Cílem práce je zařadit koncept IT Portfolio Management do kontextu strategického řízení firmy a dále navrhnout model IT Portfolio Managementu, který by byl universálně použitelný v malých a středních podnicích. Model zohledňuje odlišnosti malých a středních podniků a zestručňuje obecný postup implementace IT Portfolio Managementu popsaný v literatuře tak, aby byl lépe srozumitelný pro management takovýchto podniků. Přínos autora je zejména v syntéze teoretických poznatků s praktickými zkušenostmi nabytými během dlouholeté praxe v IT společnosti.

Propuesta para la mejora del proceso de Gestión de Portafolio de TI en una Entidad Supervisora / Proposal for the improvement of the IT portfolio management process in a Supervisory Entity

El presente trabajo es una propuesta de implementación de mejora al proceso de Gestión de Portafolio de TI en una entidad del Sector Público. Se trata de un conjunto de mejoras orientadas a hacer del portafolio de TI una herramienta útil para orientar, planificar y evaluar las iniciativas del negocio que por su naturaleza, requieren o hacen uso intensivo de recursos tecnológicos; a fin de asegurar su contribución al cumplimiento de los objetivos institucionales. El documento se divide en cuatro capítulos. En el primer capítulo se describe el marco teórico consultado para justificar y desarrollar una propuesta fundada en definiciones y lineamientos conceptuales que permiten asegurar su fiabilidad. También se incluyen aspectos sobre el desarrollo de esfuerzos similares en instituciones públicas y una breve revisión general sobre la entidad. En el segundo capítulo se describe el foco de atención de la problemática y qué argumentos justifican el desarrollo de la propuesta. En el tercer capítulo se desarrolla la propuesta de solución a dos niveles: en un primer nivel se formulan los lineamientos para la implementación y en un segundo se describe el modelo de gestión y la caracterización de procesos, finalizando con la realización de su aplicación práctica al inventario de componentes incluidos en el preliminar de Plan Operativo Tecnológico, tomando en cuenta que actualmente se está trabajando con el inventario de componentes del próximo año. En el cuarto capítulo se incluyen conclusiones y recomendaciones de la propuesta, útiles para las siguientes etapas de implementación. / The present project is a proposal of implementation of improvement to the process of IT Portfolio Management in an entity of the Public Sector. It is a set of improvements aimed at making the IT portfolio a useful tool to guide, plan and evaluate business initiatives that, by their nature, require or make intensive use of technological resources; in order to ensure its contribution to the fulfillment of the institutional objectives. The document is divided into four chapters. The first chapter describes the theoretical framework consulted to justify and develop a proposal based on definitions and conceptual guidelines that ensure its reliability. Aspects about the development of similar efforts in public institutions and a brief general review of the entity are also included. The second chapter describes the focus of the problem and what arguments justify the development of the proposal. In the third chapter the proposal for a two-level solution is developed: in a first level the guidelines for the implementation are formulated and in a second one the management model and the characterization of processes are described, ending with the realization of its practical application to the inventory of components included in the preliminary IT Operational Plan, considering that the component inventory of next year is currently being worked on. The fourth chapter includes conclusions and recommendations of the proposal, useful for the following stages of implementation. / Trabajo de investigación

Improving IT Portfolio Management Decision Confidence using Multi-Criteria Decision Making and Hypervariate Display Techniques

Information technology (IT) investment decision makers are required to process large volumes of complex data. An existing body of knowledge relevant to IT portfolio management (PfM), decision analysis, visual comprehension of large volumes of information, and IT investment decision making suggest Multi-Criteria Decision Making (MCDM) and hypervariate display techniques can reduce cognitive load and improve decision confidence in IT PfM decisions. This dissertation investigates improving the decision confidence by reducing cognitive burden of the decision maker through greater comprehension of relevant decision information. Decision makers from across the federal government were presented with actual federal IT portfolio project lifecycle costs and durations using hypervariate displays to better comprehend IT portfolio information more quickly and make more confident decisions. Other information economics attributes were randomized for IT portfolio projects to generate Balanced Scorecard (BSC) values to support MCDM decision aids focused on IT investment alignment with specific business objectives and constraints. Both quantitative and qualitative measures of participant comprehension, confidence, and efficiency were measured to assess hypervariate display treatment and then MCDM decision aid treatment effectiveness. Morae Recorder Autopilot guided participants through scenario tasks and collected study data without researcher intervention for analysis using Morae Manager. Results showed improved comprehension and decision confidence using hypervariate displays of federal IT portfolio information over the standard displays. Both quantitative and qualitative data showed significant differences in accomplishment of assigned IT portfolio management tasks and increased confidence in decisions. MCDM techniques, incorporating IT BSC, Monte Carlo simulation, and optimization algorithms to provide cost, value, and risk optimized portfolios improved decision making efficiency. Participants did not find improved quality and reduced uncertainty from optimized IT portfolio information. However, on average participants were satisfied and confident with the portfolio optimizations. Improved and efficient methods of delivering and visualizing IT portfolio information can reduce decision maker cognitive load, improve comprehension efficiency, and improve decision making confidence. Study results contribute to knowledge in the area of comprehension and decision making cognitive processes, and demonstrate important linkages between Human-Computer Interaction (HCI) and Decision Support Systems (DSS) to support IT PfM decision making.

運用 IT 投資組合理論以決策 IT 投資優先順序:個案研究 / Using the portfolio method to justify IT investments: a case study

現今的社會,由於企業經營環境的高度全球化,及資訊科技進化的速度愈來愈快,企業所面臨的挑戰是日漸提升的,也因而對資訊科技/資訊系統的仰賴程度大幅提高。更甚者,企業不僅僅是運用所謂的資訊科技/資訊系統來應付大環境的挑戰,同時也希望能運用資訊科技/資訊系統來提高自身的競爭優勢。就在這樣的背景下,對於企業來說,如何去定義一項IT/IS 的真正價值,及如何運用有限的資源並投資在正確的 IT/IS 上成了一個很重要的議題。為了滿足企業對於這樣的需求,本研究旨在運用 IT 投資組合理論,彙整過去學者及研究的結果,並予之修改,提出一套藉由三項衡量指標: IT alignment, Business Value, 及 E-readiness 來決策 IT/IS 投資優先順序的方法論。最後,我們將我們提出的方法論實際導入並運用在一個挑選的個案中,藉此來驗證本方法論的實用性及可行性。我們相信本研究的結果可以供未來的企業在評估IT/IS 投資計畫時使用,同時也可幫助後續欲研究 IT 投資組合的學者,在我們所提出的架構上繼續建構。 / Nowadays, as firms operate in a much more competitive environment due to the rapid speed of globalization and evolving technologies, firms rely on IT/IS much heavier than before. They use IT not just to cope with the environment, but also to gain competitive advantages. Therefore, it is important for firms to justify the real value of an IT/IS and to invest on the right while also critical IT/IS with limited resources. To fulfill this need, this research aims at developing an IT portfolio method to evaluate and determine the priorities of each IT/IS investments based on three criteria: IT alignment, business value, and e-readiness. A case study was applied to verify the reliability and feasibility of our proposed framework in real business practices. We believe the final findings are helpful to (1) practitioners who can use this framework to justify their IT investments; and (2) researchers who can build upon this model to further examine the application of IT portfolio methods.
