The study used effectiveness, efficiency, equity, responsiveness and affordability, as criteria for assessment. Research was carried out using a literature review; and face-to-face interviews with officials from the Midrand Metropolitan Local Council, and the residents of Ivory Park who had already moved into the newly built houses. The study found that the performance of the policy in Ivory Park is mixed. From the point of view of effectiveness, the policy has had a positive impact on the lives of beneficiaries. The bigger picture of housing delivery, and the way the policy is being assessed by other spheres of government however, has reduced assessment of the policy to the numbers of housing built, and not taken sufficient consideration of the value of other elements of the policy. The greatest efficiency drawback has been the speed of implementation. The policy is moving at a relatively slow pace. The distribution of the resources of the policy has been equitable, in that the unemployed and households with irregular incomes have been reached by the housing policy. However, there have been difficulties in stimulating the local materials supply industries in the area, but efforts have gone into activating that part. The policy has been responsive, and beneficiaries are satisfied with the role played by the local authority, community organisations and contractors involved in housing delivery. Although the new houses built have not themselves adversely affected the cost of living of beneficiaries, the poverty level in the area, would continue to make services such as housing, unaffordable to households. The study recommends that in future, there be increased consultations with intended beneficiaries of a housing policy, in order to align the views of policymakers with those of beneficiaries. There is also a need to develop indicators that take into account all the objectives government pursues in the housing sector. The local authority should also track ownership of the built houses, to ensure that any change in ownership does not compromise the welfare of beneficiaries, and lead to the subsidisation of housing acquisitions of well-off households. Housing polices should have a more economic development slant, as the new services coming with housing would not have a greater impact in situations of persistent poverty. / AFRIKAANSE OPSOMMING: Hierdie studie het die Suid-Afrikaanse Behuisingsbeleid beoordeel in Ivory Park, 'n informele nedersetting in Midrand. Hierdie beoordeling het die volgende kriteria gebruik, te wete doeltreffendheid, doelmatigheid, eweredigheid, die respons van die inwoners en bekostigbaarheid deur die inwoners. Navorsing is uitgevoer deur middel van 'n literatuuroorsig en persoonlike onderhoude met Raadslede van die Midrandse Metropolitaanse Raad asook die inwoners van Ivory Park wat alreeds in hul nuutgeboude wonings ingetrek het. Die studie het gemengde bevindings ten opsigte van die beleid binne Ivory Park opgelewer. Vanuit 'n doelmatigheidsoogpunt gesien het die beleid 'n positiewe uitwerking op die lewens van die begunstigdes uitgeoefen. Binne die groter geheel van behuisingsvoorsiening, asook die manier waarop die beleid beoordeel word deur ander regeringsfere, blyk dit egter dat die beleid slegs beoordeel word op grond van die aantal wooneenhede gelewer sonder om die ander elemente van die behuisingsbeleid te verdiskonteer. Die implementeringspoed van die beleid was die grootste nadeel vanuit 'n doeltreffendheidsoogpunt gesien aangesien die beleid teen 'n relatiewe stadige pas beweeg. Die studie beveel aan dat daar in die toekoms toenemend met die beoogde begunstigdes van die behuisingsbeleid gekonsulteer moet word ten einde die sienings van die beleidmakers en die begunstigdes in ooreenstemming te bring. Die plaaslike owerheid moet ook die eienaarskap van die nuwe wooneenhede navolg om te verseker dat eienaarskap nie die welsyn van die begunstigdes negatief affekteer nie, of dat dit nie lei tot die subsidering van die meer gegoedes in die verkryging van wooneenhede nie. Die behuisingbeleid moet ook 'n groter ekonomiese onderbou he ten einde armoede te bekamp.

An investigation of a partnership approach for providing water services to informal settlements in Dar-Es-Salaam and LilongweNdezi, Timothy P. January 2007 (has links)
This thesis investigates whether adoption of partnerships between water utilities and Community Based Organisations (CBOs) in Sub-Saharan Africa can improve water services to informal urban settlements. The study is particularly relevant because over 1 billion of the world's population have no access to clean water supply with many living in urban areas. The lack of adequate resources coupled with insufficiency of conventional approaches has rendered it impossible for urban utilities to deliver sustainable water services to all customers, including the informal settlements. The thesis proposes that partnership between water utilities and CBOs is a viable approach for improving water services to informal settlements. The thesis enhances understanding of the context in which such partnerships could be developed.

