An evaluation framework for virtual reality safety training systems in the South African Mining Industry

The mining industry in South Africa contributes significantly to the national economy. Despite stringent safety legislation, mining accidents cause numerous fatalities and injuries. Inadequate or insufficient training is often cited as a root cause of accidents. Conventional class-based safety training has not reduced the incidence of accidents significantly. By contrast, virtual reality training tools can provide simulated exposure to real-world working conditions without the associated risks. This study describes the application of design-based research (DBR) in the design and development of two desktop virtual reality (VR) systems for safety training in the South African mining industry. The results of a usability context analysis were applied in the design of a VR prototype on generic hazards recognition and rectification, which was used and evaluated at South Africa‘s largest platinum mine site. A case study was conducted to investigate the causes and occurrences of falls of ground, which resulted in the design and development of a second VR prototype focusing on identifying and addressing underground geological conditions. DBR was also used in the generation of an evaluation framework for evaluating VR training systems, namely the Desktop VR Evaluation Framework (DEVREF), which is the major deliverable of the research. DEVREF can make a major contribution to the domain of e-training in mines and is transferable and customisable beyond its initial application. The process flow of the research thus moved beyond merely providing a solution to a complex real-world problem and became a classic DBR study with dual outcomes, namely a practical real-world solution in the form of two VR training systems and a theoretical contribution in the form of the DEVREF evaluation framework. DEVREF evaluates the design of desktop VR training systems in the categories of instructional design, usability, VR systems design, and context-specific criteria for mining. The use of DEVREF is demonstrated by reporting the application of its criteria in evaluating the two VR training systems. Heuristic evaluation, end-user surveys, and interviews were used as evaluation methods. A third contribution is methodological, in that this work proposes a new DBR process model and an interaction design lifecycle model suitable for VR training systems. / Computing / D. Phil. An assessment of the environmental compliance monitoring capacity of the Department of Minerals and Energy, Eastern Cape

One of the greatest challenges facing the world today is integrating industrial activities such as mining with environmental integrity and social concerns. Monitoring is fundamental to environmental management, both to assess the adherence to standards and to allow environmental managers to learn from practical experiences. However, a problem arises when the regulatory authorities cannot keep up with their mandate of enforcement and compliance monitoring. This research examined how the Department of Minerals and Energy (DME) implements the concept of sustainable development in the mining sector of the Eastern Cape (EC) and, more specifically, the extent to which the Mine Environmental Management (MEM) section is able to effectively monitor compliance of mining operations with environmental legislation. This was the first systematic compilation of statistical data for the DME, and presents the first study in the EC regional office in terms of environmental sustainability. Results indicate that there has been a sustained increase in mining activity over the past three years, possibly as a result of the boom in the construction industry and the accelerated road maintenance and improvement programmes in the Eastern Cape. Mining applications received by the DME have increased by 47% from 2006 to 2007 (January-May) and by a further 100% from 2007 to 2008. In addition to the increasing number of mining concerns being established, 98 mining concerns will need to apply for the conversion of their old order rights to new order rights by the 1st May 2009. Mining in the province is predominantly small scale with mining permits (mined areas less than 1.5Ha) making up 52.3% of all applications, with larger mining concerns contributing 29.3% and prospecting contributing the remaining 18.4%. In terms of compliance inspections, the EC regional office is required to conduct 120 environmental compliance inspections annually in terms of contributing to sustainable development. The MEM section exceeded this target since 2003. However, when the number of operational mines is considered, 120 inspections per year equates to one mine being visited, on average once every four years (based on 2008 data). Based on projected figures (number of compliance audits and number of operational mines) for 2009, the DME’s target of 150 inspections for 2009/10 combined with the limited staff D. Watkins – MBA Dissertation 2008 capacity will, at best, mean that mines would be inspected once in seven years. However, the target of 150 inspections will not actually even cover the expected number of EMP evaluation inspections. This has serious implications in terms of regulating the compliance of the mining concerns with their EMPR’s. The low level of compliance monitoring can be directly related to staff capacity and logistics problems at the regional office as well as provincial targets being based on staff capacity rather than the number of operational mines. Thus, considering potential environmental damage associated with mining operations and the capacity constraints of the MEM to conduct frequent compliance audits, it is likely that mining operations will have negative implications for sustainable development in the region. Currently there are many challenges facing the DME in terms of contributing positively to sustainability in the mining sector and there is a need to base future actions on the idea of continuous improvement and ultimately progress.

