The process of hypertrophy of the tertiary sector of the economy in the maranhense capital in approached, from the analysis of the partner-economic conditions of the involved workers with the same one, as well as of the possible relations between the related process and the transformations verified in the state public politics come back toward the question of the work, the job and income taking as base the numbers of the evolution of the informality in the city of São Luís, as well as the possible influence of this expansion on a new leads of public politics come back toward the work question. With the process of reorganization of the production, in course from the decade of 1970 in world-wide level, and form the years of 1980/90 in level of Brazil, as well of the some occurrent implications of such process, the definitive burial of the standard keynesiano of politics of work, typical welfare state was verified, and the ascension of a new standard, seated in ideas neoliberals that nail the flexibility and cause the precariousness of the work relations, starting to currently perceive in the activities a possibility of confronting the crisis of the world of the work in course. The related expansion of the informality demands a new state action, witch passes not more in many cases for the combat, but yes for search for exactly endowing the informal activities with one better structure, what it finishes, that of indirect form influence in he expansion of such branch of the economy. In this direction, one searchs to perceive witch the problems (or same the dramas) faced by informal workers of city of São Luís as well as witch the opinions and the yearnings that the same toward the question of the work. / A expansão das atividades informais em São Luís e a Política Pública de Trabalho: Rupturas e continuidades. Aborda-se o processo de hipertrofia do setor terciário da economia na capital maranhense, a partir da análise das condições sócio-econômicas dos trabalhadores envolvidos com a mesma, bem como das possíveis relações entre o referido processo e as transformações verificadas nas políticas públicas estatais voltadas para a questão do trabalho, do emprego e da renda tomando como base os números da evolução da informalidade na cidade de São Luís, bem como as possíveis influências dessa expansão sobre uma nova leva de políticas públicas voltadas para a questão de trabalho. Com o processo de reestruturação da produção, em curso a partir da década de 1970 em nível mundial, e a partir dos anos de 1980/90 em nível de Brasil, bem como das várias implicações decorrentes de tal processo, verificou-se o sepultamento definitivo do padrão Keynesiano de política de trabalho, típico do Estado de Bem Estar Social, e a ascensão de um novo padrão, assentado nas idéias neoliberais que pregam a flexibilização e ocasionam a precarização das relações de trabalho, passando a perceber nas atividades uma possibilidade de enfrentamento da crise do mundo do trabalho atualmente em curso. A referida expansão da informalidade exige uma nova ação estatal, a qual passa em muitos casos não mais pelo combate, mas sim pela busca por dotar as atividades informais de uma melhor estrutura, o que acaba, mesmo que de forma indireta influenciando na expansão de tal ramo da economia. Neste sentido, busca-se perceber quais os problemas (ou mesmo os dramas) enfrentados pelos trabalhadores informais da cidade de São Luís, bem como quais as opiniões e os anseios que os mesmos tem em relação às políticas públicas estatais voltadas para a questão do trabalho.

This research focuses on the measurement of the non-observed economic activities by sector of South Africa for the 2011 and 2016 calendar years. The purpose of the research is to determine whether the current GDP as estimated by Statistics South Africa is under- or overestimated when considering the non-observed economy. The research is based on the 2008 System of National Accounts as it determines the guidelines, definitions and characteristics of the “Non-observed economy (NOE)” sector and it allows national accountants to use/supplement the research in the estimates of the GDP. This research follows a quantitative methodology where several surveys of Statistics South Africa are used. Where lack of data exists, some administrative data is used regarding the illegal activities. The findings of the research is that the total economy of South Africa is underestimated when taking into account the NOE activities. / Economics / M. Com. (Economics)