L'occupation illégale de terrains dans les quebradas et la construction de véritables quartiers populaires en dehors de l'ordre établi, trouve leur point de départ dans une crise structurale d'identité du logement social à Valparaiso, Chili. On ne peut pas considérer ces actions, comme une réponse mécanique à une carence. Il s'agit d'un processus social, étroitement lié aux rapports entre les forces sociales ; où la caractéristique essentielle est d'avoir construit un milieu résidentiel « auto construit», dans l'illégalité. Par ailleurs, les quebradas comme unités territoriales et rémanentes naturelles se trouvent dans un processus constant d'occupation et de dégradation, puisqu'il n'existe pas de stratégies urbaines précises et particulières pour ce type d'environnement, en supposant qu'elles disparaîtront ainsi d'elles-mêmes, sans considérer les bénéfices qu'elles produisent pour toute la ville comme contrôleurs climatologiques. Alors dans ces conditions, quelles sont les valeurs propres des quebradas qui devront être prises en compte dans les approches futures d'urbanisation? Peuvent-elles être intégrées dans une planification urbaine particulière ? Les normes de construction en vigueur pourront être modifiées en poursuivant une intégration réelle à la ville et une administration intégrale de son patrimoine naturel? Pourront-elles devenir comme des parcs urbains qui incluent le logement social ? Nous parlerons de quebradas puisque l'usage courant à Valparaiso est d'utiliser ce terme pour désigner des petites vallées encaissées dès que l'on s'éloigne du la plaine littorale. / The illegal occupation of land in the quebradas, and the building of real neighborhoods outside the established order, find their point of departure in a structural crisis of identity of social housing in Valparaiso, Chile. It is impossible to consider these actions as a mechanical response to deficiency. It is a social process, closely linked to the relationship between the social forces, it's essential characteristic being the construction of residential self built neighborhoods, in total illegality. The quebradas as territorial and persistent natural units are in a proces of constant occupation and degradation, since there are no precise and specific urban strategies for this type of environment, assuming that they will disappear, without considering the benefits they produce for the whole city as climate controllers. Under these conditions, what are the values of the quebradas that should be taken into account in future approaches to urbanization? Can they be integrated into a special urban planning? May the current construction standards be modified by pursuing a real integration in the city and a full administration of its natural heritage? Will they become like urban parks that include social housing? We will talk about quebrada, since it is common in Valparaiso to use this term in reference to small valleys incised as soon as one moves away from the coastal plain.

Faculty of Humanities / Given the high incidences of child abuse not only in informal settlements, but in
South Africa as a whole. The present study looks at the social factors that
contribute to child abuse in informal settlements. To identify specific social
factors in an informal settlement i.e. Ivory Park, which make children in this
community to be vulnerable to child abuse. The study aims to identify different
forms of child abuse, which occur in Ivory Park, to develop an understanding of
the family structure and the functioning of the families. The study further explored
the perception of community members on child abuse, and their knowledge and
awareness on children’s rights.
The study also attempts to bring to our attention that concern about the problem
of child abuse is not new. It acknowledges the historical context of this problem,
that throughout history children world-wide have been subjected to domination,
murder, abandonment, mutilations and forced labour. Practices that seem brutal
and senseless today like infanticide and ritual sacrifices of children are actually
recorded in the Bible. These were considered normal and acceptable practices at
the time. The systematic study of child abuse is fairly a recent phenomenon, it’s
only in the sixties that this issue has been discussed and debated in certain parts
of the world.
The study also points out that the problem of child abuse is not unique to South
Africa, but it is a problem in many parts of the world. Also that the understanding
of child abuse has shifted over time. The central force behind these changes has
been the establishment of various organisations in North America and Europe.
These organisations opposed violence against children and advocated for the
rights of the children. In South Africa this change came about when the present
South African government ratified the United Nations Convention on the Rights of
the Children in 1996 and also when the Rights of the Child were enshrined in
Section 28 of the Bill of Rights of the Constitution of the Republic of South Africa.
The study poses a question as to why child abuse cases and statistics seem to
be on the rise and understanding why children are being abused when there are
so many pieces of legislation and human rights documents, that aims to
safeguard the interest and the protection of children particularly in South Africa.
The study also looks at different theoretical perspective on child abuse to help us
in terms of explaining and understanding as to why children are abuse. Finally,
the study looks at different social factors specific to South Africa that might
contribute to child abuse, and the history and location of Ivory Park. On the basis
of the findings of this study, the researcher makes some recommendations
through which professionals in the helping professions together with community
members can address the problem of child abuse in informal settlement.

