Information management in the age of E-government - the case of South Africa

Thesis (MPhil (Information Science))--University of Stellenbosch, 2006. / The purpose of the research study was to explore how information is managed, in selected South African government departments, since the South African government is moving into the age of e-government and electronic service delivery. This study has tested and found that the degree to which information and knowledge are captured and used to support good governance depends on whether a strong underlying information management infrastructure is in place. A descriptive literature study was conducted to obtain information and views from available related literature that also served as the theoretical basis for the subsequent argument that the success of e-government depends on good information management, not just establishing an on-line presence. The primary data collection for this study was conducted from government employees, junior, middle and senior management level, employed by various Departments, in the National Offices. The findings indicate that a carefully considered plan and strategy for information management infrastructure development are required that include generating a shared vision for information management, a strong action and wide awareness and support by the key stakeholders. Various conclusions have been reached through this study i.e.: • The creation, use and preservation of electronic records pose special challenges requiring new techniques and tools but based on traditional information management principles and goals. • A learning culture and strong infrastructure of laws, policies, standards, practices, systems and people are required to support information management for both traditional and e-governance needs. • Good recordkeeping is a core component of good governance, especially in an increasingly information and technology-intensive environment. A number of recommendations are made, including suggestions that the South African Government should develop the information management structures within the Departments and identify the barriers to information sharing, and also barriers related to culture and structure.

A framework for management of electronic records in support of e-government in Kenya

Effective management of electronic records (MER) facilitates implementation of e- government. While studies have been carried out on management of records in Kenya, none of these studies has focused on MER in support of e-government implementation in Kenya. To address the knowledge gap, the current study sought to establish the current state regarding MER in support of e-government in Kenya. The study investigated how MER supported e-government in Kenya with a view to develop a best-practice framework for MER in support of e-government. The specific objectives of the study were to: ascertain current status of MER in government ministries in Kenya; determine the current level of e-government utilization; establish the effectiveness of existing practices for MER in supporting e-government; identify challenges faced by ministries in MER that could impact on implementation of e- government; propose recommendations that could improve MER in ministries to support e-government effectiveness and develop a framework for MER in support of e-government. The theoretical framework was the European Commission’s (2001) Model Requirements for Electronic Records Management (MoReq) and the United Nation’s (2001) five-stage e-government maturity model. The study was anchored on the interpretive research paradigm and adopted qualitative research methodology using phenomenological design. The study sample consisted of 52 respondents drawn from eighteen government ministries, the Kenya ICT Authority (ICTA), the Kenya National Archives and Documentation Service (KNADS) and five e- government service areas. Maximum variation sampling technique was used. Data was collected through face-face interviews and analysed using thematic analysis. The findings established that: the general status of MER in government ministries is inadequately positioned to support e-government; utilization of e-government in Kenya had grown significantly and more ministries were adopting e-government services; although some initiatives have been undertaken to enhance MER, the existing practices for MER require improvement to ensure they adequately support e-government; there exists several challenges in the MER that impact on implementation of e-government. The study concluded that the current practices for managing electronic records in support of e-government implementation were not adequate. Recommendations and a best-practise framework for managing electronic records in support of e-government have been provided. Suggestions for further research are provided. / Information Science / D. The collection, organisation and use of information by voluntary information providers

This is the first study undertaken into the way in which voluntary workers, untrained in information skills and working in community information services, collect, organise and use the information they provide to assist clients needing it for their day-to-day survival. The study is placed in perspective through a survey of the literature relating to community information services. This is supplemented by a study of documents relating to the Pretoria Citizens' Advice Bureau. Data was collected by means of participant observation at the Pretoria Citizens' Advice Bureau and interviews with voluntary workers in the Bureau. Analysis of the data was carried out according to the grounded theory approach. It was found that untrained volunteers creating information storage and retrieval tools for use by their fellow volunteers, work without a knowledge of information storage and retrieval theory. They tend to make ad hoc decisions and create tools that are not as user-friendly as they could be with some background in the theory of information science. On the other hand, volunteers searching for information make the same kind of demands of the information storage and retrieval system they use as do professional and scientific information users, in that they want direct access to as much relevant information as possible in one place. They want the information repackaged in a manner to suit their purpose. When under pressure, they are reluctant to consult multiple information storage and retrieval tools not within easy reach. The study culminates in a number of recommendations for the improvement of the service of the Pretoria Citizens' Advice Bureau in particular. Recommendations are also put forward for a centralised computerised database providing processed information to community information services in South Africa. Some suggestions are made concerning education and training of volunteers and professional information workers with a view to providing a better understanding of community information services. / Information Science / D. Towards an information security awareness process for engineering SMEs in emerging economies

