institutional theory, internal organizational factors, and a list of indirect costs associated with Green IT/IS investments for an aviation organization. As a conceptual paper, the study is limited to literature, identifying gaps, and proposing a model. The paper recommends further empirical validation of the proposed conceptual model. The conceptual model is helpful for decision makers within the aviation industry to enhance their understanding of the identification and management of indirect costs within the aviation context, which results in effective management of Green IT/IS indirect costs. The paper fills gaps in the knowledge of IS evaluation, Green IT/IS adoption/evaluation within aviation context through helping decision makers to understand, identify, and manage the associated indirect costs.