Vulnerability to brown environmental problems within informal settlements in Seshego, Limpopo ProvinceMahlakoana, Nicholene Ntlogeleng January 2010 (has links)
Thesis (M.Dev.) --University of Limpopo, 2010 / Living in informal settlements is associated, theoretically, with the exposure and vulnerability to Brown Environmental Problems. Literature further stresses the association of informal settlements and poor living conditions by demonstrating that the establishment of informal settlements around the cities is intricately associated with poor living conditions that enforce circumstances of perpetual risk and high levels of vulnerability to Brown Environmental Problems.
Overcrowding, poor service provision and heavy reliance on dirty fuels characterizes informal settlements and therefore link these settlements and environmental risks and hazards. The link between informal settlements and environmental risks and hazards is in return making people who live in these settlements vulnerable to, among other things, the Brown Environmental Problems, such as indoor pollution, dirty water, poor sanitation and poor waste management.
It therefore became increasingly necessary to investigate the vulnerability to Brown Environmental Problems associated within these settlements. The investigation was done in Seshego, Zone 6, mostly known as Shushumela (Rainbow-Park). The study adopted a combination of the qualitative and quantitative approaches. The qualitative approach was used to describe the characteristics of the informal settlement, the types and origins of the Brown Environmental Problems, the living conditions within the settlement, and to detail the individual accounts of the informal settlements population’s opinions and experiences on their vulnerability.
Additionally, quantitative approach was used to measure the demographic profile of the households within the settlements, to determine the population density in the settlements, the frequency of the households’ exposure to a variety of Brown Environmental Problems and the amount of time of exposure to dirty fuels, dirty water, and poor sanitation. The prevalence rate of the different types of the Brown Environmental Problems was also quantitatively constructed. The study compiled its conceptual framework by digesting and synthesising contributions from the system of ideas that involves the general assumption about the relationship between informal settlements living conditions and vulnerability of the populations therein to Brown Environmental Problems.
Zone 6 is an informal settlement in Seshego, this settlement is also known as Rainbow Park-Shushumela. Like other informal settlements, Shushumela comprises of people who need a place to stay but unable to find one due to various reasons one of them being affordability issue. Shushumela informal settlement does not have basic services. Its residents stay in shacks and use their own ways to survive the situation of living without electricity, adequate sanitation and waste removal services. The residents are exposed to various Brown Environmental Problems such as indoor air pollution due the use of paraffin wood and coal, waterborne diseases and sanitation-borne diseases due to the limited access of water and use of pit latrines. The residents’ overall living conditions expose them to Brown Environmental Problems.

Impact of urban agriculture on poverty at informal settlements in Soweto, Gauteng ProvinceMankoe, Morore Mattheus January 2013 (has links)

Dev.) -- University of Limpopo, 2013 / Urbanisation is one among the pressing issues facing human kind today and with it large number of rural poor immigrated to cities, failed by economic growth to get formal employments, large number of the poor are now found in informal settlements around cities where abject poverty, unemployment and extreme hunger is concentrated. Urban Agriculture is viewed as one of the strategies the urban poor employs to cushion themselves from the hardships of poor economic conditions. In contrast, there is a view that urban agriculture exploits labour, generates below poverty incomes and land fetches higher prices in cities, as such providing scarce public resources to this practice is not of economic importance.
The purpose of this study was to explore the impact of urban agriculture on poverty, more precisely on the contribution of the practice towards job creation, cash incomes and food security. To determine if, urban agriculture can become a potential avenue for local economic development in the informal settlements of Soweto. Descriptive and quantitative assessments of the variables of urban agriculture in the study area were attempted to validate whether urban agriculture can emerge as a substantial mechanism to eradicate poverty and bring forth a potential area for local economic development in the study area. A questionnaire was used as an instrument for data collection.
In the study, some of the facts revealed were that large proportion of the practitioners of urban agriculture are women and few went pass the matric. Moreover, large proportion of the urban farmers were doing so to supplement food at home and surplus sold, on average generating below poverty incomes and no job opportunities were recorded. The study concluded by providing recommendations on how city municipalities, development scientists and policy administrators can ensure that Urban Agriculture is supported in order to offer a potential avenue for local economic development. Some of the recommendations proposed, to cite a few, are that bottlenecks that limit development of Urban Agriculture must be removed, such as policy biasness, especially to livestock production in the cities, provision of infrastructure, tenure system and access to credits to improve productivity of the practice. Provision of advisory service must be conducted in indigenous language to improve adoptability and comprehension to facilitate technological transfer.

Exploring social-cultural explanations for residential location choices : the case of an African City - Dar es SalaamLimbumba, Tatu Mtwangi January 2010 (has links)
This study explores the factors urban residents consider when making residential location decisions. The context of the study is informal residential areas in a rapidly urbanising African city – the city of Dar es Salaam in Tanzania. A central concern in the study is how the urban poor make their residential location decisions; the assumption is that with income limitations the urban poor rely on other non-economic resources to enable their residential location decisions in the context of rapid urban growth and urban poverty. The study attempts to question residential location choice concepts that rely on economic approaches as well as question explanations based on the developing world experiences.The study suggests that in the absence of reliable incomes, social networks and informalchannels prevail in the decision-making process. The concept of social capital where networks and social relationships are used as a resource by individuals or groups to achieve goals is explored in a residential choices framework. Demonstrated through in-depth interviews with heads of households settling close to the CBD (termed the inner city), the intermediate informal residential areas and the peri-urban residential areas; the study shows how socio-cultural factors play a role in the decision makingprocess of households. This is illustrated inter alia, in the form of informal channels for information on accommodation and residential plots, being accommodated rent-free by a relative, the actions of subsequently making short-distance moves to a location within proximity of a relative, or seeking people of the same socio-economic status. The context within which the actions have taken place has also been shown to be important in corroborating the network and relationship elements in the concept of social capital. The uncertainty that residents in rapidly urbanizing cities have to deal with on an everyday basis calls for networks and relations as an important resource for survival. The study goes further to suggest how urban planning practice can learn from the social processes. The study is based on qualitative methods such as in-depth interviewing with heads of household and key informants.