With most employees in Engineering Small and Medium Enterprises (SME) now having access to their own personal workstations, the need for information security management to safeguard against loss/alteration or theft of the firms’ important information has increased. These Engineering SMEs tend to be more concerned with vulnerabilities from external threats, although industry research suggests that a substantial proportion of security incidents originate from insiders within the firm. Hence, technical preventative measures such as antivirus software and firewalls are proving to solve only part of the problem as the employees controlling them lack adequate information security knowledge. This tends to expose a firm to risk and costly mistakes made by naïve/uninformed employees. This dissertation presents an information security awareness process that seeks to cultivate positive security behaviours using a behavioural intention model based on the Theory of Reasoned Action, Protection Motivation Theory and the Behaviourism Theory. The process and model have been refined and verified using expert review and tested through action research at an Engineering SME in South Africa. The main finding was information security levels of employees within the firm were low, but the proposed information security awareness process increased their knowledge thereby positively altering their behaviour.

Developing and managing information collections for academics and researchers at a university of technology : a case study

This study examines the efficacy of collection development and management practices, policies, guidelines and standards in universities of technology to meet the information needs of academics and researchers at such institutions. In South Africa, as in Australasia, technikons or polytechnics have been upgraded first into degree granting institutions and then, at the beginning of the 21st century, into universities of technology. The researcher was concerned that library collections in South African universities of technology have not grown to meet the research and teaching needs of academics at the level of universities offering instruction up to a doctoral level. As research funding, government grants and the general prestige of the institutions depend on the research output of the institutions, it is essential that academics and researchers find the information resources they require in their institutional libraries. Case studies of universities of technology in New Zealand and South Africa reveal that, while Auckland University of Technology has been successful in extending its collection to meet the increasing demands placed on it, the collection development policies, standards and guidelines in a South African university of technology need to be upgraded in order to meet the information needs and information behaviour of their researchers and academics. Current levels of funding for the acquisition of information resources in South Africa lag behind those found at the New Zealand university of technology. The university of technology that was the object of the South African case study needs to bring its collection in line with that of similar institutions worldwide. This entails adapting goals and objectives stating how the collection is to develop, evaluating the collection and the needs of users, changing the Collection Development Policy to reflect the direction collection development will take and ensuring that the institution and the government back this project financially. To this end, a model Collection Development Policy has been drawn up that can be adapted to the local requirements of South African universities of technology to assist with the process of developing and managing library collections that will be worthy of such an institution. / Information Science / D. Knowledge retention at a platinum mine in the North West Province of South Africa

Knowledge retention plays an important role in combating organisational knowledge loss. However, some organisations, including mining companies, still lose organisational knowledge due to employees retiring, resigning, downsizing, attrition and so on. This leaves the companies with a shortage of qualified and senior, experienced employees to meet production needs, which has a negative impact on the running of the operational functions on a day-to-day basis. This qualitative study utilised the knowledge-retention model as a theoretical framework to investigate knowledge-retention strategies at a platinum mine in the North West province in South Africa. Data were collected through semi-structured interviews with 10 employees of the platinum mine in North West province who were chosen purposively, as well as organisational document review. The key findings revealed that although the mine has a knowledge-retention policy, some of the employees are not aware of its existence and there is no enough investment in knowledge-retention initiatives within the organisation. The study concludes by arguing that having knowledge retention policy, strategies and initiatives on paper but failing to implement is as good as not having it. The study recommends that management become involved, support knowledge-retention initiatives, and ensure that knowledge retention policy is implemented in the organisation. / Information Science / M.A. (Information Science)