An evaluation of the Nelson Mandela Metropole as a location to attract investment

The Nelson Mandela Metropole is the largest contributor to the Eastern Cape Province’s economy and its share of the production of the Eastern Cape is about 41, 3 % per annum. This requires that the competitiveness of the Metropole be improved in order to enable it to meet the challenges of the Province. The objective of the GEAR policy strategy places a focus on the leading coastal industrial locations of South Africa. Furthermore, the national government has shifted the responsibility of service delivery to local governments in an effort to reinforce the integrated development planning process in municipalities. To meet those challenges, the Metropole has focused its attention on improving local resources. To enhance the performance of the manufacturing industry of the Metropole, it is necessary to ensure that the Metropole has locational attributes to attract new investment. Such attributes include creation of closely located industries. This will help the firms to engage in competition as well as engage in co-operative activities among themselves. The study employs a variety of theories to highlight the need to enhance productivity of industries in order to attract new investment. These theories include the new (endogenous) growth theory that argues that productivity growth is determined by introduction of new technologies. Such technologies accrue because ideas that contribute to their development are nonrival, and thus their creation has a fixed cost and zero marginal cost. The property of fixed cost in the creation of ideas results in the emergence of increasing returns to scale. The Porter’s Diamond framework is used in the study to take the issue of productivity growth further. Its thrust is that in particular nations some industries experience high productivity growth rates. It further argues that the locational attributes are responsible for these industries in registering high productivity growth levels. These attributes include the creation of advanced resources such as a skilled labour force. The data obtained from the survey of the research on the manufacturing industries forms part of this study. The findings of the survey reveal that although the manufacturing sector of the South African region has registered some significant success, there is still some room for improving its competitiveness. It revealed that development of the local markets through competition and cooperation among the industries would help to render these industries internationally competitive. This study concludes with some recommendations. These recommendations place emphasis on improvement of infrastructure, quality of labour force, and development of the region’s market. In order to carry out the recommendations effectively, government policy has to be repositioned so as to enhance its visibility among the stakeholders in the economy. Of importance is to ensure the promotion of policy that supports geographically concentrated businesses.

Agricultural public spending, growth and poverty linkage hypotheses in the Eastern Cape Province of South Africa

