The Implementation of ISO/IEC 29110 Software Engineering Standards and Guides in Very Small Entities

This paper outlines the details of seven case studies involving the pilot usage of the new standard ISO/IEC 29110standard ‘Lifecycle Profiles for Very Small Entities’, which was specifically designed by Working Group 24 of ISO/IEC JTC1/SC7 to address the standardization needs of Very Small Entities (VSEs). The purpose of this paper is to add substantially to the body of knowledge and the literature on the rollout and implementation of this new and evolving standard and to act as guidance for other researchers in the design and implementation of ISO/IEC 29110 case studies. Furthermore it is hoped that that the lessons learnt from these case studies will help promote the adoption of this new standard in an industrial setting.

Improving DSM project implementation and sustainability through ISO standards / Mariska van Heerden

South African industries are challenged with above inflation electricity tariffs which may affect their competitiveness within their relative markets. In order to successfully manage these rising electricity costs and ensuing top market competition, a well organised demand side management (DSM) strategy must be implemented. Energy service companies (ESCos) have been assisting Eskom, South Africa’s leading electricity utility, in managing energy projects around the country. These DSM projects have introduced remarkable electricity and cost savings. However, the need for a sustainable energy management system (EnMS) within these projects does exist. This dissertation illustrates and discusses an EnMS designed to achieve maximum possible energy savings performances. The ISO 9 001 (quality management), ISO 14 001 (environmental management) and ISO 50 001 (energy management) standards were integrated for the development and implementation of this system. It provides a framework for project engineers and industrial clients to apply before, during and after project implementation. The use of the Plan-Do-Check-Act (PDCA) cycle will be applied throughout the dissertation. The PDCA cycle follows basic steps recommended by the relevant ISO standards. This cycle emphasises the concept of continual improvement. The developed EnMS was successfully implemented on various DSM projects. This selection includes previously maintained and new implemented projects. An analysis between the implementation and post- implementation performances supports the achieved results. The results of the case studies are presented in this dissertation. This dissertation illustrates that the continual improvement of an ISO based EnMS will result in a sustainable increase in electricity savings. An overall increase in project quality can be defined and measured according to the electricity consumptions and electricity cost savings. These electricity cost savings from the selected projects resulted to nearly R18 million during project implementation. A total amount of R52 million was already saved during the maintenance phase of 2014. This cost savings only reflect the results of the eight selected projects for the first eight months in 2014. The EnMS explained in this dissertation indicates that a continually controlled framework can improve the quality of DSM project implementation and sustainability. ISO standartų pritaikomumas kaimo turizmo versle / The iso standards applicability to rural tourism business

