Att Slå Huvudet På SPiK(en) : Om implementeringen av ett indikatorssystem inom det arbetsmarknadspolitiska området

The aim of this study was to describe and analyse implementation of Beskæftigelses Indikator Projektet (BIP) in project Sammansatt problematik i Kronobergs län (SPiK). The questions this study aimed to answer are: What motivated implementation of BIP in the project SPiK and what factors promoted and inhibited implementation of BIP in the project? Qualitative method was used to answer the research questions, eight interviews with individuals involved in the project were conducted as well as an observation of a conference. The perspective used in the study consists of a critical realist viewpoint. The data gathered in this study was analysed through content analysis and coded through deductive coding. The results of the study showcased that implementation of BIP was inhibited by many aspects. The key aspects which inhibited implementation were the late course about use of BIP as well as the many parallel interventions being implemented in the project at the same time as BIP. What promoted implementation of this work tool was the staffs previous experience of work with the target group for the project as well as their previous experiences of work in projects.

Etablering av lågtempererad fjärrvärme : Utveckling och tillämpning av ett indikatorsystem / Establishment of low-temperature district heating : Development and application of an indicator system

This master thesis aims to develop an assessment tool for decision-making regarding future establishment of low-temperature district heating (LTDH). The tool is created as an indicator system on behalf of Södertörns Fjärrvärme AB (SFAB). SFAB is currently responsible for the distribution of high-temperature district heating (HTDH) to customers in the municipalities of Huddinge, Botkyrka, and Salem. The indicator system is designed to, in a first assessment step, examine the conditions that a delimited area has for conversion to lower system temperatures to be possible. Each indicator is quantified and graded. When using the system, a weighted final judgement is generated which indicates whether an area is suitable for LTDH or not. Furthermore, the purpose of this thesis is to also evaluate the tool by applying it to various areas within SFAB. This enables analysis and discussion regarding the tool's function in a real context. The development of the indicator system is the main result of the study. It consists of four indicators that take the following aspects into account: qualitative conditions (KA), conditions on the customer side (AA), the economic benefit (CRG), and the system condition (STA). The results from the implementation show that one out of five case-areas have good potential to be converted to LTDH, while the remaining cases fall below the limit for what is considered acceptable. No area from this project ends up over 75% of the maximum score, which would indicate very good potential. To validate the indicators, Pearson's correlation coefficient was calculated. The results show that there is a negligible to a weak correlation between all indicators, except KA & STA which has a strong correlation. For an HTDH area to be relevant for conversion to LTDH, the qualitative context of the area should be suitable, and the secondary side should be able to be supplied with lower temperatures. Furthermore, there should be an opportunity for increased system capacity and finally, a conversion should be economically beneficial. The application of the indicator system is an efficient and uncomplicated approach that makes it possible to identify areas that have the potential to develop district heating in a more sustainable direction. It is also possible for stakeholders to subsequently modify the indicator system if desired. In the longer term, the indicator system is an incentive for new business opportunities, increased energy efficiency, and increased economic benefits.

Bedömning av investeringar i ny teknik på elmarknaden : Utveckling av ett indikatorsystem och praktisk applicering / A multi criteria analysis tool for evaluation of investments in new technology

The aim of this thesis is to create a tool which quantifies qualitative measures into an indicator system. The system is created on behalf of a company which is associated with investments in new technologies on the energy market. The indicator system is to take into consideration important factors in the first part of an investment cycle, in other words, the screening phase. Qualitative measures will, in each indicator, become quantified and will together create a weighted grade on a potential investment that can help the investor decide whether or not to move forward with said investment. The aim of the thesis is also to evaluate the indicator system on current possible investment options in order to analyse and discuss how the final product will work in the investor company ́s actual context. The method consists of two main parts, a gap analysis which is conducted within the investor company and its owners and a compilation of which indicators that are of greatest importance in a screening phase according to earlier research. The main result of the study is the full indicator system which consist of four indicators: technology readiness of the potential investment, contextual analysis of the potential investment, diversity within the company and the financial burn rate of the company. When applied to current potential investments the result showed that there was negligible to moderate correlation between the indicators, which was important for the system to be validated. It was also concluded that a potential investment should exceed 60 percent of the possible maximum grade in order to pass through the screening phase. The results also showed that there were four apparent gaps, namely consensus between the involved actors, utilization rate of the organizations competencies, to enter new markets and the right competency to do so. The future potential investments of the investor company should therefore aim to fill in these gaps in order to strengthen the role of the company. If doing so while using the indicator system, the risks of choosing investment options that does not fit into the investor company ́s context, will be minimized.