The adoption of the Millennium Development Goal 1 (MDG1) of reducing the rate of poverty to half of the 1990-level by 2015, the advent of democracy in South Africa, among other things, have raised concerns over the potential role of the agricultural sector. There is a belief that the sector has the capacity to successfully reduce poverty among the rural masses and contribute to addressing the problem of inequality in South Africa. In line with that thinking, South Africa‘s agricultural sector has attracted considerable fiscal policy interest. For instance, South Africa‘s statistics show that public investments in agricultural development programmes have been growing. In spite of this, rural poverty is still a major concern on an overall basis. However, this might not be the case in the Eastern Cape Province and the situation might be different for each district municipality. This study assesses the linkages between public agricultural investment, agricultural growth and poverty reduction in the Eastern Cape Province. The study also addresses the question whether Eastern Cape Province is on course to meet several regional development targets. The study also aims to provide an estimate of the amount of agricultural investment required to attain the agricultural productivity growth rate which is sufficient to meet MDG1. The study reviewed the various theories of public spending, linkages between public investment and agricultural growth and how these components affect the incidence of poverty. The conventional wisdom that public expenditure in agriculture positively affects economic growth and this growth consequently reduces poverty was noted. The reviews also revealed that in many developing countries, the current level of public agricultural investment needs to be increased significantly for countries to meet the MDG1. This study employed the decomposition technique and growth elasticity of poverty concept to estimate the response of poverty to its key determinants. The size of public spending, prioritization of public spending and the intensity in the use of public funds emerged as important in increasing agricultural production. The relationship between government investment in agriculture and agricultural GDP shows iv that public funds were largely behind the province‘s success in increasing agricultural production throughout the period from 1990s to 2010. Agricultural spending went to sustainable resource management, administrative functions and then farmer support programme. Exceptional growth in the size of spending was recorded in respect to agricultural economic function, structured agricultural training, sustainable resource management and veterinary services. Overall output from the agricultural sector fluctuated, and the sector contributed less than 5 per cent to the total provincial GDP. Correlations between growth in agricultural sector and changes in the incidence of poverty in Eastern Cape show that during the period 1995 to 2000, increases in the agricultural GDP per capita may have failed to benefit the poor as poverty increased in all the reported cases.–However, for the period between 2005 and 2010, the situation was different and it was observed that increases in agricultural GDP per capita and were associated with reduction in the incidence of poverty. Growth elasticity of poverty (GEP) estimates reveal that agricultural GDP per capita was more important in reducing poverty in 5 out of the 7 district municipalities. Non-agricultural GDP per capita was only important in two district municipalities. It emerged that most of the district municipalities are not in a position to meet any of the regional set goals. This situation is largely attributable to the province‘s failure to boost agricultural production which is an outcome of low and inefficient public expenditure management, inconsistent and misaligned policies and failure to fully embrace the concept of pro-poor growth. Varied provisional estimates for the required agricultural growth rate and the increase in public spending on agriculture required in order to reach MDG1 were calculated for each district municipalities. All the district municipalities of Eastern Cape will need to increase public investment in agriculture for them to achieve MDG1.

Analysis of food value chains in smallholder crop and livestock enterprises in Eastern Cape Province of South Africa

The study was conducted in Mbozi and Ciko villages in Mbhashe Local Municipality of the Eastern Cape Province of South Africa. Two irrigation projects in the area were studied. Consumers and agricultural commodity traders in Willowvale Town, Dutywa, Butterworth and East London were also interviewed. The major objective of the study is to profile and map cabbage, maize and cattle food value chains broadly, and to understand their nature, constraints and opportunities in smallholder agriculture. A multi-stage random sampling procedure was used in which the first stage involved selecting the local government areas. This was followed by the selection of the district and then the respondents. A total of 168 participants were sampled in the proportion of 82 smallholder farmers, 41 consumers, 26 hawkers and 20 agricultural commodity traders. Focus group discussions and key informant interviews were also used during the data collection process. Value Chain mapping was done using the commodity based approach. All value chains under study indicated that they are short and commodities were transacted in unprocessed form. As cabbages and maize move from the farm to retail outlets, value addition start to take place through transportation to the market and processing in supermarkets. The cattle value chain however does not have a forward linkage beyond the two administrative boundaries of the two communities. Less than 3% of the farmers traded livestock, and this was mostly through private sales to neighbours. The farmers‘ major goal in agricultural production is assumed to be an important aspect in lengthening the value chain. As such, results of a Pearson‘s correlation exercise indicated that there is a significant relationship at 0.05% level between goals of the farmers and the village of origin. Some factors that showed significance (p=0.05) in influencing farmers‘ goals are membership of an irrigation project and household sources of income. An analysis of determinants of technical efficiency at farm level was performed using the stochastic frontier model for cabbage, maize and cattle enterprises. The results showed that rainfall adequacy, input costs, market channels and quantity sold are important determinants of cabbage production efficiency. On the other hand, maize production efficiency is positively determined by market price, area under production and rainfall adequacy. Market related variables are major drivers of the cattle value chain efficiency and these include cattle prices, market satisfaction, market channel and farm labour.