Lietuvos kaimo turizmo asociacija klasifikuoja kaimo turizmo sodybas, suteikdama joms pagal nustatytus standartus nuo 1 iki 5 gandrų ženklus, tačiau ISO standartai netaikomi kaimo turizmo sodybų kokybės vertinime, todėl kyla probleminis klausimas, ar ISO standartai yra patrauklūs Lietuvos kaimo turizmo apgyvendinimo sektoriui? Tyrimo tikslas – išsiaiškinti ISO standartų pritaikomumą Lietuvos kaimo turizmo versle. Tyrimo uždaviniai: 1. Išanalizuoti ISO standartų sampratą. 2. Atlikti ISO standartų taikymo apgyvendinimo sektoriuje analizę. 3. Atlikti ISO standartų ir kaimo turizmo klasifikavimo lyginamąją analizę. 4. Išsiaiškinti ISO standartų pritaikomumo galimybes kaimo turizmo versle. Norint pasiekti iškeltą tikslą, tyrimo objektu pasirinktos Lietuvos kaimo turizmo sodybos ir jų kokybės vadyba. Siekta išsiaiškinti, ar jose reikalinga taikyti ISO standartus ir kokia naudą duotų jų pritaikymas vartotojams (kaimo turizmo sodybų poilsiautojams). Apklausa vyko 2014 m. kovo 29 – balandžio 14 dienomis, dalyvavo 93 kaimo turizmo sodybos. Atlikto tyrimo rezultatai parodė, kad kaimo turizmo sodybų savininkai ir kitas vadovaujantis personalas rūpinasi sodybomis kaip savo namais, siekia, kad jos būtų tvarkingos, patrauklios, su gražiai sutvarkyta aplinka. Didžiąją dalį respondentų ISO standartai domina arba domina iš dalies, todėl teigtina, kad jie būtų aktualūs kaimo turizmo sodybose ir galėtų būti pritaikomi. [toliau žr. visą tekstą] / The Lithuanian Tourism Association classifies rural tourism, giving them to the standard 1 to 5 stork signs, but ISO standards do not apply to rural tourism quality assessment. The problem question – or ISO standards are attractive to Lithuanian rural tourism accommodation sector? The aim of the study - to clarify the applicability of the ISO standards in Lithuanian rural tourism business. The tasks of the study : 1. To analyze the concept of ISO standards. 2. To perform ISO standards for accommodation sector analysis. 3. To make ISO standards and rural tourism classification benchmarking. 4. To find out the applicability of ISO standards in rural tourism business. To achieve the target the selected studied Lithuanian rural tourism and the quality of management. The aim was to find out if they needed to apply ISO standards and what would benefit their application users (leisure of rural tourism). The survey was conducted in 2014 March 29 - April 14, attended 93 rural homestead. The survey results showed that rural tourism owners and other management staff taking care of the house as homesteads, seeking that they are tidy and attractive, with beautiful surroundings. The majority of the respondents are interested in ISO standards or are interested in part, therefore it is possible that they are relevant to rural tourism homesteads and could be adapted. Gouverner le social par les normes transnationales ? Audit, gestion des risques et conditions de travail en entreprise / Transnational social standards as a key of the reinvention of government ? Audit, risk management and working conditions

Cette thèse explore l’émergence d’un régime de gouvernement des conditions de travail par les normes transnationales, les normes ISO. Celles-ci sont des instruments de gestion, qui proposent des principes visant l’optimisation du fonctionnement des organisations, en même temps que des instruments de régulation des marchés, que les organisations doivent respecter pour accéder à certains marchés. Si la normalisation s’est longtemps cantonnée aux domaines techniques, notamment en raison des résistances d’organisations intergouvernementales et gouvernementales qui sont défavorables à son investissement du champ social, plusieurs normes internationales relatives aux conditions de travail sont en cours d’élaboration. Cette thèse explore les enjeux de l’élaboration de ces normes. Elle est fondée sur une enquête ethnographique, menée par observations et entretiens, auprès des entreprises utilisatrices de référentiels de gestion sur les conditions de travail, auprès d’auditeurs certifiant les entreprises sur ce sujet, et auprès d’organismes nationaux et internationaux de normalisation. L’étude de ce « dispositif de gestion » souligne l’intégration des problématiques relatives à la prévention des atteintes à la santé et à la sécurité des travailleurs dans des matrices de management et de gestion des risques. L’émergence de ces formes de gestion renvoie à la nécessaire auditabilité des organisations : celles-ci doivent s’organiser pour maitriser les risques de tous ordres et être en mesure de rendre des comptes sur cette maitrise. L’audit joue ainsi un rôle clé dans l’émergence de cette nouvelle forme de gouvernement des organisations fondées sur le marché. / This dissertation aims at understanding how transnational social standards – ISO standards - give rise to a new form of government of working conditions. ISO standards are management tools, as they advise organisations on performance improvement. They also play a part in performing a global market economy, as certifications on ISO standards may be required to access markets. Historically, standardization focused on technical specifications on products. Although for a long time intergovernmental and governmental organisations refused social standardization, claiming ISO was not the relevant organization for that purpose, several international social standards are currently under development. This dissertation studies the issues at stake in social standardization. Our ethnographic inquiry is based on observations, interviews and surveys, conducted with companies using social standards, with certifying bodies and with standardization bodies. It analyzes the genesis of audit society on occupational safety and health, and underlines how standardization merges occupational safety and health in risk management systems. It contributes to make organizations accountable : they are turned “upside down”, with internal control systems devoted to external control. Audit plays a central part in the institutionnalization of a market based regulation of organizations on occupational safety and health.