Most rural communities around the world, consider forests as the repository of stored energy. The high dependence on forests as a source of fuel wood has a major impact on vegetation because trees take a long time to regenerate to maturity, hence high dependence leads to deforestation. Fuel wood is used for household needs, such as cooking and heating and its uses contribute to the emissions of Green House Gases (GHG) such as CO2, CH4, and Black Carbon amongst others. The study assesses household energy use, the amount of carbon dioxide emitted from the combustion of fuel wood, the extent of de-vegetation and strategies to ensure sustainable energy provisions in the case study areas. Primary and secondary methods were used to collect data. The data were analysed using Statistical Package for the Social Sciences (SPSS 21.0), showing the frequency distribution, measures of central tendency and chi-square to determine the extent of fuel wood used in relation to electricity. The primary data were collected through personal observations, field surveys, interviews and questionnaires, while secondary data included the 2011 South Africa Census data and remote sensing images, which with the aid of GIS, were used in mapping the vegetation change.

Public participation is a milestone of democracy and local governance. Local government – which is closest to the people – provides an ideal forum for the flourishing of participatory democracy. The centrality of public participation in the development of policies and programmes or action plans has been widely recognised by both government and the private sector. However, involving the public in the development of any policy, programme or action plan is a daunting task. Indeed, if not well-managed, public involvement often leads to protests, litigation, criticisms, and delays in service delivery to the people. Thus, the extent to which public participation can be a tool for the enhancement of service delivery in Limpopo – especially in the Capricorn District Municipality – is the focus of this study. This study is guided by the following questions: What are the key concepts that relate to public participation as a tool to enhance service delivery? What impact does the Constitution of South Africa, Act 08 of 1996, and other government legal frameworks have on public participation as a tool to enhance service delivery in South Africa, particularly in the Capricorn District Municipality? What modes and models of public participation are used to enhance service delivery in the Capricorn District Municipality? What are the main factors that influence public participation as a tool to enhance service delivery in the Capricorn District Municipality? The study adopts both qualitative and quantitative research approaches whereby the use of primary and secondary sources was augmented by interviews with local government actors. Moreover, questionnaires were administered by the researcher and his assistant researchers. A purposive sampling method was used. The researcher ensured that all relevant elements of 5 research ethics were observed. The data generated by the questionnaires and interviews were analysed and interpreted using the latest statistical tools. Both qualitative and quantitative analysis methods were used. Data collected using questionnaires were analysed by means of the Statistical Package for Social Sciences (SPSS). The information was presented in the form of tabulations, frequencies, and percentages. Data collected through interviews were analysed using thematic analysis. The findings of this study reflect that public participation mainly serves the purpose of meeting the statutory requirements for the development of best value initiatives and gaining information from citizens. The majority of the respondents were of the view that the Ward Committee system is fully functional in their municipalities. All Capricorn District municipalities have officers responsible for public participation; however, not all of them are accessible to the public. It was revealed that the public participation budget in Lepelle-Nkumpi and Mollemole is insufficient. The other main constrains identified are the serious lack of personal and working tools and resources. The study also found that not all documents were translated into the languages spoken in the Capricorn District and that there is a lack of feedback mechanisms on the issues raised by members of public during the IDP and Budget Fora.These findings were discussed in relation to the study’s objectives and research questions.

Stochastic Modelling of Daily Peak Electricity Demand Using Value Theory

Since 1994, the increased electricity demand has led to sustainability issues in South Africa. In addition, the electricity demand continues to rise everyday due to a variety of driving factors. Considering this, if the electricity generating capacity in South Africa does not show potential signs of meeting the country’s demands in the subsequent years, this may have a significant impact on the national grid causing it to operate in a risky and vulnerable state, leading to disturbances, such as load shedding as experienced during the past few years. In particular, it is of greater interest to have sufficient information about the extreme value of the stochastic load process in time for proper planning, designing the generation and distribution system, and the storage devices as these would ensure efficiency in the electrical energy in order to maintain discipline in the grid systems. More importantly, electricity is an important commodity used mainly as a source of energy in industrial, residential and commercial sectors. Effective monitoring of electricity demand is of great importance because demand that exceeds maximum power generated will lead to power outage and load shedding. It is in the light of this that the study seeks to assess the frequency of occurrence of extreme peak electricity demand in order to come up with a full electricity demand distribution capable of managing uncertainties in the grid system. In order to achieve stationarity in the daily peak electricity demand (DPED), we apply a penalized regression cubic smoothing spline to ensure the data is non-linearly detrended. The R package “evmix” is used to estimate the thresholds using the bounded corrected kernel density plot. The non-linear detrended datasets were divided into summer, spring, winter and autumn according to the calender dates in the Southern Hemisphere for frequency analysis. The data is declustered using Ferro and Segers automatic declustering method. The cluster maxima is extracted using the R package “evd”. We fit Poisson GPD and stationary point process to the cluster maxima and the intensity function of the point process which measures the frequency of occurrence of the daily peak electricity demand per year is calculated for each dataset. The formal goodness-of-fit test based on Cramer-Von Mises statistics and Anderson-Darling statistics supported the null hypothesis that each dataset follow Poisson GPD (σ, ξ) at 5 percent level of significance. The modelling framework, which is easily extensible to other peak load parameters, is based on the assumption that peak power follows a Poisson process. The parameters of the developed i models were estimated using the Maximum Likelihood. The usual asymptotic properties underlying the Poisson GPD were satisfied by the model. / NRF

Evaluation of the suitably of proposed site for construction of photovoltaic solar facility at Kakamas in the Northern Cape of South Africa

MESMEG / Department of Mining and Environmental Geology / Solar energy development is experiencing significant growth due to national interest in increasing energy efficiency, reducing dependence on fossil fuels, increasing domestic energy production, and curbing greenhouse gas emissions. Northern Cape is generally known to be one of the preferred areas for the generation of solar energy in South Africa, and even in the world, due to its abundant solar radiation. Although this area has abundant potential for solar power generation, not all the areas are suitable for construction of solar plant facilities especially those that are prone to sand storm and dust accumulation. Consequently, site evaluation is very crucial for planning, design and construction of the solar facility. The main objective of this study was to determine the suitability of a proposed site at Kakamas in the Northern Cape for construction of a photovoltaic solar facility. The specific objectives of this research were to assess and establish all the geotechnical aspects that may have an impact on the development of the site, to explore the surface conditions at the proposed site and to establish the soil properties and comment on the use of the on-site soils in the construction of the solar facility. Other specific objectives included to determine the variability of ground conditions and effects of such variability on the proposed development and to provide foundation recommendations for the design and construction of the solar facility. In order to obtain this information, methods such as desktop studies, geological survey, soil survey, magnetic survey and soil profiling were employed to obtain information about the geotechnical aspects of the study area and properties of the on-site soil. Field tests such as cone penetration and resistivity survey and laboratory tests such as foundation indicator test, California Bearing Ratio, pH and permeability test were also performed in order to determine the engineering, behavioral and hydraulic properties of the soil. The results of the geologic and magnetic survey indicated that the study area is underlain by mainly igneous and metamorphic rocks such as gneiss, quartzite, pegmatite, gneiss and calcrete. The results of the soil profiling and the resistivity survey showed that the study area is comprised of sandy soil with either two or three horizons while the cone penetration results revealed high variable soil consistency and stiffness which ranged from very loose to very stiff soils. The particle size distribution, atterberg limits and grading modulus indicated that the study area is characterized mainly by dry, cohesionless and non-plastic to slightly plastic coarse-grained sandy soil with sand content ranging from 71- 96%. From the CBR results, it was found that the soils in the study area generally classifies as G6 material and can be used as base, sub base and backfilling material in accordance with the TRH 14 specifications. The permeability test results indicated moderately permeable sandy silt soils with coefficient of permeability ranging between 1x10-3 to 8x10-3 cm/sec and ground water was encountered at 1.3 m depth. The material excavatability indicated variable material on site ranging from soft calcretes with soft excavation to highly competent material such as quartz and dorbank which require hard excavation while the side wall stability of trial pits indicated stable pit walls during the investigation giving an indication of stability of long pit excavations. The foundation analysis showed that driven piles and earth screws are the ideal foundation types for this site and that the site is generally suitable for construction of the solar facility provided all the recommendations are implemented. / NRF