This thesis is focused on the quality concept, specifically on the supplier evaluation system in selected company, it´s analysis, evaluation and determination of proposals for improvement of the current evaluation system. The theoretical basis of this topic was defined in the first part of this thesis which is based on relevant literature and specialized Internet articles. Particularly the quality concept, fundamental benefits of quality management, economical consequences of its implementation, etc. It highlights the importance and meaning of effective supplier evaluation system and their selection especially for manufacturing company. In practical part of the thesis a chosen company where evaluation system is analysed is described. Next is described an application of the company quality system along with it´s employees that participate on quality management and economics of sustaining the quality concept. Main section of this part is an analysis of current suppliers evaluation system and their selection. In the end of the second part of the thesis proposals for improvements that would make the system more efficient are set. Individual recommendations are for quality system in general, suppliers evaluation before selecting and ongoing suppliers evaluation. These proposals are described in detail at the end of the theoretical part.

My diploma thesis is focused on quality management system according to ISO standards. The aim of my diploma thesis is to evaluate current quality management system in selected organization and to suggest steps needed for recertification according to ISO 9001:2015. The work is divided into two parts theoretical and practical. In theoretical part, there are defined basic terms such as: quality, history of quality, principles, concept of quality management, ISO standard 9001:2008 and ISO standard 9001:2015. In practical part, there is description of the organization and evaluation of current quality management system, that the organization already has certified according to ISO standard 9001:2008. The work is also dealing with the steps that are needed in order to recertify the organization according to ISO standard 9001:2015.

Determinantes da decisÃo de certificaÃÃo internacional em pequenas e mÃdias empresas no Brasil / Determinants of certification decision international in small and medium enterprises in Brazil

nÃo hà / Atualmente, as certificaÃÃes de produto e processo, relacionadas à qualidade, gestÃo ambiental e social, tornaram-se requisitos mÃnimos indispensÃveis para que as empresas possam ter aumento da eficiÃncia empresarial, bem como acesso ao mercado internacional. Neste sentido, a presente dissertaÃÃo tem como objetivo identificar os fatores impactantes na decisÃo de certificaÃÃo (Normas ISO) de pequenas e mÃdias empresas brasileiras. A anÃlise foi conduzida com base em uma amostra de 1.553 firmas de pequeno e mÃdio porte pesquisadas pelo Enterprise Surveys do Banco Mundial, durante o perÃodo de maio de 2008 a junho de 2009 no Brasil. Para tanto, estimou-se um modelo economÃtrico do tipo probit. Como resultados, tem-se que a variÃvel experiÃncia do gestor nÃo possui significÃncia estatÃstica para o presente estudo, considerando a amostra de empresas da pesquisa; a probabilidade das firmas buscarem uma certificaÃÃo internacional aumenta quando relacionada ao tamanho da firma, à ocorrÃncia de auditoria externa, à existÃncia de site prÃprio, ao uso de tecnologia estrangeira, ao treinamento de funcionÃrios e se a empresa recorreu à licenÃa de importaÃÃo, e, diminui com a localizaÃÃo da firma. Com base no efeito marginal, as variÃveis que mais influenciam o aumento da probabilidade de certificaÃÃo das pequenas e mÃdias empresas brasileiras, para a amostra em estudo, sÃo: treinamento (11,47%), site prÃprio (11,22%), auditoria externa (7,85%) e licenÃa de importaÃÃo (7,40%). / Currently, certification of product and process related to quality, environmental and social management, have become indispensable minimum requirements for companies likely to increase business efficiency, and access to international markets. In this sense, this thesis aims to identify the factors impacting on the decision of certification (ISO Standards) of small and medium-sized Brazilian companies. The analysis was conducted based on a sample of 1,553 firms small and midsize surveyed Enterprise Surveys by the World Bank, during the period from May 2008 to June 2009 in Brazil. To do so, we estimated a probit econometric model type. As a result, we have that the variable experience of the manager has no significance for the present study, considering the sample of companies in the survey; the likelihood of firms seeking an international certification increases when related to firm size, the occurrence of external audit, the existence of own website, the use of foreign technology, the training of employees and the company appealed to the import license and, decreases with the location of the firm. Based on the marginal effect, the variables that most influence the increased likelihood of certification of Brazilian small and medium enterprises in the sample under study, are: training (11.47%), own website (11.22%), audit external (7.85%) and import license (7.40%).
